taxes isnt repeated this year,
but still nudges higher

THE ANDERSON COUNTY REVIEW
GARNETT Delinquent taxes owed on
Anderson County properties in 2017
increased 5 percent over the prior year,
gaining but paling in comparison to the 24
percent delinquency increase the county saw
the year before that.
The annual list of delinquent taxpayers is
published in todays Review on pages 2B-3B,
a part of a state law mandating the annual
publication.
This years totals list landowners who still
owed a total of $398,004 by the 2017 deadline
as of the payment deadline last week, up
from $377,989 that was due this time in 2016.
Thats a five percent increase year over year,
and a little less than 5 percent of the $8.4 million in taxes that funded the countys $14.4
million 2017 budget.
But the increase in delinquencies is tiny
compared to the prior year, when delinquencies due by 2016 jumped 24 percent over 2015.
The mark of $377,989 owed in local property
taxes as of the delinquency date had not been
approached since the immediate post-recession months of 2010, when property owners
owed $372,347 as of the deadline.
What those figures dont show however is
the impact which increasing property values
may have on those tax delinquencies and on
the ability and intention of some people to
pay or not pay their property taxes.
The countys auditing firm this week will
set an estimate of $98.4 million for Anderson
Countys assessed valuation, or the amount
of a propertys legally defined value that is
subject to property tax mill levies. Last year
the countys assessed valuation was about
$94.2 million, reflecting an increase of about
4.4 percent.
Harold DeForest with the Anderson
County Treasurers office said the 2017 report
published today reflects 533 properties which
are delinquent in taxes. The largest single
amount is $8,440.99 owed by MAA Krupa
Garnett Investment LLC on the Economy
Inn Motel on North Highway 59 in Garnett.
The smallest delinquent amount owed is on
.2 acres owned by Jerold K Bronston a total
of 48.

TOPEKA Though recent
statistics from the Kansas
Attorney Generals office
show continuing decreases in
the number of concealed carry
firearm license applications,
the number of concealed carry
permits in Anderson County is
holding steady following statewide numbers.
New data released last week
by the AGs office showed 5,119
applications received from
county sheriffs offices in 2017
compared to 4,896 in FY 2018
which just ended June 30
thats even with the reduction
in the application fee from
$132.50 to $112. The cost for
renewals remains at $25. All
those figures come in the shadow of a 2015
law that legalized concealed carry without
a permit in Kansas, although gun owners
planning to carry concealed in most other
states still need a Kansas permit in order to
qualify for state-to-state reciprocity.
State figures show 229 permits are still
held by Anderson County residents from
313 total applications. In 2016 Anderson
County had 237 permit holders the lowest
number among the surrounding counties
of Allen, Linn, Franklin and Coffey.
Anderson County Sheriff Vern
Valentine said the local sheriffs office processes only a handful of applications these
days, noting the change in the law that no
longer requires a permit for in-state carry.
The present figures statewide contrast
drastically with those from 2013, when
President Obamas 2012 election prompted
some gun owners to fear further restrictions on firearms and/or ammunition.
That year Kansas saw more than 25,000

districts coming years budget, which will see a spending authorization bump of
$3.6 million to $19.3 million
total authorized, and additional property taxes of just
over $97,000.
The 2018-2019 budget
includes $2.7 million in budget transfers from this year,
to be added to $16.5 million
in planned expenditures to
total the full authorization
for the coming year. The districts mill levy is projected
to total just over 53 mills, a
decrease of about .8 mills
from 2017.
The past three years budgets have been bolstered by
consecutive increases in the
districts assessed valuation,
with property assessed for
taxes increasing from $77
million in 2016 to $79.7 million in 2017 and projected at
$82.8 million for the year.
The spending comparisons reflect around a 25 percent increase in authorized
spending in the coming year,
the bulk of which nearly $1.9 million planned for
capital outlay as the district
plans a new auto shop building on the trades campus on
Walnut Street west of the district office in Garnett.
Other projected spending
increases include $403,593
for special education funding, $332,591 in the districts
general fund, $318,898 in at
risk spending and $105,386
in food service. The budget
anticipates a $18,683 decrease
in federal funds.
The budget hearing will
be held August 23 at 7 p.m.
at the district office meeting room at 305 N. Oak in
Garnett.

Lester Welsh, Road Supervisor,
met with the commission. He presented a letter from the City of Garnett

the storm last week. Commissioner
Howarter requested to see a list of
the county roads that are on rotation
for chip and seal. Lester gave them a
list of roads and the rotation cycle.

Notice of Public Hearing – KCP&L Rate Increase Request
KCP&L has filed a request with the Commission to update its rates for electric service. Originally, KCP&L
requested to increase Kansas retail rates by about $26.2 million, which excludes the property tax rebasing.
The requested increase including the property tax rebasing would be $32.9 million. As a result of the merger
with Westar Energy, KCP&Ls request has been reduced by about $10.3 million. If granted as originally
requested before the merger reduction of $10.3 million, rates will increase by approximately 4.5% around
Dec. 27, 2018. Under KCP&Ls original proposal, the average residential customer using 1,366 kWh in summer
months and 833 kWh in winter months will see an increase of about $7.29 excluding property tax rebasing,
or $9.19 including property tax rebasing. Residential customers who use electricity to heat their homes may
experience a higher average monthly increase during winter months.
The request cites several reasons for the rate increase request. First, the impact of the Tax Cuts and Jobs
Act decreases KCP&Ls revenue requirement. Second, rate adjustments are necessary to cover rising costs
of providing electric service, including:
A new customer information system replaced KCP&Ls old billing system, which was no longer
supported by certain vendors and didnt provide functionality needed to efficiently serve customers.
Plant and infrastructure investments that support safe, reliable service.
Depreciation expense that results from a Commission-mandated study of depreciation rates to
ensure reasonable levels consistent with fully and appropriately allocating the recovery of KCP&Ls
investments made to serve customers.

Regulatory Responsibility
The Commission regulates public utilities. Oversight primarily pertains to rates and terms of service. To ensure
that regulated utility customers are provided sufficient and efficient service at just and reasonable rates, utilities
may not change rates without Commission approval.
Public Comments
The Commission will accept written comments from KCP&L customers through Oct. 17, 2018, at 5 p.m. CDT.

Carol Ann Katzer, age 78,
of Grove, OK went to her eternal home, on Tuesday, July 17,
2018. She was born December
27, 1939, in Greeley, KS and was
the oldest of
3 children.

School, Carol
attended
Kansas State
College of
Katzer
Pittsburgh,
graduating
in 1963 with a BS in Education.
She went on to teach in
Henderson, Nevada for several
years. She continued on in her
career and became a County
Agent in Doniphan, KS.
In 1970, Carol received
her Masters of Agriculture
and Applied Science from
Oklahoma State University.
Her love of teaching and design
afforded her the opportunity
to continue educating others
at the University of Houston
as a teacher. She then became
Manager at Design Resources
and later, Louis Shanks, in
Austin, TX. Eventually moving to West Texas to become a
County Agent.
Carols talents were many
but she was an accomplished
seamstress and award winning
quilter. She will be remembered
for her quiet soul, patience and
love of education. She found
joy in her family, animals and
her faith in God.
Preceded in death by her
parents, Matilda (Tillie) and
Leonard Katzer, Sharon Cooke,
Dean Ruthstrom and sister-inlaw Ann Katzer. She is survived by her brothers, Lenn
Katzer and Charlie Katzer, her
nephew, Tawn Katzer, wife
Keela, nephew Michael Katzer,
wife Melissa and her niece
Monica Katzer.
A small service will be
held at St Elizabeth Catholic
Church, 1653 113th St NW
Grove, OK 74344, on August
10th at 10:00 am. A grave side
service will be held at a later
date in Garnett, KS.

singing, painting, bowling and
baking cakes. She was a very
crafty person. She loved shar-
ing her crafts with everyone.
She was an avid bowler.
Her and Murel owned the
Wise Owl Restraunt, in Paola,
for two years. Every summer
the grandkids would stay with
her at the farm, known as
Camp Granny.
She was proceeded in death

An insiders view to
The Enemy of The People
In a few weeks, as soon as we get all the pieces together and hopefully spelled everyones
name right, the Review will publish a section
we do every year recognizing the kids who won
exhibition categories in the Anderson County
Fair. Will that be an example of our being, as
President Trump has termed, an Enemy Of The
People?
No. Theres a difference between the journalism thats become a bedrock institution in
our country and the type of enemy President
Trumps been pointing out among some of my
colleagues.
Most of us see the distinction pretty easily.
And in his typical over-the-top, bull in a china
closet style, the president has highlighted a phenomena weve all witnessed in recent decades
and which has been rubbed raw by national
media since Trumps 2016 election.
The difference is telling and its completely
related to content and intent.
When our newspaper tells you about efforts
to build a new water plant or Anderson Countys
travails over a section of bad road construction
or a column from the local extension agent
about avoiding ticks in the summertime, you
pretty much understand our motive is to inform
you. When a kid catches one of those giant catfish out of the Pottawatomie and we publish her
photo with it, theres no ulterior motive to make
you believe one thing or the other. Were not
making a statement about animal rights; were
not insinuating the depletion of local aquatic
life is going to upset the delicate environmental
balance of the Eastern Kansas ecosystem. Were
just showing you a kid with her fish. Theres no
politics to it.
And politics is where everything changes. Its
no secret most members of the media lean liberal a Pew Research study from 2004 showed 34
percent of national journalists identified as liberal while only 7 percent claimed to be conservatives, and similar findings have been established in studies since then. Its also true that
among those liberal journalists, some of them
truly despise conservative philosophy primarily based around views on abortion but by no
means limited to that. The disdain swings both
ways, of course, but since fewer conservatives
are in the national media, the influence of liberals has established the parameters within which

national, and, to a somewhat lesser degree, state
and regional news coverage, is defined.
Nationally, the bulk of the American press
corps ruminates mentally and emotionally within a bubble of group-think defined by urban
values of Washington, D.C., and New York the
centers of the mainstream media universe.
President Trump poses the only real threat
to that establishment since Ronald Reagan.
Reagan was a charmer who could at least warm
his enemies; Trump doesnt give a damn what
his enemies think and subscribes to a counterattack philosophy. But the truth is Trump has
more reason to counterattack than any president in recent memory.
Thats because the members of the national
press cant fathom how they could have torn
at Trump throughout the primary and general
elections and then watched in horror as their
audiences ignored them and elected him president. Their attacks on Trump both before and
after his election have been unprecedented
from decade-old video recorded locker room talk
to unnamed source stories to relentless harping
about baseless Russian collusion, the national
press has in the past two years shown a prejudicial side even its harshest critics previously
wouldnt have believed.
The president may have mischaracterized the
press in general, but he hasnt mischaracterized
all of it. In further destroying its own credibility
with the public through its continuing tantrum
over his election, the press has become its own
worst enemy.

Ive watched several city commission meetings
and had to bite my tongue over how Mayor
Cole has acted in the meetings. She thinks shes
over the other two commissioners, from telling
them not to have executive sessions when shes
not there to telling them what they can and
cant discuss in the meetings. The most recent
commission meeting she disrespected commissioner Huss on minute corrections and told her
she was not to discuss those in the meeting.
Who does Mayor Cole think she is? The commissioners are all equal members. The mayor
has no authority over the other commissioners.
It looks like the title of mayor has gone to her
head. Abuse of power.
The girl that wrote the article on asthma and
COPD, she never mentioned other medicines
like duo meds which I take for my asthma. My
asthma is caused from cat dander and dog dander
and mold. Mines called allergy asthma which
she didnt hardly mention and its one of the most
common forms of asthma. I have to take $11,000
worth of shots every month to try to get over this.

A new argument over Workmans Comp in Kansas
Remember the last time the dinner table conversation was about Worker Compensation?
Or maybe the last time that you went through
all those Bill of Rights numbers, and came
down to No. 14 for a debate?
Well, a Kansas Court of Appeals panel last
week agreed 3-0 that the states worker compensation law was amended by the newly
turned-conservative 2013 Kansas Legislature
back then in a way that damaged that 14th
Amendment right of Kansas workers.
Oh, the 14th Amendment? Its the one that
that prohibits states from depriving any person of life, liberty or property without due
process of law. Pretty good little amendment.
Not as political as the 1st (free speech) or 2nd
(guns) but one that probably is important to
everyone who works for a living.
That case the justices decided told the
Legislature that back in 2013, it passed a work
comp damages provision that essentially eliminated that due process of law provision.
Heres what happened:
The Legislature in 2013 amended the Kansas
Worker Compensation Act to sharply reduce
the damages that an injured worker could
receive for a job-related injury. Technically,
it moved from the American Medical
Associations Edition 4 schedule to the AMAs
Edition 6 schedule. And the Edition 6 provides
lower percentages of compensation than did
Edition 4. That newer edition didnt consider
in computation of impairment returning to
work, just basic activities of life.
Weird, but the newer version of the disability compensation doesnt make provisions for,

Remember that worker compensation
began as an agreement between workers
and their employers. A worker is hurt? The
American Medical Association has publications that assess the injury and the effect that
injury has on an employees ability to perform
his/her job. The deal between employers and
their workers is that injured workers will be
fairly compensated for their injuries without
having to sue the employers, and the employers defending every job injury. Saved everyone a lot of money, and time. That was the
deal.
Oh, and it might not become part of a bet at
a bar, but Kansas and Washington state were
the first to enact work comp laws, back in 1911.
Well, the Court of Appeals panel decided
that the states 2013 change of reference for
determining disability and payment to injured
workers tilted the deal so that it wasnt a fair
trade, workers giving up the right to sue for
damages in return for employers providing
adequate and fair compensation (through their
insurance policies) to those injured workers.
The issue came to the court when a Kansas
delivery driver was hurt on the job, and the
new disability guidelines book computed his
impairment of 6 percent while the older version put his disability at 25 percent. The dollar
difference? It was $14,810 for that persistent
back injury, while the older AMA book put
the disability award at $61,713a difference of
about $47,000.
Now, there undoubtedly have been other
workers injured and compensated under the
new law, but it took a specific set of circumstances, effective dates of bills and such, to
make this case eligible for Court of Appeals
consideration, not just the decision of the
Workers Compensation Board.

This decision to return to that old Edition
4, with its consideration of not just whether
you can survive but actually return to work at
some point, sounds reasonable.

Medicare for all prompts debate over socialism
Its begun. We are having a debate over
socialism.
Not over whether its fair to call Democrats
socialists. Not over whether socialism has
been good for Venezuela or some other faraway, unfortunate country. But socialist policies right here in the United States.
The press attention to a new study of the
costs of Medicare for all, or universal health
coverage paid for by the government that goes
much further than Obamacare, is a sign that it
is a live issue.
Popularized by Bernie Sanders, Medicarefor-all is not just a fringy left-wing talking
point anymore. Its a plank of a growing element of the Democratic Party. A raft of prospective Democratic presidential candidates
has endorsed the policy, while about a third
of the Democratic members of the House have
joined a caucus devoted to it.
The good news for Sanders and Co. is that,
in the wake of the failure of an attempted GOP
repeal of Obamacare, the health care debate
is clearly moving left. The bad news is that
Medicare-for-all is still a completely batty,
politically unserious idea.
The new study of its costs, from the conservative Mercatus Center, concludes that
Medicare-for-all would increase federal spending by almost $33 trillion during the first 10
years. The study notes that it would be less

The upside is that Medicare-for-all purports
to save on overall health care spending by
ratcheting down payments to health care providers. Medicare does indeed pay less to hospitals than private insurers, but its not clear
that this would be sustainable if hospitals
could count on only Medicare-level payments.
Since Medicare-for-all would eliminate insurance premiums and provide health care free of
charge, it would create an incentive for more
usage, and more health care expenditures.
All of this is why the natural gravity in
a single-payer system is toward brute-force
price controls and rationing to control costs.
President Barack Obama had to promise
that if you like your health care you can keep
it because any change to private insurance is
so toxic. Medicare-for-all would replace the
employer-based system entirely for more than
150 million people. It wouldnt matter how
much they liked their insurance — it would be
gone as a matter of definition.
Republicans need to continue to develop
and push their own ideas to reduce health
care costs and adjust to the new reality where
socialism doesnt simply represent a laugh
line, but a battle that needs to be won.

Another marijuana search
and seizure mission was
accomplished by the Anderson
County Sheriffs Department
Thursday. According to deputy Ted Dalton, a confidential
informant called to report that
he thought someone had planted marijuana along the edge
of his wheat field and wanted the department to check it
out. Dalton went to investigate
and the farmer showed him
where he had discovered three
plants. According to Dalton
the estimated street value
of the plants had they been
allowed to mature would have
been about $24,000.
40 years ago…
An 18-year-old man from
Chanute, Rex E. McCullough,
was killed Tuesday near
Colony when he fell off the
back of a caterpillar tractor
on which he was riding and a
portion of the track came over
his left arm and side before it
could be stopped. He was able
to pull himself from under the
tractor and sat up but immediately fell again and never
regained consciousness. He
was employed by Mid-Central
Construction Company of
Ponca City, Okla., and was
laying pipe lines for Cities
Service Company.

Yesterday the U.S. government assumed control of the
telegraph and telephone lines
of this country for the period
of the war. It is probable that
the present owners of these
lines expect to have them

close of the war, but the people
of this country are not, and

on them, because I have hours
of fun identifying them and
researching their history.

to fasten a suspender strap in
place. They were very popular
in the later 1800s-very early
1900s.
The history of these two buttons,tell me they are both over
100 years old.

show the Israelites who God
really is. We need to always
remember whose battle we are
fighting. Pastor Chase Riebel
gave the sermon entitled Go
Get the Lost One, referencing
Matthew 6:33, Luke 15:1-7, and
Philippians 2:3-11. God doesnt
want us to worry because when
we do, were focusing on ourselves. We need to seek the
Kingdom of God above all else
and to remember that when the
one is lost, Gods got the 99. We
need to be His servant, put others first and to go seek the lost
one.

Jerry is buying a part of Joes
property on Cherry. No objection from city as it does not
affect streets and alleys; Paige
Bostater was hired as dog catcher; Dietrich reported old mower
is running again but would like
to get bids for possibly a new
one later this year or next; City
Attorney Jesse Randall presented Resolution 18-01 to submit
to the qualified electors of the
city the proposition of levying a

write letters to fix or the city
will take action. Lindberg property has a trailer skirt that is
separating with animals running in and out; there also is a
cistern in the yard. Stever property has graffiti, a tarp over part
of the roof, floor boards missing
and black mold, however people are living there. Mayor and
City Marshall feel it is unsafe
for human habitation. It will be
turned into KDHE.
Wallace reported there are residents who would like to see the
US flags flown during Colony
Days. Monthly bills were
signed. Approval was made for
$35,546.76 expenditure for the
month of April.

This years officers are:

At the July 18 meeting 2nd
Vice District Governor of
District 17, Chris Bauer was
introduced. Eleven members
answered roll call. President
Delores McMullen invited Chris
Bauer to speak first. He mentioned that he had been online
and reviewed our projects. The
current focus programs of Lions
International are Diabetes,
Environment,
Hunger,
Childhood Cancer, and Vision.
The Lions Club International
Foundation is celebrating their
50th year anniversary this year.
There has been over $1 billion
in donations to the foundation.
He also discussed the Melvin
Jones Fellows. The new zone
Chairperson is David Branton
of Garnett. He also had several dates for meetings that he
mentioned. He also encouraged everyone to download the
MyLion app.
President McMullen asked
Mary Scovill to report on what
she had found out about the banner for the school. The school is
going to furnish a banner for
the ball diamond and the gym.
The superintendent, Shane
Walter and principal, Travis
Hermreck, will be visiting at
the next meeting. It is proposed
that Kincaid and Colony share
the banner and the sharing of
the banner was approved by the
members.
Kenton King reported that
the Lancer for the sign has been
cut. He hopes to have it mounted soon. A discussion about the
Fishing Tournament was initiated by Kenton. The move of
the tournament to the fall was
made.
President McMullen asked
that anyone wishing to speak,
signal by raising their hand and
waiting for recognition from
the chair.
A short discussion about
making a club pin was discussed. President appointed
Mary Scovill and Sue Colgin to
do some research about cost.
David Bauer drew the winning
ticket for the Glock 21 pistol.
The winner was Jeff Dieker of
Colony. Meeting was adjourned
by President Delores McMullen.

Motorcycle collision with
a deer injures local couple
OSAWATOMIE A local couple is in stable condition in a
Kansas City-area hospital after
they were injured Thursday
evening when the motorcycle they were riding collided
with a deer on U.S. 169 near
Osawatomie.
Bill and Diane Wilper of
Garnett were riding near the
area where U.S. 169 splits from
two to four lanes when the collision occurred. Their son Matt

page Friday his parents had
multiple broken bones and ribcage injuries which required
surgery. Both were in stable
condition at Overland Park
Regional Medical Center, he
said.
A second rider behind
