pay increases in final meeting
before school year begins

GARNETT Monday, August 21, will be the third
day of school for USD 365 students, however,
something much bigger and more rare will be
happening that day as well. One of natures most
amazing sights, a total solar eclipse, will happen
during the early afternoon hours.
Lucky for Anderson County residents, this
area falls into a path that is close to what is
known as the path of totality. This path is
where, according to NASA, the moon will completely cover the sun and the suns tenuous atmosphere, the corona, can be seen. The path will
stretch from Salem, Oregon to Charleston, South
Carolina and places in between, with the closest
major city being St. Joseph, Missouri.
According to the Space.com website, in a total
eclipse the disk of the moon blocks out the last
sliver of light from the sun, and the suns outer
atmosphere, the corona, becomes visible. The
corona is far from an indistinct haze; skywatchers report seeing great jets and ribbons of light,
twisting and curling out into the sky.
During totality, the area inside the moons
shadow is cloaked in twilight a very strange
feeling to experience in the middle of the day.
Just before and just after totality, observers can
see this cloak of darkness moving toward them
across the landscape, and then moving away.
These effects are not visible during a partial
solar eclipse, so skywatchers are encouraged to

Observers in Anderson County, outside of the
path, will see a partial solar eclipse where the
moon will cover part of the suns disk, but not
quite all of it. Eclipses occur during a special

members approved raises for district
personnel totaling some $109,000 last
week, bringing total payroll for USD 365
to more than $6.5 million.
The increases were unanimous votes
in each classification with the exception
of one; Gary Teel cast the sole opposing
vote on a measure to approve a 3 percent
salary increase for licensed administrative personnel (elementary principals
and curriculum director) with an additional 1 percent for curriculum coordinator Stacey Hedges and Westphalia
principal Debbie Alford and an additional 2 percent for Garnett Elementary
principal Krista Hedrick. The measure
passed 6-1.
Raises adopted unanimously included:
a 3 percent salary increase for classified and transportation employees
(hourly and classified);
a 3 percent increase for administrative
staff;
a $3,000 increase in salary for superintendent Don Blome, bringing his salary
total to $110,681

The path of totality for this eclipse is about 70
miles wide and stretches from Oregon to South
Carolina. It passes through Idaho, Wyoming,
Nebraska, Kansas, Missouri, Illinois, Kentucky,
Tennessee, Georgia, North Carolina and South

GARNETT Its a near forgotten piece of Garnett history,
rooted in the heyday of the
city when Anderson Countys
population was nearly twice
that of today and simple twolane roads combined with
wagon teams or rickety cars
to keep most folks pretty close
to home most of the time. The
Pennsylvania Hotel, most
recently Denises Country
Caf, was at one time a centerpiece of what, long ago,
was a county square burgeoning with trade and travelers.
But soon maybe within
weeks the structure owned
by a series of business people
and investors over a century and reputed to be at the
center of the towns infamous
south side red light district
will be nothing but a vacant
lot, torn down after years of
decay and negligence.
Its the latest chapter in
the story of Garnetts greatest
ongoing failure the inability
to find productive uses for
century-old downtown buildings that might justify saving
them.
Sentimentality
aside,
unsafe structures have to be
brought down in the name
of public safety. The demolition order stuck to the window of the building lists a
number of structural discrepancies within, and the city
fire department has marked
its windows with a red X,
which means the floors are
rotted to the point firefighters and emergency workers
should not enter the building
in case of an emergency.

ACJSHS opens year with new security design

GARNETT A major renovation project at Anderson
County Junior Senior High
School will greet returning
students in a few weeks one
that will completely reroute
most school traffic through a
new entrance that will provide
more oversight and security.
School board members
in USD 365 recently toured
the renovation project at the
school, which swaps the main
entrance from the north side
of the building to the south
entrance. The project reconfigured administrative offices
from the buildings southernmost classrooms and established a locked security door
inside the south entrance
foyer. Traffic coming through
that entrance now is on temporary hold in the foyer until district staff, on the other side of
a secure window, buzzes them
into the main building.
Total cost of the project was
just over $288,000.
ACJSHS opened in 1993,
prior to the Columbine, Colo.,
high school shooting, the first
high-profile school shooting
which set a macabre precedent for future mass casualty

The Anderson County Sheriffs
Department has purchased
a drug take-back box using
money collected from registered offenders. It is located just
inside the front office door of the
sheriffs department. Drop off
expired or unused medication
24 hours a day, seven days a
week. Remember you are on
survelliance camera so do not
try and remove anything from
the box. Do not place needles
in the box. Dispose of sharps
by placing them in plastic laundry detergent bottles or a plastic milk jug, secure the lid and
throw them in your trash.

Chairman
Jerry
Howarter called the meeting of the Anderson County
Commission to order at 9:00
a.m. on July 31, 2017, at the
County Commission Room.
In attendance were Jerry
Howarter, David Pracht, and
Leslie McGhee. The pledge
of allegiance was recited.
Minutes from the previous
meeting were approved as
presented.
Landfill
Steve Strickler and Donna
Grigsby met with the commission. Discussion was held on
recycling items at the landfill. They would like to see
the landfill be more cooperative with the items they are
bringing to recycle. Steve and
Donna are trying to encourage recycling and possibly
start a multi county recycling
program. The commissioners
will look in to what is not
being accepted at the landfill
and what are their requirements.
Emergency Management
J.D. Mersman, Emergency
Management Director, met
with the commission. He
had Mike Billings, a Grant
Administrator from the
USDA, attend the meeting. He
needed the Commissioners
signatures agreeing to the
conditions of the grant that
was applied for to help cover
the costs of new radios for the
county. J.D. offered an invitation to the Commissioners
to attend the active shooter training on August 9th
at GES. This will be a good
exercise to help prepare the
local agencies if such an
event should occur. J.D. also
informed the commission that
Anderson County Emergency
Management received the
Small County Social Media
Award at the Regional
Local Emergency Planning
Committee conference.
Sanitation
Don Lile, Sanitarian, met
with the commission. He
inquired about purchasing
a 6-foot camera scope to be
able to inspect septic sys-
tems more efficiently. The
Commissioners agreed that it
would be helpful and asked
him to get three bids and
return to present them.

To view the solar eclipse,
you will need to wear special
protective eyewear, of which
a local civil organization has
purchased for all students at
Garnett Elementary School
according to Principal Krista
Hedrick. Protective eyewear
must meet the certification for
the ISO 12312-2 international
standard.
The eclipse will be visible
in the path of totality in St.
Joseph, Missouri, at 1:08 p.m.
and in Kansas City, Missouri at
1:09 p.m. Teachers are gearing
their lesson plans to experience the eclipse with the students, said Hedrick.

Only 15 total solar eclipse
events have been visible in the
United States since the first
recording of one in 1503. If
you miss out on the August
21 event, the next total solar
eclipse will be visible in the
United States on April 8, 2024 .
A total solar eclipse occurs
when the disk of the moon
appears to completely cover
the disk of the sun in the sky.
The fact that total solar eclipses occur at all is a quirk of
cosmic geometry. The moon
orbits an average of 239,000
miles (385,000 kilometers) from
Earth just the right distance
to seem the same size in the
sky as the much-larger sun.
However, these heavenly bodies line up only about once
every 18 months.
Outside the path of totality,
skywatchers in the continental
U.S. and other nearby areas
will see a partial solar eclipse,
in which the moon appears to
take a bite out of the suns disk.
Two to five solar eclipses occur
each year on average, but total
solar eclipses happen just once
every 18 months or so.

Robert Michael (Mike)
Bowen passed on January 17,
2017, at his home. Mike was
born January 7, 1944, and grew
up in Garnett, KS.
Mike
graduated
from
Garnett High School with
the Class of 1962, received
his Bachelors Degree from
Washburn University in
Topeka, KS, his MSW from the
University of KS, and spent 4
years in the U.S. Army. He was
a diehard KU Basketball fan
and attended games whenever
he could.
Mike was preceded in death
by his son, Nicholas Bowen,
his father, Peter Bowen, his
mother, Freda Bowen, his
brother, Tom Bowen, and his
niece, Stephanie Beckwith.
He is survived by his son,
Morgan Bowen of Seoul, South

The structure has not been
used as a hotel since perhaps
the 1940s details of its operation are unsure, because
notations
regarding
the
Pennsylvania in the Anderson
County Histories and other
local history books cite only
its changes of ownership.
Names like Joe Rooks, Charley
Farrow, A.C. Crozier, Frank
Highberger, L.W. Steinbacher
and an Iola man named W.H.
Mills all owned the operation
between 1915 and 1917, leading
to suspicion that the profitability of the establishment might
have been in question even in
times when the county square
was booming.
The dubious reputation of
the hotel and the South Side
is only hinted at in county histories. In his 1990 Pictorial
History and Folklore of
Anderson County, Ks., historian and cartoonist Ed Fink
recounted the story of a teenage carryout boy from the nearby feed and grocery store being
accused by bootleggers of stealing a bottle of whiskey from
their car which they parked
in front of the Pennsylvania.
Discovering the theft, the two
thugs set about harassing the
boy, who got help from armed
store keepers up the street.
Fink said it was discovered
shortly that one of the hotel
residents stole the booze and a
brawl was averted. A few years
before his 2001 death, Fink
admitted he knew the young
carryout boy quite well it was
him.
Longtime Garnett resident
and historian Bud Fraker said
the lower retail stores of the
Pennsylvania at times housed a
liquor store and a tavern in the
1940s and 1950s. The traditions
of taverns and liquor stores in
that section of town survived
long after the Pennsylvania
was no longer used for boarding rooms taverns nearby like
The Little Brown Jug and
The Spot continued to operate into the 1970s and early
1980s.
The Pennsylvania and its
two retail storefronts eventually went vacant for several
years until it was purchased
by local motel owners Mike
and Marjorie Riggs in the late
1990s. The Riggs reopened
the storefronts and opened a
pass-through first-floor wall
between them and operated the Prairie Spirit Banquet
Center in the structure as a
rental event center. They never
followed through with plans
to renovate and operate the
upstairs hotel rooms.
Denise Law opened the
restaurant in the location in
2005 and closed in August of
2011. The property was listed
with area realtors for several
years but no sale ever resulted.

OPINION
Death of the Pennsylvania
should signal local leaders
Residents in the City of Moran are afraid of losing their grocery store. As we prepare to watch
the demolition of the historic Pennsylvania hotel
in downtown Garnett, the solution and the initiative theyre pursuing may be the only option
for us to save our downtown buildings.
Morans population is 517. The owner of the
towns only grocery store is 68 years old, wants
to retire and wants to sell but cant find a buyer.
Townspeople there have formed a cooperative,
selling memberships at $100 a pop, and have
obtained a grant from an Allen County economic
development agency with the aim of buying the
store, hiring a manager and continuing its operation. Theyll need some $200,000 for the deal.
Its a long shot. But for the town, its still a
shot. Maybe the only one.
Soon Garnetts historic Pennsylvania Hotel
building on the south side of the square will
meet the wrecking ball yet another casualty in
what has been a losing fight for decades to save
the citys historic downtown from the ravages
of time and economics. The 1880s- era structure,
last known as Denises Country Caf restaurant, is subject to tax liens and years of general
structural neglect that has made it unsafe and
unsalvageable. Shortly, the history and folklore
that surrounded the Pennsylvania and marked
Garnetts post-Civil War persona will join the
lot to its west as another blank spot on the city
square.
Downtown buildings only survive as long as
local economics support profitable tenants who
rent those storefronts for an amount that justifies the landlords investment in keeping them
in viable condition. Retail struggles in Garnetts
downtown and has for years, although services
like banking, real estate, investment, restaurants, insurance, law firms and others manage
to survive and now form the mainstay of the
downtown business community.
Downtown isnt dead, but its focus has changed
from retail to service businesses. Regardless,
decrepit, crumbling buildings cant be a home
for them either. Once theyre gone, they most
likely wont be replaced.
So its incumbent on city planners to do two
things 1) adapt to new, maybe unconventional
options for those downtown buildings, and 2)
develop a funding mechanism with investors
committed to preserving the citys downtown.
For starters, Garnett City Commissioners
need to repeal a city zoning regulation that
prevents first floor commercial buildings being

used as residences. While businesses are hard
to recruit to downtown, surviving but vacant
buildings first floors can be refitted to provide
marketable rental housing. Local real estate
agents say they have a steady stream of inquiries
for rental properties but cant always find the
right match for the right tenant. Thats a cash
flow opportunity for a downtown building owner
if city regulations allowed.
The overall effort to reclaim those buildings
from the ravages of time and neglect needs bootstrap leadership, which is what Moran and other
tiny towns in Southeast Kansas like St. Paul are
engaging by the formation of cooperatives to
push for their own specific local causes.
They all have a similar goal: To prevent the
decay of their towns. Theyre willing to organize
and beat the bushes for investors and members
and possible sources of funds to pool the cash to
get the job done.
Garnett needs a locus of leadership through
a similar private cooperative to accomplish this
task as well to re-outfit its downtown. Leadership
to organize that effort already exists with the
Anderson County Development Agency, the
joint city/county economic development organization, and the razing of the Pennsylvania
should be a siren call for ACDA to take up this
effort post haste.
At this point the primary thing that keeps
salvageable buildings in Garnetts downtown
from being repurposed in a fashion that will see
them survive as an economic asset for decades is
a lack of initiative on our part.
People in Moran love their hometown business district enough to work to keep it alive.

Hello, that was an interesting article on the
2017 crops last week. Mr. Hicks, I do enjoy
your paper but it kind of gets me when
people who do not make their living from
the crops comment on how good those crops
will be. And even the local extension agent
apparently may not be aware of the condition of the crops by his comments. While I
understand some areas of the county may
have had enough rain, there are many areas
that are not so fortunate. Maybe next week
we can have a story on the extremely good
wages and benefits of non-farmers; but of
course I cant write about that because I
dont know the facts. Thank you, have a

Talk about an eyesore. The double-wide
trailer at the corner of the railroad tracks
and Sixth Street in Garnett hasnt had the
Googles anti-diversity screed that wasnt
The first thing to know about the instantly
infamous anti-diversity screed written by
a Google software engineer is that it isnt
anti-diversity or a screed.
The loaded description, widely used in the
press and on social media, is symptomatic
of the pearl-clutching over the memo, which
questions the premises and effectiveness of
Googles diversity policies.
The document was meant — before getting splashed on the internet — as an internal conversation-starter. The author posits
that innate differences between the sexes may
account for the disparity between men and
women in the male-dominated world of hightech.
He states repeatedly that he believes in
diversity, and theres no reason to doubt his
self-description as a classical liberal. His
exclamation-point-free memo is hardly a rant.
He expresses the hope that open and honest
discussion with those who disagree can highlight our blind spots and help us grow.
How naive. The witless and inflamed reaction to his document instead underlines his
point about a politically correct monoculture
that maintains its hold by shaming dissenters
into silence.
It is one thing to disagree with the memo;
it is another thing to believe the views therein
should be forbidden. Former Google engineer
Yonatan Zunger says that if it were up to him,
the author would be summarily fired and

escorted from the building immediately by
security (you cant take a chance with such
a danger). Entrepreneur Elissa Shevinsky
believes that the memo could run afoul of
Title VII of the Civil Rights Act — i.e., it might
be illegal.
Googles diversity officer, Danielle Brown,
didnt quite go that far. She offered a pro
forma assurance that different views are welcome at Google. Nevertheless, she stipulated
the opinions of the author are incorrect and
added, ominously, that any discussion needs
to be in accord with our Code of Conduct,
policies, and anti-discrimination laws.
Her case would have been much stronger if
she had rebutted any of the authors state-
ments about sex differences — assuming that
she could.
Sex differences are value-neutral. As the
publication Stanford Medicine notes: Women
excel in several measures of verbal ability
— pretty much all of them, except for verbal
analogies. On the other hand, men have
superior visuospatial skills. Which is better?
It depends on whos asking, and why.
Women tend to be better with people,
men with things. Is either of those superior?
Women tend to put more emphasis on family,
men on their status. Does that speak better of
women or men?
As the Google author cautions, Many of
these differences are small and theres significant overlap between men and women, so you
cant say anything about an individual given
these population level distributions.
In light of these differences, though, it is
foolhardy to expect 50/50 gender parity in professional life, and otherworldly to believe such
differences dont have a role in the predominance of men in, say, software engineering.
Obviously, the field should be open to women,
and Neanderthal behavior in the workplace
should be stamped out. But a company that
believes implicit bias accounts for gender
imbalances must be allergic to certain inconvenient facts. The Google author raised them,
and paid the price.

Kansas locked down on prison guard pay
If you buy the pretty strong premise that
the reason El Dorado Correctional Facility
prisoners are acting up is that there arent
enough corrections officers at the facility to
maintain order, well, there are solutions.
Probably the best solution is relatively
simplepay the corrections officers enough
that jobs at El Dorado become desirable. Might
take a 20% pay raise which is about $20 million a year, or maybe just 10 % at half the cost,
but money can probably fix this.
Not hard. A governor can just order up the
pay raises, and include that extra money in
the touch-up budget for this fiscal year, which
the Legislature will consider in a first-day
of session budget amendment that could be
approved by early February.
Butthe real questionagain, if you buy
into the premise that Kansas low pay is the
reason that the Department of Corrections
cant hire enough guardsis who does it and
when.
Be assured that theres going to be some
confusion, theres going to be a lot of information needed, but it does present someone,
either Gov. Sam Brownback or Lt. Gov. Jeff
Colyer, a chance to win political points for
solving a problem before it grows up to be
the theme of next years Orange is the New
Black season.
The apparent problem is that correctional
officers now start at an annual salary of less
than $29,000, and at that price, theyre hard to
hire. Turnover rates for those guards is about

33% a year statewide and 46% at El Dorado
and 37% at Lansing.
Thats more turnover than at other correctional departments in the areaColorado pays
$40,488 and has turnover of 16.2%, Iowa pays
$40,186 and has a 12 % turnover. Oklahoma,
which pays $26,573 a year, has a turnover rate
of 38% statewide.
Now, if raises are the solution, and if things
stay relatively quiet at El Dorado, the prison
will likely attract enough new employees to
reduce turnover and to sharply reduce the
overtime being paid for those correctional officers who are working 12-hour days and seeing
more time-and-a-half pay than any other prison in the state.
So, who gets to solve the problem? The
governor can just order the pay raises, shuffle
around money and after the six-week training
period for correctional officers, maybe were
back to where inmates arent going to be as
eager to cause problems. Maybe.
Brownbackwho remember last year
wouldnt make budget adjustments himself
to solve a $200 million-plus budget shortfall
could make a short-term adjustment to pay for
the raises, and leave it up to the election-year
Legislature to work out the details.
He could hope that there arent any big
uprisings that result in injuries or deaths, until
he is likely to be confirmed by the U.S. Senate
as President Donald Trumps Ambassador at
Large for International Religious Freedom
probably in September or October, allowing
move-up Lt. Gov. Jeff Colyer to solve the raise
issue and win some leadership points should
he decide hed like to run for governor next
year.
Or, the calls from legislators for a special session so everyoneespecially House
members with districts which include prison
employeescan take part in the rescue might
be OKd by Brownback, which essentially cuts
whoever is governor out of the rescue plan.

the main routes from one highway to another.
I thought the city had a weed ordinance for
lawns like that and if you didnt mow your

Anderson County Fire Department KSU Agronomy Will you be standing on

The Anderson County
Fire Department (ACFD) has
received State approval for a
Volunteer Fire Assistance
(VFA) Grant this year according to Kansas Forest Service
Fire Management Coordinator,
Ross Hauck.
Anderson County will
receive $4,500 which will be
used to purchase additional radios for fire apparatus.
Funding for VFA comes from
the USDA Forest Service.
USDA Forest Service then
awards a grant to the Kansas
Forest Service, which administers the program and approves
the grants to local departments.
The money is used to equip
and train fire departments to
prevent and suppress fires in
rural areas. This is a great way
for the Kansas Forest Service
to assist and encourage rural
community fire departments to
improve their services. While
the federal share usually does
not constitute a large part of
a departments budget, it maymake a big impact on a small,
volunteer department Hauck
said.
These funds will be used
to purchase upgraded communications equipment for our
firefighters. This will have an
immediate and direct impact
on firefighter safety and our
ability to provide services to the
county. On behalf of Anderson

Ever wonder what the value
of helping a family member or
neighbor get to the doctor and
other appointments, preparing
meals, shopping, managing
bills, or setting up medications
is worth in dollars, cents and
time? According the Family
Caregiver Alliance 267,000
individuals in Kansas provided informal help to another as
a caregiver in 2014 and spent
over 286 hours doing so. If those
same services had been given a
monetary value it would have
come to over $2.8 million.
As an agency, the East
Central Kansas Area Agency
on Aging (ECKAAA), understands the value of these services. It is the informal caregiver that often helps an individual stay safely at home for
as long as possible and work
with agencies such as ours to
get in-home supports set up and
working. ECKAAA also understands how time consuming,
overwhelming and frustrating
it can be to essentially take
over as business and health
manager when unprepared. It
is the informal caregiver who
makes the phone calls to ask
the questions, arranges work
schedules so they can be at
appointments, figures out what
bills need paid and when, and,
who often has difficulty doing
it easily due to legal documents
that are needed that may not
be in place. To help provide
information and ease the frustration for anyone helping
someone else with their medical or financial business, and
to help individuals get their
health and financial business
in order so someone else can
help them, ECKAAA will be
hosting a four-part Lunch N

Historical Society Tours
Kincaid High School
The Anderson County
Historical Society met at
the Kincaid High School
Community
Center
on
Thursday August 3rd, 2017 at
6:30 p.m. President Kristie
Kinney led the Lords Prayer,
followed by a carry-in dinner
enjoyed by 23 members and
guests.
Following the business
meeting the group enjoyed a
tour through the community
center and museum. Kincaid
residents, Henry and Ann
Donaldson and Irene Louk,
assisted with the self-guided
tour. The building, that is the
former Kincaid High School,
was leased from the City of
Kincaid by Kincaid High
School Community Center, Inc.
for 25 years. A $60,000 grant
was received by the group from
the USDA and improvements
were made to the building.
The improvements were
completed in 2009-2010, and
the building now houses the
Kincaid City Hall, a meeting
room with a modern efficient
kitchen, the nutrition site, a
library, an exercise room, and
a museum. Many historical
items from the community and
surrounding area are displayed
in the museum. Some items
of interest include a painted
mural of animals and sea life
completed by local art students,
an adding machine from the
Selma store, boards of displays
of many beautiful old buttons,
and a baby buggy from 1926.
Items from Kincaid business-
es include an old Kincaid city
clerks desk, a potato-bean bin
from VanBusKirk and Boohers,
and a penny scale from Sissons
Drug Store that closed around
1965. Numerous old quilts have
also been donated for display.
Notices and memorabilia from
the Kincaid Fair were proudly
displayed. The school items
featured FFA jackets, pictures
of members of the Ag classes,
sports teams, cheerleader outfits, old school annuals, and
school program flyers.
The Kincaid City Library
housed in the building is located in the same room as the
former school library. It is
open for several hours, three
days a week, and contains
books for children and adults.
Computers are also available
for use.
The Kincaid High School
building was a WPA project
completed in 1936-1937. The
last high school class graduated in 1967. Crest Junior
High School used the building until 2002. The current
facility is a positive addition
to the town of Kincaid and surrounding community.
The historical society
invites all who are interested in
the preservation of Anderson
County history to attend dinner
programs the first Thursday of
the month and tour the museum Tuesday through Friday,
1:00 to 4:00 p.m. Monthly meeting announcements are made
in the local newspapers.

at 9 a.m. with registration,
coffee and doughnuts, and the
program starts at 9:30 a.m. A

In looking through my notes
I found the following statement.
There are three required courses
and three elective courses in life.
The required courses are life,
death and the judgment of God.

The elective courses are choose
your way of life, choose your master and choose your own destination. Unlike our creator each of
us has a beginning and an end.
The required courses for the most
part allow for no human choice
on our part. We cant choose our
parents, our economic status or
even where we live. Webster has
a rather cold definition of life.
He defines life as, The form of
existence that distinguishes living organisms from dead organisms.
The second required course is
death. If we focus on Websters
definition we read, If you are
not alive you are dead. In James
4:14-15, James summarizes life
and death very well. James says,
Why you do not even know what
will happen tomorrow. What is
your life? You are a mist that
appears for a little while and then
vanishes.
The third required course
is the judgment of God. In 2nd
Corinthians 5:10 we read, For
we must all appear before the
judgment seat of Christ, that each
one may receive what is due him
for the things done while in the
body, whether good or bad. As
I mentioned previously we dont
have any choice in the required
courses. However the choices we
make in the elective classes will
determine whether we pass or
fail the required courses.
The first elective class
is choose your way of life. In
Matthew 7:13-14 we read, Enter
through the narrow gate. For
wide is the gate and broad is the
road that leads to destruction,
and many enter through it. But
small is the gate and narrow the
road that leads to life, and only a
few find it. If your life looks like
everyone else around you maybe
you should check the width of the
gate you came in. In his poem,
The Road Not Taken, Robert
Frost ends his poem about two
roads diverging in a yellow wood
by saying, Two roads diverged
in a wood, and I—I took the one
less traveled by, and that has
made all the difference.
The second elective course is
choose your master. In Matthew
6:24 Jesus says, No one can serve
two masters. Either we will hate
the one and love the other or he
will be devoted to the one and
despise the other. Whatever
drives you is your master. You
wont have to think long to find it.
The third elective course is
choose your own destination. In
Matthew 25 Jesus says, All the
nations will be gathered before
him, and he will separate the people one from another as a shepherd separates the sheep from
the goats. He will put the sheep
on his right and the goats on his
left. The King will say to those
on his right, Come you are blessed by my Father; take your inheritance, the kingdom prepared
for you since the creation of the
world. Then he will say to those
on his left, Depart from me, you
who are cursed, into the eternal
fire prepared for the devil and his
angels. The question then is will
you be standing on his right or
his left?

Bypass approved around the city of Colony – 20 years ago
10 years ago….
According to the 2007 year end
report released by the Garnett
Police Department major
crime such as burglary, theft,
battery and domestic violence,
has decreased a whopping 16
percent. That percentage may
not seem like much, but when
surrounding
communities
like Lawrence and the Kansas
City metro area are fighting shootings and theft on a
day to day basis that number
suddenly seems pretty good.

An upcoming portion of the
new Kansas Highway Plan
will place a 3-mile long bypass
around the city of Colony sometime in 1999, and turn over a
section of the existing eastwest portion of U.S. Highway
169 to Anderson. The Kansas
Department of Transportation
released its new highway plan
last week, showing the Colony
bypass project as the only one

By a unanimous decision
Garnett City Commissioners
voted to join the towns of
Iola and Chanute in the fight
against Williams Natural Gas
and the companys interpretation of the open access ruling.
According to City Manager
Rick Doran, he received a letter
from the company stating that
as of August 1, the companys
pipeline bringing gas to the
city would be closed. We feel
its a violation of the anti-trust
laws for Williams to be able to
control the citys access to our
gas supplier, when they are the
only company in the area with
a pipeline.
40 years ago….
The Mid-America Coalition for
Energy Alternatives has asked
for suspension of a May 12 decision allowing construction of
the Wolf Creek nuclear plant at
Burlington. The appeal asked
that work be halted on the $1.06
billion plant due to incorrectly stating its ability to finance
the construction of the project.
According to the appeal, utility
customers could be charged for
finance cost of the plant while
it was still under construction.
100 years ago….
If there is any saying that is
meaner, that excuses more
deceit and cloaks more hypocrisy than What a man doesnt
know, doesnt hurt him, what
is it? And who said it first, and
who what was the excuse for
saying it? Ten to one, it will be
found he was committing some
meanness, and excused himself
for hiding it from those who
should know by saying, What
a man doesnt know, doesnt
hurt him. Perhaps it doesnt
hurt him, but men who use
the saying are doing something
that is bound to hurt them.
Livestock producers must
connect on a values basis
Todays livestock producers
work in a noble profession.
Unfortunately, not everyone
believes this so people who
care for animals must understand how consumers think
and feel. Get inside their
heads, if you will.
Consumers hold farmers
responsible for the humane
treatment of farm animals.
In recent consumer surveys,
people rated animal wellbeing
higher than the care and wellbeing of workers in the food
system but not as high as food
safety.
It is not science, technical
capacity or ability that drives
trust. Instead, it is whether
consumers believe agriculture
shares their ethics and values.
Kansas livestock producers
spend long hours caring for
their cattle, hogs, goats and
sheep. Many check on their
herds every day. They constantly monitor for health
issues. They make sure their
livestock are well fed, watered
and sheltered during inclimate weather.
During calving season, for
instance, most cattlemen put
their momma cows and newborn calves wellbeing front
and center. You can bet, their
care and safety is their number one concern.

Many Americans know
little about where their food

producers are doing is consistent with their values and
ethics.
Livestock production or
animal agriculture in the most
affluent country in the world
faces special challenges and
opportunities. Among those
challenges is that Americans
spend such a small percentage
of their income on food that
they can demand food where
they want it, when they want
it, in the proportion they want
it and produced in a humane
way.
Many food stores and food
retailers have announced
implementation of third-party verification measures to
ensure food animals are treated humanely. In some instances, customers will demand
third-party verification and if
it doesnt exist, the store providing the food may not be
credible.
Agriculture can and will
win the hearts and minds of
consumers.
Tell your story. Inform people at every opportunity how
hard you work every day to
ensure animals are treated
fairly and humanely.

A trip to the 2017 Kansas Anthropological
Association Summer Spree to water screen
A few days ago I returned
from attending the 2017 KAA
(Kansas
Anthropological
Association) Summer Spree
held Aug.3-6 at the Kansas
Historical Museum in Topeka,
Ks, from 8:00 a.m.-5:00 p.m.
daily.
A group of us volunteers
spent hours conducting water
screening, water flotation as
well as lab sorting and cataloging. We were working on 1,540
soil sample bags, excavated
during the 2017 KATP (Kansas
Archaeological
Training
Program Field School) held
this past June at the Valley
Falls, Ks. site.
I only attended two days of
the Summer Spree Aug.3-4, due
to a very painful bout of gout,
which attacked my right foot
(primarily my big toe). Due to
this, I was unable to help with
water screening or flotation
because of required prolong
standing. Therefore, I worked
in the lab sorting and cataloging artifacts from the water
screening procedure.
I was assigned a station
along a long table and given a
very comfortable chair to sit
in. The only item at my station
was a large lighted magnifying
glass.
Next I was given a rather
large white tray, two smaller styrofoam trays, a pair of
tweezers, hand held magnifying glass, a stack of small
plastic containers, a cup of
1X1 white paper squares,
pencil, and two round stack-
able screening trays, plus a
pre-printed instruction guide.
Now what were all these
items used for and what sort-

ing procedure did I actually
do? I was given a small bag of
collected water screened material which I poured into my
top screen. Everything greater
than 1/4 remained in it as
everything else dropped to the
second screen. From that point,
everything greater than 1/8
remained, anything smaller
than 1/8 filtered on down into
my large white tray.
At this point I lifted off the
two screening trays and individually poured their contents
into the two styrofoam trays,
leaving the 1/8 on the white
tray.
Next came the sorting. I
began with the first screen
material and worked down
thru the second screen, leaving the tiny material until last.
What did I look for? Pottery
shards, debitage (left over
material from stone tool mak-

ing), stones of material they
used or would use, bone if identifiable, daub (pieces of building material (usually clay/
grass mixture), fossils, shell,
gastropods, burned stone, and
naturally any manufactured
stone tools. If I found any of
these items, I removed them
and on one the little pieces of
paper I would write what it was
and what size screen it was and
place it and the item in one of
the cups. Every item, every
size was done the same way.
As for the material on the big
white tray, I actually took one
of the little white cards and
with a slicing motion went thru
all of the tiny material. When
my sorting was completed, I
took all my left over material
and poured it into a large plastic bag (this was called matrix
material). I then made sure my
cleaning station was clean and
ready for another bag. My sorted material went over to other
side of the table, where another
cataloged each and every item.
By the way, they say once a
person gets the real hang of the
sorting procedure, he or she
should be a able to sort a bag in
15 minutes.
After sorting for two full days,
in my dreams Saturday night I
saw, tiny flakes of stone, little
pieces of daub, pottery, seeds
and seed pods, gastropods,
bugs, beetles and oh those tiny
grains of sand.

What you do before making the
claim will help in reducing the
time between the insurance incident and the resolution of your
problem.
Commissioner Selzer said
Kansans should consider the following ideas to assist with the
claims process.
Know your policy. Understand
what your policy says. Because it
is a contract between you and
your insurance company, you
need to know whats covered,
whats not and what your deductibles are.
File claims as soon as possible. Dont let the bills or receipts
pile up. Call your agent or your
companys claims hotline as soon
as possible. Your policy might
require that you make the notification within a certain time
frame.
Provide complete, correct
information. Be certain to give
your insurance company all the
necessary information. If your
information is incorrect or
incomplete, your claim could be
delayed.
Keep copies of all communications. Whenever you communicate with your insurance company, be sure to document the
communications. With phone
calls, include the date, name and
title of the person you spoke with
and what was said.
Ask questions. If there is a
disagreement about the claim
settlement, ask the company for
the specific language in your policy that is in question. Find out if
the disagreement is because you
interpret the policy differently.
If your claim is denied, make
sure you have a letter from the
company explaining the reason
for the denial including the
specific policy language which
caused the denial.
Dont rush into a settlement.
If the first offer your insurance
company makes does not meet
your expectations, talk with your
local insurance agent or seek
other professional advice.
Document auto/homeowners temporary repairs. Auto
and homeowners policies might
require you to make temporary
repairs to protect your property
from further damage. Document
any damaged personal property
for an adjuster to inspect. If possible, take photographs or videotape the damage before making
the repairs. Your policy should
cover the cost of these temporary
repairs, so keep all receipts.
Dont
make
permanent
repairs. A company might deny
a claim if you make permanent
repairs before the damage is
inspected. If possible, determine
what it will cost to repair your
property before you meet with
an adjuster. Provide the adjuster any records of improvements
you made to the property, and
ask him/her for an itemized
explanation of the claim settlement offer.
Seek accident and health
claims details. Ask your medical provider to give your insurance company details about your
treatment, condition and prognosis. If you suspect your provider
is overcharging, ask the insurance company to audit the bill,
and verify whether the provider
used the proper billing procedure.
Contact the Kansas Insurance
Department (KID). If you continue to have a dispute with your
insurance company about the
amount or terms of the claims
settlement, contact the KID
Consumer Assistance Hotline at
1-800-432-2484, or go to the website, www.ksinsurance.org, to
use the Chat feature
You can get a claim resolved
quicker if you have the consumer know-how to fast track the
process, Commissioner Selzer
said.

total of 5,244 books were read
and over 228,000 pages!!

The Kansas Plains and
Southwest Iowa alerted the
public about a church in Sioux
Falls, South Dakota that lost
$16,000 after hiring a traveling
asphalt company called A &
M Asphalt Roads & Parking
Lots. After paving about one
eighth of the lot, church personnel were informed that the
crew was leaving to pick up
more asphalt. They returned
stating that they required payment to pick up the additional
asphalt needed to complete the
job and requested two checks

werent used to buy asphalt for
the church. They were taken
directly to the churchs bank
and cashed by Joseph Stanley
who never returned to the
church to complete the job.
BBB has been informed by a
consumer from rural Sedgewick
County in Kansas that she was
recently approached by George
Joseph Stanley with an offer
to pave her driveway. He was
going door-to-door and driving a white truck with South
Dakota license plates. Luckily,
the consumer did not fall for
his offer.
The companys name being
used in Kansas is Victory Chip
and Seal. Based on the details
provided to BBB, it is possible
that this is the same Joseph
Stanley from A & M Asphalt
Roads & Parking Lots who
stole money from the church in
South Dakota.
According to the BBBs
investigation, Victory Chip
and Seal is not currently
licensed to solicit door-to-door
in Sedgwick County, Wichita
or Valley Center, and in 2014
George Joseph Stanley, aka
Joseph Stanley, had been
charged with probation violations from a 2009 paving scam
in California.
BBB is warning businesses and consumers that if they
have been approached by this
company or any other one
offering the same type of deal to
contact the BBB immediately
at 800.856.2417 or 800.649.6814.
Also, let the solicitor know
that you will need to submit
any offer they may have to the
Better Business Bureau for its
assessment. If they try to talk
you out of this, advise them
that you have no interest in
doing business with them and
end the conversation. If they
become aggressive, call 911.
Individuals and businesses in need of paving services
should insist upon a formal
proposal that includes a complete description of services to
be performed including costs
of materials and labor as well
as start and completion dates.
The proposal should include
the location of the business, a
copy of their insurance certificate, licensing and the firms
telephone number.
Be sure to seek several estimates from local paving contractors before making any
final decisions. Ask for and
check local references and contact the firms insurance company to confirm that all policies are active.
Legitimate firms will have
no issues with these requests.

The Library has a large
number of paperback western
books that were donated. All

library as the library members are giving them away.

Following the August 2
meal served by the United
Methodist Women, President
Bill Ulrich called the meeting to order. Eight members
answered roll call. Secretary
and treasurer gave their
reports.
Kenton King reported the
club received a donation from
the memorial fund for the late
Weldon Goodell. Kim Colgin
reported he had researched
the process to have the clubs
tax exempt status reinstated.
Kenton King reported that
Steven Weatherman and King
had cut down three trees at
the school. The school paid the
Lions Club for this service.
President Bill Ulrich started a discussion about Colony
Day on Sept. 2. The Lions
will serve breakfast from
7 a.m. to 9 a.m. at the City
Hall Community Room. The
breakfast will be biscuits and
gravy and eggs. President
Ulrich also recommended the
club purchase a banner for the
parade in memorial to Weldon
Goodell.
Around Town
I am pleased to report my
daughter is doing better since
her fall while doing a pet care
walk. She now has her arm
and hand in a cast for 4 to 6
weeks. The bone in her right
hand was the worst part of her
injury.
Colony received a much
needed two-inch rain August
5. Barber County reported
straight-line winds and heavy
rain night of the 5th. Red
Cross volunteers were to help
in the recovery process. Most
of their power was restored in
the area.
We are so sorry to learn of
the accident of Gilbert Green.
It was reported he was Code
Red which is severely injured.
The accident occurred in the
town of Colony. He was on his
four-wheeler when he lost control of the vehicle and overturned in the south ditch on
4th and Burton Streets around
4 p.m. Friday afternoon.

A special guest was present
for the last 2017 Story Hour on
Tuesday, August 1. She was
Jo Ho of Overland Park (pictured above). She visited forty
(40) libraries this summer for
the Southeast Kansas Library
System. This was her last presentation.
All enjoyed her comical
speech which also kept the
kids involved. She told four
stories on How We All Could
Build a Better World, this
years theme.
Twenty-six children and
one student helper were in
attendance as well as Colonys
Debbie Wools who has been
in charge of the Story Hour
sessions this summer. Ten chil-
dren won prizes for completing the Incentive Game. They
were to complete eight out of
twelve activities that were listed.
Children attending were:

King, Jacob Young, Gracie
Young, Kamryn Jones, Hanna
Schmidt, Jaycee Schmidt,
Blaine King, Peyton Schmidt
and Brooklynn Jones. Shayda

child in attendance was given
a book. Ice cream and sherbet
were served at the close of this
special meeting.
The Zig Zag sewing club met
August 2, 2017 in Ottawa, Ks,
hosted by Sharon Warbritton
and Evelyn Gillogly. There
were 8 members present. 4
members were recognized for
their birthdays.
Mary Fagg and Margaret
Mumma will continue to
make drain bags for cancer
patients. They will be distributed between Garnett
Hospital, and cancer centers
in Kansas City, Lawrence and
Ottawa.
The door prize was won by
Jackie Leach. It included a
tortilla warmer, scrubby dish
scrubber, and several other
items.
Show and Tell was shared
by Sharon and she showed
clothing protectors made
with a 24 handkerchief.
Mary showed a Christmas
tree made from wooden
spools, a spoon dragon fly and
an owl that she made. Judy
Wiederholt showed curtains
made from yo-yos.
The next meeting will be
held September 6, 2017.
Low Income Energy Assistance
Program Helps Kansans Stay Cool
TOPEKA Kansans with low
income will have a little extra
help paying their utility bills
this summer, thanks to the
Low Income Energy Assistance
Program (LIEAP).
The hot summer months
can be especially difficult for
Kansans who face the dilemma of whether to turn on the
air conditioner and face a high
electricity bill or pay for other
necessary expenses, Kansas
Department for Children and
Families (DCF) Secretary
Phyllis Gilmore said. This
extra assistance will help keep
Kansans safe from dangerous
heat.
LIEAP provides an annual benefit to help qualifying
households pay winter heating
bills. Persons with disabilities, older adults and families
with children are the primary
groups assisted. In the winter
of 2017, almost 38,000 households received an average benefit of $525.
This year, funding is available to provide an additional
benefit to those households for
energy costs. This is not a new
application period. Households
that applied for and received
a benefit during the regular
application period will automatically be issued a supplemental benefit. Households
receiving the supplemental
benefit will receive written
notice of the specific benefit
amount they will be receiving.
Supplemental benefits will be
paid in the same manner and
to the same vendor as they
were for the regular benefit.
The supplemental funds will be
dispersed beginning Aug. 9.

Program is provided by the
U.S. Department of Health
and Human Services, Office of
Community Service through
the Federal Low Income Home
Energy Assistance Program.

I arrived at the plant on July 19, to my dismay and surprise,
the renewable diesel plant was not in production.
In my opinion, the renewable diesel project may have similar
results as the Wood Project we invested in Georgia.
