Allen County leads crime in 6-county region
KBI stats show local
area one of the lowest
crime rates in region

THE ANDERSON COUNTY REVIEW
GARNETT Anderson County
ranked among the lowest in
the 6-county area for crimes
per 1,000 residents in 2016,
according to data recently
released by the Kansas Bureau
of Investigation compiled from
Kansas 105 counties.
Overall however, the 2016
Kansas Crime Index Report
showed an increase over the
previous year of 4.2 percent
statewide in violent crime such
as murders, rapes, robberies
and aggravated assault and
battery. The increase came
after an 11.2 percent increase
in these types of crimes over
crime in 2014.

Septic issues thwart sales
at some rural properties

GARNETT Septic system issues
at two rural home sites recently
is serving as a reminder to those
who may be buying or selling
rural property that septic system
inspections need to be part of sale
disclosures.
County sanitarian Don Lile
recently told county commissioners he had inspected two rural
homes listed for sale which he
could not approve because the
septic systems didnt comply
with county regulations.
Lile said it isnt a frequent
problem, but septic issues have
to be dealt with and are up to the
seller to disclose to potential buyers and to the county for pre-sale
inspection. Lile said he planned
to send a letter to area realtors to
advise clients their septic tanks
would have to be uncovered and
opened for inspection before sales
could proceed, but he said the
county had recently purchased a
cable camera which could be fed
down clean-out spouts to inspect
the tanks, making tank openings
unnecessary.
Anderson County zoning officer Tom Young said old tank
and tube septic systems, many of
which simply ran a single drain
pipe from the top of the tank to
a nearby ditch, are slowly being
replaced in the county by modern
commercial systems that meet
the countys zoning regulations.
Septic systems are designed to
allow solids to compost in the
bottom of what is usually now an
underground concrete or plastic
tank, and then disperse the overflow water through a chamber
or pipe system over a certain
amount of ground depending on
the number of bedrooms in the
home.
The requirement for those systems in the rural areas is notable particularly in the cases of
the sale of rural property and in
home construction in the rural
areas of Anderson County since
the early 2000s. While less than 10
new construction permits have
been issued in the City of Garnett
since 2000, Anderson County

Debt-laden Calpine seeks buyer
Company that would
have built wind farm here
wants purchase deal

HOUSTON, Tx. The debtplagued Texas energy company
that sought to place a wind farm
in Anderson County last year has
agreed to sell itself to a group led
by a private equity firm for $5.6
billion.
The move sent Calpines
stock up 10% on Friday, after it
was announced Energy Capital
Partners would offer $15.25 per
share in the sale.
Later Friday it was announced
the deal was under investigation
by a shareholder rights law firm
to determine if Calpines board
of directors breached their fiduciary duties in connection with
the proposed sale of the company by ECP, along with a consortium of investors led by Access
Industries and Canada Pension
Plan Investment Board.
Calpine was set to enter the
wind farm business almost two
years ago with a proposed generation site that would place
about 100 turbines over some
30,000 acres of eastern Anderson

Local retail sales see bump in July

TOPEKA The City of Garnett
posted an 11 percent gain in
sales tax collections in the
month of July compared to a
year ago, leading the rates of
increase among area cities and
counties which have their own
local sales tax.
The citys 1/2 percent added
onto most every sale notched
$19,216 for the month of July
2016 and $21,340 the same
month in 2017 to begin the
states fiscal accounting year.
Sales in Anderson County are
also charged an additional 1.5
percent county sales tax and
6.5 percent tax that goes to the
State of Kansas.
Kincaid, the only other city
in Anderson County with its
own sales tax, also saw an
increase for July at 5.1 percent from $450.34 to 473.11.
Burlingtons two percent tax
yielded an increase of 5.3 percent from $68,772 to $72,427.
Coffey County has no sales tax.
Ottawa raised an additional
cent sales tax late in 2015 which
took effect in July 2016 to bring
the citys tax to 1.6%. Ottawa
posted $302,899 in July 2017 collections. Sales in Ottawa are
taxed at the highest rate in the
6-county area at 9.6 percent.
Sales tax is sometimes
looked at as an indicator of
economic activity in a taxing
jurisdiction, if the rate of taxation hasnt changed between
comparison periods. But smaller towns with fewer taxable
retail services can have their
figures heavily swayed by big
ticket sales like vehicles and
furniture.

The Anderson County Sheriffs
Department has purchased
a drug take-back box using
money collected from registered offenders. It is located just
inside the front office door of the
sheriffs department. Drop off
expired or unused medication
24 hours a day, seven days a
week. Remember you are on
survelliance camera so do not
try and remove anything from
the box. Do not place needles
in the box. Dispose of sharps
by placing them in plastic laundry detergent bottles or a plastic milk jug, secure the lid and
throw them in your trash.

Everyday
(KS-VINE), an automated victim
notification service is currently being implemented across
Kansas. Kansas VINE is provided through a collaborative
effort between Appriss, Inc.,
the Kansas Department of
Labor (KDOL), the Office of
the Attorney General and the
Kansas Sheriffs Association
(KSA). Kansas VINE is a free
and anonymous telephone and
online service that provides victims of crime and the general
public the ability to search for
an offender housed in a county
jail and receive notifications.

COMMISSION MEETING MINUTES,
JULY 10, 2017
Chairman Jerry Howarter called
the meeting of the Anderson County
Commission to order at 9:00 AM
on August 7, 2017 at the County
Commission Room. In attendance
were Jerry Howarter, and David
Pracht. Leslie McGhee was absent.
The pledge of allegiance was recited. Minutes from the previous meeting were approved as presented.
Zoning
Tom Young, Zoning Director, met
with the commission. He informed
the commission that the individual
who takes samples of the Welda
Sewer district lagoon each quarter
is no longer certified by KDHE and
the county must find a replacement
to test the samples. Tom can obtain
the samples per quarter and hand
carry them to a KDHE approved
testing facility in Frontenac called
Pace Analytic. The commissioners
agreed to allow Tom to get the samples and take them to be tested.
Road & Bridge
Lester Welsh, Road Supervisor,
met with the commission. David
Green, Attorney, and Terracon came
on the 6th to mark and take pictures
of 1600 Rd to be able to take core
samples. Terracon will come August
15th to take the samples and test.
Kaw Roofing contacted Lester last
week to inform him that they will be
coming the week of August 7-11 to
do repair on the courthouse roof.
Sanitation
Don Lile, Sanitarian, met with the
commission. He presented quotes
to purchase a nine foot inspection
camera kit. He received bids for a
Milwaukee from Miller Hardware for
$469.99; Milwaukee from Orschelns
for $880 plus tax and freight; Dewalt
from Orschelns for $429.66 plus
tax and freight, must get an additional cable for $40.77; Dewalt from
NAPA 5.8mm for $499.99; Dewalt
from NAPA 9mm for $479.99.
Commissioner McGhee moved and
Commissioner Howarter seconded
to purchase a Milwaukee 9ft inspection camera cable kit from Miller
Hardware for $469.99 to be paid
out of the County General fund. All
voted yes.
EMS
Scott Harris, EMS Director, met
with the commission. He gave an
update on the Ambulance Transit
vehicle that they recently purchased.
There is a recall on the Ford Transit
vehicles and the part wont be available until 2018. The company where
the vehicle was purchased from
is providing a loaner vehicle at no
charge until the Transit is fixed and
delivered.

Miami County would like the commissioners to pass a proclamation
for A Day of Remembrance and a
Day of Honor on July 15th, 2017.

On August 11, the State of
Kansas was the victim of possession of opiates and possession of
drug paraphernalia. A glass pipe
with residue, plastic baggies and a
round metal container containing a
white crystal substance were recovered.
On August 16, Lance Richard
Morrison, Garnett, was the victim
of theft. A seven speed bicycle was
stolen, valued at $100.

Grill, Kincaid, was the victim of forgery and theft of property or services. Consumable goods and a

On August 7, Donna May Smith,
Westphalia, was the victim of cruelty
to animals and criminal damage to
property. A feline was injured, valued at $110.88.
On August 15, Michael Lynn
Schweizer, Westphalia, was the victim of burglary and theft. A Bucker

I would say the biggest
thing the stats dont show is
how many of the violent crimes
are drug related, such as robberies, rape and murder along
with the property crimes where
drugs are the reason the crimes
are committed, King said. I
would safely say 80 percent of
the crime in Garnett is narcotics related, including both
violent crimes and property
crimes alike.
King said his past 12 years
on the GPD have seen very
few truly random crimes that
werent fueled directly or indirectly by some form of addiction.
I would have to say the last
case of random crimes were
the home invasion cases back
in early 2008, however all the
suspects in that case were also
known drug users.
The report said the incidence of murder continued to
rise in 2016 statewide, with a
total of 148 murders reported, up 12.1 percent over those
in 2015. Of those, 14.3 percent
involved multiple murders in
a single incident. The Kansas
murder rate in 2016 is as high
as Kansas has seen since 2000,
when 156 murders were reported. The highest murder rate
recorded in the state was in
1993 with 188.
Graham County, located in
western Kansas northwest of
Hays with a population of 2,754,
had the lowest crime rates in
the state with only 10 crimes
reported for 2016.

at his home.
Mike
was
born January
7, 1944, and
grew up in
Garnett, KS.
Mike graduated from
G a r n e t t
High School
Bowen
with
the
Class of 1962,
received his Bachelors Degree
from Washburn University in
Topeka, KS, his MSW from the
University of KS, and spent 4
years in the U.S. Army. He was
a diehard KU Basketball fan
and attended games whenever
he could.
Mike was preceded in death
by his son, Nicholas Bowen,
his father, Peter Bowen, his
mother, Freda Bowen, his
brother, Tom Bowen, and his
niece, Stephanie Beckwith.
He is survived by his son,
Morgan Bowen of Seoul, South
Korea, his sisters Patti Bowen
of Florida, Cathy Brooks of
Baldwin City, KS, and Cindy
Bowen of Colorado Springs,
CO, as well as two grandchildren and numerous nieces and
nephews.
A celebration of life in Mikes
memory will be held from 1:00
to 3:00 pm on August 26, 2017,
at the Knights of Columbus

AG Derek Schmidt
launches national effort
to combat elder abuse
TOPEKA (August 17, 2017)
The National Association of
Attorneys General will focus
on strengthening efforts nationwide to combat elder abuse,
Kansas Attorney General and
NAAG President Derek Schmidt
announced today.
Schmidt, who was elected
in June to a one-year term as
NAAG president, said during
his presidency he will focus on
working with attorneys general around the country to help
all states gather expertise and
build capacity to fight elder
abuse, neglect and exploitation.
The members of the association
are the 56 state, territorial and
District of Columbia attorneys
general.
Elder abuse has been called
the silent epidemic of our time,
Schmidt said. It is a crime that
too often operates in the shadows. But the numbers are staggering, and as the population
age 65 and older continues to
grow, it is clear that we all need
to do more to combat this serious problem.
Between 1900 and 2010, the
number of Americans age 65 and
older grew from fewer than 5
million to more than 40 million,
according to the U.S. Census
Bureau. Over the same time, the
portion of the population in that
age bracket rose from about 3
percent to more than 12 percent.
By one estimate, only one in
every 24 cases of elder abuse
is detected or reported. Despite
that underreporting, statistically one in every 10 Americans
age 65 or older who lives at
home will become a victim of
abuse.
Schmidts presidential initiative will be titled Protecting
Americas Seniors: Attorneys
General United Against Elder
Abuse. It will culminate in a
national summit on the subject that Schmidt will host in
Manhattan, Kansas, on April
17-18, 2018.
To assist in guiding the yearlong effort, Schmidt has appointed a bipartisan working group of
four other state attorneys general: Mark Brnovich (R-Arizona),
Chris Carr (R-Georgia), Peter
Kilmartin (D-Rhode Island), and
Ellen Rosenblum (D-Oregon).
Each has led innovative efforts
to combat elder abuse in his or
her respective state.
There is no partisan divide
on the commitment of state
attorneys general to protecting
seniors and combating elder
abuse in all its forms, Schmidt
said. Im grateful for the commitment of my colleagues as we
focus on this effort. Every state
is different in its approach. My
hope is that when this year is
ended, we have identified some
of the best ideas from around
the country and made them
readily available to adapt for
other states.
In Kansas, Schmidt last year
reorganized the Kansas attorney
generals office to establish a
new Fraud and Abuse Litigation
Division that focuses, in part,
on elder abuse. That division
houses the statutory Abuse,
Neglect and Exploitation Unit
established by the Legislature
and also the prosecution of
financial crimes involving
insurance or securities. By law,
the Fraud and Abuse Litigation
Division also coordinates closely with the consumer-protection
and Medicaid fraud and abuse
enforcement work in the attorney generals office.

online human trafficking

Kansas Attorney General
Derek Schmidt today joined
in asking the U.S. Congress to
reaffirm states ability to use
all of their traditional investigative and prosecutorial
authority to combat human
trafficking facilitated online.
In a letter to Congressional
leaders, Schmidt, along with
the attorneys general of 49
other states and territories,
asked that the Communications
Decency Act of 1996 (CDA) be
amended to make clear that
state, territorial, and local
authorities retain their traditional jurisdiction to investigate and prosecute those who
facilitate illicit acts, including
human trafficking. In recent
years, some judges have broadly interpreted the CDA to preempt state and local authority
in this area.
At issue are websites, such
as Backpage.com, that are
known to facilitate and profit
from illegal activities advertised through their site.
Certain interpretations
of the CDA have resulted in
companies like Backpage.com
remaining outside the reach
of state and local law enforcement, the attorneys general wrote. We do not believe
that was Congresss intent in
passing the CDA, and we do
not believe that is Congresss
intent now. It is both ironic
and tragic that the CDA, which
was intended to protect children from indecent material on
the internet, is now used as
a shield by those who profit
from prostitution and crimes
against children.
Schmidt and other attorneys
general have repeatedly asked
Backpage for information
about its content review and
screening policies and procedures. They have also previously asked Congress to amend the
CDA in 2013.

such plants and forced them to
cut profits to stay competitive.
Calpine and most of its competitors have seen earning shrink
as a result, which has called
into question how Calpine will
pay back its $11.9 billion in
loans.

Goodbye Mount Rushmore
In the modern squall that seeks to uncover,
and if not, construct racism in every nook and
corner of the nation and has most recently targeted statues and memorials of the Civil War era
Confederacy, we must wonder how far the historical scourging will go and if Mount Rushmore
will be next.
Yes, Mount Rushmore the venerated mountainside in South Dakota home to the granite
visages of George Washington, Thomas Jefferson,
Teddy Roosevelt and Abraham Lincoln racists,
bigots, slave holders and political lethargists in
the view of modern fanatics whose political survival depends on the continuation of American
racial strife.
It is, afterall, the logical follow up to the tragedy in Charlottesville, Va., in which an alt-right
nut job plowed his car into a group of fanatical
counter protestors, who were protesting another
group of fanatical marchers spoiling for a fight
over the removal of a statue of Confederate
general Robert E. Lee. Both sides showed up to
thumb their noses at each others free speech

Another scurrilous slave owner whose intellect
and writings merely led the nation through its
own childbirth, authored the Declaration of
Independence from tyrannous England, and as
its third president commissioned exploration
of the western United States. Roosevelt? A bigot
and racist imperialist who, as Secretary of the
Navy, goaded President McKinley into a racist
war against Spain in Cuba, and who stole the
valor of the all-black Buffalo Soldiers of the
10th Cavalry who did most of the fighting on
San Juan Hill. Inconsequentially, he also built
the National Park Service, busted trusts and
opposed exploitative Wall Street tycoons and
he did it all as a Republican, no less.
None, regardless of the virtue of their other
deeds, will find redemption when the Peoples
Perpetual Victimhood movement besets their
legacies. Al Sharpton paragon of black victimhood in fact is already calling for the
federal defunding of the Jefferson Memorial in
Washington, D.C. Why should we believe that
will be the end?
Our country may have gone so awry with its
own mealy-mouthed, indulgent self coddling that
not even granite will stop our decay.
Dont bring up your sons to detest the United
States… Recollect that we form one country now.

they talked about in the paper thats going
to be demolished, my friend offered $5,000
for the building. He was going to refurbish it and put it on the National Historic
Register, but they refused to let him do
Its time to mothball Confederate monuments
Robert E. Lee wasnt a Nazi, and surely
would have had no sympathy for the white
supremacist goons who made his statue a rallying point in Charlottesville, Virginia.
That doesnt change the fact that his statue
is now associated with a campaign of racist
violence against the picturesque town where
Thomas Jefferson founded the University of
Virginia. The statue of Lee was already slated for removal by the city, but the Battle of
Charlottesville should be an inflection point
in the broader debate over Confederate statuary.
The monuments should go. Some of them
simply should be trashed; others transmitted
to museums, battlefields and cemeteries. The
heroism and losses of Confederate soldiers
should be commemorated, but not in everyday
public spaces where the monuments are flashpoints in poisonous racial contention, with
white nationalists often mustering in their
defense.
Some discrimination is in order. Theres no
reason to honor Jefferson Davis, the blessedly
incompetent president of the Confederacy.
New Orleans just sent a statue of him to storage — good riddance. Baltimore has a statue of
Chief Justice Roger Taney, the author of the
monstrous Dred Scott decision that helped
precipitate the war. A city commission has,
rightly, recommended its destruction.
Robert E. Lee, on the other hand, is a more

complicated case. He was no great friend of
slavery. After the war, he accepted defeat and
did his part to promote national healing. Yet,
faced with a momentous choice at the start of
the war, he decided he was a Virginia patriot
rather than an American nationalist.
I look upon secession as anarchy, Lee
said. If I owned the 4 million slaves in the
South I would sacrifice them all to the Union;
but how can I draw my sword upon Virginia,
my native state? He betrayed the U.S. government and fought on the side devoted to
preserving chattel slavery.
That is a grievous political sin, although
he obviously wasnt the only one guilty of it.
The Civil War was an America conflict, with
Americans on both sides. An honorable soldier, Lee is an apt symbol for the Confederate
rank and file whose sacrifices in the wars
charnel house shouldnt be flushed down the
memory hole.
The Baltimore commission has called for
moving a striking dual statue of Lee and
Stonewall Jackson to the Chancellorsville,
Va., battlefield. This would take a page from
Gettysburg, where a statue of Lee overlooks
the field where Gen. George Pickett undertook
his doomed charge. If you cant honor Robert
E. Lee there, you cant honor him anywhere.
For some of the left, thats the right answer,
but this unsparing attitude rejects the generosity of spirit of the two great heroes of the
war, Abraham Lincoln and Ulysses S. Grant.
Notably, Grant vehemently opposed trying

Tax increase, cutting expenses key to election cycle
Were into months of candidates and
near-candidates and possible candidates shuffling around ahead of the June 1, 2018, filing
deadline, formally naming campaign treasurers and starting campaigns.
Its going to be an unusually busy fall this
year as the statewide officeholders decide
whether to keep their jobs or seek higher offices, plus 125 Kansas House seats (and so far,
just one Senate seat, that of May 1 sworn-in
Sen. Richard Hilderbrand, R-Pittsburg) are up
for grabs in the 2018 elections.
With all that political gamesmanship under
way, there is a key date in the new calendars
that will likely have a dramatic effect on those
campaigns, and whether some Kansans decide
to spend the summer mowing instead of campaigning: Friday, April 20, 2018.
No, its not the national marijuana day
that 4:20 celebrationits also the date
when the states best economic experts, the
Consensus Revenue Estimating Group, predict whether the state will have enough revenue on hand to finish out what will be the
remaining two-plus months of this fiscal year
and enough money to pay for expenditures
budgeted for the coming fiscal year which
starts July 1, 2018.
Not exactly what most Kansans consider the date that the earth either shakes or
doesnt. But to a surprisingly large degree, it
is an earth-mover.
Enough money? Everything is good.
Not enough money? Then there must be,
just before the primary election, cuts in spending on things that most Kansans want money
spent on. Like social services, roads, law
enforcement and correctionsyou name it,

someone out there wants it done with his or
her tax money.
Orthere could be just-before the
Legislature adjourns increases in taxes.
Thats not anything an incumbent wants to
campaign about or read on his/her opponents
campaign cards, is it?
And that final estimate of revenues will
be made just three days after what is likely
to be the biggest influx of state income taxes
in years. Key, remember, is that the massive
income tax increases voted by this springs
Legislature became effective retroactively to
Jan. 1, 2017, and Kansans have been essentially given until April 17, 2018, to pay those taxes
without penalty.
That extra time before penalties kick in
means that if you dont have adequate paycheck withholding you must come up with a
big check for the state by April 17. Plus, folks
who have LLCs or other businesses that for
the past four years have been exempted from
state income tax on non-wage income will be
writing checks to the state on that date also.
These last-minute payments essentially shake
the states ability to monitor monthly how
revenues are coming in.
Practically, if you have to pay taxes above
your withholding, or try to remember just
where you pay those income taxes if youre
coming off a four-year tax holiday, you arent
going to be paying this years retroactive taxes
early.
Its that time-value of money deal. If you
can earn another month or two of interest on
your non-wage income, youll do it. Thats just
marginally smart business. You pay your bills
on the deadline, not early.
So those April receipts? Three days after
the no-penalty payment deadline, they get
ground into that Consensus Revenue Estimate
that essentially decides what the governor
and Legislature do to balance the budget.
And, of course, whether voters are going to be
inconvenienced and probably recall just who
inconvenienced them when they see the name
on the ballot.
Right now, before we know how this years
taxincreases work out, there are a lot of issues
for candidates to talk about.
Those issues might change on April 20,
2018.

the construction of the turning lane the

around town. I really wish they would leave
them up longer especially considering how

West Nile Virus confirmed
to be found in Kansas horse
MANHATTAN, Kan.
The Kansas Department of
Agriculture Division of Animal
Health (KDADAH) was notified in August by the Kansas
State Veterinary Diagnostic
Laboratory that a horse in
Reno County has tested positive for West Nile virus (WNV).
The horse was euthanized due
to the severity of the illness.
This is the first reported equine
case of WNV in Kansas in 2017.
Horse owners are encouraged
to vaccinate their horses to prevent the spread of WNV.
West Nile virus is the most
common
mosquito-borne
disease in Kansas and in the
United States. It causes severe
neurological disease in horses.
Birds and humans are also susceptible to the virus; other livestock and pet animals are not
susceptible to WNV. Clinical
signs in horses can include
fever, incoordination, generalized weakness, drooping lips,
teeth grinding and inability
to rise. There is no specific
treatment for WNV, but there
are several effective vaccines
available for use in horses.
Vaccines have proven to be a
very effective prevention tool.
Horses that have been vaccinated in past years will need
an annual booster shot. Horse
owners should also consult
their private practicing veteri-
narian to determine an appropriate disease prevention plan
for their horses.
In addition to vaccinations,
horse owners also need to
reduce the mosquito populations and their possible breeding areas.

one alternative for the king if
he wanted the lady to become
his queen. He would have to

lady as I said had no noble
blood and had a reputation
that was not suited for nobility as well. In spite of all this
the king said I choose you
to be queen. When the lady
accepted the kings request
there was a transaction that
was completed. Whatever the
king had, became the queens
and whatever the queen had,
became the kings. The lady
received the nobility she had
lacked to become queen and
the king received the lady as
she was.
Even though the lady lacked
the knowledge of nobility she
was still queen with all the
rights and privileges that went
with that office because she
had been chosen by the king.

30 years ago…
Construction of the family-type living home for Tri-Ko
is nearly complete and should
be finished by mid-September,
according to a report from
Director Jack Sturman. We
decided to build a new home
due to the money it would
take to maintain the older
home. We were also needing to expand because only
nine people could live there,
as well as, a new home had
to be built to fit the disabled
persons specific needs as this
one does.
40 years ago…
The 63-year-old MissouriPacific depot in Garnett is
being razed. With the depot
will go part of Garnetts history that extends back 100
years. The first depot was
built in 1880, when the railroad first came to Garnett.
That depot burned in 1912
Drought conditions welcomed settlers as they
set up camp in Hyatt, which was intended
to be the county seat of Anderson County

The Governor of New
Mexico was registered as staying in the Garnett House on
March 16, 1871. The Garnett
House which yet stands at the
corner of Walnut & Fourth
Avenue in Garnett was more
recently the offices of Drs.
Robert & Mildred Julius
Stevens. The New Mexico
Governor William Frederick
Milton Arny had been a resident of Anderson County as
early as 1856.
With an appointment from
Illinois to raise funds in 1856
to help settle Kansas as a free
State, he came to see for himself what the territory was
like. Early settlers here had
quickly found drought conditions. Arny saw to 900,000
pounds of goods, sent from
the New England Emigrant/
Aid Company, being delivered for relief of the citizens
that year.
This gent had been born in
the District of Columbia in the
year 1813. Graduating from
Bethany College in Virginia,
he became acquainted with
Alexander Campbell. Arny

HISTORY, page 1324 is found
that Arny and Thaddeus
Hyatt formed a colony in
Lawrence in December of
1856, numbering 80 men that
were just discharged from a
territorial militia company.
On December 18th, selected
was the north half of the SE
1/4 and NE 1/4 of Section 10,
Township 21, Range 19E. The
claims were on Cedar and
South Pottawatomi Creeks.
Those settlers lived in tents
all winter and then moved
to their claims. While in
camp they prepared timbers
and built a hotel, store and a
blacksmith shop on the Hyatt
town site.
Henry Roeckers of Garnett,
an archaeologist, has carefully searched Hyatt, which
originally was hoped would
be the Anderson County Seat
of Government.
On Christmas Day in the
year 1856, appointment was
made of 15 trustees. Arny was
one of them, who still then
was a member of the Illinois
State Board of Education.
Those appointees sought help
from the Federal Government
to establish a University of
Kansas in Lawrence. They
were seeking not only a
school including law & medicine, but mechanical, agricultural and normal subjects
as well. This was to be a
university modern in every
way. Other trustees included ten Kansas residents; The
New England Emigrant Aid
Company treasurer, Amos
A. Lawrence a wealthy merchant from Massachusetts,
leading abolishonist, ex-governor William Slade from
Vermonth; Charles Robinson;
Samuel C. Pomeroy and
The Rev. Ephraim Nute of
Lawrence.

boxcars until the new depot
was built. In March 1914, a
handsome new depot opened
to the jubilation of the town.
It was used by the railroad for
61 years and was turned into
a storage area in March 1973
when the depot was closed.
100 years ago…
An explosion of natural gas
at the home of Mr. and Mrs.
Charles Homrighouse Sunday
afternoon caused the wreck
of the house and a great deal
of the furniture and other
contents of the house. Mrs.
Homrighouse, who was alone
at the time, smelled gas, and
she undertook to find the
leak with a match. The result
was a terrific explosion. The
north side of the house was
thrown out and lay on the
ground. The doors and windows were scattered about.
The lower floors were torn
to pieces. Mrs. Homrighouse
was thrown to the ceiling. Her
clothes caught fire and she
was seriously burned. She
was taken to the home of Mr.
and Mrs. Elon Beck.
This tiny Locket is one of my
latest backyard metal detecting
finds.
It appears to be manufactured of bronze, however, its
really hard to tell. I know for a
fact this little locket
is over 35
years old.
What

really surprising
to me is
that its
little catch
works perfectly, allowing it to
be opened and closed.
The mystery is, was
there ever a picture of
someone carried in it?
If so, who was it?
By the way there
are two little initials
inscribed on it, so if
you can identify it and
know the two initials.

that a woman who was shot
in the face by her estranged
boyfriend in December of
last year is now living with
the same man at his home in
Welda, only weeks before he
is set to be tried for attempting to murder her. Greg
Warner, of Welda, allegedly
turned a shotgun on Lena
Hopkins when she was picking up some of her property
from his residence. Hopkins
was struck in the face with

Lincoln Township
meeting updates
The Lincoln Township
Building was, at one time,
the hub of our community. It
was once the place to go on
weekends for card games and
for playing music. As society
changed, so did the use of the
building. The building has
rarely been used for quite some
time. In the last few years, the
raccoons have been able to find
a way through the foundation
and have crawled up the walls
to the drop-down ceiling. The
uninvited guests, consequently, tore the ceiling down and
have caused other damage to
the building.
On August 6th, the Lincoln
Township Board requested a
meeting of the community to
decide the fate of our community building. A crowd of 22
people met with the 3 board
members. A discussion followed by Terry Jasper, Clerk of
the Board.
The following are the three
items discussed.
Selling the building and lot
together
Selling the building and lot
separately.
Fixing up the building and
keeping both the building and
the lot.
Several members offered
donations in the way of materials, their time for helping
with repairs, or checking on
the building. A vote was taken
to repair the building. It passed
with a vote of 16-0.
Our community building
will be saved!
Discussion followed about
using the building for community carry-in dinners or
card games once per month.
The group decided to use the
building for this purpose on the
the third Wednesday of each
month once all of the repairs
are completed.
Since August 6th, the board
is happy to report that the ceiling has been repaired, new electrical wiring is in and the electricity has been turned back
on. The inside of the building
is beginning to look new again.
A very sincere, Thank you
goes out to all who have worked
so hard and to those who donated the materials to make this
possible! Work will continue on
the outside in the near future.

on exhibit at the
Garnett Library
From now until the end
of September, you will find a
unique display of handcrafted wood signs and frames in
the Community Gallery of the
Garnett Public Library. They
are brought to us through
the talents and handiwork of
Kellie Wight and her dad, Ron
Mersman.
Kellie says working with
wood has been her hobby for
several years and her dad has
been crafting frames all his life.
Kellie opened a store in
Garnett in 2004, specializing in
floral and candy bouquets. She
soon realized there was a market for her reclaimed, or as she
says, rescued wood.
Especially popular were the
old window frames to which
Kellie gave new life with special quotes and decor. She was
soon the recipient of many
items destine for the landfill or
burn pile. People just hated to
see them thrown out.
After selling her shop in
2014 to stay home with her new
son, Kellie continued with her
hobby. She has a booth at Black
Horse Trading Company north
of Garnett and is gearing up
for a big weekend at the Sugar
Mound Craft Fair in Mound
City in October.
Kellie and Ron hope you
enjoy seeing their work as
much as they enjoy making it.

training workshop for beginning
or transitioning organic farmers.
The FARMSTARTS workshop
will be held Wednesday, August
30, 2017, east of Hiawatha, KS, at
the Klinefelter Barn Conference
Center, 1724 230th St., Hiawatha,
KS. Registration begins at 8:45
a.m. Program runs from 9 a.m. to
4:15 p.m. Lunch will be served on

meeting. Twenty-two members

Ruth Theis presented the
display plaques. There are still
60 plaques available to be purchased. Engraving will go up
after Aug. 15, 2017 so now is the
time to purchase the plaques.
Tom Lewis will be constructing
the cabinets for the plaques.

Annual American Angus
Association Convention
of Delegates, Nov. 6 at the
Fort Worth Convention

Benton, a member of the
American Angus Association
with headquarters in Saint
Joseph, Mo., is one of 258
Angus breeders who have
been elected by fellow members to serve as an alternate
state representative to the
annual meeting. Representing
44 states and the District of
Columbia, those serving as
state delegates will participate in the business meeting
and elect new officers and
five directors to the American
Angus Association board.
The annual meeting will
take place in conjunction with
the 2017 Angus Convention,
Nov. 4-6, in Fort Worth,
Texas. The event is open to
anyone in the cattle business
and will feature high-profile
keynote speakers; educational sessions, including thought
leaders from every industry sector; the International
Genomics Symposium, sponsored by Neogens GeneSeek
operations; Angus University,
sponsored by Merck Animal
Health; entertainment; evening galas; prize giveaways;

Modern farm families U.S. Soybean Farmers See
steeped in core values Demand-Building Investments
Seems some people outside
of agriculture routinely try to
define the family farm. These
same folks tend to question corporate farming whether family
owned or not.
Lets look at a Kansas family
farm. In our state, many are
based on owner operation. This
means the rights and responsibilities of ownership are vested
in an entrepreneur who lives
and works the farm for a living.
The second key to defining the family farming system would include independence. Independence implies
financing from within its own
resources using family labor,
management and intellect to
build equity and cash flow that
will retire the mortgage, preferably in the lifetime of the
owner.
Economic dispersion is the
next important step in defining what a family farm should
entail. Economic dispersion
would include large numbers
of efficient-sized farms operating with equal access to competitive markets worldwide.
No family farm would be
complete without a family core.
This family-centered operation

share responsibilities and the
children learn the vocation of

The ideal family farm would
be commercially diversified.
Production of diversified commodities would help reduce
price risks and maximize
the use of farm resources. In
turn, this would provide greater self-sufficiency to produce
crops and livestock.
One final attribute necessary in defining todays family
farm would be the acceptance
and use of innovative technology. This not only enhances
farm labor, but also helps boost
production.
Family farming carries with
it a commitment to specific,
independent values. These values become a part of the community and include conservation, frugality, responsibility, honesty, dignity in work,
neighborliness, self-reliance
and concern and care for future
generations.
While its rare indeed that
one family farm may possess
all of these attributes, together
they have created a system of
agriculture that has been a part
of our rural culture since our
states beginning.
Today, detractors of this
profession are making it
increasingly difficult for this
vital industry to progress and
prosper. Thats why its more
important than ever to share
information about our skills
and attributes with those unfamiliar with our calling.

Pieces & Patches Quilt Guild Minutes
The Pieces & Patches Quilt
Guild was called to order by
President Bonnie Deiter on July
13, 2017 at 9:30 a.m. at the Garnett
Library. Roll call was answered
by 27 members. The minutes of
the May meeting were approved
as corrected. 2 new quilt racks
and S hooks were recently purchased There are 2 openings left
for the September retreat.

Open Door and a quilt book,
She Came from Kansas.
Sandra read a thank you note

Charity Quilts Joleata Kent
delivered all of the charity quilts
after the quilt show in May to
Parkview Heights, Guest Home
Estates, Residential Living
Center at Anderson County
Hospital, and the baby doctors
office. Joen Truhe donated two
charity quilts. Hope Unlimited
would like twin size quilts if
possible. A thank you note was
received from Parkview Heights.

Demand drives profitability, and the checkoff aims to
build soybean demand in both
domestic and international
markets. There are several
areas of opportunity that offer
an optimistic outlook for soybean demand. U.S. soybean
farmers were able to see some
of the domestic demand-building opportunities through the
soy checkoffs 2017 See for
Yourself (SFY) program from
Aug. 7-11.
Being able to see firsthand
some of the ways my soybeans
are used was a unique experience, said Nathan White, a
Missouri soybean farmer and
SFY participant. The SFY program gave me an opportunity
to meet some of my end users
and witness all the different
ways U.S. soy is being promoted right in my backyard.
Participants kicked off the
program with the opportunity
to tour a biodiesel facility, MidAmerica Biofuels. Through
investments from the soy
checkoff, U.S. soybean farmers
helped establish the biodiesel industry. Using more than
5.5 billion pounds of U.S. soybean oil in 2015, the biodiesel
industry is a significant customer for U.S. soybean farmers
and accounts for more than a
quarter of all soybean oil used
domestically. Biodiesel is an
important investment for farmer checkoff dollars because as
the biodiesel industry advances, so do demand opportunities
for U.S. soybean oil.
High oleic soybeans give the
U.S. soy industry an opportunity to win back market share
and increase demand from end
users looking for an oil that
performs under high-heat conditions. Participants were able
to learn more about the check-
offs work with other industry
organizations while touring a
DuPont Pioneer facility. High
oleic soybeans add to farmer
profit opportunities by offering premium prices without
a significant change to their
production practices. The soy
checkoff will continue to invest
and build demand for high
oleic soybeans because it fills a
need for the No. 1 oil market
food.
The development of new
soy-based products diversifies
demand. Creating more end
uses for soybeans will continue
to build demand for U.S. soy
and maximize profit opportunities for farmers. Participants
saw this firsthand at the
John Deere assembly plant.
John Deere uses soy-based,
sheet-molding compound for
their HarvestForm tractor
and combine. The soy checkoff continues to partner with
private companies to produce
soy-based products and ingredients, increasing demand of
U.S. soy in non-food uses.
The checkoff works around
the world on behalf of U.S. soybean farmers, but we also do a
lot domestically, said Jimmy
Sneed, Mississippi soybean
farmer and United Soybean
Boards Audit & Evaluation
Committee chair. This years
program was an opportunity
to have our participants see
and understand the checkoffs
domestic footprint and all that
happens right in their own
backyards. I think the farmers
not only saw activities demonstrating how the checkoff
works to develop profit opportunities for all U.S. soybean
farmers right now, but they
also learned how the checkoff
is looking to the future to stay
in front of the challenges and
opportunities that lie ahead.
USBs 73 farmer-directors
work on behalf of all U.S.
soybean farmers to achieve
maximum value for their soy
checkoff investments. These
volunteers invest and leverage
checkoff funds in programs
and partnerships to drive soybean innovation beyond the
bushel and increase preference
for U.S. soy. That preference
is based on U.S. soybean meal
and oil quality and the sustainability of U.S. soybean farmers. As stipulated in the federal
Soybean Promotion, Research
and Consumer Information
Act, the USDA Agricultural
Marketing Service has oversight responsibilities for USB
and the soy checkoff.
