Construction work begins on new hospital
equipment arriving

GARNETT Area residents

underground fiber optic cables
owned by a telephone compa-
ny, ACH administrator Denny
Hachenberg said. Those fiber
optic cables, which were located in the employee parking lot
behind the current facility, will
need to be moved.
On Monday, crews began to
set up a staging area for the
construction. That will include
setting up a fence around the
perimeter and moving a construction trailer to the site. The
northeast corner of the property will be graveled to allow
employee parking to be relocated.
Construction is expected to
take between 13 and 16 months.
City leaders hold
line on budget

makes it tough to cut,
city manager says

GARNETT City leaders working to avoid a tax increase in the
next budget by cutting about
$18,000 in expenses are finding
the task very difficult, and are
expected to finalize the budget
at a meeting tonight.
City Manager Joyce Martin
initially told commissioners
the city would need a small
tax increase of about 1 mill,
or about $18,000, but commissioners said they wanted to
avoid a tax increase entirely.
Commissioners said they didnt
want to add another tax burden to residents who already
are facing higher taxes because
of the recent construction of
a new elementary school and
construction of a new hospital.
Crews hope to complete dirt,
concrete and framing work
before the winter months so
that construction can continue
without significant weather
delays. After the new building
is complete, hospital staff will
need to move equipment from
the old building into the new
one. After that, the old building
will be demolished and a parking lot will be built on its site.
The location of the new building has created some controversy, particularly with neighbors to the south of the site. A
survey of the land showed that

by commissioners and city staff
to find ways to reduce Martins
proposed budget for 2014.
Martin said she had pared
her budget proposal to the bare
minimum, and tough choices
would need to be made to avoid
a tax increase. Commissioners
are reviewing every line item
and shaving away a little here
and there, Martin said. They
have not yet decided if the city
can afford to give wage increases to staff.
We have such a bare bones
budget, Martin said. Weve
always been very careful with
what we do, and thats what has
made it hard.
Commissioners had two budget workshops last week, and
a third is scheduled to begin
after the regular commission
meeting today. That meeting
begins at 6 p.m. at City Hall.

Man charged with rape
of unconscious woman
Court documents say
woman was unable
to give consent

GARNETT A man accused of
raping an unconscious woman is
scheduled to have a preliminary
court hearing in November.
James Harland Kerr was
charged Sept. 16 with rape of
a 59-year-old woman who was
unconscious or physically powerless and unable to give consent
because of the effect of narcotic
drugs, according to Anderson
County District Court records.
Kerr knew the victims condition, according to the documents. The incident reportedly
occurred on June 29.
Kerr was arrested Sept. 17 on
$25,000 bond.
A preliminary court hearing
has been scheduled for 2 p.m.
Tuesday, Nov. 5.

spring and early summer, soybean fields across the county
were planted at various times.
That makes it hard to give a
general update on the entire
local crop, she said.
Even so, last weeks rain may
have been too little, too late.
Almost all of the beans
have been stressed by moisure
limitations, even the ones in the
earlier growth stages, Blocker
said. Everything has shown
at least some loss of total yield
potential due to moisture. It
doesnt mean its a disaster,
either.
If the county could receive
about a half inch of rain every
two weeks or less, the soybeans
likely will continue the rest
of their growth cycle without
major incident.
Corn crops are nearly ready
for harvest and the rain likely
didnt make a difference to the
crops at this point, Blocker
said. She estimates only about
5 to 10 percent of the countys
corn crop has been harvested,
and its too early to know the

COMMISSIONER SEPTEMBER 9
Chairman Highberger called the meeting of the Anderson County Commission
to order at 9:00 a.m. on September 9
at the County Commission Room. All
present. The pledge of allegiance was
recited. Minutes of the previous meeting
were read and approved.
Road and Bridge
Lester Welsh, Road Supervisor met
with the commission. He reported they
have completed the overflow at 300 and
Missouri. They will keep it closed for
about 10 days to let the cement cure. He
would like to do another one between
500 and 600 on Norton.
Executive Session
Commissioner Johnson moved to
recess into executive session for 10
minutes for the discussion of nonelected
personnel with Phyllis Gettler, county
clerk, in attendance. Open meeting to
resume at 9:40. Commissioner Howarter
seconded. Approved 3-0. No action after
executive session.
Kansas State House Project
Commissioner Johnson moved to
donate $1,000 to the Kansas State
House Project to place a marble replica
of Anderson County in the floor of the
State House. Commissioner Howarter
seconded. Approved 3-0.
Budget Hearing
Budget Hearing opened at 10:00. No
opposition was present. Budget hearing
closed. Commissioner Johnson moved
to approve the budget as published.
Commissioner Howarted seconded.
Approved 3-0.
Emergency Management
JD
Mersman,
Emergency
Management Director, met with the
commission. He presented a long
range goal for the fire department that
showed the condition of all equipment.
Discussion was held on options for
moving equipment and replacing some.
He presented a plan for compensating individuals to be in charge in his
absence. Discussion was held on the
different options. Commissioner John
son moved to approve $2.00 per hour
on call and $14.00 per hour while called
out. Commissioner Howarter seconded.
Approved 3-0. JD stated he may have
up to three that he would choose from as
needed. Commissioner Howarter moved
to purchase a Forestry Service truck for
$1,200 out of Rural Fire. Commissioner
Johnson seconded. Approved 3-0.
Sheriff
Sheriff Valentine met with the commission. Discussion was held on the
departments chase policies. He would
like to hire another full-time dispatcher
as dispatch currently has five full time
and he has to schedule part time every
week. Commissioner Johnson moved
to recess into executive session for 10
minutes for the discussion of nonelected
personnel with Shannon Rush, Assist.
Co. Counselor, Sheriff Valentine and
Phyllis Gettler, county Clerk, in attendance. Open meeting to resume at 11:50.
Commissioner Howarter seconded.
Approve 3-0. No action after executive
session. Commissioner Johnson moved
to approve the sheriff hiring an additional full time dispatcher. Commissioner
Howarter seconded. Approved 3-0.
Meeting adjourned at 11:55 a.m.

A report was made Sept. 6 on 2350
Road, Garnett, of possession of drug
paraphernalia and possession of marijuana.
Accidents
On Sept. 12, a vehicle driven by
Jacob Kraft, 26, Lenexa, lost control
and went into a ditch at U.S. 169 and
Missouri Road.
On Sept. 8, a vehicle driven by
Samuel Stewart Johnson, 48, Oklahoma
City, Okla, lost control and struck a light
pole on U.S. 59 near 1400 Road.
On Sept. 13, a vehicle driven by
Mardele Lynn Shattuck, 43, Petoskey,
Mich., struck a deer on U.S. 59 near
1400 Road.
On Sept. 7, a vehicle driven by Cody
Lee Bruce, 20, Garnett, lost control while
trying to elude police and rolled into a
ditch on 1990 Road near Thomas Road.

She was born on March 9, 1921,
in Marcus, Iowa, to Theodore Ted
and Clara (Rotert) Greufe.
She married Joe Grinzinger,
on October 3, 1942, in Montrose,
Missouri.
She was preceded in death by
her husband; her parents, Ted and
Clara Greufe; four brothers, Leland,
Boniface, Ludgar and Howard.
Survivors include her daughters,
Helen Feuerborn of Richmond; Carol
Lewis of Olathe; sisters Beatrice
Vogel of Montrose, Missouri;
Alice Westheusing of Montrose,
Missouri; and Ellen Burroughs of
Kansas City, Missouri; six grandchildren; 20 great grandchildren;

He served as the Naval commanding officer of the U.S.S.
Nashville during World War II.
He was preceded in death by his
first wife, Pauline.
Survivors include his wife,
Audrey (Shasteen) Remler, daughters Adlen Donahue of Round Lake,
Ill., and Teresa Green of Georgia,
as well as 125 adopted and foster
grandchildren and other relatives.
Funeral services were Tuesday,
Sept. 17, at Queen of the Holy Rosary
Catholic Church, Overland Park.
Interment followed in Resurrection
Cemetery in Lenexa with military
services under the direction of
Newcomers Sons Chapel.

the hospitals property extended into land that many property
owners had thought belonged
to them, and they were surprised to find that parts of the
new facility come close to their
property.
The property in question
was purchased in 1984 for the
express purpose of expanding
the hospital for medical care,
Hachenberg said. It has been
vacant for decades.
I dont think anybody really
knew where the property line
was and when the survey was
done, people were surprised,
Hachenberg said.
After construction is complete, a fence will be built to
separate the hospital from private property. Hachenberg said
the fence will be attractive, and
that hospital and construction
staff have tried to minimize the
impact on neighbors.
Voters approved building a
new $25 million hospital last
April by a margin of 130 votes,
or about 53 percent of the 38
percent eligible voter turnout.
Advocates of the new facility
said it was needed because of
infrastructure and other problems with the 1949-era building.
Some of the cost of building the
new facility will be paid for with
increased lease payments from
an 18-year partnership with St.
Lukes Health System. Ground
was broken for the new building
in mid-August.
BUDGET…
a decision about the budget
tonight in order to meet a publication deadline by Friday.
The city faced a similar
dilemma last year, but was able
to avoid a tax increase by delaying purchase of a new police
car and other, smaller capital
improvements. The 2014 budget
includes money to purchase a
new patrol car, which Martin
said is a necessary expense in
order to keep the fleet in good
condition.
Commissioners are not yet
considering increases in fees
like utility rates, although they
recently approved increasing
membership fees at the Garnett
Recreation Center. Martin
said its possible the city may
need to increase its fees for gas
rates, which havent increased
in about four years. She said
commissioners wont consider
that issue until after the budget
work has concluded.
County commissioners earlier this month approved a tax
increase of just more than 6
mills, primarily to pay for a
new Anderson County Hospital.
The USD 365 school board also
posted a small tax increase of
just under 3 mills.

EDITORIAL
If Obama is Carter 2.0, who
will be the next Reagan?
I was always such a geeky two-shoes I
think I only cut class once in high school.
It was April 25, 1980. I was 17 and my
mom woke me up that morning for school
with the news of the disaster in the Iranian
desert the day before while American special forces were attempting to rescue the 52
Americans being held in the U.S. Embassy
in Tehran. Somehow a helicopter flew into a
transport plane, we were told, and the whole
deal had gone south in an explosion of aircraft fuel and American bodies somewhere
in the Iranian desert. I skipped my first
two hours of class to watch morning news
shows that were covering the incident. After
months of watching my country humiliated by a bunch of Third World Bedouins
the failed mission, which resulted in 8 dead
Americans and the subsequent scattering of
the hostages across the country, was a punch
in the gut to my country that made me cry.
So now the analogies between then
President Jimmy Carter and President
Barack Obama are coming not just from
conservatives but also from those in the
liberal mainstream media, who defied him
in the run up to the 2008 election and until
the Syria mess have coddled him like some
anointed newborn. Now even his protectors in the press have turned on him. When
a left-wing baroness shrew like columnist
Maureen Dowd of the New York Times says
a liberal sensation like Obama is starting to
look like Jimmy Carter, we know the message is becoming clear.
I could go into the comparisons although
its really not my point the lack of ability to
lead manifested in Carter by micromanagement and in Obama by handing off important presidential policy functions to the likes
of Pelosi and Reid and foreign affairs to John
Kerry; the OPEC oil production cutback of
1979 that brought Americans skyrocketing
gasoline prices and Obamas ban on offshore
drilling after the BP oil rig disaster which
has helped give supply cover to oil companies whove succeeded in sticking us with
gasoline over $3 per gallon for more than
1,000 days. Now, Obama has the Russians
brokering deals to get rid of Syrias chemical
weapons. Yeah, nothing can go wrong with
that plan. The list goes on, but its not nearly
so important to prove Obama has become
Carter as it is to hope another Reagan comes

after him. I can remember, back in those desolate and draining days of the Carter presidency, how desperately America wanted to
believe in itself again. I remember malaise. I remember an energy crisis contrived
purely for profit by our supposed Saudi
friends and being told by the president all
we could do was turn our thermostats down
in the winter and wear a sweater. Like the
unemployment and the apologies to our enemies and this Godzilla-like health care plan
and the economy that just wont spark that
weve been enduring these past four years, I
remember how Carter, too, made me feel at
the ripe age of 17 like it was always winter.
Like the rest of the country, I was ready for
the sun to come out. Then I remember how a
B actor with a handful of very simple conservative beliefs turned the country around.
Not because he succeeded in everything his
policies defined, but because as a leader he
made us believe things were going to get
better and he explained very well what he
believed and what he was pursuing.
By dismising the choking effects of government regulation he allowed us to participate in the nations recover. As he told us,
it was morning in America, and it really
was. So while, like the rest of the thinking
people in our nation I lament the way our
country has declined and languished under
the Obama Administration, in my heart I
hope weve been knocked down far enough
to be sick and tired of being the whipping
boy for our own government and for enemies
who now discount us. I hope when a new
message and a new man brings us a new
morning in America in a few years, we
have sense enough to listen.

the Kincaid Fair this weekend and I

The dangers of Russian exceptionalism
In his instantly notorious New York Times
op-ed, Vladimir Putin was much too modest.
At the end, he argued no country is truly
exceptional. He, of all people, shouldnt be so
dismissive. Russian exceptionalism is one of
the profoundest forces in world history.
Without it, not nearly as many people
would have been sunk in tyranny for centuries, casually sacrificed to the whims of their
rulers, and immiserated. It has been the basis
for the absolute power of czars and of Soviet
dictators, and its spirit lives on in the amoral,
lawless rule of Russias top opinion writer.
If you want to understand the essence
of American exceptionalism, you can
quote Patrick Henry or the Declaration of
Independence. If you want a taste of the
Russian version, you can do worse than the
anecdote about Czar Nicholas II — fated to
suffer an ugly end at the hands of the communists — who was asked by a Western diplomat
about regaining public confidence. The czar
wanted to know whether he was supposed
to regain the confidence of the people, or the
other way around?
Throughout its history, Russia has labored
under what the historian David Satter calls
the quasi-deification of the Russian state,
its special mission overawing picayune considerations of individual liberty or dignity.
Given its geographic vulnerability, with

Mongol or Turkish invaders perpetually
threatening, the Russian state required a vast
military establishment and universal conscription. Under these conditions, historian Richard Pipes writes, there could be no
society independent of the state. … The entire
Russian nation was enserfed: there was room

for a class of self-governing burghers, nor yet
for a rural yeomanry.
In the West, private property constituted
a check on the power of government absolutism. In Russia, the monarch owned the entire
realm up until the late 18th century, so there
was no need to convene a parliament to exact
taxes — and no leverage for the kind of revolt
against the crown that forged the Magna
Carta in England.
People did gain political and civil rights in
the early 20th century. Almost immediately
they were snuffed out again in a violent revolution. It brought to power a mass-murdering
dictatorship that sought the utter destruction
of every hint of life independent of the state.
Vladimir Putin may scorn American exceptionalism, but we have a deep-rooted inheritance of liberty. As James Bennett and
Michael Lotus demonstrate in their new
book, America 3.0, American exceptionalism is a centuries-old phenomenon growing
out of organic English roots: the nuclear family, common law, representative government,
constitutional limits on the state, and private
ownership of land.
It makes for a political culture hostile
to autocracy and therefore deeply at odds
with Russian exceptionalism. Speaking of
Russia, the 19th-century Russian philosopher Pyotr Chaadaev wrote, people always
imagine that they are speaking of a country
that is like the others. In fact, it is not so at all.
Russia is a whole separate world, submissive
to the will, caprice, fantasy of one man — no
matter whether he be called Peter or Ivan.
Or, he must imagine and hope, Vladimir.

Kansas law, IRS differ on gay marriage
Well, how (or what) about that!
The Internal Revenue Service has decided
that legally married same-sex married couplesno matter what state they live inwill
be recognized as married couples for federal
income tax purposes.
Hmmm…more of that superior sovereignty
stuff, were thinking some Kansas legislators
are muttering.
If you recall what you might have been
doing on April 5, 2005, when Kansans voted
to make marriage a boy/girl-only affair
(Douglas County, natch, was the only county
to reject the amendment which passed statewide 417,627-179,432), well some of the edges
of that constitutional amendment may have
been eroded.
The IRS last month said it will recognize
legal same-sex marriage for federal tax purposes no matter where the couple lives and
files its federal income tax from.
The IRS said its ruling applies regardless
of whether the couple lives in a jurisdiction
that recognizes same-sex marriage or a jurisdiction that does not recognize same-sex marriage. The ruling implements the federal tax
aspects of the June 26 U.S. Supreme Court
decision invalidating some provisions of the
federal Defense of Marriage Act passed in
1996.

MARTIN HAWVER, At The Rail
So, were wondering if many Kansas voters
read more than the first couple sentences on
the 2005 ballot. Remember? The ones that say:
Marriage shall be constituted by one man
and one woman only. All other marriages are
declared to be contrary to the public policy of
this state and are void.
The following sentence says No relationship, other than a marriage, shall be recognized by the state as entitling the parties to
the rights or incidents of marriage.
Its that portion of the Kansas Defense of
(heterosexual) Marriage Act that appears to
be a little shaky now. Were thinking among
those rights and incidents is filing a joint
Kansas income tax return.
The Kansas Department of Revenue and
similar departments in other boy/girl-only
marriage states are pondering what happens
next.
There is no official count of Kansas samesex couples who have ventured to states where
they can legally be married and returned to
Kansas and are now probably thinking about
amending their federal income tax returns
for this year and two previous years, to take
advantage of federal tax breaks for married
couples.
And so far, none has filed amended Kansas
income tax filings based on those now-possible new federal income tax forms.
Does Kansas accept those amended filings
because Kansas income taxes are based in
large part on whats left after the feds get
done with our earnings? Or not?
Or, does the election-year Kansas House or
the governor who stands for reelection decide
to dabble in the issue?

closing down or cutting way back on your
smaller hospitals. So we are probably
going to be sitting here with a dudd hospital, brand new, and probably within 3-5
years St. Lukes will pull out on us and
now well be sitting with a big large bill
to pay. Just like with Obamacare whats
happening.
You know I have a question about the
way we schedule our homecoming games
in Garnett. Why would you schedule a
team like St. Marys for homecoming?
You cant always win and I know there
are only so many home games, but who
wants to play a homecoming game where
youre going to get beat 48-0? What do we
get out of that and what do our kids get
out of that?

Girls golf takes 3rd, 4th
The AC girls golf team
brought home a third place
team medal from the Fort
Scott meet Tuesday, Sept.
10th.
With three out of the five
players being freshmen, the
teams performance was a
testimony to their potential
for this season and future
seasons.
In nine holes, freshmen
Abby Barnes scored a 53
for 10th place and Sydney
Holloran a 55 for 14th place.
The teams only senior,
Bailey Rockers, had a tying
score of 45 which put her in
6th place.
The Lady Bulldogs competed against 13 other teams
and a total of 61 players.
On Wednesday, Sept. 18,
the ACHS girls golf team
finished in fourth place at
Eureka, just two strokes shy
of third place. They scored
a team total of 216 finishing behind Uniontown who
took third place with a 214,
Eureka in second place and
Caney Valley in first with
a 184.
Individually,
Bailey
Rockers took the first place
medal with her score of 40 for
nine holes. Bailey played
so well. Im very excited for
her win, said Coach Nicole
Wiehl. Rockers was just 4
over par and had one birdie.
Sydney Holloran shot a 51

on drought, young producers, ag opportunites

and Ranch Tour featured western Kansas Sept. 18 with stops
in Scott, Lane, Ness and Rush
counties.
Since 1975, the states largest farm organization has been
proud to sponsor the tour. It
gives our states governor, lawmakers, cabinet secretaries and
staff a hands-on opportunity
to see and experience Kansas
agriculture, meet farmers and
ranchers on their own operations and discuss policy issues.
At the Farris farm in
Lane County, Governor Sam
Brownback saw demonstrations
of the benefits of no-till farm-
ing. Until some recent rains,
the area has suffered one of
the worst droughts in decades,
and the benefits of moisture
retention and promotion of
root growth were evident in
soil samples from area no-till
farms.

with young producers about
the challenges of entering the
profession and hear their concerns about taxes, healthcare

Christine Teagarden is
the new insurance lady at
Archer Insurance Agency.
She lives just outside of La
Cygne with her husband,
Wade, and three children,
Josie, Wylie, and Ethan.
After graduating from
Kansas State University in
1999, Christine joined her
fathers insurance agency in
Pleasanton. Since then, they
have expanded that agency
with two additional offices
in Mound City and La Cygne.
She specializes in farm and
commercial coverage, but
also has a great deal of experience with personal line
coverages, such as home and
auto policies.
She took over the agency
August 1, and since then has
met a number of new customers and neighbors on the
Square.
I look forward to getting
to know many more Archer
Insurance Agency customers in the near future, she
said. I feel that I have been
very blessed to have crossed
paths with Doug and Sue and
even more blessed to have
the opportunity to continue
the work of three generations of the Archer family.

1983: Colony gets new water source
Sept. 30, 2003
A fight at a drinking party
early Sunday morning resulted
in an apparent stabbing which
led to charges Monday against a
16-year-old from Wespthalia and
the hospitalization of a Garnett
17-year-old with a chest wound.
The City of Garnett will take
part in a nationwide lawsuit
against major oil companies in
hopes of winning a rebate on
natural gas they say has been
the object of price gouging, or at
least get the attention of federal
regulators to rein in the skyrocketing winter cost of gas.
So far this year, 43 dogs and
cats collected by the Garnett
animal control officer have been
euthanized at city expense, costing the city bout $4,000. In 2002,
the city spent $2,800. The last
organization dedicated to animal rescue in Anderson County,
the Friends of Cats and Dogs,
ceased operations in January
this year. Over their six-year
history, the Friends of Cats and
Dogs saved about 300 animals,
and the animals they rescued in
2002 may have accounted for the
difference in city expenditures
for animal control this year.

The local banking industry
passed a major milestone in
September with the retirement
of Joe Bailey from his 37-year
affiliation with local Goppertowned banks. Bailey, chairman
of the board of Garnett State
Savings Bank who joined the
institution as a teller in 1956,
was honored with a retirement
dinner Sept. 18. He became executive vice president of GSSB in
1963 and president in 1970.

The Garnett City Commission
Tuesday night authorized city
attorney Terry Solander to draw
up the needed amendments to
the citys traffic ordinances,
which would create a no-parking area at Irving, and installation of a crosswalk at Garnett
Elementary, in response to
recent concerns for the safety of
children due to congested traffic
in those areas.
Amid the myriad of new environmental regulations in force
in Kansas and all over the country are laws restricting the disposal of household hazardous
wastes like used motor oil and
fingernail polish remover. The
Anderson County Commission
heard a proposal Monday which
would give county residents an
avenue to dispose of these materials responsibly.
Oct. 3, 1983
A different type of water
started trickling from faucets in
the city of Colony last week. The
water was the same H2O that
comes from most other faucets,
and it tasted the same, but it was
water from a different source
the Neosho River. The city had
previously been pumping water
from Deer Creek, but the supply of water from that source
was dangerously low. A water
project was completed through
a loan and grant, and the new
system was put to the test last
Wednesday.
The source of some booms
experienced last week in the
area is apparently sonic booms
from supersonic aircraft, but
civilian and military aviation
sources deny that supersonic
aircraft have been scheduled
in the area. A farmer west of
town near Cedar Creek said
he had seen aircraft following
the noises. A series of noises
rattled windows and startled
residents from Monday through
Wednesday in the area, and residents in Burlington and Colony
also reported hearing the noises at nearly the exact time as
Garnett residents.

The Bank of Commerce
today sold to W. H. McCurdy,
of Lincoln Township, all that
was mortal of the old Garnett
Journal newspaper offices. Its
spirit took flight after the election last fall, and found congenial abode in this office, when
we bought the subscription list
and consolidated it with The
Review. The bank became the
owner of the plant at that time,
and it has been on the market
ever since. Mr. McCurdy expects
to move the outfit to Lane and
start a paper. He is an old newspaper man, having traded his
paper and office at Narka for a
farm, on account of his health.

In John 3:1-15 Jesus speaks to
Nicodemus concerning his need
to be born again. Nicodemus
was a Pharisee a member of
the Jewish ruling council. This
would be a position similar to
a high court position in our
system today. Jesus is trying
to point out to Nicodemus that
his current religious practices
were not enough to secure his
salvation.
Nicodemus is trying to
understand who Jesus is. He
calls him a teacher who has
come from God. Even though
Nicodemus is a very religious
man he feels an inner desire to
search Jesus out and to find out

When one is born again
of the spirit the Holy Spirit
indwells that person. When
Jesus ascended to heaven God
sent the Holy Spirit to take
Jesus place. In John 14:16 Jesus

Counselor to be with you forever –the Spirit of truth. The
Holy Spirit knows the mind of
God and communicates to our
spirit the truth God wants us to
understand.
Nicodemus fell short with all
his attempts at religion. He

Support available to aid Kansas woodlands, windbreaks
MANHATTAN Recent inventories of an estimated 289,577
acres of windbreaks in Kansas
suggest that 44 percent of those
windbreaks are in fair-to-poor
condition and in need of renovation.
Windbreaks and woodlands
provide a variety of benefits
both environmental and economical, said Robert Atchison,
rural forestry coordinator for
the Kansas Forest Service. If
properly cared for, they can provide soil conservation, increase
crop yields, keep snow off our
roads during the winter, help
beef producers during calving
seasons and reduce feed costs
for livestock during cold or
stormy weather.
Windbreaks also can help
reduce home energy costs and
provide habitat for wildlife. In
addition to environmental benefits such as air and water quality, woodlands in Kansas have
a significant product value,
Atchison said.
The Environmental Quality
Incentives Program (EQIP) for
Forestland Heath is a voluntary
conservation program administered by the U.S. Department
of
Agricultures Natural
Resources
Conservation
Service (NRCS) to help care for
and establish woodlands and
windbreaks in areas where they
are needed. The cost-share program provides incentives in the
form of financial and technical
assistance to help participants
plan, install or implement conservation practices on eligible
land.
Agricultural producers, individuals or entities engaged in
livestock, agricultural production or forestry management
are eligible to apply for EQIP.
The program is designed to help
address natural resource concerns, such as old windbreaks
with gaps or dead trees and
shrubs, stream bank erosion
where tree planting can reduce
soil loss and woodlands that are
crowded and need thinning.
Landowners who qualify for
EQIP will enter into a contract
with the USDA and NRCS based
upon the projects they want to
accomplish. The length of an
EQIP contract may be from one
to 10 years, with most contracts

woodlands and windbreaks,

value as well as all of the environmental benefits out of it,
Atchison said. So its not the
top thing on our landowners
list of things to do and thats
a challenge for us. As a state
forestry agency were trying to
give landowners the tools to
make it happen.
The program is both competitive and selective. Landowners
submit applications for EQIP
that are ranked based on criteria developed by NRCS. The
criteria include overall costeffectiveness, how effectively
the project addresses the
designed resource concerns,
how best the application would
fulfill the EQIP purposes and
whether the EQIP participant
would improve conservation
practices or systems already in
place.
The deadline to apply for
EQIP projects for 2014 is Nov.
15, 2013. However, landowners
interested in forestry projects
through EQIP should begin the
process as soon as possible for
the following reasons:
Kansas Forest Service district foresters must meet with
EQIP applicants at the proposed
project site to determine if the
project qualifies. If it does, district foresters must prepare a
plan to implement the project
at no cost to the applicant.
Kansas Forest Service district foresters provide one-onone service through a variety
of programs across large multiple-county districts. Waiting
to apply could mean landown-
ers may not receive adequate
services in time to apply for
EQIP by Nov. 15.

Centers and their local Kansas
Forest Service district forester.

Farm safety tips can make farming with arthritis easier
MANHATTAN — Arthritis, one
of the most common chronic
disease conditions in the
United States, has a profound
impact on farmers by reducing
mobility, physical strength and
the ability to complete routine
tasks. Farming with arthritis
means daily changes in joint
pain and mobility which can
affect completion of even the
most basic farm chores.
During Kansas Farm Safety
and Health Week, Sept. 15-21,
Kerri Ebert, coordinator of
the Kansas AgrAbility Project,
reminds farmers to focus on
their health and safety.
Arthritis diagnosis, treatment and care should be directed by health care profession-
als, Ebert said, but simplifying chores and using assistive
solutions can help reduce joint
stress. Kansas AgrAbility helps
farmers identify and prioritize
chore and equipment modifications to safely accommodate
arthritis.
Modifying tasks and equipment wont reverse joint damage, but they can help prevent
further damage. To accommodate arthritis-related limitations on the farm, Kansas
AgrAbility encourages farmers
to consider assistive technology solutions:
Use wheels to move feed,
tools or other equipment to
eliminate heavy lifting and carrying. Wheeled assistive devic-
es range from a simple wheel
barrow to a motorized utility
vehicle or golf cart, depending
on needs and budget.
Use extended handles on
tools to help conserve energy.
Less force will be needed to
manipulate objects.
Choose ergonomically
designed, lightweight tools to
reduce joint stress, pain and
fatigue.
Use spring-loaded, selfadjusting, or ratcheting tools to
reduce pressure on joints while
increasing leverage and force
with minimal pressure.
Add mirrors to the inside
and outside of tractor cabs to
reduce the need to twist to see
out the back window.
Install spinner knobs and
handles to help with limited
grasp and range of motion on
the steering wheel. Thicker
grips on hand tools also help
with grip.
Place cushioned mats on
the floor in workshop areas
to help reduce joint and back
pain.
Many farm-related tasks can
be modified slightly so a farmer
with arthritis can perform them
more easily, Ebert said. It is
important to develop an effective treatment plan with a medical professional, follow the plan,
and respect your bodys limits.

Wheat research indicates rise in mean temperature would cut yields
MANHATTAN Any producer
will tell you, growing a healthy,
high-yielding wheat crop takes
skill and hard work. Quality
drought-tolerant varieties that
are resistant to pests and disease are important. And cooperation from Mother Nature in
terms of temperature and precipitation doesnt hurt, either.
To quantify the impact of
genetic improvement in wheat,
disease and climate change
over a 26-year period, a team
of researchers at Kansas State
University examined wheat
variety yield data from Kansas
performance tests, along with
location-specific weather and
disease data.
Their results showed that
from 1985 through 2011, wheat
breeding programs boosted
average wheat yields by 13
bushels per acre, or 0.51 bushel
each year, for a total increase of
26 percent.
Simulations also found that
a 1 degree Celsius increase (1.8
degrees Fahrenheit) in projected mean temperature was
found to decrease wheat yields
by 10.64 bushels per acre or
twin motors

nearly 21 percent.
Kansas wheat producers are
challenged by weather, pests and
disease, said Andrew Barkley
professor of agricultural economics and lead researcher of
a multi-disciplinary team that
included agronomists and plant
pathologists. Fortunately, the
Kansas wheat breeding program produces new varieties of
wheat that increase yields over
time.
Given weather trends in
recent years, climate change
is expected to increase temperatures, and this is likely to
lower wheat yields in Kansas,
Barkley said. Diseases such
as fungi and viruses can attack
wheat and lower yields. This
research quantifies the impact
of weather, diseases and new
wheat varieties on yields. So
far, genetic improvement has
allowed wheat yields to increase
significantly over time, but
there are challenges ahead to
keep up with potential increases in temperature.
The study, funded by
the Kansas Agricultural
Experiment Station, is the
first to quantify all of these
impacts (climate change, disease and genetic improvement)
using a unique data set, and
state-of-the-art statistical methods, Barkley said. The results
update and expand previous
research to identify and quantify the impact of the Kansas
wheat breeding program.
From Tribune in the western
part of the state to Ottawa in
the east, and Parsons in the
south to Belleville in the north,
the data came from 11 locations
across the state. All yield data
are for dryland (non-irrigated)
hard red winter wheat, including 245 varieties.
Daily temperature was collected at the specific location of
each variety trial, resulting in a
location-specific match between
variety yield and weather data.
That made the studys approach
unique in this branch of climate change literature, which
typically relies on weather estimates over broad geographical
areas.
We dont know what the
future holds, Barkley said.
The research does not predict
climate change, or forecast
future weather conditions.
Instead, it shows the predicted
change in Kansas wheat yields
if we were to experience a 1
degree (C) increase (1.8 degrees
F) in temperature. If the average temperature does increase,
this research helps us to understand the potential impact on
wheat production.

Keep food safety in mind when tailgating
MANHATTAN Tailgating season is
underway, and as football fans flock
to games with their grills and favorite
tailgating foods, they must keep in
mind several food safety measures to
keep from getting sick.
For some people, tailgating may be
more important than the game itself,
said Londa Vanderwal Nwadike,
state extension food safety specialist
for Kansas State University and the
University of Missouri. However,
food safety can be more challenging
when preparing and eating foods outdoors where refrigeration and running water are likely not available.
Nwadike said the following tips help
people reduce their risk of getting
foodborne illness from what should be
a fun event.
Proper planning is key
Plan the menu with game time in
mind. In addition to pre-game grilling,
plan post-game snacks such as cookies, fruits, vegetables or a snack mix
that dont need cooking and are not
perishable.
Plan party foods for the number of
guests expected to minimize leftovers
and food storage before, during and
after the game.
Bring along soap and water for
cleaning and hand washing if none
will be available on-site. Moist towelettes and bleach wipes also can be
used for cleaning hands and surfaces.
Make and bring along a tailgating
kit with the most-used utensils, such
as clean serving spoons, paper towels
and trash bags, for every game.
Ask out-of-town guests coming to
your tailgate to bring less perishable
items.
Think about appropriate storage
and handling
Be sure to chill perishable foods,
such as meats for grilling, salads and
sides, before transferring them to
an insulated cooler. Keep that cooler
packed with several inches of ice or
frozen gel packs. Use a refrigerator
thermometer in the cooler so you can
check to be sure the food stays at 40
degrees Fahrenheit (40 F) or below.
Shade coolers or cover them with a
blanket if no shade is available to keep
ice from melting quickly.
Keep raw foods separate from
cooked foods. If marinating meat for
grilling at the stadium, do so in a
disposable, re-sealable plastic bag. Be
sure to use a different plate for holding
cooked meat than the one used for raw
meat.
If bringing take-out food, make that
the last stop before the stadium to keep
hot foods hot and cold foods cold. Eat
the food within 2 hours of purchase
(1 hour if the outside temperature is
above 90 F.)
Wrap and stow leftovers in the cooler or discard them. If perishable food
is left out for 2 hours or more (1 hour
or more if the temperature is above 90
F), it should be discarded.
To keep foods such as soup, chili
and stew hot, use an insulated container. Fill the container with boiling
water, let it stand for a few minutes,
empty and put in the hot food. If you
keep the insulated container closed,
the food should stay hot (above 140 F)
for several hours.
Cook responsibly
If grilling, use a food thermometer
to ensure that the food has reached a
safe minimum internal temperature.
Raw beef, pork and lamb steaks and
roasts should be 145 F with a 3-minute
post-grill rest time; raw ground beef,
lamb, pork and veal should be 160 F;
and all poultry should be 165 F.
Make sure cooking appliances are
shut down and cooling or otherwise
stowed appropriately before going to
the game to reduce the risk of fire
hazards.
Serve responsibly
Shade the serving table, if possible.
Wait to remove salads and sides
from coolers until ready to eat.

consumers that fraudsters are
now using the Internet to target
Americans who may be confused about the Affordable Care
Act, also known as Obamacare.
Roberta Riportella, the
Kansas Health Foundation professor of community health at
K-State, said there are recent
reports that fake, confusing
websites pretending to offer
new health care benefits are
trying to trick people into giving personal information.
There is no legitimate reason for anyone to contact you
before October 1 to sell you
health insurance coverage as
part of the Affordable Care
Act, said Riportella, who is providing training to help Kansas
extension agents answer residents questions.
The most reliable source
of information regarding the
new law and how to enroll in
the marketplace, she said, is at
Healthcare.gov.
Meanwhile, Elizabeth Kiss, a
K-State Research and Extension
family resource management specialist, said consumers should report suspected
fraud to the U.S. Federal Trade
Commission by calling 1-877FTC-HELP.

Alice Grace DeMarrias, former Colony resident, died Sept.
11. She was the only child of the
late Fred and Martha Myers.
She graduated from Colony
High School in 1945, received
a BS in Education at Kansas
University, Lawrence and MS
in education at Emporia. She
taught 27 years in high schools,
spent five years as an Indian
Youth Worker in South Dakota.
She married Delmar DeMarrias;
they later divorced. Cremation
has taken place. Graveside services will be held at the Yates
Center Cemetery. Date to be
announced.
