EMPORIA Members of the judge selection
committee in the 5th Judicial District at
Emporia will interview Anderson County
Attorney Elizabeth Oliver for a judicial
opening there, although some members
of the committee recently expressed that
theyd prefer not to consider her.
The 5th Judicial District includes Lyon
and Chase counties.
Oliver confirmed to the
Review last week she
had in fact applied for
the vacancy for a district judgeship in the
5th District, a vacancy
to be created when Chief
Judge Merlin Wheeler
retires Sept. 3.
Oliver
Oliver was elected in
November 2020 and is
approaching the halfway mark of her fouryear term. Her office has run into headwinds with budgetary concerns by county
commissioners and staffing shortage, as
well as criticism from police and investigators over individual cases and pleas
they claim have been mismanaged or
for which Oliver has hired prosecutorial
assistance at added county expense. Oliver
told county commissioners in October
2021 her office was juggling Covid-related
case delays and had a 30 percent increase
in filings since 2020, all during a time
when her three-person office was a staffer
short. Oliver said she previously worked
in the 5th District as a defense lawyer.
The opportunity arose, and I applied
for it, Oliver told the Review last week.
I spent over three years working in Lyon
and Chase county. I loved serving the
residents of the 5th Judicial District as a
defense attorney.
But members of the judge selection
panel were reticent to encourage Oliver,
who lives in Ottawa, with an interview
for the position, according to a story in the
Emporia Gazette last week. The concern
was that Olivers lack of tenure in any one

Sheriff endorsements play
political role as candidate
touts confirmation from cops

OVERLAND PARK Political endorsements from county sheriffs in the 3rd
U.S. Congressional District, which
includes Anderson County, have
become a thing in the congressional
race and a point of aggravation for at
least one organization supporting the
Democrat in the contest.
Republican Amanda Adkins won
her primary race handily over challenger John McCaughrean with 77 percent of the vote after gaining endorsements from Johnson County Sheriff
Calvin Hayden and Franklin County
Sheriff Jeff Richards.
Vern Valentine, sheriff in Anderson
County, endorsed McCaughrean. He
has not said if he will endorse a candidate in the race during the general
election.
But the Washington, D.C.-based
Democratic Congressional Campaign
Committee, charged with keeping
Democrat majorities in the U.S. House
and Senate, is railing about Adkins
endorsement from Hayden because
Hayden commented publicly about
his suspicions regarding peculiarities
GARNETT Anderson County primary
voters in major races for the most part
echoed the results of others statewide
last Tuesday, with the most major exception on the Value Them Both state constitutional amendment.
Forty-four percent of Anderson
County registered voters (2,410 out
of 5,456) turned out to carry the VTB
amendment vote 60 percent to 40 percent,
about the same margin as Kansas voters
overall defeated it.
The Kansas vote was highly monitored
by national policy watchers as the first
virtual state referendum on abortion policy since the recent U.S. Supreme Court
overturn of Roe v. Wade. In Indiana
Friday, legislators approved a ban on
abortions except in cases of rape, incest
or threat to the life of the mother.
The Kansas amendment would have
confirmed in the state constitution that
no right to an abortion exists either specific or inferred in the state document;
a position asserted in a 2019 Kansas
Supreme Court Ruling, and set the issue
up for possible further restriction by
Republican majority legislators.
Local Democrats picked incumbent
Governor Laura Kelly over challenger Richard Karnowski 85-15 percent,
Statewide Democrats gave Kelly 94 percent, Karnowski 6. County Democrats
picked Paul Buskirk as the nominee from
among the six-candidate field to oppose
Republican incumbent Jerry Moran.
Buskirk placed second in the statewide
Democrat runoff to Mark Holland 20-38
percent of the state vote respectively.
In the Republican primary for 3rd
District U.S. Congress, locals picked
Amanda Adkins over John McCaughrean
78-22 percent. Adkins won 77-23 among
GOP voters in the district.
County Republicans picked Attorney
General Derek Schmidt 74-26 percent
over challenger Arlyn Briggs of Kincaid.

Adkins makes most of sheriffs
endorsements, riles Democrats
in Johnson County elections in 2020,
particularly a surge in Democrat registrations between 2016 and 2020. The
sheriffs department
said it received 200
tips related to election fraud. So far
there have been no
prosecutions.
So
the
DCCC has assailed
Adkins campaign
Adkins with
indulging
an
endorsement
from what it terms
extreme MAGA Republicans.
Adkins has fired back that an attack
on law enforcement is expected from
her opponent, Democrat incumbent
Sharice Davids, because Davids has a
100 percent voting record in congress
with the Joe Biden and Democrat
agenda.
Democrats have widely supported Black Lives Matter activities and
many prominent party members and
candidates for office refused at the
time to condemn the summer of 2020
riots and police attacks across the
nation that destroyed an estimated
1-2 billion dollars in property and the
deaths of some 30 people. Davids told a
crowd at a KCMO protest in June 2020

Kansas schools ignore
Uvalde security analysis

ignore requests regarding
attention to Uvalde report

UVALDE, Texas In the wake of
the Robb Elementary School shooting in Uvalde, Texas, the Texas
Legislature issued a damning report
which found systemic failures
across both the police response and
the culture within the school itself.
The report was careful to point
out it found no villains among
either school leaders or the police
but stated: There is no one to
whom we can attribute malice or ill
motives. Instead, we found systemic
failures and egregiously poor decision making.
In addition to the failures of the
police, the Uvalde report notes a
regrettable culture of noncompliance by school personnel who
frequently propped doors open and
deliberately circumvented locks.
At a minimum, school administrators and school district police
tacitly condoned this behavior as
they were aware of these unsafe
practices and did not treat them as
serious infractions requiring immediate correction. In fact, the school
actually suggested circumventing
the locks as a solution for the convenience of substitute teachers and
others who lacked their own keys.
Assessing school safety in Kansas
following Uvalde shooting
Late last month with the new
school year looming the Sentinel
reached out to the superintendents
of 15 districts, large and small,
across the state to ask if they had
read the report and if they were
incorporating the lessons learned
into their security plans.
Only four responded, and two of
them dodged the questions.
Ulysses, Olathe, Pittsburg, Derby,
Blue Valley, Dodge City, GardnerEdgerton, Columbus, Kansas City,
Labette County, and Topeka ignored
our inquiry.
Only two of those that responded, Salina and Manhattan-Ogden,
addressed the Sentinels questions
directly. Goddard directed us to the
chief of the district police department. Wichita said the districts
director of safety services would
provide an interview, but that never
materialized.
The Sentinel asked the districts
if their leadership teams and boards
of education had been provided with
a copy of the report, if their personnel were up to date on active shooter
training and if safety equipment
such as locks were in good repair
and routinely tested.
The Texas report on the Uvalde
shooting found that wifi and cell
reception were poor within the
building and that the schools security fence was simply too low, at
five feet, to be an effective barrier.
The districts were also asked about
those concerns.
Salina Superintendent of Schools
Linn Exline said her district uses a
variety of practices and procedures
to promote the safety of students
and staff.
Among those, she said, is having
building-level leadership routinely
review crisis procedures, and use
tabletop drills to assess responses
to various crisis scenarios, and that
maintenance is prioritized.
We have processes in place to
report facility issues, so they are
promptly addressed, she said.

Dorman Teter, age 75, of
Garnett, Kansas passed away
on
July
17, 2022 at
the
Good
Samaritan
Society,
O l a t h e ,
Kansas.
Dorman
was born on
July 4, 1947
Teter
at Garnett,
Kansas. He
was the third of three children born to Harry and Cleta
(Bennett) Teter. He grew up
in Garnett, graduating from
Garnett High School with the
class of 1965. Following high
school Dorman served in the
US Navy, serving two tours of
duty in Vietnam. Dorman married Betty Ennis on October
26, 1993 at Garnett, Kansas.
Dorman worked as a welder
at Taylor Forge Engineered
Systems for over 30 years. In
his free time he enjoyed working on cars. He was especially
proud of the 1972 El Camino
and the 1940 Ford coupe that
he restored from the ground
up, and then taking them to car
shows.
He was preceded in death by
his parents, and his brother,
Sheldon Teter.
Dorman is survived by
his wife, Betty, of the home;
step-daughter,
Brenda
Hermreck and husband, Jim, of
Garnett, Kansas; sister, Marval
Hastert of Lawrence, Kansas;
and nieces and nephews.
Dormans family is planning a burial in the Garnett
Cemetery for a later date.

Buffet is fond of saying. That
line was running through my
head recently as my wife and
I were preparing to have some
flooring replaced in our kitchen and living room.
We had moved all the furniture out of the way and
thought we might try to speed
the process along, and save a
little money, by starting the
demolition process ourselves.
The floating floor we installed
in the kitchen when we first
moved in came out without any
problem. The linoleum underneath was a different story.
Actually, it turned out
there were two layers of vinyl
covering. After working up a
sweat removing a small section of flooring that was atomically bonded to the subfloor,
we decided the cost savings
werent as valuable as we initially thought. We left the rest
to the professionals.
Its a good reminder that
price is only one side of the
equation, and its difficult to
judge the utility of something
by only looking at half the calculation. Its something I hope
everyone keeps in the back of
their minds as budget season
for cities, counties and school
districts is in full swing.
In the coming weeks the

majority of Kansans are likely to receive letters from at
least one of these governing
bodies of their intent to raise
property taxes. These notices
will include the value of your
property, the tax you paid in
the last year and a variety of
other information. The date,
time and location of a public
hearing on the budget also will
be included, and thats where
community members can offer
their input on the proposed tax
increase.
The direct notices are relatively new and add an extra
layer of transparency to the
usual public notices published
in a local newspaper and posted on government websites.
Hopefully theyll function as
intended and spur more public
feedback on budgets. Whether
its through people attending
the public hearings or having
private conversations with
county commissioners, city
councilors or school board
members, more engagement in
the process will help ensure the

Pig wont hold still for KASB lipstick
Virginia Governor Glenn Youngkins bleak
but refreshingly honest end-of-the-school-year
report on K-12 education in the commonwealth
focused on many of the issues facing public
schools in Kansas and stands in stark contrast
to the rosy (false) picture painted recently by the
Kansas Association of School Boards.
While the new governor of the Old Dominion
and his education officials lamented lowered
expectations, declining achievement, and divisive practices in a report originally aired on
WUSA9 in Washington, D. C., KASB claims
Kansas schools rank 10th in the nation on a
weighted average of 16 educational outcomes.
But by every national measure of achievement,
Kansas is below average in a nation that doesnt
perform very well. For example, only 21%
of Kansas graduates who took the ACT were
college-ready in English, Reading, Math, and
Science; scores for the major demographic
groups all ranked in the low 30s.
State assessment results also reflect low
achievement levels. About a third of all students
are below grade level in math and English language arts, and only about a third are proficient.
Kansas legislators derided KASBs deceptive
claims about educational achievement.

Education Committee:
Virginia has it right. If Kansas is serious
about leading the world in the success of each
student (KSDEs vision), it starts by having
an honest and thorough assessment of what
matters to student success. Spoiler alert it
has nothing to do with the report that professes
Kansas education system ranks in the top 10 in
the country.
First, consider the source. KASB produced
the report. KASB is not going to bite the hand
that feeds it to the tune of millions of dollars a
year. They must spin the numbers and narrative
or risk self-incrimination and killing their cash
cow.
If you dig into the specifics of how they came
up with the weighted rankings, their desperation to cover the truth is clear. Here are questions the report should have addressed:
The report ranks graduation rate as one of the
top three indicators. Are graduation rates objective or subjective? Are all graduation requirements the same? How many students graduate
and must take remedial classes for post-secondary coursework?
Another ranking equal to academic achievement is how many students enroll in a post-secondary program. Again, how many must take
remedial classes, and at what cost to the student

The third main area is academic achievement.
Is academic performance on any objective measure (state assessments, NAEP, ACT) increasing
or decreasing? Is spending per pupil increasing
or decreasing (per their assertion that more
money equals higher academic achievement)?
If our public school system is one of the best in
the country, why do KASB and KSDE fight, rather than welcome, competition? If Kansas is in
the top 10 with approximately 1 in 5 high school
graduates demonstrating college readiness on
the ACT at a cost of over $7.3 billion dollars a
year, what does that say about our state and
nation as a whole?
Kansans, especially parents, deserve transparent and honest answers from the people in
charge of our education system. Instead, we
get an example of what Mark Twain described:
Facts are stubborn, but statistics are more pliable.
Echoing those sentiments is Rep. Susan
Humphries, chair of the House Higher Education
Budget Committee. She says the report is misleading:
19%-25% of low-income students in our
state are proficient in NAEP-assessed Math and
Reading. This ranks us 20th and 34th nationally (respectively). Higher-income students do
better, at 44% and 57% proficient, respectively,
and ranking 19th and 30th nationally. Does that
sound like top 10?
One measure of the weighted-average 16
outcomes is graduation rates. We give awards
to schools with 93% graduation rates, while our
2021 ACT result indicated only 25% of white
Kansas students are college ready, and only 9%
and 5% are ready among their Hispanic and

County, and promised to move to Anderson

What a surprise. Kansas votes yes to kill our
little ones and no to save their life. When I saw
the set up I knew that somebody had the thing
set up. In reality somebody really knew what
they were doing with that one. Put it in plain
English, we would not have got the same answer.

like a constitutional amendment onto a historical low turnout primary election just had their

became ill and was transported
to an area hospital after being
exposed to an unknown substance believed to be fentanyl
during a traffic stop in the 800
block of First Street on Tuesday,
Aug. 2, in Osawatomie.
The traffic stop led to a
subsequent investigation for
suspected driving under the
influence at 4:07 p.m. Tuesday.
During contact with a suspect,
the officer became ill and disoriented, exhibiting symptoms
consistent with high-level opioid exposure, according to the
police department.

three of the children's artifacts
I have found recently.
The top picture is of a toy
car. This little car could possibly be from the 1920s or 1930s.
It is cast pot metal and is very
heavy for its size. Im not sure
where it was made.
Although it is pictured in
black and white, the far right
picture is actually a beautiful
colored swirled marble that is
quite old and large. Seeing the
many dings and nicks on it
tells me it was most likely a
SHOOTER marble.

In the bulletin, Police Chief

to use extreme caution if coming into contact with unknown
substances and contact emergency services immediately if
you suspect an exposure.

D.A.R.E. graduates 18 new officers at KLETC

new D.A.R.E. (Drug Abuse
Resistance Education) officers graduated today from
the D.A.R.E. Officer Training
(DOT) at the Kansas Law
Enforcement Training Center
(KLETC). The program is an
intensive two-week course
designed using current educational philosophies and principles that enhance the transfer
of decision-making and critical thinking skills.
Program
graduates
received a working knowledge of the elementary, middle school and high school
D.A.R.E. curricula. They also
received an overview of top-
ics including opioids, overthe-counter and prescription
drugs, vaping in middle and
high school, and teen mental health lessons created by
the American Foundation for
Suicide Prevention.
D.A.R.E was founded in 1983
in Los Angeles, California. Its
an education program that
teaches students about the
impact of drugs and violent
behavior.
Im proud of the men and
women who accepted the
call to become D.A.R.E. officers, said KLETC Executive
Director Darin Beck. The
importance of D.A.R.E. and
how it opens up a dialogue
between the school, law
enforcement, and parents can
not be understated.
Jeff Smith, the Head
Training Facilitator for the
D.A.R.E. training team, has
been with D.A.R.E. for 30
years. He facilitates six to ten
training programs a year and
enjoyed being able to work
with young police officers.
Its a paradigm shift for the
officers, going from the streets
and the negativity thats out
there to going into a classroom
full of kids that are willing
and accepting to listen to you,
Smith said. Hopefully we can
change the future of some children."

learning will help me in my
career, not just in teaching
D.A.R.E., he said.
The
Kansas
Law
Enforcement
Training
Center (KLETC) is located in Hutchinson, Kansas.
Established by the Kansas
Legislature in 1968, KLETC
serves as the central law
enforcement training facility
for the state and as headquarters for all law enforcement
training in Kansas.

out-of-county. Shes widely traveled, retired Strong City attorney Charles Rayl was quoted by
the Gazette as saying. I do not see
a need to interview her. I would
question whether shes going to
use this as a steppingstone for
something else, or whether or not
she is a viable candidate for the
judgeship.
Rayls motion to exclude Oliver
from interviews failed 6-2. Its
only going to take us a few more
minutes to interview all four of
them, Emporia attorney Michael
Helbert said according to the
newspaper. The optics will be
better for the public to see that we
took the time to interview all the
applicants.
Such panels are charged with
selecting three candidate names
to forward to the governor, who
makes the final appointment.
Such gubernatorial picks are
often politically determined by
the party of the governor and the
applicant. Governor Laura Kelly
is a Democrat; Oliver won election
to her seat as Anderson County
Attorney as a Republican.
Should Oliver receive and
accept the appointment before the
end of her term, it would be up to
the Anderson County Republican
Party Central Committee to
appoint her replacement.
Also on the slate for judge interviews are Douglas Jones from
Cottonwood Falls, Laura Miser
from Emporia and Jeremy Dorsey
of Emporia. Public interviews will
be held at 8:30 A.M. Thursday at
the Lyon County Courthouse in
Emporia.

following proposed actions at Garnett Municipal

alignment, 3,400 feet x 75 feet
Acquire approximately 71 acres in fee simple to accommodate the reconstructed runway,
taxiway, safety areas, and runway protection
zones
Acquire aviation easements totaling 270

Install AWOS in new location
Close NE 1700 Road adjacent to the airport and construct new road along the east side

MANHATTAN, Kan. The
leader of a program that promotes safety on the farm and
in rural areas is encouraging
drivers to remain alert in areas
where farm equipment is likely
to be on the roads.
Tawnie Larson, the states
coordinator of the Rollover
Protection Structure (ROPS)
program at Kansas State
University, said accidents
between vehicles and farm
machinery is more likely to
happen during planting and
harvesting time because more
equipment is likely to be on the
roads.
Most accidents are preventable, Larson said, noting
that a 2016 study administered
by the National Highway
Transportation
Safety
Administration found that
human error accounts for 94%
to 96% of all auto accidents.
Collisions between farm
equipment and passenger
vehicles can result in pricey
repairs to vehicles and equipment, but in a worst case, also
result in loss of life. According
to the Central States Center
for Agricultural Safety and
Health, there have been more
than 10 fatalities and 30 serious
injuries since 2012 on Kansas
roadways involving passenger
vehicles and farm equipment.
Many accidents include
passenger vehicles rear-ending
machinery as it travels on the
roadways or misjudging the
width of equipment, Larson
said. Farmers do not like to
drive machinery on the roads,
but sometimes it is required to
get equipment from one field to
another.
To prevent accidents,
CS-CASHs recommendations
include:
Never pass farm equipment
while in no-passing zones.
Slow down and be patient
when encountering farm equip-
ment on roadways.
Use turn signals so the
equipment operator knows
that you are passing.
Larson notes that rural
roads are often narrow, hilly,
steep and curvy with little to
no shoulders. When driving on
a two-lane road, she says:
Be alert and avoid distractions.
Watch ahead for large
equipment and trucks entering
and exiting the road.
Slow down as soon as you
spot a piece of equipment on
the road.
Be aware of the orange triangular slow-moving vehicle
(SMV) signs.
Kansas Farm Bureau publishes additional safety tips for
drivers of non-farm vehicles:
Give tractors and combines
plenty of room to operate.
Expect them to take wide turns
and even travel into both lanes
to properly turn.
Dont pull in front of farm
equipment and suddenly slow
down. The tractor may be towing heavy machinery, making
quick stopping impossible.
Be aware of slow moving
vehicles. Expect farm equipment and tractors to travel at
a much slower rate between
5-15 miles per hour.
Watch for hand signals and
other ways a farmer or rancher
may try to communicate with
you.
Those who operate farm
equipment should make sure
lights and flashers are working properly; know the height
of the vehicle theyre driving;
take care when traveling on
public roads; and communicate
with fellow motorists using
whatever signals possible.

The Mysterious Bottle

Once upon a time there was
a boy named Jake. He was
lost in the woods in Wyoming.
It was summer and he was
visiting Deer Creek. It was a
massive creek! Jake was looking for food and family, but he
was exhausted so he saw a nice
cedar tree with a lot of shade
to sit under. He went to sit
down, but he saw a tiny bottle. Jake picked up the bottle
and it started raining. Soon
the rain caused the creek to
start overflowing! When the
water was about to touch his
feet, he started to climb up the
hill. He shoved the tiny bottle
into his pocket and started to
climb. However, when he got
to the top of the hill, blue smoke
was coming out of his pocket!
When all the smoke got out,
the smoke looked like a blue
ghost and it said, I am a genie.
I grant you three wishes.
Jake was confused because he
thought genies were fake but
hes talking to one right now
so he might as well see if he is
a real genie. Jake said to the
genie, I wish for my family to
be with me. Poof! Jakes fam-
ily was right there with him
and they looked exhausted!
The genie said You have two
more wishes. So, Jake said,
I wish for water. Then water
appeared and Jake gave his
family water and drank some
himself. The genie said, You
have one more wish. So, Jake
said, for my last wish, I wish
to be back home with my family. Suddenly everything went
black! Then Jake woke up in
his yard with his family, and
they lived happily ever after.

My Thanksgiving Turkey

Once on one Thanksgiving
morning, I went to the oven.
Then a turkey popped out.
Then I threw it out the window, and put in a pig instead.
The turkey came back through
the window. It gobbled and a
whole army of turkeys flew in.
They grabbed me by the neck!
I grabbed my bat and knocked
them out.
Now the pig was in the oven
for so long that my kitchen
was on FIRE! After that I took
the turkeys to a turkey mill
and said, These turkeys are
wild and almost killed me!. He
said, Its okay, we usually deal
with turkeys like this.
When I got home pigs were
stealing my stuff so I knocked
them out. I sold them to the
pig mill. Then at 9:45 p.m.
Pilgrims started singing
Christmas carols. So I boarded
up my windows.

KU announces summer-fall
Richmond Museum
2021, spring 2022 graduates
regular open hours to
end Labor Day weekend
The Richmond Museum will
close its summer open schedule
after Labor Day weekend, so
you are invited to come visit
any Saturday or Sunday, 1-4
pm, until then.
Visitors are especially
drawn to the display of model
tractors, each matched with
the name of the real farmer
who worked with that tractor. Everyone knows several
of the tractor owners named
in the display, and some know
all 35 of them. It is a project
by Marvin Gretencord, former
area resident.
There are also several new
items and more albums of pictures and archival materials
than one will ever have time
to see.
There is no admission charge,
and its cool with bottled water
available. The Museum is
always open by request. You
are encouraged to follow the
Museum on Facebook and read
some of Dennis Peters interesting stories about local settlers
and others.
