Sheriffs race spawns allegations of campaign
impropriety, destruction of digital public record

GARNETT Bitter contention
in the 2024 Anderson County
Sheriff's race
continued to
fester last week,
with allegations
that Anderson
C o u n t y
Emergency
Preparedness
Director and
one of two
Locke
Republican
candidates
for county sheriff Mark Locke
improperly used county facilities
in his campaign.
The issue was broached by former Garnett City Commissioner
Jason Sheahan, whose contention with Locke was also an issue
when they both served on the
city governing body more than a
year ago. In the most recent row,
Sheahan maintains Lockes use of
the Anderson County Emergency
Preparedness
Department
Facebook page to pursue a political discussion with a constituent violated government use
protocols, and
the deletion of
that conversation from the
digital medium amounts to
a criminal act
as the destruction of a public
record.
McClain
Locke had
no comment
when contacted about the controversy by the Review late last
week.
The issue surrounded a question from a voter posted on
the Anderson County Fire and
Emergency Management FB
page presumably operated by
Locke as the department director. The question on the page was
attributed to Donald E. Moyer,
I would like to know how many
Anderson County government
jobs can you hold at one time, and
if you become sheriff, can you
hold another Anderson County
job at the same time (?)
The response, since deleted, is
alleged to have come from Locke:
When I become the sheriff it
will be the only job I will hold.
I already have been working on
training personnel to take over
my current duties.
Kansas Statute 25-4169a,
administered by the Kansas
Governmental
Ethics
Commission, prohibits use of
public funds, vehicles, machinery, equipment and supplies
and time of certain officers and
employees to influence nomination or election of candidate and
defines violations as a misdemeanor.
The latest incident follows
recent charges leveled by Locke
on social media and at a recent
political forum criticizing the

Weiner finds more job controversy in Missouri

MONETT, Mo. Former Garnett
City Manager Chris Weiner has
run into foul waters at the job
he took after leaving Garnett,
according to Missouri media
reports.
Disagreements
between
Monett, Mo., city commissioners
over city operations apparently
prompted a plan by Weiner to
resign earlier in July according to published reports in the
Lawrence County Record. A
video of the
July 11 meeting
relayed a narrative in which
Monett
City
Commissioners

Gaspar
Weiner
closed ranks
and confronted
Monett Mayor
Randy Burke, repeatedly referring to the mayor as a bully for
his efforts to issue his own per-
formance reviews and to start the
ball rolling to find a replacement
for Weiner. Commissioners eventually tabled the formal acceptance of Weiners resignation and
the beginning of the process to
fill his position until the August
8 city commission meeting.
Weiner told the newspaper he
came to the July 2 meeting with a
letter of resignation in his pocket, though he said council members were not aware of his intent

GARNETT Members of the public will
have the opportunity to weigh in on a
2025 Garnett city budget on August 27
that raises an additional $30,000 in property taxes and boosts overall spending by
$2.4 million while exceeding the revenue
neutral tax rate.
City manager Travis Wilson besides
the said primary targets included in this
year's budget include a major wastewater
line project for which the city hopes to
acquire grant assistance, refurbishing
of baseball fields at Lake Garnett to help
drainage and replacement of bleachers
at the Legion baseball field. Another city
road project is also planned for the 2025
work year as well, he said.
We will be looking to do another road
project, Wilson said, we just haven't
looked at the transportation plan to see
what road is next on the list.
Overall, the 2025 budget document outlines some $16.5 million in total planned
spending for the coming year about
$2.4 million more than project for 2024
with a mill levy that exceeds the statutory revenue neutral rate. The revenue
neutral rate is the mill levy that when
applied to the current years assessed
property value would produce the same
amount of tax money as the prior year.
Exceeding that rate requires a special
public hearing as well as notification by
letter of the action to taxpayers to allow
for public comment.

GARNETT Anderson County
Commissioners have approved a
quote from their local computer
vendor of more than $30,000 for
a fix to the controversial issues
plaguing the county Veterans
Memorial, but that solution still
wont accomplish the memorials
original design, county officials
say.
Commissioners earlier this
month approved a bid of $33,688
from Advantage computers for a
video scroll that will appear on
the memorial kiosks which will
be tied into the courthouse server
room.

an albatross around the countys neck after its software components
continued to fail, forcing lesser upgrades for more money.

Hampshire company when the
memorial was built in 2020.That
system was designed to provide a
touch screen interactive interface
similar to numerous other such
information kiosks at facilities
across the country, which allowed
a search for local veterans with
extensive file and data possibilities for each, including photos,
scanned documents and videos.
But this system was plagued by
problems from the beginning and

Commissioners conduct the annual effort to collect back taxes from
county taxpayers today with the
public notice of the countys 2023
Delinquent Tax Notice, found on
pages 9-11 of todays Review.
Taxpayers owed over 9 percent
more in delinquent taxes $423,973
on 470 parcels of property in 2023
compared to $388,095 on 461 tracts
in 2022.
The publication of the notice in
the newspaper is designed as an
incentive for those who owe taxes
to pay up before the notice date a
method undertaken for decades and
generally accepted as a solid means
of convincing late payers to fork it
over before hand. County officials
have said additional late payers
often ante up after the publication
of the first notice, hoping they can
be deleted from the list in the subsequent publications. The list is published on three consecutive weeks.
Parcels that are part of the list
are also charged additional fees to
cover the costs of processing and
publication.
What the list does not take into
account is the recent escalation in
property values in Anderson County
and the apparent leveling of those
prices most recently. Property prices have seen huge gains in recent
years as continued low interest loan
rates prevailed until recently. But
tight supply of available housing,
continued to drive home prices and
property values higher. The portion
of total property values assessed
for taxation in the county for the
2025 budget sits at over $137 million
down about $181,000 countywide
from the year before.

The meeting of the Anderson
County Commission to order at
9:00 AM on July 22, 2024 at the
Anderson County Commission Room.
Attendance: Leslie McGhee, Absent:

allegiance was recited. Minutes from
the previous meeting were approved
as presented.
Veterans Memorial
The Commissioners reviewed the
quote from Advantage Computers for
the Veterans Memorial kiosks. The
quote for new outdoor displays, spot
coolers and venting, and temperature
sensors is for $33,688. The new system will be tied into the server room in
the courthouse with minimal electronics in the memorial. All service will be
provided by Advantage Computers in
the future. Commissioner Mersman
moved and Commissioner Pracht seconded to approve the quote from
Advantage Computers for $33,688
for the Veterans Memorial kiosks
upgrade to be paid out of the Veterans
Memorial fund. All voted yes.

Darell was born Sept 5th,
1940, near Waverly, KS at the
family farm to Ralph and Elsie
Young. He graduated from
Westphalia High School Class
Of 1958.
Darell joined the Air Force
after high school; however, he
was discharged when he fell ill
with mumps.
Darell married Mary Louise
(Schomaker) Dec 10th, 1960,
In Piqua, Ks. Darell worked
many jobs, Beginning with
Ford Motor Co. Garnett, His
employment in the electric
distribution dept with City of
Garnett began April 1969. He
worked as a groundman, before
becoming a lineman until 1986.
He worked for Mersmans as
a mechanic before buying
and opening his own mechanic shop on Park Road beside
Caseys, many who would use
his mechanic services were
surprised to see he kept live
Rattlesnakes in aquariums
within his shop. Maybe even
telling a few unsavory characters he releases them in the
shop at night for security.
His health declined making
it difficult for him to mechanic
full time and he sold his shop.
After closing the shop, he spent
countless times in his driveway directing and providing
his knowledge to his children
and grandchildren while they
did the work instead of him.
In 2000, he began working
for Anderson County, while
working for the county he was
a familiar face in the summer
mowing the county road ditches. During his employment
there he won a portion of a lottery jackpot with the rest of the
shop guys before he retired
in Sept 2006. Darell spent the
rest of his years enjoying his
retirement and doing many of
the things he loved. Darell was
a jack of all trades and always
had a good story or two to pass
along if you had the time to sit
and listen.
In his younger years he
enjoyed raising his children,

Mary. As a family they enjoyed
many camping trips where he
loved to fish and take everyone out on the boat, and you
cannot forget the late night
big Wampus cat stories he
would tell his grandkids so
they would go to bed! Darell
loved to tease his grand kids
and great grands but was a
great sport to get it in return.
When his health still allowed
you could find him every year
in Waynoka Oklahoma for the
annual Rattlesnake hunts. For
many years with friends and
family by his side he returned
to hunt, gathering snakes and
paying for them to return to
have our annual snake and fish
fry parties. What a party they
were!!
He enjoyed bird hunting,
Outlaw sprint car racing as
well as Nascar. Spending many
evenings at tracks in nearby
towns watching with family or
friends. His love for racing has
been passed on to his GreatGranddaughter Shali, who is a
driver of her own car in Micro
sprint and Modified.

by his infant grandson Nikki

Ralph and Elsie Young, father
and mother in Law, Bernard
and Minnie Louise Schomaker;
daughter Karen Whitcomb,
daughter in law Brenda
Dowling, brother Virgil Young,
sister Sue Still, great grandson
Braxton Altis and his wife of 57
years, Mary Young.
Darell is survived by daughter Sheryl (Mark) Clark, son
Russel Young, son Roger
Young. Grandchildren Audrea
(Kevin) Carmack, Katie (Joe)
Owens, Andrew (Amber)
Young, Jared (Stacey) Clark,
Crissy (Chris) Altis, Trevor
Young, Dylan Young, Ashley

A Celebration of Life will be
held at the Garnett VFW Post,
South Lake Garnett. Sunday
August 11, 2024, 2-5 p.m.

passed away on July 30, 2024,
peacefully at his home.
As per wishes, cremation
will take place and there will
be no services at this time.
A private family inurnment
will take place at Maple Hill

2024 in Pittsburg, KS. She was
born to Phoebe Olive (Eddy)
Needham and Barton Lewis
Needham on April 4, 1940 at KU
Medical Center.
Betty attended Osawatomie
High School and married
Theodore (Ted) Daulton Jr of
the 101st airborne, while serving in Vietnam, on November
29, 1959.
On another leave from
Vietnam they both joined the
Catholic Church.
Joy is survived by 2 grandsons Gabriel and Joseph
Daulton, 2 great-grandsons
Maykin and Samuel Daulton,
and many nieces and nephews.
Her parents, husband, and
Ted Jr their son proceeded her
in death, as did her 6 brothers
and sisters.
She worked many places as
a waitress over the years, in
Paola and Osawatomie. The
Paola Bowery, Elks, and Aggies
in Osawatomie, Franks in
Paola, KCPL as a meter reader,
and clerk for the railroad.
They were stationed in Fort
Campbell, Kentucky, then Fort
Bragg, North Carolina. That is
where they adopted their son
Ted Jr, and Theodore joined
special forces. Then they went
to Okinawa, Japan. Every move
brought special challenges.
When Ted retired from the
Army in 1975, they bought a
house in Garnett, Kansas.
Joy had a great love for flowers, animals, and her Faith.
Her services will be 10:30
am August 17th at St. Boniface
Rectory (Scipio,KS) with burial following at Holy Angels
cemetery. After services family is holding a gathering at
Memorial Hall (Osawatomie,
KS).

failures occurs when God

Some in GOP have itchy conspiracy trigger fingers
All we need to know about the Deep State, we
supposedly learned when John F. Kennedy was
assassinated in 1963.
In the aftermath of the attempted assassination of Donald Trump, Sean Davis of the conservative website The Federalist wrote on X, They
did it to Kennedy, and his brother, and they just
tried to do it to Trump.
In a recent conversation with Donald Trump
Jr., Tucker Carlson casually referred to the
system having been broken for at least 61
years since they killed a president in an election
year.
Exactly, Trump Jr. responded.
In another interview with Carlson, Ron Paul
said that there was a coup on Nov. 22, 1963.
The JFK conspiracy theories originally emanated from the Left. As the Right has come to
hate and distrust the Deep State, though, the
theories have seeped over.
That such conspiracy theories have so long
endured, and, in fact, found new converts on
another part of the political spectrum, is a stunning victory of paranoia over reason and fiction
over fact. For all its consequences, the JFK
assassination is an uncomplicated murder case.
There were only three shots that day, and
they were all fired from the Texas School Book
Depository, where Lee Harvey Oswald worked.
Almost all the witnesses thought the shots came
from the direction of the depository. Multiple
witnesses saw a man with a rifle in the sixthfloor window. A couple of Oswalds fellow
employees were on the floor beneath him and
saw cement loosened by the shots fall from the
ceiling.
All of this is why the police had an accurate

right-wing general. Would the CIA have recruited Oswald to do its dirty work? Its a fantastical
notion. Not only was Oswald an utterly unreli-
able character, he was a pro-Castro Marxist.
Besides, why, if the CIA was omnicompetent
enough to pull off such an operation, did it not
deploy a super-sniper who could get in and out of
Dallas quickly? At the very least, it should have
secured a getaway plan for Oswald. Instead, it
allowed him to careen through the streets of
Dallas, a clearly desperate man, and after he was
captured, permitted him to be interrogated by
the police for days, when he could have unraveled the entire plot.
Ah, you say, but they didnt need to rely
on Oswalds discretion because they had a hit
on him planned via his shooter, the strip club
owner Jack Ruby? This was clearly an impulse
killing by another violent misfit, who believed
hed be hailed as a hero for taking out JFKs
assassin. With a different happenstance or two,
Ruby never would have been in just the right
time and place to kill Oswald.
Regardless, no organization that valued loyalty or discipline ever would have trusted Ruby,
any more than Oswald, with anything — not the
CIA, and not even the Mafia.
It made sense that the anti-American Left
gravitated to a conspiratorial view of the JFK
assassination. But now some on the Right are
so disaffected from contemporary America that
they, too, think that our history is a tale of the
nightmarish scheming of shadowy forces.
We thought we were citizens of a decent, open
society, when the truth, or so they believe, is
that we live in the plot of an Oliver Stone movie.

Democrats and Independents arent sick of this

You know whats really weird? A weed smoking

How funny. The same people who are telling
us that Kamala Harris is a great candidate this
week are the same ones who were telling us Joe
Biden was fit for office last week.
Thanks for your concern, but I think the person
investing all that money on new housing for the
City of Garnett at First and Cleveland probably
knows how much traffic is on the street. Its a
housing development, not a drag strip.
I noticed the Merchants Tent at the fair had
way fewer booths than in years past and some
of those who said theyd be there ended up not
coming. And the crowd was less. I think it just
was too hot for people, which in my opinion is
a good reason to move the fair to a time thats
cooler. Why cant the fair be had after the kids
have already returned to school? Thank you.
Whoever decides what streets to resurface in
Garnett needs to get out of their office and drive
the streets and check the amount of traffic on
that street before doing the resurfacing. Why
was Walnut north of Park Road with a little
traffic resurfaced, while Home Run Drive with
horrible pot holes and a large amount of traffic
ignored? Just one more example of poor decision
making for the city.

Seeking help from readers 60 years ago…New grocery store opened in Harris
to identify iron artifacts
This is another week when
I need lots of help with identifying more iron artifacts. The
first two photos are of the same
artifact, except reversed. I sure
will be happy to dig up something besides iron. Its doubtful if Ill get out for awhile
with this extreme heat wave
we have settling into this area.
Not only is it very hot and
humid, but very dry.
I have approximately 3
more afternoons to spend at
my present site and then I will
move to the outer foundation
of the old house. Which means
moving a lot of rocks in places
as I work myself around the
perimeter.

Whether a prank or malicious intent, the effigy of City
Manager Howard Rubin, hung
from the city call flag pole late
Sunday night, did not see the
light of day, nor did it fulfill
its purpose of ridiculing and
belittling Mr. Rubin At 11:30
Sunday night Police Chief Sam
Geer discovered the dummy
and placard, then promptly
removed the effigy and began
investigating the scene. Seats
of the stadium at the Garnett
city park are sporting a new
coat of paint thanks to the Pep
Clubbers The organization
composed of about 140 girls did
all the painting in three early
morning sessions over the last
several weeks before the onset
of the heat. A new grocery store
is being opened in Harris by
Russell Davey of Olathe, who
will operate it in the Whiteford
Building.
Fifty years ago, Aug. 1974
Discussions of the Welda
school proper disposal was one
of the main items at the Board
of Education meeting. After
obtaining a title opinion and
a survey, the board voted to
divide the property and sell the
portion of the land that houses
a garage and other small outbuildings to the Welda township for $1. The school building
and the land on which it stands
will be publicly advertised for
sale. Anderson County voters
appeared not to take interest in
the primary election, with just
over a thousand voters show-

Branson City Limits,
a little piece of the Branson,
MO country music scene, will

the group has toured the fair
and festival circuit in the midwest. USD 365 board members
approved the plan to go ahead
with a fact-finding expedition into the walls of Garnett
Elementary Center to determine if and how badly structural supports in the school have
deteriorated over the last 73
years. After suffering months
of pounding from transport
trucks and thousands of other
vehicles while a make-shift
detour routed traffic around the
newly opened Pottawatomie
bridge on US Highway 169,
the streets of Greeley may get
some help from the Kansas
Department of Transportation.
Twenty years ago, Aug. 2004
The Anderson County
Commission was informed
that plans to renovate the
bathrooms at the Community
Building would cost at least
$6,000 less than the original
estimate. The savings come
after discovering that the new
bathrooms heating and air conditioning could be connected to
the existing ductwork. Garnett
City Commissioners agreed
Tuesday night to add $1,000
from the transient guest fax
fund toward a non-profit organization called the Anderson
County Corn Festival. The
planned event will not only
celebrate the local corn crop
and harvest but also give the
community an annual festival
to develop entertainment. Hope
Unlimited sent two domestic
violence counselors to meet
with local women who requested additional training. The
organization provides counseling and shelter for victims of
domestic violence and sexual
assault. During the meeting,
the two counselors found that
there was a significant gap in
services being provided in the
Anderson County area.

Two recent ACHS graduates have started a local business that aims to target drunk
drivers and keep them off the
streets. What began as a joke
while Spencer Walter and Cody
Getter took an evening cruise
has become quite the enterprise. The service where one of
the teens drives the intoxicated
clientele to their home in a
vehicle while the other teen
follows in the clients vehicle
has made it appealing to many
night owls. The two teens say
some people will call ahead to
pre-arrange their ride. Two

The Anderson County Hospital Auxiliary recently voted to donate $1,000 to ACH EMS for the purchase
of multiple aging and deteriorating medical response bags. Within a few days of receiving them, EMS
put them into service and utilized them during a significant EMS response to a residential structure fire.

The 2024 Summer Olympic
Games in Paris have captured
much of my attention over
the past week. If you were to
enter our house or office at
any given time, youd likely
find the television on in the
background with a competition
being broadcast.
My social media channels
and news outlet feeds have
also been full of stories coming from this years Olympics.
Some content consists of the
heart-warming stories of athletes, some are about the controversies, and some are about
the food found within the
Olympic Village.
Preparing and providing
food for so many athletes from
all over the world is a challenge I would not want to tackle. The logistics of securing
enough food to create an estimated 13-million snacks and
meals and ensuring that each
athletes nutritional needs are
met are mind boggling.
Id also be concerned about
my ability to successfully pro-
vide a rich variety of options
that reflect the cultural makeup and food preferences of the
Olympic athletes. Simply put,
its a huge culinary and nutritional undertaking to create so
many meals for so many athletes from all around the globe.
Im glad there are professionals
who can do it.
A focus during this Olympics
has been to highlight and celebrate tastes from the different regions within France and
sourcing from as many food
sectors from within the host
country.
The next Summer Olympics
will be held in Los Angeles in
2028.
What will be the foods and
flavors highlighted then when
serving the masses?
Theres no doubt that during
the 2028 Olympics the food professionals tasked with providing an astronomical number
of meals will be successful
in sourcing from the diverse
supply of food produced by
Americas farmers and ranchers.
Theres no doubt that what
is produced will meet the
required nutritional needs of
these athletes.
Theres also no doubt that
there will be an abundance of
food options as reflected by the
variety of agricultural operations one can find throughout
the United States.
Whether its meat, eggs,
dairy, fruits, vegetables, cereals, oil seeds, protein crops,
fish and aquaculture, and even
alcoholic drinks, American ag
products will be ready to be
served.
The Olympics is a place
where an exchange of cultures
takes place every four years. I
cant wait until 2028 when the
vast diversity of our American
agricultural products play an
integral role in the feeding and
fueling of the most elite athletes from around the world as
they go for the gold.
