THE ANDERSON COUNTY REVIEW
GARNETT It was letter in keeping
with the pop culture of the time in
the early 1900s one that eschewed
alcohol as the devils elixir and castigated those who drank it.
But a response from one of
Garnetts upper crust to a mailer
from a St. Louis whiskey distiller
ended up putting the author, the
town, and the Garnett Journal in the
worldwide anti-alcohol limelight for
years afterward.
While hatchet-wielding Carrie
Nation grabbed most of the headlines during the temperance (anti-alcohol) movement of the early 1900s
that preceded Prohibition, Garnett
attorney and former Kansas Appeals
Court Judge Manford Schoonover
became a national phenomenon
with a published rebuke to the marketing department of The Hayner
Distilling Company. Schoonovers
letter was first published in the
Garnett Journal, an ancestor to The
Anderson County Review, in 1905.
The letter caught fire within the
temperance movement, and during
1908 the Journal had orders for
75,000 copies of the article. The letter was eventually reprinted in a
number of languages and circulated
among anti-liquor societies in all
parts of the world.
Schoonover is said to have written the letter on the spur of the
moment, after receiving the advertisement which he repeats at the
beginning of the article. He had no
idea at the time of the celebrated
career it was to have. He may have
considered it at first as only a space
filler, when he submitted it to the
local newspaper. Schoonover was
staunchly opposed to the evil of
intemperance during the remainder of his life. The strong opinions
he held on prohibition were voiced
in this masterpiece.

Two face life
in prison for
alleged child
sex crimes

GARNETT Two Anderson County
men who face life in prison for allegations of child rape will have first
appearances via Zoom in Anderson
County District Court today.
Anderson

Attorney
Elizabeth Oliver charged 79 year-old
Isidro Madrid-Dominguez of Colony
with 14 counts of child rape, criminal
sodomy and indecent liberties with a
child in connection with allegations of
assaulting four children dating back
to 2009. Dates of birth for the victims
ranged from 1995 to 2011. Madrid was
arrested August 12.
Similar charges were also filed
against 18 year-old Sean Jackson
Williams in an unrelated case after his
arrest on August 22 on allegations of
intercourse with a six year-old.
Williams faces a penalty range on
the charges of a minimum of 25 years
up to life imprisonment. Madrids
charges detail sentences of 25 and 40
years to life.
County tables new
rural fire building after
bids smoke estimate

GARNETT Anderson County
Commissioners have placed a plan on
hold which would have constructed
a new rural fire station on Westgate
Road, after bids far surpassed an engineers estimate for the projects costs.
Anderson County Fire Chief Mick
Brinkmeyer submitted two bids to commissioners last month for the project,
which was initially estimated at $1.4
million but which yielded construction company quotes from Bucyrus and
Coffeyville of $1.7 million and $2.1 million respectively.
Commissioners discussed options for
lowering costs by reducing some design
and outfitting aspects of the proposed
structure but opted instead to table the
project with a possible rebid sometime
this winter, pending the outcome of the
chief engineers conversations with the
bidders regarding some of the costs.
The county scuttled plans to use
Community Development Bloc Grant
financing for a new rural fire station at
Welda three years ago, after project specifics entailed to qualify for the federal
government funding pushed construction costs upwards of a half million
dollars. At the time commissioners

TOPEKA A subsidiary of a leading wind turbine field developer in
Kansas has received the go-ahead from
the Kansas Corporation Commission
to do business as a power transmission company in the state, with a
project that if approved would run a
power transmission line across the
southwest corner of Anderson County
enroute to destination in Missouri.
The KCC granted a certificate of
convenience and necessity to NextEra
Energy Transmission Southwest LLC,
enabling the company to do business
as a transmission only public utility.
The project would construct a 94-mile
transmission line from Wolf Creek to
Blackberry Substation just over the
state line in Southwest Missouri. If
finally approved, the line would cross
Coffey, Anderson, Allen, Bourbon and
Crawford counties in Kansas.
The project was identified by the
Southwest Power Pool as a necessary economic project to increase the
transmission capability and relieve
congestion from western Kansas east
to SPP load centers. SPP is a regional
transmission organization mandated by the Federal Energy Regulatory
Commission to endure reliable supplies of power and transmission infrastructure, and serves 17 states.
NextEras Florida-based umbrella
company has been heavily involved
in the federal subsidy-dependent wind
turbine field and solar field develop-
ment industry, with at least eight
wind farms in Kansas alone. While
successful in constructing those turbine fields, the company was recently rebuked by landowners and residents in Reno County, who signed
a petition to require a unanimous
vote among county commissioners
to grant a special use permit under
the countys zoning regulations. That
vote was 2-1 in favor of granting the
permit. NextEra sued the county but
a state appellate court judge recently
upheld the lower court ruling that the
petition and subsequent denial of the
permit was legal.

will pay 16.5 percent of the cost.
Grady said there was no evidence to support criticisms
that the line would be used to
transmit the sale of electricity
from nuclear or wind power
out of Kansas to states outside
the SPP footprint.

noted a 66 percent increase in
the price of fabricated steel and
major spikes in price of softwood lumber, and more than a
500 percent hike in the price of
oriented strand board (OSB).
Labor costs have increased
under current inflationary
pressure as well, as aging construction workers retire and
fewer younger workers are
joining the industry ranks
while earning more in wages
to entice them. Analysts say
wages can account for half of
construction project costs.
All of that comes in tandem
with fuel costs which have subsided slightly due to the release
of oil from the U.S. Strategic
Petroleum Reserve, but are
still 80 percent higher than two
years ago.

The lady behind the iPhone
During the very challenging days when the world
seemed to be on pause, Tami
Hiestand took out on an adventure to rediscover the sites of
Anderson County. The reflections of the sunset on the North
Lake, seemed to intrigue her
the most.
Tami has loved photography since she received her first
camera in 1969. She uses the
iPhone to capture the beautiful reflections in and around
Garnett. Some of her captured

He was born on April 11,

Ginny was born in Winfield,
Kansas on July 25, 1943. She
was born to Jesse McKibben
and Mary (Seley) McKibben.
On January 29, 1959 Ginny married Cloyd "Pee Wee" Brown in
Chilocco, Oklahoma.

Last week, Pastor Chase had
the opportunity to assist a man
who had recently been released
from prison continue on his
journey to return home.
On the inside, as the man
referred to his time in lock up,
he had discovered a freedom
that gave him hope for a better
future. Riebel shared five keys
that allow all of us to experience this kind of freedom that
gives us the hope we need to
persevere through trials and
escape the prison of sin. It
begins with discovering the
Christ, the Son of the living
God because whom the Son
sets free is free indeed! (John
8:36) When you place your trust
in Jesus and repent of your
sins, Romans 6:14 tells us sin
will no longer be your master. Therefore, secondly, we
develop confidence by living
under the freedom of Gods
grace. Having received many
second chances, the third key
to continue living in freedom is
to extend compassion to others
as Peter reminds us in 1 Peter
3:8 by sympathizing with each
other, being tender hearted
and keeping a humble attitude.

What does it take to be a leader?
We are all looking for a leader. Whether it is the leader
of the nation, a business, or a
community leader. And the
more out of control things feel
the more we long for a leader
who can promise us hope and
security. When Jesus began
his ministry he brought a type
of leadership that was contrary
to the ruling majority. He
offered hope and security to
those who had no hope or security because the ruling leadership was concerned only with
their own welfare.
People in leadership used
to be defined by words like
honesty, dependability, integrity. These traits were evident in politics, the workplace,
schools and the home. There
was division as well but not
to the extent that unity was
destroyed. Unity is the one
thing we lack today. We have to
ask to what can this be attributed? If we dont have unity the
overriding characteristic you
have selfishness. Everything
has become self. This is one of
the chief causes of dissension
in the home.
Offering the alternative of
selflessness Jesus got himself
crucified. There is no danger of being crucified today
by being selfless but there is
sure a chance you are going
to get run over. So where do

thinking? People have to see
that even though we may be
selfless that does not mean we
are weak. Quite the opposite
is true. Selflessness is strength
under control. There is nothing weak about a person who
acts with integrity, who cares
more about others than themselves, a person whose values
are different than those held by
the world.
In order to be this type of
person it takes courage and
conviction. Courage to face
adversity and perhaps mistreatment. Conviction that
Jesus Christ is the Son of the
Living God, who came to earth
to die on a cross for your sins
and was raised on the third
day and ascended into heaven.
Once you have courage and
conviction trust me you are
selfless.

OPINION
Actually, yes its really facism
Its nothing new for the political parties to be
claiming the high road over the other, but it is
new ground to have one of those parties refer to
the other as fascists.
Politicians claim all the time that the next
election is the most important ever in the history of humanity. They claim its a choice of moving forward or backward. They claim it is about
helping the middle class or hurting it.
Over and over politicians use the trick known
as the false equivalency, as if there are only two
choices, and they represent all that is good while
the other represents all that is bad.
Its also known as the straw man argument,
presenting a good choice against something that
isnt real at all. For example, if one party wanted
to increase funding for teachers and the other
said they were opposed to tax increases, the
straw man argument would be, Why do they
hate teachers so much?
These tactics generally gain traction with
voters who dont pay that much attention to
elections or politics. The more engaged voters
generally see through these.
Thats just part of the natural give and take of
politics.
But it is quite another when one party accuse
the other of being a fascist party.
Over the weekend, Joe Biden said, Its not
just Trump, its the entire philosophy that
underpins the – Im going to say something, its
like semi-fascism.
We know President Biden isnt firing on all
cylinders, but this statement is very, very dangerous to our democracy.
When the two major parties start referring
to each other as a danger to the nation, we are
allowing our leadership to drive us toward civil
war.
An act that is considered fascist almost anywhere on the planet is using the government
to attack the opposition. Vladimir Putin has
his opposition poisoned. In banana republics,
the losers of elections are routinely arrested
and charged with treason or other high crimes
against the state.
For the first time ever, and after Biden
removed all rights and privileges from Donald
Trump, the FBI raided the home of a former president to gather documents the National Archives
claimed should be in its possession.
When the government responds with such a
heavy-handed tactic, fascism is routinely tossed
around, but not usually at the person or the sup-

porters of the person who was the victim of the
raid.
Because the nine-hour occupation of Trumps
home led to the collection of about 15 boxes of
documents, South Carolina Senator Lindsey
Graham said if Trump was indicted over that,
there would be riots in the streets.
Press Secretary Karine Jean-Pierre used his
words to validate Bidens claim of semi-fascism.
We have seen MAGA Republicans attack
our democracy, she said. We have seen MAGA
Republicans take away our rights. Make threats
of violence, including this weekend, and that is
what the president was referring to when you
all asked me last week about the semi-fascism
comment.
To Democrats like Biden, 74 million Americans
who voted for Trump, the MAGA crowd they
like to call them, are semi-fascists, and yet, while
Trump believed Hillary Clinton, his political
rival in the 2016 election, had violated the law,
he did not have her property searched, documents and computers seized and sent to court to
face criminal charges.
He didnt have Hunter Bidens computer,
which was in the hands of the FBI in 2019,
used as evidence of corruption. Instead, the FBI
intentionally misled the public about the laptop,
claiming it was Russian disinformation and
encouraged social media platforms to ban any
claim otherwise.
We have also found out that the CDC intentionally withheld the release of the COVID vaccination developed under Trumps Warp Speed
initiative until after the election so it would not
influence the outcome.

members voted their names and how they
voted. They are supposed to be representatives
of Garnett and Anderson County and we are
the people paying the taxes to support it. If they
wont let us know how they vote, then they
should not be on the board.

editor. I very much appreciated it. Folks, if you
didnt read it, you need to go back and do it.
Remember that time when Biden said he would
withhold a billion dollars in aid from Ukraine
if they didnt fire the prosecutor looking into
his sons illegal business dealings, and then
the Democrats impeached President Trump for
bringing it up? I remember.
Tyson: RNR about local property tax accountability
A letter that you recently received from
your county clerk regarding property taxes is
too complicated and has caused confusion.
It wasnt meant to be that way. Dont let the
details distract you from the achievements of
the law that requires someone to be responsible for any increase in property tax. The
letter includes a date, time, and location each
governing body will hear comments and vote
Yes or No to exceed the revenue-neutral-rate
(RNR), i.e. vote to increase your property
taxes or not.
The RNR is the mil levy value that would
allow governing bodies to collect the same
amount of money as the previous year based
on valuations changes. This will stop local
automatic property tax increases as a result
of valuation increases and the shell game of
who raised your property taxes. It is also your
opportunity to be heard before your property
taxes increase, which has not happened before
in Kansas. We will work to simplify the letter
next year.
The cost of the letters are paid by the state
this year and could be decreased considerably
next year, as the law allows clerks to send electronic notification if a taxpayer agrees. The
letter doesnt need to be complicated or costly.
Out of all legislators in the nation, I was recognized as legislator of the year for my work
KANSAS LEGISLATURE
taxes by increasing the $20,000 exemption
for homeowners to $40,000 with an automatic increase every year based on inflation. I
was also instrumental in successfully freezing
property taxes for low income seniors and disabled veterans. Its not perfect, but after years
of the Kansas Senate passing legislation, the
Kansas House leadership was finally willing
to move on it so we took what we could get.
For years, I have led an effort to remove
state income tax on Social Security and retire

and this legislation is being
used as model legislation in
other states. Kansas property
owners are paying exorbitantly
high property taxes and it is
time that taxpayers know who
is responsible for these increases.
We all know it takes a team
to pass legislation, but it also
takes someone to champion
that effort. I have led successful
efforts to cut taxes. One result
this year was cutting property
Republicans cant run and hide on abortion
The Republican Party only had about a
half-century to prepare for the end of Roe v.
Wade yet is still scared and confused now that
the late, unlamented decision is no longer
with us.
It may be that the media is exaggerating the
extent that the Dobbs decision has changed
the trajectory of the midterms, but there is
no doubt that it has energized Democrats and
that pro-lifers suffered a signal defeat in a
Kansas referendum in early August.
Some Republicans seem to think they
can run and hide from the issue, a cowardly tack that wont work. To the extent that
Republicans are vague and non-responsive,
Democrats will eagerly fill in the gaps with
Handmaids Tale-level dystopian accusations
of extremism.
Other Republicans apparently believe that
they can act as if it is still the pre-Dobbs world
when staking out maximalist positions — for
instance, bans with no exceptions for rape or
incest — had no significant downside because
such proposals would never take effect. No
more. Most places, this is politically deadly
overreach.
The answer here is, to paraphrase Ronald
Reagan, simple, if not necessarily easy. Prolife Republicans should say that they ultimately seek sweeping protections for unborn
life but realize that they have to do much more
public persuasion and, in the meantime, support a compromise proposal of some sort, say
a gestational limit of 15 weeks.
For pro-lifers, this falls painfully short. But
it would be in keeping with the trajectory of
successful past campaigns of moral and social
reform — settle for progress in the right direction, occupy politically defensible ground, and

then advance over time.
Meanwhile, abortion restrictions are under
assault for allegedly not providing broad and
clear enough exceptions for the health of the
mother. In a viral video out of South Carolina
last week, a Republican state representative
said he regretted voting for a heartbeat bill,
banning abortion after about six weeks, after
he heard an excruciating story of a 19-year-old
denied care for her miscarriage.
According to Rep. Neal Collins, a doctor
told him the usual standard of care would
have potentially involved removing the fetus
immediately. But the heartbeat bill supposedly prevented that, and the woman went home
to expel the fetus on her own and assume
enormous health risk.
The South Carolina law, though, like most
such restrictions around the country, stipulates that the prohibition does not apply to a
physician who performs a medical procedure
that, by any reasonable medical judgment,
is designed or intended to prevent the death
of the pregnant woman or to prevent the
serious risk of a substantial and irreversible
impairment of a major bodily function of the
pregnant woman.
This should have been ample warrant for
the young woman to get the appropriate care
(and she did end up returning to the medical facility for the requisite treatment). This
looks like a case of a bad reading of the law
causing unnecessary medical distress and
creating a horror story with considerable
political resonance.
In a paper on health exceptions, the pro-life
Charlotte Lozier Institute notes: It would be
prudent for state medical boards, state medical societies, state boards of pharmacy, hospital quality committees, and hospital attorneys
to provide more detailed guidance to doctors
on how to reach a determination that abortion
is necessary. Tragically, this type of guidance
appears slow in coming.
Itd also help if Democrats stopped lying
about these laws, although thats not going to
happen. White House press secretary Karine
Jean-Pierre said the other day that the Texas
pro-life law will block medical providers
from providing life-saving and health-preserving care, a blatant falsehood. The Texas law
has a clear life-of-the-mother exception and
explicitly excludes treatment for miscarriages
and ectopic pregnancies from its definition of
abortion.
At the moment, though, such falsehoods
are carrying the day. To find their footing,
Republicans will have to be courageous and
shrewd, two qualities so far in short supply.

The data is in, and the judgment should be
harsh.
Two decades of educational gains were wiped
out in two years, new test scores in math and
reading show. The drop was greatest among
black students.
The headlines will say the pandemic caused
this, but thats not quite right. COVID-19 has
left a terrible trail of death and illness, but the
coronavirus is not the cause of the learning
loss. It was the local politicians, governors,
school boards, and public health authorities
who harmed our children by advocating or mandating unjustifiable school closures in the fall of
2020 and then into the spring.
Those school closures were a mistake, and the
people in charge knew or should have known it
at the time. The damage to students (academic,
emotional, and social) was obvious to every parent after the three-month closure in early 2020.
Childrens relative safety in the face of the virus
was also well-known by the fall of 2020.
The people who nonetheless closed the
schools bear full blame for the lasting harm
they have done to children. All of them should
lose their jobs…

Libraries are for everyone
Recent comments in the phone forum have
suggested that the Garnett Public Library (GPL)
is no longer worthy of our communitys support
and patronage. Comments also questioned the
personal integrity of the library staff and board
of trustees.
Since moving to Garnett in 1998, I have interacted with GPL as a patron, as a parent to 3
daughters who also frequented the library, and
as a library board member serving for a total of
12 years. During Andrea Sobbaas long tenure
as library director, GPL has provided countless
programs and opportunities to local people of
all ages. The library staff has worked evening
and weekend hours to make these programs
possible, and they do so because they take pride
and pleasure in helping others to access the
library and its resources.
When a library book is challenged, standard
policy requires that the work be reviewed in
its entirety. The portion of the work perceived
as offensive must be weighed against the overall message of the book. If we were to somehow examine every book in the Garnett Public
Library, we would never collectively reach a
consensus on what material might be considered offensive. To define our public library by
the presence of one book housed in the adult
non-fiction section is to ignore all of the many
wonderful things that our library provides dayin and day-out, year after year. It is to deny
the dignity and passion of those who give their
time to ensure that our library can find ways to
keep connecting with our community. It is to
focus on the one aspect of the library you may
disagree with and to then disregard all the other
ways the library makes our community a better
and richer place.
Callers to the phone forum who disagree
with the GPL Board of Trustees decision to
retain Gender Queer have the right to take their
patronage elsewhere. They abuse their rights
when they continue to disparage our library
and those who support it with anonymous negative comments after the matter was addressed
in accordance with established library policies

Once again I want to share
three photos of some of my latest artifact finds.
This project is slowly drawing to a close, however I have
three more sites lined up. It
should be a busy fall and winter
for me. If all goes as planned we
have another trip coming up
also.
When I was in the U.S. Navy
(top, middle picture) I was
issued and wore a belt with
a buckle just like this when
I stood night watches on our
aircraft parking areas.
This bit (bottom, right picture) was used for a very large
horse. Most likely a farm work-
ing horse. The cross bar is as
big around as a quarter.
This (top, right picture) is a
rather large sleigh bell. Most
likely attached to a horse harness. The clapper inside still
CLAPS but I prefer to say the
tinkler inside still TINKLES
The older sites always turn
up the most unusual artifacts.
Thats what makes my hobby
so interesting.

This quick, random time frame
doesnt allow people much time
to make themselves or their
life look better than reality.
It is meant to showcase the
mundane, messy and unfiltered reality of your life. After
posting your shot you can see
what your friends are up to
and interact with comments
and emojis like other social
media platforms. If a user fails
to snap a picture they miss out
on seeing their friends posts
for the day.
At first I thought the idea
was super strange, but with
time it grew on me. Social
media is often criticized for
fake and overly glamorous
view of many peoples lives,
which can lead many users to
negative impacts on the mental
health of users. Be Real makes
it harder to fake a picture-perfect life, showing more realistic and normal views of how we
live.
It struck me that Be Real is the
perfect platform for farmers.
There are so many people who
have no idea what a farmer
does on any given day. Even
when someone tours a farm
or follows their social media
they get a very narrow view
that is often the shiny filtered
version.
If farmers were using Be
Real, I am confident that you
would occasionally catch a
beautiful sunset while checking an irrigator, or a new born
baby calf nursing for the first
time and some of the other
exciting moments in farming.
However, more of the snaps
would be of the mundane
things famers do every day like
crawling over or under something to fix a machine, chasing animals that got out of the
fence, doing office work, driving back and forth for hours in
the same field, running to town
to get parts, fueling equipment,
fixing fences, checking rain
gages or dry fields, looking for
bugs, equipment maintenance,
putting out a grass fire and a
hundred other tasks that happen every day. Plus the farmer
would definitely be covered in
sweat, oil, dirt or manure in 95
percent of the pictures.
If you paid close attention,
you would also be able to feel
the roller coaster of emotions
that exist during a season. The
hope of planting, fear caused
by weeks of high temperatures
and drought, the pain of lost
animals and crops, the relief of
rain and the pride of completing harvest.
Unfortunately, I dont think
many farmers will catch on to
this social media trend because
they probably wouldnt hear
the notification or be in a place
where they had time to get
their phone out and take a picture. You will have to take my
word for it: farming is as real
as it gets.

Section 3. Boundaries of the Proposed District.
The proposed District is generally located
northeast of the intersection of North Maple
Street and West Park Road at 506 N. Maple
Street within the City. The legal description of
the property to be contained in the proposed
District is set forth in Exhibit A attached hereto
and incorporated herein. A map generally outlining the boundaries of the proposed District
is set forth on Exhibit B attached hereto and
incorporated herein.
Section 4. Proposed Project. The general
nature of the project consists of the construction of a single tenant retail facility and
demolition of existing structures, surface parking, sidewalks, landscaping, site development,
surface remediation and reclamation and
associated infrastructure (the "Project"). The
general components of the Project include but
are not limited to such items as demolition, site
preparation and development, construction of
a building and tenant finish improvements,
including FF&E, construction of infrastructure

cost of the Project is $l,505,000.
Section 7. Notice of Public Hearing. The City

match, particularly the serving. We served strong against
Hartford only missing 2 serves

Crest finished the evening
with a win against Madison.
Crest won 25-20 and 25-16.
Coach Hermreck was concerned with a long evening and
how her team would respond,
but they continued to play well.

COLONY – Its been a great
start to what the Crest Lancers
expect to be an exciting season. The Lady Lancers opened
the season on Saturday, August
27th, with the TRL tournament
and finished play winning 4
straight games after losing the
season opener.
Crest opened with a loss to
Yates Center 23-25 and 24-26.
Yates Center came out
fired up and played well. We
were rough first thing in the
morning and never really got
our offense going, Crest head
coach Abigail Hermreck said.
In the next contest, Crest
rebounded and beat Altoona
25-6 and 25-13. Senior McKenna
Hammond served 16 straight
points and got the girls offense
rolling.
Next up was Chetopa, who
Crest swept, 25-8 and 25-9.
Hammond once again led the
way offensively by serving 10
straight points and freshman
Kinley Edgerton helped out
serving 8 straight.
After a short break, next up
was Marmaton Valley. Crest,
once again won in just two sets,
25-12 and 25-13.
The girls came out playing
the best they had all day. They
were fired up and working well
together, Hermreck added.
Senior Kamryn Luedke
served 14 straight points.
The last match of the day
was against Oswego, which
made Crest work for the win.
Oswego won the first set 21-25
before Crest rebounded winning a long second set 29-27 and
the final set 25-15 to close out
play for the day.
Oswego was very scrappy and played well. We were
wearing out from the long day
of playing, but rallied together
to come back and win, Coach
Hermreck added, happy with
her teams play.
