vaping with info, education
New health concerns
and rising numbers a
concern for educators

TOPEKA Increased concerns
about the health risks of vaping
which have caused a number
of deaths has brought the issue
to the forefront of concerns for
local school districts.
Fresh concerns were generated most recently last week,
when the Centers for
Disease Control published a report saying as of October 1 of
this year more than
a thousand cases of
lung injury had been
associated with using
e-cigarette
devices. The incidents
occurred in 48 states
and one U.S. territory.
The report said 18
deaths had been confirmed in 15 states.
The CDC report
came on the heels of
a February report on
the results of a national survey
that showed about 37 percent of
12th graders reported vaping in
2018, compared to 28 percent in
2017. About 44,000 students participated in the survey.
Vaping uses a battery powered electronic burner to vaporize various liquids for inhaling,
including nicotine, flavoring
and other chemicals, as well as
marijuana, hash oil and other
substances.. Health analysts
say exposure to nicotine during
youth can cause addiction and
cause long-term harm to brain
development. The vapor can also
contain toxins and tiny particles
that are harmful when inhaled.
The CDCs investigation showed
most cases of lung damage prefaced in its report came with the
use of THC containing products.
THC is the active drug in marijuana.

School Principal Matt Self said
USD 365 was pursuing education
as the primary aspect to counter-
act the growth in teen vaping.
There appears to be more
health-related
information
available each day, Self said.
We are concentrating our focus
on education to help our young
people understand the risks
associated with the use of these
products.
The CDC said men comprised
about 70 percent of the health
issues in its research. Eighty
percent were under the age of 35,
16 percent were under 18 years
and 21 percent were 18-20 years
of age.

included vaping prohibitions in
its district policy, and were leery
of the growth of vaping use.
We arent seeing many problems with vaping on a large
scale at Crest, only a few isolated instances, Hermreck said.
The school has made the subject

periods, he said. Unlike other
health issues, vaping is one that
schools and their
staff arent used
to dealing with,

New ethanol rules

what about the past?

GARNETT Local farmers
and ag analysts are hoping
a new ethanol agreement
struck by President Trump
to enforce requirements for
fuel refiners to blend ethanol
into the nations gasoline and
expand ethanol requirements
helps boost the market for
corn but its tough to get
too excited when regulators
allowed for billions in ethanol sales to slip through their
fingers.
The
Environmental
Protection Agency years ago
mandated that ethanol be
blended with the nations gasoline to make it cleaner burning, a mandate known as the
Renewable Fuels Standard.
The RFS was also promoted as
a way to expand the nations
fuel supply and make the U.S.
less dependent on foreign oil.
But for the past three years
numerous refiners applied
for and were granted hardship waivers to avoid having
to purchase ethanol to blend
with their fuels. That cost

60 year-old plan would
have built 4,000 acre lake
west of Garnetts bottoms

KANSAS CITY, Mo. It would have
built a 4,000 acre lake just northwest
of Garnett by building a huge dam on
the Pottawatomie Creek right about
where the U.S. Highway 59 bridge
is today. It would have drastically
altered the area. Surrounding towns
favored it, but the Anderson County
Commission did not. Some landowners loved the idea of having lakefront
property others said the lake would
cover good farm land.
But it never happened.
Its nearly forgotten history now,
but for two decades lake construc-
tion for flood control dominated
debate all over rural America- and
in Anderson County. It was the great
Dam Debate.
Early settlers on the Great Plains
discovered that along with drought,
tornadoes, prairie fires, and wolves,
they had also to deal with floods.
During the 1940s, the US Army Corps
of Engineers, charged with maintaining navigation on the nations
rivers, completed a study on flooding
in the nations heartland. The report
was controversial, calling for the
construction of large dams to control
floods. Then came the summer of
1951, and the floods that devastated
large areas of Kansas and Missouri.
In the aftermath of the record
floods of 1951, Congress passed the

Greeley Elementary will hold
their annual Halloween Carnival
and Raffle on Friday, October
18th from 6:00-8:00 p.m. Games
include a Haunted House,

more! The concession stand will
serve Walking Tacos, Hot dogs,

on October 7, 2019 at the County
Commission Room.

Nelson Quarry
Kenneth Nelson and Patrick Clift,
Nelson Quarry, met with the commission. Discussion was held on a
possible temporary zoning permit for
a location to crush rock. Their current location has been leased out to
another company and have another
place to crush but need the permit to
bid an upcoming project. They only
have a short time period to obtain the
permit and bids are to be let in a week.
The Commissioners recommended
contacting James Campbell, County
Counselor, and the Planning & Zoning
board to see if there is anything that
can be done.
Elevator Project
Eric Hethcoat, BG Consultants,
contacted the commission via telephone. Eric gave an update on the
courthouse renovation and elevator
project.

director of the Kansas Corn
Growers Association headquartered in Garnett, said the
announcement begins a process to address the ethanol
demand lost due to the refinery
waivers.
The administration is
doing the right thing legally by
beginning a process to redis-
tribute those waived gallons
back into the RFS volumes,
upholding the integrity of the
law, Krissek said.

The new commitment to
corn and ethanol was welcome, locals said, but those
past exemptions and lost sales
are still hard to swallow. East
Kansas Agri Energy CEO Bill
Pracht estimates the exemptions probably cost the local
ethanol plant $15 million over
three years.
This does nothing for the
ethanol producer for the over
4 billion gallons of lost demand
over the past three years,
Pracht said. The announcement will help in future years
providing the final implementation, he said.
Farmers will need a strong
ethanol industry because if
they plant as much corn as
some are predicting for next
year, along with average or
above yields, prices will still be
at barely break even or loss,
Pracht said.
In a press release, EPA
Administrator
Andrew
Wheeler and Department of
Agriculture Secretary Sonny
Perdue touted the support the
ag industry was receiving from
the new rules.
Building on the success of
the year-round E15 rule, this
forward-looking agreement
makes improvements to the
RFS program that will better
harness the production of our
farmers and ensure America
remains energy dominant, the
release said.
The new agreement will
request public comment on
expanding biofuel requirements beginning in 2020 up
to 15 billion gallons, and that
the existing volume obligation
for biomass-based diesel fuel
is met. EKAE has a biodiesel
addition to its Garnett plant,
but its not presently running
because producing the fuel
isnt cost effective with present
diesel prices.
Those volume targets take
into consideration exemptions
for some small refiners, the
release said. Last year the EPA
exempted 31 refiners from the
blending requirements.
The agreement would also
strip some of the red tape from
SENATE CONCURRENT RESOLUTION No. 1605
A PROPOSITION to amend section 1 of article 10 of the constitution of the state of Kansas;
relating to reapportionment of senatorial and representative districts.
Be it resolved by the Legislature of the State of Kansas, two-thirds of the members elected
(or appointed) and qualified to the Senate and two-thirds of the members elected (or
appointed) and qualified to the House of Representatives concurring therein:
Section 1. The following proposition to amend the constitution of the state of Kansas
shall be submitted to the qualified electors of the state for their approval or rejection:
Section 1 of article 10 of the constitution of the state of Kansas is hereby amended to read
as follows:
1. Reapportionment of senatorial and representative districts.
(a) At its regular session in 1989, the legislature shall by law reapportion the state
representative districts, the state senatorial districts or both the state representative and
senatorial districts upon the basis of the latest census of the inhabitants of the state taken
by authority of chapter 61 of the 1987 Session Laws of Kansas. At its regular session
in 1992, and at its regular session every tenth year thereafter, the legislature shall by
law reapportion the state senatorial districts and representative districts on the basis
of the population of the state as established by the most recent census of population
taken and published by the United States census bureau of the census. Senatorial and
representative districts shall be reapportioned upon the basis of the population of the
state adjusted: (1) To exclude nonresident military personnel stationed within the state
and nonresident students attending colleges and universities within the state; and (2) to
include military personnel stationed within the state who are residents of the state and
students attending colleges and universities within the state who are residents of the state
in the district of their permanent residence. Bills reapportioning legislative districts shall
be published in the Kansas register immediately upon final passage and shall be effective
for the next following election of legislators and thereafter until again reapportioned.
(b) Within 15 days after the publication of an act reapportioning the
legislative districts within the time specified in (a), the attorney general shall petition the
supreme court of the state to determine the validity thereof. The supreme court, within
30 days from the filing of the petition, shall enter its judgment. Should the supreme court
determine that the reapportionment statute is invalid, the legislature shall enact a statute
of reapportionment conforming to the judgment of the supreme court within 15 days.
(c) Upon enactment of a reapportionment to conform with a judgment under (b), the
attorney general shall apply to the supreme court of the state to determine the validity
thereof. The supreme court, within 10 days from the filing of such application, shall enter
its judgment. Should the supreme court determine that the reapportionment statute is
invalid, the legislature shall again enact a statute reapportioning the legislative districts
in compliance with the direction of and conforming to the mandate of the supreme court
within 15 days after entry thereof.
(d) Whenever a petition or application is filed under this section, the supreme court,
in accordance with its rules, shall permit interested persons to present their views.
(e) A judgment of the supreme court of the state determining a
reapportionment to be valid shall be final until the legislative districts are again
reapportioned in accordance herewith.
Sec. 2. The following statement shall be printed on the ballot with the amendment as a
whole:
Explanatory statement. The purpose of this amendment is to eliminate the
adjustment of census taken by the United States census bureau regarding
nonresident military personnel and nonresident students when reapportioning the
Kansas senate and house of representatives.
A vote for this proposition would eliminate the adjustment of census taken by the
United States census bureau regarding nonresident military personnel and

representatives.
A vote against this proposition would continue in effect the requirement for the

the general election in November in the year 2019, unless a special election is called at a
sooner date by concurrent resolution of the legislature, in which case it shall be submitted to
the electors of the state at the special election.

Jordan Trent Eichman, son
of Dondi and Rachel (Heck)
Eichman, was born on October
1, 1986, in Garnett, Kansas.
On September 27, 2019, he
had
openheart surgery
to replace a
torn aorta,
followed by
a 9 day hospital
stay.
After 3 precious days at
home, he left
Eichman
us suddenly
to be with the
Lord, shortly after midnight, on
October 10, 2019, just days after
his 33rd birthday.
On July 28, 2012, Jordan married the love of his life, Bronte
Holsinger, and to this loving
union was born 2 children,
Braxton Joel and Brexley Jayne,
who were very precious to him.
Jordan and Bronte were members of the Old German Baptist
Brethren Church, to which he
remained faithful.
Jordan learned how to farm
during his growing up years
with the help of his dad and
grandad. He gradually took
over the whole farming and
livestock operation, living on
the farm his whole married life.
Jordan had Braxton B, his
little buddy, with him nearly
every day as he labored on the
farm. He enjoyed hunting and

friends. He loved being with
others, especially playing 42
with Bronte, as his partner.
He will always be remembered
for his smile and his fun-loving
personality.

Kate, Denver and Jalen; his

broken over our loss of him, we
praise the Lord and anticipate

10:00 AM, on Monday, October
14, 2019, at the Old German
Baptist Brethren Church, near
Westphalia, with burial following in Bethel Cemetery.

Snoop Dogg symbol of KU culture
So let me get this straight: Chick-fil-A doesnt
reflect the values of the University of Kansas,
but Snoop Dogg does?
Maybe its a moon phase thing or something,
but the University of Kansas is managing to
embarrass itself lately with a regularity that
makes the rest of the state and the Kansas
Board of Regents wonder how much pot you
have to smoke to get a job in KU administration.
The rappers performance and the backlash
from it at the recent Late Night In The Phog at
KU complete with nearly naked strippers on
poles, f-bombs and explicit lyrics eclipsed the
events celebrated kick off of the KU basketball
season. Last week more people were talking
about the debacle than were talking about buying team merchandise and over-priced popcorn
at Allen Fieldhouse, which Im guessing was
not the outcome the school generally hopes for.
Its not that Snoop did anything un-Snoop.
Hes like a hit man if you hire him, you pretty
much know what to expect. The question is,
how hard a blow to the head did it take to make
KUs athletic department think a Snoop Dogg
performance at Late Night was going to be a
great idea?
To support my argument, let me humbly submit some Snoop Dogg lyrics from a little ditty of
his entitled Murder was the case:

So the KU list of hits keeps growing. In a
little more than a year, weve watched as KU
has hosted workshops to teach people how to
be allies to illegal aliens; weve witnessed KU
professors attack Christian-based Chick-fil-A

eatery to the Kansas Union because, well, the
company is Christian-based; some time back
the university funded some flakey artist to
desecrate the American flag and then they flew
it over Spooner Hall. Ah, yes and who could
forget the therapy puppies offered to students
the day after the 2016 presidential election?
Cmon there were other options to fit the
student and faculty mindset available closer to
home. I hear theres a great traveling puppet
show in Ness City where all the characters
are Democrat politicians Pelosi, Schumer, Al
Sharpton
As if Snoops antics werent enough, he
capped it off with a finale where he shot $100
bills all over KU players and the crowd not
exactly an image that will bolster the school
during the NCAA investigation that athletic
sponsor Adidas paid the parents of top recruited players to go to KU and wear their gear. Its
the kind of thing that makes NCAA investigators look for I dont know maybe a therapy
puppy?
Kansas taxpayers shell out $245 million a
year to KU, in addition to more than $300 million paid by students, parents and the federal
government which loans them money. Youd
think for that kind of cash, wed be getting better gumption.

Well after reading the Town Talk Ive come
to the conclusion there is no such thing as
Christmas and no such thing as Christians.
Youre going to have a Christmas parade called
Ill be MaHomes for Christmas? That is the
most stupid, idiotic idea I have ever heard. Its
Christmas, not football. Hes not God or Christ.
Hes just a person. Ridiculous. That just goes to
show you how stupid people are in this town.
I was driving down 4th Street the other day and
saw someone run out of his house and deliver
some water to the guys on the trash truck. I
thought that was a very nice thing to do.
Newspapers reveal things youre not looking for
When Jim Phillips of Lexington, Ky., started poring through microfilm copies of old
newspapers to research his family history,
he thought it would be a legacy to be left for
my family and others, documenting the world
of my parents youth and their home Pulaski
County, Indiana, as he wrote in a research
paper for an independent-study course I supervised at the University of Kentucky.
But Phillips experienced something that
may make printed newspapers last longer
than many think: the serendipity that often
manifests itself in scanning the pages of a
newspaper, discovering and digesting information that you arent specifically seeking.
He also discovered a fundamental element
of community newspapers that may also make
them survive, in whatever form: the granular coverage of individual lives that weave
together to form a community. That led him
to expand his work to the independent-study
course in journalism.
When this project started, I was merely
looking for items mentioning my family, but
it soon expanded to other items that interested
me, Phillips wrote. This occurred as my
journalism professor, Al Cross, aptly pointed
out because of the wide variety of information displayed on each newspaper page.
Newspaper serendipity was well described
in The New York Times by Bill McKeen,
chairman of the Department of Journalism
at Boston University, when he held the same
job at the University of Florida (after teaching at my alma mater, Western Kentucky
University). Bill required students to read the
Times in print, not online, when you find
only what youre looking for, he wrote. He
defined serendipity as the ability to make
fortunate discoveries accidentally and called
it a historians best friend, and the biggest
part of the rush that is the daily magic of discovery.

AL CROSS, UNIVERSITY OF KENTUCKY
As Phillips scanned the pages of the
Pulaski County Democrat and the Winamac
Republican, he found not only things that he
didnt know about his family, but many other
happenings — some of which constituted narratives about individuals and families, and
economic, technological and cultural trends
from 1924-25 the years his parents were born
to 1947, the year he was born. Its all there:
the Ku Klux Klan, Prohibition, the Great
Depression, World War II and so on.
The project showed the value of newspaper
archives in researching trends, some of which
Phillips notes with striking examples, such
as Chet Reynolds, who wrote a letter to Santa
Claus in 1925, when he was 7, asking for an
electric moving picture machine. In October
1947, as manager of the Home Appliances and
Radio Store, he ran an ad announcing that it
had a telivision, and in May 1948 one of the
papers pictured him installing the antenna
for the first home television set in Pulaski
County.

paragraph, I came to know my hometown
just before my birth, because the reporting of
these weeklies was relentlessly local.
And granular. He found no enterprise
reporting, but plenty of personal reporting.
Births, marriages, deaths, and courthouse
reports were front-page staples, he writes.
In each issue, Sunday dinners, family visits,
short trips and parties were routinely reported by correspondents for each of the countys
five to eight communities and their adjacent
farms. Hospitalizations and long trips were
also announced, without concern for confidentiality and burglaries.
This amounted to a lot of information. The
number of people mentioned in an issue was
about 2,500, Phillips estimated, including as
one of his many illustrations a house ad that
bragged about 2,630 names in one edition.
Although it included visitors from outside
the county, that number is significant in a
county with a population of about 11,000.
Community correspondents are much less
common today, but are still seen in some
rural newspapers. I wish there were more of
them. Times have changed, and most of the
information a weekly correspondent might
report would already be known, but the best
correspondents also include insightful personal observations and valuable background
knowledge of their communities.
I like to say that every American has the
First Amendment right to commit journalism.
Note that verb; it connotes responsibility for
your actions. At a time when every American
has the ability to publish, without understanding the responsibilities of journalism, it
would serve us well to have a cadre of correspondents in every county, citizen journalists,
serving as connectors to the local newspaper
and helping their neighbors identify with it.

The NBA pays homage to its Chinese overlords
Little did Dr. James Naismith know
when he invented the game of basketball in
Springfield, Massachusetts, in 1891 that, more
than a century hence, it would become beholden to its Chinese overlords.
The NBA disgraced itself kowtowing to
Beijing after the general manager of the
Houston Rockets, Daryl Morey, tweeted
his support for Hong Kong protesters. The
words he associated himself with — Fight for
Freedom. Stand with Hong Kong — would
seem uncontroversial. Who doesnt hope for
the best for plucky demonstrators trying to
advance democracy against an overweening
imperial dictatorship?
Morey, though, failed to adequately account
for the feelings of the dictatorship. I was
merely voicing one thought, he said, in a
groveling tweet after deleting his original
offending one, based on one interpretation,
of one complicated event. I have had a lot of
opportunity since that tweet to hear and consider other perspectives.
The other perspectives are those of people supporting a regime that is determined
to crush Hong Kong underfoot, maintain a
one-party state that stifles all internal dissent,
brutally repress Uighur Muslims, grab the
South China Sea, build up its military with
an eye to a future confrontation with United
States and rewrite the rules of the international order to its liking.
But whos to judge?
NATIONAL COMMENTARY
RICH LOWRY, King Features Syndicate
In its own lickspittle statement, the NBA
said that Moreys views have deeply offended
many of our friends and fans in China, which
is regrettable. It appears that the Chineselanguage version was even more craven, saying that the league is extremely disappointed in the GMs inappropriate tweet.
If you follow the NBA and missed the part
where Red China stole the leagues soul, its
only because you havent paid enough attention to the international business. China is a
huge and growing market for the NBA. When
Chinese sponsors and partners of the Rockets
began to pull out, the team and the league
buckled.
The joke of it is that here at home the league
flaunts its woke social conscience. The NBA
used the leverage of its All-Star Game coming to Charlotte to force changes to a North
Carolina bathroom bill, in the name of equality.
One would think that reeducation camps
for a million Uighurs is much worse than
any choice North Carolina makes about its
restrooms. The NBA should be repelled by
Chinas policies, which run counter to everything that the NBA purports to stand for.
This episode exposes the leagues gutless
hypocrisy. So long as social activism is costless, the NBA is all about its values. As soon as
there is any price, it is willing to salute smartly at the dictates of one of the most cynical,
self-interested regimes on Earth.
Of course, any profit-generating enterprise
is going to care about its bottom line most of
all. That shouldnt efface all sense of decency
and self-respect, though. James Harden, the
Houston Rockets star, has grown very rich
and famous playing an American game in
an American league. His reaction to Moreys
tweet was unequivocal: We apologize.
He thus neatly encapsulated the willingness of a segment of the American business
elite to express a kind of national loyalty to a
nation that isnt its own.

They say they cant pay but willing to work
around the house however they are only willing
to do it when its convenient for them as they
create more messes. Say theyre out looking for
work when theyre not. Want to smoke but cant
afford any of their own so yours is theirs and
youll never be reimbursed for anything even
though they say they will pay you back. They
will run your bills and not care because they
arent paying them. Lights, TVs will be left on.
Your fans will be used at their discretion with
no consideration of your income. Theres no end
in sight for you as you allowed the immature,
irresponsible good for nothing homeless people
into your home thinking they meant anything
they said as far as helping out and getting a job.
It doesnt work they never will and you will be
left feeling the financial burden for months or
even years after attempting to do something you
thought was going to be mutually beneficial and
good. Reality is that you need to kick them back
to the streets where they belong and let them
fend for themselves while you recover from the
losses you have incurred and regain your sanity
and life. After all that is done, in the future just
say no and leave them outside.

Sears wins AC Invite
Bulldogs win big after sluggish start

THE ANDERSON COUNTY REVIEW
GARNETT – Last Friday
night the Anderson County
Bulldogs squared off against
Osawatomie on a cold homecoming night and came away
victorious, 41-14.
The distraction of homecoming, playing a rival and a bitter
cold night led to early struggles
for the Bulldogs.
I think with it being homecoming and playing Oz we got
a little tied up in that stuff.
After we settled in we really
came to life both on offense and
defense, Bulldog coach Logan
Pegram said.
The score was tied at 14
late in the first half before
Anderson County rallied to
score the games final 27 points
for the pull away victory.
Anderson County never
trailed though despite the game
being tight early on.
The scoring opened on an
18 yard scoring strike from
Bo Dilliner to Garrett Edens
with 2:52 remaining in the first
quarter to put AC up 7-0.
Osawatomie answered on a
30 yard touchdown pass with
1:33 left in the second to knot
the score up at 7.
Midway through the second,
the Bulldogs broke free for a
78 yard touchdown pass from
Dilliner to Spencer. It would be
one of three touchdowns that
duo connected on.
Oz answered on their ensuing possession on a 8 yard
touchdown run with just 1:19
left to tie it up at 14.
It appeared that they
would be tied at halftime but
Anderson County struck quick
and scored on a 27 yard pass
and catch from Dilliner to
Spencer with just over a minute left and a 21-14 halftime
lead.
Dilliner would score the
first touchdown of the second
half giving the Bulldogs some
breathing room and a 28-14
lead.
With 7:08 left AC struck
again on a 58 yard pass from
Dilliner to Spencer to put the
game away, 35-14.
Fisher Galey scored the
games final touchdown with
10:18 left.
Dilliner led the offense with
10-15 passing, 240 yards and 4
touchdowns and also tacked on
13 carries for 82 yards.
Austin Edens has 10 carries
for 36 yards and Galey tacked
on 8 carries for 43 yards and a
touchdown.
Spencers big night included
6 receptions for 170 yards and
the three touchdowns.
Garrett Edens caught 2 passes for 27 yards and one touchdown, Corbin Danner added
one catch for 13 yards and
Brody McClain had 1 reception
for 9 yards.
The defense really clamped
down in the second half aided
by three Oz turnovers.

Josh Stifter recovered a fumble.
Tanner Spencer had another big game for us catching the
ball. The o-line gave Bo a lot
of time to throw and he was
able to find some guys open.
Overall, it was a good performance for our kids and it was
great to see some of the young
guys that have been preparing
us week after week get in late
in the game, Pegram said.
We look forward to a huge
game next week (this Friday)
that will challenge us to step
up real quick. Prairie View has
got it going and is coached well.
Anytime you can play for the
district title its a big game. I
cant wait to see how our kids
approach the week and how
we play Friday night at Prairie
View.
Prairie View is 6-0 on the
season and the Bulldogs have
improved to 4-2 and are on a 3
game winning streak heading
into the showdown.

Bulldogs earn sweep

BURLINGTON – Anderson
County picked up a pair of
victories last Tuesday with
wins over Santa Fe Trail and
Burlington.
Against Santa Fe Trail, the
Bulldogs won in two sets as
they controlled the matches
throughout. The first set was
25-14 and the second set AC
won 25-18.
Cali Foltz led the Bulldogs
with 8 kills, followed closely by
Kaylyn Disbrow with 7 kills.
Abby Reid set them up
throughout the night with 13
assists and had 3 kills of her
own.
Remi tacked on 9 assists.
Boys 2nd, Girls 3rd at Osage City CC Invitational
OSAGE CITY – The Anderson
County Bulldog boys cross
country team finished in 2nd
at the Osage City cross country meet with 68 points, well
behind first place Silver Lake
with 44 points. The girls squad
just barely missed out on first
and actually dropped to third
in a tight race. Rossville (52
points) finished first, SIlver
Lake (53 points) finished in second and the Bulldogs had 56
points for a third place finish.

Heights last Monday, October
7th, the Crest Lancers finished
with a pair of top 10 runners
leading the way for the Vikings.
Elka Billings (23:15.45) finished 9th and Ursula Billings
(23:20.66) finished 10th.
A pair of other Lancers competed on the girls varsity team,
Bailee Griffith (29:04.92, 32nd
place) and Aubree Holloran
(33:37.47, 39th).

162 year old homesite
teams earn home sweep artifacts discovered

THE ANDERSON COUNTY REVIEW
RICHMOND – Last Monday,
October 7th, the locals finally had the opportunity to
see their defending champion boys cross country
team compete at home as
well as the up and coming
girls squad that is suddenly winning as well and the
teams didnt disappoint as
they both ran well earning
a home sweep of both the
girls and boys cross country
teams.
After having our home
meet delayed from last
Thursday to Monday, I
was happy with the excitement and energy the runners brought with them. In
most sports you get multiple
home games but in Cross
Country you may only get
one shot at displaying your
athletic ability in front of
your home crowd, Viking
coach Troy Prosser stated.
It was just another day
at the office for the Viking
boys. Four of the top 6 runners were from Central
Heights with Alex Cannady
again leading the way with
a time of 18:57.01, which was
good for second place.
The winner was Kyle
Haner of West Franklin
with an impressive time of
18:41.68.
Following Cannady closely was Mason McMurry
(19:00.60, 3rd place), David
Craft (19:24.35, 5th place) and
Luke Cotter (19:48.35, 6th
place).
A pair of freshmen ran
with the varsity this week.
Nicholas Schultze (21:18) and
Luke Burkdoll (22:35.74) finished 20th and 30th respectively.
As a team the Vikings finished with 33 points, West
Franklin was well behind in
2nd place with 67 points.
The Lady Vikings finished
with 3 of the top 6 runners
and 5 of the top 13 overall en
route to the top overall finish
as a team.

home gold for the Vikings.
Coach Prosser stated,
Even with the day starting
with four individual first
place finishes in the middle
school races (among several
medals and personal bests),
a big personal best in the
high school JV race by Max
Cannady, and ending with
the varsity girls and boys
again coming out on top
in the team standings, this
group is still not quite satisfied with everything.
The course was wet, soft,
and muddy in several places which definitely slowed
things down, but its all part
of outdoor athletics. We
couldnt control the weather
or what our competition did,
but the groups found ways
to help each other and bring
out some fantastic efforts. I
have to give a huge shout
out to all of the parents who
put in countless hours getting the course ready, the
CH staff who helped run the
meet smoothly, and all of the
spectators. The championship meets are right around
the corner and Im thrilled
for the accomplishments of
each and every runner on
this team, Prosser added.

Lady Lancers lose twice

MOUND CITY – Crest took to
the road last week and lost to
Yates Center and Jayhawk
Linn in their two games at
Jayhawk-Linn High School.
Yates Center downed the
Lancers 15-25 and 13-25 while
Jayhawk Linn dominated
Crest 8-25 and 11-25.
It was a rough evening.
We struggled to put the ball
away and anticipate on
defense. There are definitely frustrations and we are
continuing to learn to work
through mistakes. Mental
toughness and recovery are
not learned overnight. All we
can do is continue to work
hard, support each other,
and never give up. No one
is ever happy about losing,
but that is never an excuse
to throw in the towel. The
Lady Lancers are not giving up, Crest head coach
Abigail Hermreck said matter-of-factly following a disappointing evening.

Crest blows past Chetopa

CHETOPA – The Lancers
football team has put together back to back solid performances, albeit against
teams that have struggled
this year.
That being said, the
Lancers rolled over Chetopa
65-0 on Friday night with
the game being called at
halftime due to the 45-point
mercy rule in 8-man football.
The entire team played
a hand in the rout as seven
different Lancer players
accounted for a touchdown
on the night.
Quarterback
Jacquez
Coleman accounted for 2
touchdowns through the air
and another on the ground.
He completed 7 of 9 passes
for 89 yards and rushed 6
times for 50 yards.
Quarterback
Stratton
McGhee also picked up
touchdowns both through
the air and on the ground.
McGhee completed both of
his passes for 68 yards and
a touchdown and rushed for
30 yards on 4 carries and
scoring another touchdown.
McGhee led the defense with
8 tackles on the night.
A trio of running backs
had 2 carries for the night,
each with one touchdown. They include Tyson
Hermeck (34 yards), Ethan
Godderz (52 yards) and Caleb
Nolan (41 yards).
Hermreck also hauled in
2 passes for 68 yards and
another score and Godderz
hauled in one catch for 38
yards and a touchdown.
Zach Beckmon caught
two passes for 35 yards and
a touchdown as well.
The defense also got in
on the act as Stetson Setter
picked off the Chetopa quarterback and returned it 23
yards for a touchdown.
Next up for the Lancers
(3-3) is a matchup against
Southern Coffey County (2-4)
at home on Friday night
beginning at 7 p.m.

2009: Pair of fires
deemed to be arson

Investigations into the fires
of two homes in Anderson
County are continuing by
the Kansas Fire Marshall
and the Kansas Bureau of
Investigation. A home near
Lone Elm owned by Debbie
Womelsdorf caught fire on
September 9 and required
assistance from several local
fire departments before the
blaze was extinguished. The
fire was deemed arson and a
suspect is under investigation,
but the suspects name couldnt
be released. On September 13,
a two-story home in Kincaid
owned by Carol Hunsperger
was found ablaze. That fire was
also determined arson but no
suspects are under investigation in that case. The two incidents are not believed to be
related.

After 10 years in the salvage,
recycle, and used car sales and
service business, Joe and Betty
Lytle have decided to close TLC
Auto south of Garnett and try
to reclaim the personal lives
that a decade in business has
put under a squeeze. Were
not going broke, or anything,
Joe Lytle said. In fact, were
doing really well. The reason
were closing down is were so
busy we have no life.

at Anderson County Hospital
had a group of eight present at
the regular Board of Trustees
meeting. The group addressed
concern over the recent raise
and what it meant to patients
that would soon have to be
moved out of the facility due
to inability to pay for care. The

Two people from Woodson
County, Kendell Kimberlin and
Lorraine Fletcher, were arrested by the Anderson County
Sheriff about four miles
south of Garnett. He had just
heard the radio report that a
Chevrolet was heading his way
and the two people who were
wanted by Woodson County in
the car when he saw the car
approaching. He notified his
backup, stopped the car, and
arrested the people. The two
were wanted for questioning
in regard to an attempted stabbing in the Toronto area. The
two face a possible attempted
murder charge.

The Open Road is the title
of a film to be shown here at
the Peoples Theater Monday
evening by the Universal Film
Manufacturing Company, in
the interest of the good-roads
movement. The purpose of this
exhibit is to educate the people along this line to create
a sentiment in the interest of
hard-surface highways. This
plan of education is endorsed
by the United States government.

The project was initially
kicked off in 2012 but stalled
over design and management
issues. County commissioners
prioritized the effort last year
and got the planning back on
track, along with a change-up
from a traditional etching of
names into the stone presentation to a more tech-based kiosk
with expanded digital information available for the veterans
listings.
The Review published some
5,000 veterans names destined
to be a part of the memorial in
this weeks edition beginning
on page 2B, in hopes of validating them for accuracy and promoting participation to vets or
families who may not yet have
submitted information.
The project has been funded
by private donations and a temporary tax levy in the countys
budget, which has raised about
$480,000 to date.

KU to honor more than 3,600
high school seniors statewide
LAWRENCE This fall,
the Kansas Honor Scholar
Program, a longstanding tradition of the University of
Kansas Alumni Association
and KU Endowment, will honor
more than 3,600 high school
seniors throughout Kansas for
their academic excellence and
achievement.
Since 1971 the program has
honored more than 140,000 high
school seniorsfrom all 105
Kansas counties and approximately 360 high schoolsfor
ranking academically in the top
10 percent of their class. The
program is made possible by
KU Endowment, alumni donations and proceeds from the
Alumni Associations Jayhawk
license plate program, and
allows the University and the
Alumni Association to create
more scholarship opportunities
for Kansas students.
There are several students
from Anderson County that will
be recognized. From Anderson
County High School they are
Joseph Feuerborn, Hailey
Gilbert, Becky Kropf, Nicholas
Lybarger, Grace McAdam,
Daelynn Peine, Brookelyn
Schettler, Tanner Spencer and
Lillian Spring. From Crest
High School they will honor
Gregory Hardwick. Central
Heights students Madison
Bridges, Abigail Brown, Cyla
Gardner and Ryder Roll will
also be honored.
This year, the Association
and KUs Office of Admissions
and Scholarships awarded
five incoming freshmen from
Garden City, Kansas City,
Liberal, Topeka and Winfield
one-time, $1,000 Kansas Honor
Scholar Scholarships, funded
entirely by alumni donations.
In addition, two students,
from Salina and Kansas City,
received the $1,000 renewable
four-year Herbert Rucker
Woodward Scholarship, given
annually for the past 21 years to
Kansas Honor Scholars. Since
1985, more than 17,000 Kansas
Honor Scholars have attended
KU.
Scholars and their families are invited to attend any
of the 13 regional ceremonies,
the most local one being on
November 11th in Lawrence.
Ceremonies will include
speakers, recognition of the
scholars, and a reception for
scholars, families, school
administrators and alumni.
During the ceremony, students
will receive distinctive Kansas
Honor Scholar medallions
that can be worn at their local
graduations or recognition
events. In addition, the Alumni
Association will mail certificates to all high schools for
distribution to all 3,600 Kansas
Honor Scholars. For more

Community asked to verify names for the Anderson County Veterans Memorial
The Anderson County Veterans
Memorial Committee is pleased
to announce the progress on
the memorial. The Anderson
County Commissioners and
the committee are holding
monthly meetings to make
decisions on the design, plan,
and timeline of the memorial.
The committee is hoping for
construction to begin in Spring
of 2020, weather permitting.
The memorial will be located

ing the construction of a series
of dams, termed Big Dams,
on the Missouri, Kansas, and
Osage Rivers, and tributaries
of the Osage River. And the
list of proposed lakes included
one in Anderson County, on
Pottawatomie Creek.
The dams were, to say the
least, controversial. Building
a dam requires huge expenditures, and exercising the right
of eminent domain, or the condemnation of private property.
That meant that in order to
save some farms from flooding,
other farmers would have to be
evicted.
Debate about the dams
began in Anderson County
even before Congress authorized the dams. In an interview
in 2007, Bob Boots remembered
going to an anti-dam meeting
out of curiosity, and hearing
a call to raise money to fight
the dams. And Don Stith, the
Chevy dealer, plopped down
a $100 bill, Boots told the
Review.
Some farmers took another route. Congress also authorized, in 1954, the Federal Soil
and Conservation Act. Local
watershed districts were
authorized to build small
dams to control flooding on
smaller streams. Floodwater
held upstream aids flood control downstream, and while
small dams also require the
condemnation of private property, they rarely take an entire
farm.
Meanwhile, the Corps was
building its Big Dams elsewhere, including Pomona, completed in 1963, and Melvern,
completed in 1975. By 1966, they
were ready to talk about building one in Anderson County.
Public works require appropriations as well as authorization. In April of 1966,
Congress considered appropriations for the proposed Garnett
Reservoir. Dr. Paul Nesbitt,
president of the Garnett Dam
Reservoir Association, a
group of local promoters, and
Bill Tschudy, Garnett City
Manager, went to Washington
to testify in favor of the appropriations.
The same week, at the
Harris Community Hall, 37
landowners gathered to consider organizing a watershed
district on the south fork of
the Pottawatomie. Some of
them were surely discouraged,
for they were told by Charles
Bredahl, a representative of the
Kansas State Soil Conservation
Committee, that they were off
base if they planned on stopping the Garnett Reservoir by
building small dams.
Bredahl informed the listeners that gallon-for-gallon, big
dams are cheaper than small
dams. But he also told them it
was feasible to have both, and
they could start a watershed
district anytime, regardless
of whether the big dam was
ever built. All that was needed
were the signatures of 20% of
the landowners, representing
25% of the acreage. Eventually,
a district was organized, a
watershed plan was made, and
several detention dams were
constructed.
Colonel William Kratz, of the
U.S. Army Corps of Engineers,
came to Garnett in April of
1966 and addressed the Garnett
Dam Reservoir Association. He
told the group that because of
changes in Federal Law, a new
feasibility study would have
to be conducted, to include
ramifications for municipal
water supply, fish and wildlife
conservation, and recreation.
Even so, building a dam would
require three years of pre-construction planning and four to
five years of actual construction. And, the estimated cost
was $22 million.
Debate continued in the
Anderson
County
area.
Landowners
downstream
were tired of being flooded
out (there was another flood
in 1962). Droughts were a constant strain on local water supplies. Construction costs rose
with rapid inflation. And landowners upstream became less
inclined to let the government
take their land.
In 1972, the Corps held a public hearing at the Garnett High
School auditorium, attended
by 160 people. In response to
a question, Colonel William
Needham told the crowd that
if the corps recommended
construction, and if Congress
agreed, and moves with
speed, it would be 1982 before
a reservoir was completed.
Two possibilities were
under consideration. One proposal called for creating a large
lake covering more than 4,000
acres, and costing 37 million
dollars. It would be able to sustain an electric power plant.
The second proposal called
for a smaller lake, about 2500
acres, costing about 32 million
dollars. Both proposals would
have built a dam near the present location of U.S. Highway 59
where it crosses Pottawatomie
Creek, north of Garnett.
About 60% of those in attendance at the public hearing
opposed the lake, according
to The Anderson Countian
of April 13, 1972. A letter was
read from the Franklin County
Commission endorsing the
project. Anderson County
Commissioner Wayne Pracht
said the Anderson County
Commission was opposed. The
mayor of Richmond favored
the lake, and the Greeley
mayor was in favor of the
larger alternative lake. Les
Rockers presented a petition
signed by 600 people opposed
to the reservoir and 32 in favor.
Dean Bartholomew stated that
he was against covering good
ground with lakes.
The argument went back
and forth. Supporters argued
in favor of economic development, wildlife, and water supply. Opponents argued against
taking land off the tax rolls.
Homer Russell said that his
land had flooded seven times,
and he wondered when he
would get some help. Lewis
Hiner said that he needed a
bridge and couldnt get it, so he
wondered how could he even
think about getting a reservoir.
The reservoir was never
built. The City of Garnett
eventually built Cedar Valley
Reservoir, several miles
upstream, and much smaller
than the proposed big dam, to
supply municipal water. Most
of those who were intensely
involved in the debate are gone.
But for two decades, it was the
talk of the county every time it
flooded or didnt.
