State officials are
mum on age of patient
and other details

TOPEKA Kansas Health
Officials are awaiting the
results of tests conducted on a
University of Kansas student
to determine whether or not
hes infected with the Corona
Virus which has killed more
than 150 people in mainland
China.
The Kansas Department
of Health and Environment
(KDHE), in conjunction with
local community health partners, is investigating a Person
Under Investigation for potential exposure to the 2019 novel
coronavirus (2019-nCoV) in a
Douglas County Kansas resident. Specimens will be sent to
the Centers for Disease Control
and Prevention (CDC) for testing today and KDHE expects to
receive results later this week.
A press release said the individual was not severely ill and
was currently in isolation at a
hospital as a precaution. The
patient returned to the U.S.
within the last two weeks after
traveling from Wuhan City,
China, where an outbreak of
2019-nCoV has been underway since December 2019. The
patient became symptomatic in recent days and sought
healthcare Monday.
While we have not confirmed this as a case of the 2019
novel coronavirus, we believe
it is important to keep the public informed and educated on
this new virus. Please know
that there are a number of
details we are unable to share
to keep this individuals privacy, the release said.
KDHE is working with the
Centers for Disease Control and
Prevention (CDC), LMH Health
and the Lawrence-Douglas
County Health Department to
identify and contact all of those
who may have come into contact with the individual so that
officials can begin monitoring
them for fever and respiratory symptoms, should this be a
confirmed case.
The 2019 novel coronavirus
spreads through the air when
an infected person coughs
or sneezes. Symptoms are
thought to appear within two
to 14 days after exposure and
consist of fever, cough, runny
nose and difficulty breathing.
Those considered at risk for
contracting the virus are individuals with travel to Wuhan
City, Hubei Province, China,
or individuals in close contact
with a person infected with the
2019 novel coronavirus.
KDHE is also advising residents that flu and other respiratory diseases are circulating

GARNETT Former resident and retired
Kansas Air National Guard Brigadier
General Jay Selanders told a group of area
business people Thursday night his roots,
values and experiences from Garnett gave
him the foundation to
handle one of the most
harrowing experiences in his life as an Air
National Guard pilot
during the first Gulf
War.
Selanders was the keynote speaker at the
Garnett Area Chamber
Selanders
of Commerces annual banquet meeting
held Thursday at the Garnett Knights of
Columbus Hall. The banquet also honored Dutch Country Cafe as the chambers
Business of the Year, the Garnett Senior
Center as Organization of the Year, and
Troy and Donna Hart as George Clasen
Community Service Award winners.
An attorney and 1976 graduate of
Garnett High School, Selanders joined the
air guard in 1984 and flew missions in 1990
after Iraq invaded Kuwait, resulting in a
multi-national coalition of military force
that pushed the invaders back into Iraq
after an intensive bombing campaign over
Baghdad.
During one of those missions, Selanders
as the co-pilot and the rest of the crew,
successfully landed their KC-135 refueling
tanker after the plane was shaken so violently in jet wash from other planes flying
in its formation that both engines on the
left wing broke off. The incident and crew
actions that saved their lives and salvaged
the plane have been widely reviewed in
military flying annals.

solid education and growing up with the
influence of veterans of World War II.
I got a pretty good dose of stoicism, I
guess you could say, Selanders said of his
contact with local WWII vets. They were
just all pretty quiet about it. He recounted
a conversation he had with his step father
Vernon Hunt about his experience at the
Battle of the Bulge.
I said how was it?, Selanders said.
Hunt replied: Cold.
Selanders described the scale of the air
assault staged against Iraq in the shortlived conflict, noting refueling planes flew
over 15,000 flights to deliver 62 million
pounds of fuel.
The meeting followed up with recognitions for the 2019 Business of the Year

Garnett commissioners say
commercial endorsements
not appropriate for companies

GARNETT City commissioners determined an informal policy last week dealing with companies that want the citys
endorsement to market their products
and services.
That policy is basically no.
The issue arose after an out-of-area insurance firm approached the city
regarding selling sewer line replacement
policies. It was a marketable idea, city
manager Chris Weiner said, because
sewer issues were very often points
of conflict with city residents because
most residents dont realize that they are
responsible for cost of repairs on their
own sewer lines from their homes to the
tie-in to the main line if a problem should
occur in that area.
Insurance coverage for that specific
risk would be a good idea, Weiner said,
because the city has a hard time getting
the word out to homeowners about that
shared liability that the city covers
repairs on the main line, but homeowners
pay for costs associated with repairing
their connections to that line.
Weiner said the company wanted to
use the citys logo in printed marketing
materials in order to gain some clout
with prospects, but commissioners said
that proposal wouldnt sit well with other
local insurance providers.
We would essentially be endorsing
this company, over I dont know how
many other local companies that sell the
same product, commissioner Greg Gwin
said.
City attorney Terry Solander said the
use of city documentation for any product
would be an assumed commercial advantage for the company receiving it.
Cities, counties and school districts
designate official authorizations for
some functions to other companies, such
as the annual designation of banks as official depositories of city funds and newspapers as official sources of published
ordinances and other records. Those designations are generally not viewed as
endorsements as much as they are simple
matters of authorization for official city
business. They are also required by state
statute.

OVERLAND PARK, KS – Anderson
County law officers are a whole state
away from the origin of a lawsuit filed
last week by the ACLU which alleges the
Kansas Highway Patrols Kansas TwoStep routine during traffic stops is a
violation of drivers civil rights.
But the court determination on the
procedure may affect how officers conduct traffic stops all over the state. KHP
conduct and procedures are often used as
a model for county sheriff and city police
departments across the state.
Anderson County sheriff Vern
Valentine said the initial impact of the
issue appeared to be focused on traffic
stops in western Kansas, where law officers attempt to interdict drivers heading
into Kansas from Colorado carrying marijuana and marijuana products which
were legally purchased there but are still
illegal in the Sunflower State.

After issuing a ticket or warning and
telling the driver to have a safe trip, the
officer turns his or her body, takes two
steps toward the patrol car but returns to
the drivers window to ask if the driver
would answer a few more questions.
This technique is used to break off an
initial traffic detention and attempt to
reengage the driver in what would then
be considered a consensual encounter. It
is taught to all KHP officers and is included in KHPs training materials.

based on innocent-travel indicia for this
type of non-consensual questioning after

the meeting of the Anderson County
Commission to order at 9:00 AM
on January 27, 2020 at the County
Commission Room. Attendance:
Jerry Howarter, Present: David

Present. The pledge of allegiance was
recited. Minutes from the previous
meeting were approved as presented.
Road & Bridge
Lester Welsh, Road Supervisor
and Donna Schmit with KDOT met
with the commission. Donna updated
the commission on the highway 169
project and gave them a start date
of March 2, 2020. Lester discussed
with them a request that he received
to open up a road that was vacated in
1961.
Economic Development
Julie Turnipseed, Economic
Development Director presented the
January 2020 Directors report from
the Anderson County Development
Agency.
KDOT
Wayne Gudmonson, Kristy Kelley,
Donna Schmit with KDOT met with
the commission. Wayne reported on
potential projects being discussed at
the state level and how they could
affect each county in Kansas.
KWORCC
Jess Cornejo with KWORCC met
with the commission and presented
them with a plaque for Exceptional
Loss Rations for 2018. He also discussed doing a defensive driving with
all county employees who have not
recently taken it.
Welda Sewer
Tom Young came in to discuss nonpayment of fees in Welda for monthly
sewer charges. Tom reported that he
was going to add this as a special
tax to the property owners tax statements.
Landfill
Scott Garrett, Solid Waste
Supervisor came in with a request
for a new semi-truck for the landfill.
The current truck they use is 22 years
old. Commissioner Pracht moved
and Commissioner McGhee seconded to purchase a 2020 Kenworth T880
semi-truck from Wichita Kenworth in
the amount of $122,139.00 to be paid
out of the Solid Waste fund. All voted
yes.
Inclement Weather Policy
The commission discussed that in
the event of inclement weather all
non-essential county employees that
cannot make it into work can choose
to use vacation time or take a day
without pay. There will be a memo
sent out to all employees.

Frankie Delores Swango, age
84, of Garnett, Kansas passed
away Friday, January 31, 2020
at St. Lukes South Hospital in
Overland Park, Kansas.
Frankie
was
born
on August
22, 1935, on
the family
farm
near
Sycamore,
Kansas. She
was the third
Swango
of five children born to
Frank and
Rosa (Pickens) Barker. Frankie
attended school in Sycamore
before going to high school in
Independence. Frankie was
united in marriage to Don
Stanislaus on July 4, 1952.
They were blessed with four
children, Lance, Larry, Donna
and Kirby. Frankie and Don
made their home in Chanute,
where they started Chanute
Marine, later known as Honda
of Chanute, in 1963. Frankie
was an integral part of the business, seeing many changes with
the addition of Honda motorcycles. Frankie was a pioneer,
riding her own motorcycle, at
a time when few women did.
Riding was a passion of hers,
she and Don were able to enjoy
many motorcycle trips together. Following her divorce
from Don in 1974, Frankie,
Donna and Kirby moved to
Grove, Oklahoma, where they
enjoyed their home on Grand
Lake. While in Grove, Frankie
obtained her real estate and
brokers license. She also
owned and operated a womens fashion store, Jennifers,
in Grove. A local dance, provided Frankie the opportunity
to meet her future best friend,
the man she would enjoy 37
years of marriage to Benjamin
Swango. They married in 1977,
living in Grove until retiring in
1985. They then embarked on
travelling in their motorhome
over the next 25 years. Some
of their favorite destinations
included Las Vegas, Florida
and Texas, with Colorado
being their favorite and most
shared memories. They eventually returned to live on
Grand Lake until Bennys
passing on June 28, 2015.
Frankie was a hospital volunteer and an active member of
the local chapter of the Beta
Sigma Phi Sorority. Frankie
made her home in Garnett in
2016, to be near her daughter.
While in Garnett she made
many friends through her connections at the Garnett First
Christian Church and through
the monthly dinners with her
neighbors at Park Plaza North.
Frankie enjoyed many various
activities throughout her life,
camping, boating, fishing and
water skiing with her family.
While her children were racing
motocross, Frankie could be
counted on for whatever they
needed. She found solace in
taking care of her flowers and
working on her embroidery
projects. She will be missed for
her wonderful baked goods.

death by her parents; sister,
Helen Truitt; two step chil-

to Abram. We are told Abram
did as the Lord had told him. He
was seventy-five years old when
he left for Haran. Abram had
no children and I am sure he was
puzzled by one of the promises
God revealed to him. God promised him his offspring would be
as numerous as the stars in the
night sky. God then comes to
Abram and reveals to him Sarah,
his wife, would have a son.
From this son Isaac the nation
of Israel finds its beginning some
2000 years prior to the birth of
Christ. Here we see God beginning to work his plan of redemption. In Genesis 15:12-16 God
reveals to Abram in a dream the
events that would take place up
to the time the Israelites would
take possession of the promised
land of Canaan in approximately 1200 B. C. From Genesis to
Joshua the drama of redemption
is played out. One cannot help
but wonder what our own part
could be in this drama? There
remains no more prophecy to be
fulfilled prior to the return of

Randy Swango and wife, Kim,
of Afton, Oklahoma; 14 grandchildren, David Stanislaus,

Stanislaus, Jadyn Ellsworth,

This seems to be the prevailing

have built up an immunity to
the things of God. We go to a
visitation or a funeral and we
get a dose of reality but we are
soon back in our own little world.

help us forget our own mortality. Certainly much of this problem can be laid at the feet of the

U.S media cant break the
mold of the constant gun lie
The tedium of the impeachment trial has at
least allowed me to catch up on my reading.
Apparently, there was a peaceful gun rights
rally in Virginia recently that had the media in
a panic.

A gun rights rally in Richmond on MLK Day
has people fearing a repeat of Charlottesville -Richmond Times Dispatch
As we have come to expect, the newspaper
of record, The New York Times, bested them
all:

Wow — neo-Nazis! Wait, what did the arrest
of neo-Nazis have to do with the Virginia gun
rally?
Not a thing, it turns out.
The FBI had arrested three white guys
with guns in another state the week before the
rally. One of the men was an illegal alien from
Canada. Three of the four charges against the
men had to do with his immigration status.
What does the arrest of an illegal alien and
his accomplices in Maryland have to do with a
gun rally in Virginia? As the Times explained,
Although the charges were not directly linked
to the Richmond rally, law enforcement officials said the three men had discussed attending it.
Heres an idea for you, New York Times.
Every time an African American is arrested
for some infamous crime, cite that arrest in a
headline claiming that people are on edge
about a coming NAACP convention — or maybe
a meeting of black scientists.

liars. Weve been having gun rights rallies forever, and theyve never turned into murderous
bacchanals. How about some flood-the-zone coverage of Big Foot sightings?
If journalists were serious about alerting
the public to events that are likely to result in
violence, they should check out the West Indian
Carnival parade in New York.
The Wikipedia entry on the parade has a
special listing for incidents, which I have
fact-checked and edited for brevity:
— In 2003, a man was fatally shot and another
was stabbed in the neck.
— In 2005, one man was shot and killed along
the parade route.

— In 2006, one man was shot and another was
stabbed.
— At the 2007 parade, a man was shot twice in
the leg.
— In 2011, there was one murder, three stabbings and numerous shootings, including of a

— In 2013, several shootings killed two and
wounded three.
— In 2015, at a pre-parade celebration, there
was one fatal stabbing and one fatal shooting, when an aide to New York Gov. Andrew
Cuomo, Carey Gabay, was shot in the head. He
died eight days later.
— In 2016, during pre-parade celebrations,
four people were shot, two fatally, and two more
were stabbed.
Under the bloodcurdling headline, Playing
and Swaying to Caribbean Rhythms, the Times
mentioned a few other incidents. In 2004, a man
was stabbed and a woman was run over by a
float. In 1999, two young children were killed by
floats, and one man was killed by a sound truck.
Our media simply will not report crimes
by non-whites. Journalists think to themselves: Whats the point of reporting a crime
if it was committed by a black person? Why
not: Playing and Swaying to Stirring Second
Amendment Rhetoric?)
The next time you read a denunciation of
Mark Zuckerberg for his maddening refusal
to censor Trump ads on Facebook, remember:
The Unite the Right rally in Charlottesville was
safer than the average Caribbean Day parade.
The media want to make sure you have no way
of knowing that.

I was appalled at the lionization of Kobe Bryant
by the national and regional media after his
recent death. Whereas other people charged
with rape dont have millions of dollars to hire
public relations teams of lawyers and others
to help them get out of trouble, not to mention
enough money to buy the victims silence in
perpetuity, Bryant and his celebrity type can
easily slip passed the justice system and redeem
themselves as heroes. What a great country,
huh?
During Robert Rays presentation to the Senate
Monday, he mentioned Republican Senator
Edmund G. Ross, who cast the deciding vote
in the 1868 Impeachment of Andrew Johnson,
acquitting the Democrat. For his bi-partisan
act saving Johnsons presidency, he earned a
place in JFKs Pulitzer Prize-winning Profiles
in Courage. The state he represented? Kansas.
It would be nice if people who go out to wak
their dogs would take a little bag along to clean
up after them.
Watching the hearings on TV I remember an

time Republicans have put a plan into place to
put KPERS the public employee pension plan
back on stable ground. Under Republican
administrations, the funded ratio has steadily
improved to over 68% and climbing.
Unfortunately, Governor Kelly wants to

permanently take us back in time.
For the second year in a row, Governor
Kelly is proposing to reamortize KPERS.
Reamortization is similar to refinancing a
loan. If the Governors latest proposal were to
pass, Kansas taxpayers would be on the hook
for an additional $4.4 billion in debt.
Not only that, the path to a fully funded
KPERS system would be pushed decades down
the road. The Governors plan would lower
current payments allowing her administration to spend those funds on other projects
while shes in office, with the bill coming due
much later when someone else is at the helm.
By lowering the payments now, Governor
Kelly would put KPERS on less stable footing
if an economic downturn were to occur. But
even if the Trump economy were to continue
indefinitely, the amount of long-term interest
taxpayers would be forced to pay down the
road would increase exponentially under the
Governors plan.
Republican-led changes beginning in 2012
have moved KPERS up into the middle of the
pack in comparison to pension systems in
other states, but the system it still underfunded. The KPERS Board of Trustees, tasked with
overseeing the system, has come out in favor
of staying on the current path. Their opposition to the Governors reamortization plan
must not be dismissed.
Our public employees have been paying
into a retirement system with the understanding their employer would hold up its end of
the bargain. KPERS is a retirement plan for
those workers. It is not a bank to be used by
Governor Kelly to help fund her spending programs.
KPERS is finally emerging from the funding
crisis that occurred under the last Democrat
administration, and we owe it to our public
employees and Kansas taxpayers not to return
to those days.
Retribution is a failed model for impeachment
Its easy to forget what the Senate impeachment trial is supposed to be about.
Its not a fight over whether the Senate
will call a couple of witnesses that the House
couldnt, or didnt bother to, obtain on its own.
The underlying question is whether the
United States Senate will impose the most
severe sanction it has ever inflicted on any
chief executive, voting to remove a president
for the first time in the history of the country
and doing it about 10 months from his reelection bid.
This is a truly radical step that, if it ever
came about, would do more damage to the
legitimacy of our political system than
President Donald Trumps underlying offense.
If Trump were actually convicted, the 2020
election would proceed under a cloud of illegitimacy. Tens of millions of Trump voters
wouldnt accept the result. Theyd see it as an
inside job to deny the incumbent president a
chance to run for reelection, without a single
voter having a direct say. The GOP would be
brought to its knees by internal bloodletting,
a prospect that Democrats surely would welcome, especially given that it would deliver
them the presidency. Republicans would be
out for revenge, and instead of a halcyon
return to normalcy, our politics would be even
more poisonous than before.
Democrats argue that Trump cant stay
NATIONAL COMMENTARY
RICH LOWRY, King Features Syndicate
in office because hes such a threat to the
integrity of our elections. But the portrayal of Trumps Ukraine scheme as election
interference, as the Democrats always say, is
tendentious and inapt. If the Ukrainians had
complied with the Trump teams pressure to
announce an investigation of the energy company Burisma, it wouldnt have changed one
vote in 2020, even if former Vice President Joe
Biden eventually is the Democratic nominee.
The fact is that impeachment, as my colleague
Ramesh Ponnuru points out, is a weak check
on the presidency. It requires a supermajority
of the country to remove a president and one
of the political parties being willing to nullify
the choice of its own voters for president
and an election he won. Both the Trump and
Clinton impeachments show that this is a
hateful prospect for the presidents party.
The best case for what the Democrats are
doing now is that Republicans impeached
Clinton in the 1990s with little or no hope for
conviction in the Senate, and turnabout is fair
play. But its time to conclude that this is a
failed model of impeachment. It depends on a
process that diverts the time and energy of the
nations political institutions as if the survival
of a presidency is at stake, even when everyone knows it isnt.
Congress can hold hearings on a presidents
conduct, subpoena witnesses and documents
and fight the executive with full force if they
arent produced, hold officials in contempt,
withhold funding, deny the executive traditional forms of interbranch comity and, if it
wants to put down a long-lasting marker, censure the president.
But it neednt drag the country through
a melodrama based on the fiction that any
president who hasnt crashed to, say, a 25%
approval rating is going to be removed by
his own party — in other words, exactly what
Adam Schiff and his managers are doing now.

be on it I cant imagine its going to be good for

Well, I took a ride Sunday over the gravel roads
in five counties: Anderson, Coffey, Lyon, Osage
and Franklin. All the roads looked the same.
They had potholes and ruts and spongy edges.
Now, I hear people blaming the county boys
because the roads are in bad shape here. People,
the weathers been wet and no sun to dry it out.

The 2019 Kansas Bankers Association Conservation awards for Anderson County will be presented at a special banquet at noon on
Wednesday, Feb. 5, 2020 at Prairie Belles in Garnett. The annual banquet is sponsored by area banks in honor of farm conservation practices.

Strickler says conserving soil is basic, but takes a lot of work
COLONY The concept of
conserving the soil is basic,
says Jeff Strickler, Anderson
Countys 2019 Kansas Bankers
Association Soil Conservation
awardee.
But its still a direct effort
and takes a lot of work, he says.
The more you can slow
water down as it runs across
the ground, the more you can
slow the erosion, Stricker
said. Thats really the whole
idea.
Stricklers SS&M Farms
comprises some 3,500 acres
of crop ground in southern
Anderson County and runs 650
head of cattle on about 1,500
acres of pastureland. He graduated from Crest High School
in 1985, attended Allen County
Community College for a year,
and has been farming ever
since. A fifth-generation farmer, Strickler grew up farming
with his father until his retirement and now hires one full
time and one part time helper.
He said the industry of farming has demanded that farmers
expand or go home.
Whats changed I guess is
probably the number of acres
that a farm now requires to
cash flow, he said. Youve
had to increase the size of an
operation just to make a living
off it.
Conservation practices obviously became better with the
introduction of no-till planting,

an effort his operation has undertaken
along with the use of
cover crops on fallow
ground to increase
water absorption and
increase the production of organic matter
to replace nutrients.
Those roots make
channels and that
helps water move into
the soil, Strickler
said. Eventually you
get a return of organic
matter to the soil.
Strickler said one
of the advantages hes
had is that he has
two brothers who are
trained agronomists
one of whom taught
no-till
techniques
at Cloud County
Community College.
Strickler and his
wife Missy, who also
comes from a farm
background in the
area, have three adult
children.

Burkdoll Bros., Inc. was
first incorporated in 1972 by
Lloyd and Jim Burkdoll (prior
to 1972 it was John Burkdoll
and sons) later in 1978 it was
passed on to Lloyds sons
Trent, Mark, Scott, and Tim,
who currently run the operation.
Burkdoll Bros., Inc. purchase stocker calves from local
sale barns and pasture them
– growing them to feeder size
at which time they will ship
them to a feedlot in which they
are part owners, in Scott City,
Kansas. The cattle will be
fattened and sold to the local
packer
Burkdoll Bros., Inc. have
several thousand acres of grass
owned and rented in which
they do the modified intensive
grazing program. The rented
acres includes the Doering
Ranch in Anderson County,
which they have rented for
over 14 years. The modified
intensive grazing program
consists of placing the small
stocker cattle on pasture in
late April/early May and pulling them off the first to middle
of August, to allow the grass
to grow back in time for the
spring burn. We burn every
spring to help control weeds,
brush and trees. In addition,
we spray every year to control
the Sericea Lespedeza- early
spring we use Remedy and
Lo-vol 2-4D in the summer we
spray with Escort.
This practice has worked
very well for both cattle and
grass growth.

Heights Lady Vikings earned
a 36-28 win over Jayhawk-Linn
on Friday night.
The two teams were locked
in a tight battle throughout the
night as Central Heights led
11-8 after the first quarter and
led just 16-14 at halftime.
Jayhawk-Linn had the
upperhand in the third period
to knot the score at 22 heading
into the fourth quater.
Both teams struggled all
night putting the ball in the
basket but it would be the host
team, on Homecoming night,
that would make a late 14-6 run

boys finished off JayhawkLinn 60-50 on Friday night.
The Vikings erupted for 19
first quarter points to take an
early 19-14 lead. Brady Burson
scored 8 points in the first, connecting on 8-8 from the free
throw line.
Central Heights added
slightly to their lead with a 10-8
second quarter advantage to
open up a 29-22 lead at halftime.
Coming out of halftime,
Bralen Browler did all he could
to keep the Vikings on top.

night, host Uniontown jumped
all over the Crest Lancers boys

That lead was extended to

room before Crest responded
in the third to get within striking distance by cutting the lead
down to 38-32 heading into the
final period.
Crest would eventually get
the lead down to one possession before Uniontown would
pull away late for a 54-46 victory.

connected on 2-6 from threepoint land, 7-13 from inside the
arc and also downed 7-10 from

too much and took a lot of shots

We buckled down in the 3rd

had the lead cut to 3 in the 4th,
but couldnt finish. I felt like
we competed, and showed a
lot of character getting back in
the game, but Uniontown made
plays when they needed to.
UNIONTOWN – Crest fought
hard all evening but just
couldnt make a run on the
road against Uniontown, falling 66-50.
Uniontown opened up with a
14-8 lead after the first quarter
and stretched that out to 31-23
at halftime.
Crest picked it up offensively in the second half scoring 30
points, but Uniontown scored
35 to close out the victory.
Holloran led the way for the
Lady Lancers with 26 points, 13
rebounds, 4 steals, 3 assists and
2 blocks.

I only found one entry in

Histories Book. This entry
reads as follows: March 25,

library and city hall plans to remodel

The citys parks and recreation board is weighing
options and considering ideas
on what offerings might be
included when the city takes
over the former National
Guard Armory next month,
but the board chairman says
plans are still up in the air.

the old armory into a city recreation center were ongoing,
the board was still unsure
about funding availability
and even basic measurements
of the inside of the structure.
The city will take possession of the structure early in

Time is running out for 2019
ARC/PLC elections with FSA.
Area farmers and ranchers need to act quickly if they
want to participate in the
Agricultural Risk Coverage
(ARC) or Price Loss Coverage
(PLC) program for the 2019
crop year.
The Farm Service Agency
(FSA) has less than 30 business days to timely enroll and
receive necessary signatures
on the ARC/PLC farm program
contracts for the 2019 program
year.
Farm operators, or landowners with a share of the payment

traffic stop has dissipated, the
lawsuit said.
The class-action lawsuit,
filed in Kansas Federal Court,
seeks injunctive and declaratory relief for three named plaintiffs stopped and allegedly illegally detained by the KHP for
driving a car with out-of-state
plates and visiting Colorado,
a state that has legalized marijuana use. Those plaintiffs
were searched but officers
found no drugs on them.
Drivers with out-of-state
plates made up 93 percent of
KHP stops in 2017, the lawsuit said. Further, out-of-state
motorists driving through
Kansas on I-70 constituted 96
percent of all of KHPs civil
forfeitures in 2019. Most of
those motorists were drivers of
color.
Absent court intervention, the lawsuits plaintiffs, Blaine Shaw, Samuel
Shaw and Joshua Bosire, fear
they will endure continued
unlawful detentions simply for
traveling to what law enforcement officials consider a drugsource state, the lawsuit said.

Director for the ACLU of
Kansas, said the detained
drivers endured canine unit
searches and one endured a
personal pat down on the side
of the highway.
The standard for this kind
of invasion of privacy has to be
higher than out-of-state plates,
a Colorado destination and
minority status, Bonds said.
This practice is unconstitutional on many levels.
In 2016, according to the
complaint, the Tenth Circuit
found in Lewis v. Vasquez that
KHP troopers illegally relied
on the fact that a driver was
traveling from Colorado and
other innocuous conduct to
support their reasonable suspicion that the driver was
trafficking drugs.
A press release from the
ACLU did not include an initial hearing date on the federal
lawsuit.
