Opiod crooks turning to burglary to fill demand

GARNETT Tighter regulations
restricting the dispensing of opiate
pain medications may have reduced
the flow of the powerful meds into
the addicted population, but a recent
spate of pharmacy burglaries in the
region suggests those restriction have
made crime the next best method of
acquiring them.
Garnett police said burglars got
away with prescription medications in
the early morning hours of Thursday
last week when they burglarized
AuBurn Pharmacy on Maple Street
in Garnett. A report from Eureka, Ks.,
media on Thursday confirmed that
Eureka Pharmacy had been burglarized overnight Wednesday as well,
with opioid meds the target again.
The two incidents were the latest
in a rash of pharmacy burglaries in
Kansas and across the U.S., all with
opioid meds as their objectives.
Another of AuBurns 28 stores, this
one is Carbondale, was hit about a
month ago, with more recent burglaries at pharmacies at Humboldt,
Parsons, Burlington and Erie.
Small town law officers nationwide
have seen a spike in pharmacy burglaries over the past three years or
so, focused in areas where local druggists carry the popular pain meds but
where law enforcement may be understaffed. Mike Burns, president and
CEO of AuBurn Pharmacies, said the
increase in pharmacy burglaries has
coincided with tightening restrictions
regarding the dispensing of the drugs
in the face of a national crisis of opioid
addiction.
Its gotten tougher to get them
through other channels, Burns said.
There are fewer doctors writing fake
prescriptions, theres a lot more regulation on us and on our wholesalers
which has tightened that supply.
Burns said closer monitoring of opioids in Kansas includes a central database that tracks sales of all schedule
II, III and IV controlled substance prescriptions, called K-TRACS, instituted
by the Kansas Board of Pharmacy
and required for all Kansas druggists.
The system is designed to track prescriptions filled for the drugs and look
for inconsistencies, such as multiple
attempts by the same person to fill
prescriptions at various pharmacies.
The KBP website stipulates however
that a Kansas resident who picks up
a prescription in another state is not
tracked by K-TRACS.
Burns said those efforts significantly reduced the drugs availability for
black market sales, restricting supply
for addicts who will pay $50-$80 per
pill for some opioid meds. With tighter
supply and higher prices mean suppliers are willing to take more risk to get
product.
Since thats all been brought
online, they (burglaries) just took a
steep rise, Burns said. He said as a
result, his operation was reviewing
both internal and external security
upgrades at each of the companys
locations.
The Burlington Police Department
used a K-9 unit to investigate the
Medicine Shoppe burglary, but the
dogs lost the suspects scent. Officers
said their suspect was a white male
wearing a hooded sweatshirt and a
bandana covering his face, who was
observed by video surveillance using
a pry bar and a flat bar to gain access
through a door.
Burns said he would be surprised if
the regional incidents were not related.
Garnett Police Chief Kurt King said
the local incident was under investigation.

GREELEY The Lenexa man who
tried to swim the frigid waters of
the Marais des Cygnes River in
Osawatomie last week to elude
pursuing officers will appear in
Anderson County District Court
today with his legal counsel, as the
court reviews his charges associated with a Dec. 8 high speed car
chase.

McFaul attempted to pull Carter
over, but Carter sped away north
with McFaul in pursuit at speeds
topping 100 mph for some 18 miles.

MEETING, DECEMBER 10, 2018
Vice Chairman Les McGhee called
the meeting of the Anderson County
Commission to order at 9:00 AM on
December 10, 2018 at the County
Commission Room. Attendance:
Jerry Howarter, Absent: David Pracht,
Present: Leslie McGhee, Present.
The pledge of allegiance was recited.
Minutes from the previous meeting
were approved as presented.
Road & Bridge
Lester Welsh, Road & Bridge
Supervisor, met with the commission. Foley Equipment is offering an
extended warranty on motor graders
whose current warranty and service
is expired. Currently, the shop does
the servicing on the motor graders
after the warranty has expired. The
commissioners want Lester to do a
comparison on the cost of how much
it costs for the shop to do the servicing
of the motor graders versus the cost of
the extended warranty.
Extension District
Chelsea Richmond, Extension
District, met with the commission. She
brought carpet bids for the extension
district office. The commission thought
the bids were not comparable to each
other and would like for her to get
more information.
Emergency Management
JD
Mersman,
Emergency
Management Director, met with the
commission. He requested a signature from the commission on the Local
Emergency Planning Committee
members to send to the State of
Kansas. The new radio system has
been installed but he would like to put
in a backup system if the signal is lost.
It would allow a lost tower signal to be
rerouted to the main tower to be able
to get the signal out. The configuration
will cost about $24,000. He would like
to allocate $12,000 from his 2018
Civil Defense fund towards the total
and finish paying the rest out of his
2019 budget. Commissioner Pracht
moved and Commissioner McGhee
seconded to allocate $12,000 to TFM
Communications for a backup configuration for the radio signals to be paid
out of the Civil Defense fund. All voted
yes.

non-elected personnel for 40 minutes.

Valerie Elyse Todd, age 55, of
Garnett, Kansas, passed away
peacefully on Wednesday,
December 12,
2018 at her
home
surrounded by
family and
friends.
She was
born on April
2, 1963, at
Waynoka,
Todd
Oklahoma,
the daughter
of Connie Max and Ona Bea
(Swires) Lile.
Valeries early education
was in Freedom, Oklahoma,
with her graduating from high
school in Caney, Oklahoma.
Valerie was blessed to grow
up in a loving family with both
a strong faith and work ethic,
which served her well throughout her life. Her strong faith
grew under the watchful eye
of her mother Bea. Her work
ethic reinforced by working
hand-in-hand with her Dad on
the farm. She developed a grit
and dedication that most of us
who knew her was evident in
all facets of her life.
As a young woman she
worked tirelessly at several
positions until she started her
education in her real calling,
nursing, first obtaining her
LPN license and then obtaining
her RN in 1998. She enjoyed
several positions in nursing,
honing her skills, until moving
into nursing administration.
After settling in Garnett, many
remember Valeries smiling
face working as a nurse for
Dr. Mackenzie Peterson at
Family Care Center. Later her
health issues graduated into
her favorite position, being a
full-time grandmother.
Valeries real passions were
her grandchildren, her family,
her church, her friends and
motorcycling.
Valerie was united in marriage to James Dale Todd on
March 21, 2010, in Garnett, KS.
There she developed lasting
relationships with many dear
friends.
She was preceded in death
by father, Connie Lile; her
grandparents; and sisters,
Teresa Jones and Shelley Lile.
Valerie is survived by
her husband, Jim Todd, and
their daughter, Jade Todd, of
the home; mother, Bea Lile
of Garnett; daughters, Lacey
Robinson and husband Rusty
of Sawyer, Kansas; Candis
McDowell of Garnett, Kansas;
Angela Baxter and husband
Duncan of Haysville, Kansas;
Angel Todd and husband Brad
Miller of Garnett, Kansas;
Riane Livingston and husband Doug of Sanford, North
Carolina; Becky Todd of Derby,
Kansas; ten grandchildren,
Ethan, Ely, Sahge, Kahne,
Hayzlee, Dillon, Todd, Jackson,
Sawyer, Hudson, with Dougie
IV arriving soon; and a host of
nieces and nephews.
Celebration of Life was held,
December 15, 2018, at the First
Christian Church, Garnett.
Inurnment followed in the
Holy Angels Cemetery.
Memorial contributions

School and went on to earn a
Bachelors in Communication
from
Pittsburgh
State
University. Her greatest joy
from college was the bond of
sisterhood she had from being
a member of Alpha Gamma
Delta.
On April 9, 1983, she married
Edward Ed Schneider, and
together they made their home
in Olathe, Kansas.
Theresa worked as a
Purchaser for Olathe School
District for more than 10 years,
leaving due to cancer in 2012.
She was a member of Prince
of Peace, and she enjoyed
going to mass and praying the
Rosary.
She enjoyed to oil paint, and
loved giving them as gifts to
close friends and family. Her
favorite pastime was watching
the Royals. Her greatest joy
though was spending time with
her 5 grandchildren.
Theresa is survived by her
husband, Edward Ed, her
daughters Christy Schultze
(Matthew), Maria Hubbs
(Nicholas), and Amy Strobel (
Jake), grandchildren Harper
and Walden (Hubbs); Jack,
Samuel, and Matilyn (Schultze),
brothers, sisters, and a large,
loving extended family.
She was preceded in death
by her parents, her brother
Robert Wiederholt, and grandson, Nathaniel Schultze.
Memorials are suggested to
the Ronald McDonald House.
Services were held at Prince
of Peace Catholic Church on
Friday, December 14, 2018. To

we were born with. God is perfectly holy and righteous and this
aspect of his character means he
cannot overlook our sin. If we
are to be restored to fellowship
with him atonement had to be
made for our sinful natures.
God is willing to restore us to
fellowship with him if we receive
Jesus as our personal Savior.
God had to condemn sin in the
flesh of his Son because to accept
us without atoning for our sin

30 years ago…Inaugural year of Kansas lottery A little history about Nutcracker dolls
sees Anderson County spend over 200K playing
10 years ago…
Company officials at the
East Kansas Agri Energy
ethanol plant in Garnett are
continuing to investigate the
cause of a boiler explosion last
week that idled the $46 million plant. Though the incident was heard several miles
away by some area residents,
there were no injuries. General
Manager Steve Gardner said
the explosion occurred after the
plant experienced an extended power outage. After power
was restored the plant was in
start up mode to restore normal
operations when the explosion
occurred while bringing the
boiler back online.
20 years ago…
Garnett City Commissioners
will take under study a proposal made by local veterans
groups last week which would
rename the citys south park
as Veterans Memorial Park.
Walter OMalley, a member of
the Garnett VFW and American
Legion said the proposal was
made in honor of veterans and
because the park had never
been officially named. The

lottery ended November 11 and
Anderson Countians spent over
$200,000 playing the different
games offered by the Lottery.
According to figures recently
released by the Kansas Lottery,
Anderson Countians spent
$225,312 the past year playing
the lottery. However, those
who played recovered $112,050
in winnings in the different
games.
40 years ago…
Work has been completed
on the remodeling of the courtroom area of the Anderson
County Courthouse, a project
that cost $115,665 to preserve
the historical integrity of the
76 year old building. Included

manner. The Prairie Spirit
added sections from Richmond

NUTCRACKER DOLLS!
On December the 5th, Kay
and I went on a bus tour to
Abilene, Ks. for the day.
While there we visited and
toured the amazing Seelye
Mansion. One of the many
things we saw a private collection of over 700 Nutcracker
Dolls. There was one from
every state in the U.S.A. plus
hundreds of countries around
the world.
The picture you are seeing
in this column is the collection belonging to our daughter Darla K Johnson of Bailey
Island, Maine.
Exactly what is a Nutcracker
Doll? Nutcracker dolls, also
known as Christmas nutcrackers, are decorative figurines
most commonly made to resemble a toy soldier. Nutcracker
dolls originated in Germany in
the late 17th century.
Friedrich Wilhelm Fuchtner,
commonly known in Germany
as father of the nutcracker
began the first mass production of the design in 1872. The

undefeated at 4-0, but the Lady

how long til law enforcmeent figures out they can
start looking behind peoples houses and property
and other places thats not
visible from the road? They

The chip and seal patch job
on Park Road absolutely
sucks. Between all the ridges, grooves, rough spots,
dust and spots of loose chat,
it is a total mess. This is
probably the most heavily
traveled street in Garnett
and it is an absolute disgrace to our beautiful city.

long overdue for this major
thoroughfare.

I try to sell the caller remodeling or home repair services
instead. I had one on the line
for 21 minutes once before he
finally gave up and ended the
call. Gets you off their call list.
I just stopped answering
and block the number. Most
every one knows to text me
since Im usually always at
work, said former Garnett
resident Shelly Riley.
Some cell service providers
provide options for blocking
and reporting those calls as
well.
We are able to set up our
cell phones to only allow calls
in our contact list to ring
through, said Karen Wolken
of Garnett. Most of the time
if it is a robo call a voicemail
message isnt left. Only downside is if someone legitimate is
trying to call you it wont ring,
but they can leave a voicemail
message.
My phone has the option to
label a call and send reports,
said Cecil Elliott II of Bush
City. I already always send
reports on my spam calls and
then block it outright.
Some phone apps also offer
options, like one Monte Mahan
of Greeley uses.
I use an app called Calls
Blacklist, Mahan said It
blocks all calls not in your contacts list. It will let someone
leave a voice mail. Easy to turn
off if youre expecting a legitimate call. Works great for me.
The Better Business Bureau
offers these tips to help identify
and handle neighbor spoofing
phone calls:
Avoid answering calls from
phone numbers you dont recognize, even if they appear to be
local. If its important, the caller
will leave a message.
If your own phone number
is used in a caller ID spoof call,
you may receive calls and messages from people asking why
you called them in the first place.
This can lead to a lot of confu-
sion between the two parties, but
knowing your own number can
be used by scammers may help
explain the situation.
Be aware that phone numbers of local businesses, including doctors offices and/or insurance agents, may appear to be
calling you. If youre not certain
whether the call is legitimate
or a spoof, hang up and dial the
known phone number for the
contact to verify the communication, especially if personal and/
or financial information is being
requested.
There are call blocking
apps that may help decrease the
amount of spam calls, including those using a spoof caller
ID. Your phone carrier may also
provide a similar service or offer
advice.
Make sure your phone
number is on the National Do
Not Call Registry. Though it is
unlikely to prevent most phone
scam calls, it will help to reduce
calls received from legitimate
telemarketers, which can be
helpful in screening fraudulent
calls.

The City of Garnett is seeking an experienced professional to oversee the City Clerks
Department. This individual serves under the supervision of the City Manager
performing administrative and financial duties and completes all statutory City Clerk
functions. This position maintains and provides for day-to-day review of the Citys
financial position and control of all municipal, fiscal, and legal records. The City Clerk
supervises subordinate personnel and is responsible for the City Clerks department
operations ensuring quality and effective customer service while completing a multitude
of tasks including accounts payable/receivable, payroll, human resources, utility billing,
and many others. This position is required to attend and keep the official minutes of
all City Commission meetings. This position demands excellent oral and written
communication skills; computer software skills including Microsoft Office; and
organization and time management skills.

Bachelors degree in Public Administration, Finance, or a related field;
Five (5) years of municipal office experience;
Three (3) years of supervisory experience;
Certified Municipal Clerk (CMC) Designation
The pay scale for this position is $50,000 – $65,000 annually with benefits including
KPERS retirement, health, dental, and vision insurance, paid vacation, paid sick leave,

Douglas and Katelin Shane
are delighted to announce the
birth of their daughter, Hattie
Sophia Shane.
Hattie was born at 3:44pm
on Thursday, October 25,
2018, at Menorah Medical
Center in Overland Park,
KS. She weighed 6 pounds,
13 ounces and measured 19
inches in length.
Hattie has one sibling,

deviled eggs and yummy desserts. Members answered roll

enjoyed the meal of casseroles,
salads and desserts.
