GREELEY – Labor Day is just around
the corner. For most people, the holi-
day signifies the end of summer. But
for people in Greeley and surrounding areas, it means something else:

Applicants for the post included Jones and Witteman, Paola
municipal judge Sheila Schultz
and Frederick Meier II, a solo
practitioner from Emporia.
Preference in the nomination
Greeley. All proceeds from the event
go to local charities.
This years event will feature live
music with performances both days
of the event. The Silver Bullet band
will perform from 9 p.m. Friday until
1 a.m. Saturday. The Charlie Horse
Band will perform at 1 p.m. until 5
p.m. Saturday.
Concessions will be provided by
St. Rose School. Kids games for children ages 2 to 12 will start at 3 p.m.
But the highlight of the event, of
course, is the barbecue. Teams from

COLONY – Church pastors will take the lead
for the Colony Day parade this year, in keeping with the theme, Street of Hope, Built on
Faith.
Grand marshals for the parade are three
pastors who represent three Colony churches. They include Steve Bubna with the Colony
Community Church, Mark McCoy with the
Colony Christian Church, and Dorothy Welch
with the Colony United Methodist Church.
The parade begins at 11 a.m. Saturday,
Aug. 30, and is just one of several events
scheduled as the City of Colony celebrates
with its annual festival.
Some of the highlights of the Colony Day
celebration include a fun run/walk, a photo
contest, kids games, volleyball tournament,
homemade pie contest and pie eating contest,
a pony pull, cake walk, a cookie jar contest,
auction, auto show and talent show.
Its a full day of action that starts at 7
a.m. with registration for the Fun Run/Walk
and the Colony Lions Club breakfast at the
Community Room.
The kids tractor pull begins at 9 a.m. and
kicks off kids games and races that begin at
9:30 a.m. After the parade, a co-ed volleyball
tournament begins at 11:45 a.m. north of the
new fire barn.
The pie eating contest convenes at noon,
with kids inflatable games and a pony pull
also beginning at noon.
The pie auction will begin at 12:30 p.m.,
followed by the cake walk at 1 p.m. and the
Mayors Cookie Jar Contest and Judging at
2 p.m. The Cookie Jar awards and cookie jar
auction and basket auction begin at 3 p.m.
The Anderson County Rural Fire
Department will serve a supper sponsored by
the GSSB Colony Branch at 5 p.m., the same
time as the talent show.

County jobless rate still holds steady
Area counties report
jobless numbers that
are similar to June

THE ANDERSON COUNTY REVIEW
TOPEKA – About the same
number of people were jobless
in Anderson County in July
as in June, but the rate has
dropped somewhat over the
past year.
Unemployment
statistics released last week by the
Kansas Department of Labor
show that, statewide at least,
unemployment rates have
dropped to a low of 4.9 percent.
Several signs demonstrate
continuing strength in the
Kansas economy. We continue
to see private sector job growth
and low unemployment with
the number of Kansans working at one of the highest lev-
els in state history, said Lana
Gordon, Secretary of Labor.
But in the local area, unemployment rates are relatively
steady. Area counties report
figures similar to the previous
month and even similar to the
previous year.
Anderson County reported
an unemployment rate of 6.2
percent, up slightly from Junes
rate of 6.1 and down slightly
from a year ago, when it was
6.6 percent. That translates to
266 people without jobs in July
out of a civilian labor force of
4,304.
Similar patterns were reported in other area counties. They
include:
Allen County, 5.8 in July;
5.4 in June; 6.3 in July 2013.
Coffey County, 6.7 in July;
6.1 in June; 6.5 in July 2013.
Franklin County, 6.9 in July;
7.3 in June; 6.9 in July 2013.
Linn County, 7.6 in July; 7.5
in June; 7.8 in July 2013.
Miami County, 5.5 in July;
5.7 in June; 5.6 in July 2013.
Statewide, Kansas gained
13,500 seasonally adjusted private sector jobs, an increase of
1.2 percent since last year, and
13,800 nonfarm jobs, a 1 percent increase. Since last month,
Kansas gained 900 seasonally
adjusted private sector jobs, a
0.1 percent increase. The state
gained 2,100 seasonally adjusted
total nonfarm jobs, a 0.2 percent
increase since last month.
Not seasonally adjusted figures show Kansas gained 21,200
private sector jobs since last
year, or 1.9 percent, and 22,300
nonfarm jobs, an increase of
1.6 percent. Since June, Kansas
gained 4,000 private sector jobs,
a 0.4 percent increase. The
state lost 14,800 nonfarm jobs
over the month, a 1.1 percent

The Soldiers of Conflict will continue to meet on the first Monday

will be moved to Tuesday, Sept.
2, at 7 p.m. due to the Labor Day
holiday weekend. In October, we
will meet back on the first Monday
of the month. The meetings take

Chairman James K. Johnson called
the meeting of the Anderson County
Commission to order at 9:00 a.m. on
August 11 at the County Commission
Room. Attendance: James K. Johnson,
Present: Eugene Highberger, Present:
Jerry Howarter, Present. The pledge
of allegiance was recited. Minutes of
the previous meeting were approved as
presented.
Fair
Jesse Rockers, Fair Board President,
met with the commission. He reported
the carnival left town with over $27,000
income. They had required a guarantee
of $25,000 so the carnival was a success.
Commissioner Absence
Commissioner Highberger left the
meeting with the county counselor for a
conference call.
Register of Deeds
Sandy Baugher, Register of Deeds,
met with the commission. She presented bids from two companies for a
new copier in her office. Commissioner
Howarter moved to approve the purchase of a Toshiba E-Studio 456 from
Copy Products at a cost of $3239.00 out
of the Deeds Tech Fund. Commissioner
Johnson seconded. Approved 2-0.
Road and Bridge
Lester Welsh, Road Supervisor, met
with the commission. He presented
Hwy permit 14,0811:1 for RWD #5.
Commission approved.
Commissioner Returns
Commissioner Highberger rejoined
meeting at 9:45.
KAC Convention
Commissioner Highberger moved
to appoint Jerry Howarter as the voting delegate and Gene Highberger as
the alternate for the KAC convention
in November. Commissioner Johnson
seconded. Approved 3-0.
Resolution 2014,0811:1
Commissioner Highberger moved to
approve Resolution 2014,0811:1 adopting the Region J Kansas Multi-Hazard,
Multi-Jurisdictional Hazard Mitigation
Plan. Commissioner Howarter seconded. Approved 3-0.
Sheriff
Sheriff Valentine met with the commission. He presented quotes for a new
repeater system and new radios for the
different departments across the county.
Discussion was held on where the funds
could come from. Fire, road, and sheriff
all will eventually need to go to digital
systems. The sheriff feels there is some
wireless 911 money that could be used
to purchase part of the proposal. He
feels this needs to be implemented within the next year or two.
Health Insurance
Commissioner Highberger moved to
approve the health proposal from CIGNA
for the county health insurance with the
stipulation that if Blue Cross Blue Shield
comes in lower they would consider
changing. Commissioner Howarter seconded. Approved 3-0.
Meeting adjourned at 11:45 a.m. due
to no further business.

Incidents
A report was made on July 23 of burglary, theft, theft by deception, criminal
damage to property of several radiators,
two radiator recovered on July 29, a
metal punch and die set all valued at
$1,200 and occurred one mile west of
Maryland Road on 1000 Road, Welda.
A report was made on August 8 of
theft of a triple ball hitch valued at $285
and occurred on NW Lake Road.
A report was made on August 11 of
criminal littering and criminal trespass
and occurred at 1100 Road and Ohio
Road.
A report was made on August 12 of
DUI alcohol or drugs, possession of
narcotic drug, possession of certain hallucinogenic drug, transporting an open
container, driving on right side of roadway, driving on left side of roadway, and
liquor purchase by minor of two Busch
beer cans 12 fluid ounce, a baggie of
green leafy substance, and three methadone pills and occurred on East Park
Road.
Accidents
An accident was reported on August
13 when a vehicle driven Terry Eugene
Smith, 51, Westphalia, was traveling
westbound on 1300 Road at Indiana
Road when a deer ran in front of the
vehicle.
An accident was reported on August
15 when a vehicle driven by Marilyn A.
Hunt, 75, Waverly, was traveling southbound on K-31 Highway at NW Crawford
Road when a turkey buzzard flew from
the west ditch and struck the windshield
of the vehicle.

Edward Vest, 48, LaHarpe, was traveling westbound on K-58 at Georgia Road
when a ball joint failed, locking the left
front wheel. The vehicle left the roadway
right, regained the roadway, crossed
center, and then left the roadway to the
left. During that travel a KDOT sign was
struck and the vehicle suffered damage
to the hydraulic hose.

Wilbur M. Mace, Jr., known
to most as Joe, passed away in
Tonopah, Nevada on July 25, 2014,
at the age of 86.
Joe was born in Garnett, Kansas
on Nov. 14, 1927, to Wilbur, Sr., and
Effie Mace. He attended Garnett
schools and graduated from Garnett
High School in 1945.
As a young man Joe enjoyed
making radio controlled aircraft and had his own radio and
TV repair business, and worked
in Garnett before adventuring to
California for a short time.
He returned to Garnett where
he met and married his sweetheart,
Dorothy Hulett, in 1950.
Joe worked for various businesses and for the Kansas Highway
Patrol.
Joe and Dorothy started their
family and had 6 children together
before his job with the FAA took
the family to Guam in Dec., 1965
and where they lived for 8 years. In
1974, his job took him to Tonopah,
Nevada and then to Big Pine,
California in 1975.
After retiring with the FAA in
1981, he started his own electronics
business in Bishop, CA, and then
worked for the LA Dept of Water
and Power, retiring again in 1985.
His love for flying as a young
man never waned and he earned
his pilots license in his 70s. After
buying a two seater airplane in
Bishop, CA., he found a sweet little
piece of land in Dyer, Nevada where
he and Dorothy moved from Big
Pine to Dyer, and where he helped
maintain the Dyer Airfield.
He has also maintained a lifetime ham operators license.
Although Joe was unable to
serve in the military, he always had
a heart for those who did.
Joe and Dorothy raised 6 children together leaving a loving legacy through their four sons and two
daughters, Rick, Marsha, Dennis,
Mary, Kevin, and Bill, and their
families.
He is survived by many relatives
and numerous grandchildren.
He was preceded in death by his
parents, Wilbur and Effie, his three
sisters, Vivian, Rena and Maxine,
his wife Dorothy, and their newborn daughter, Carol Joann.
The family would like to thank
the Gunters Funeral Home in
Hawthorne, NV. Private family services are being held.

Eugene Harold Hiner, 91, of East
Brady, Pa., passed away in his home
Sunday, Aug. 17, 2014, after a long
battle of cancer.
Eugene was born Feb. 25, 1923,
in Garnett, Kan., son of the late
Edward C. and Florence A. Hiner.
He resided in East Brady on his
dairy farm, which he started in
November of 1957. Farming was
his dream. He hauled milk for Milk
Marketing Incorporated for 35
years and was a member of Milk
Marketing Association for many
years.
He was a veteran in the Army
and served in World War II, where
he served in the Battle of the Bulge
and Normandy beach. He was also
a member of the American Legion.
Eugene traveled from Kansas
as a pipeliner, through several
states and settled in Pennsylvania,
where he worked as a coalminer.
He moved to Pittsburgh, where he
painted bridges and then he started
farming in East Brady.
He also drove school bus while
working the farm and lived at home
with his wife, Twila Jean HogueHiner. They were married March
9, 1949.
Eugene was preceded in death
by Wanda Darlene McCartney,
his daughter, on Aug. 5, 1974, and
Eugene Harold Hiner Jr., son, who
died Feb. 10, 1979; grandson, Eugene
Harold Hiner III, who died Jan. 13,
2000, and granddaughter, Krista
Renee Hiner, who died Oct. 11, 2003;
brothers, Lewis Chellous Hiner and
Ralph Edward Hiner; and sisters,
Effie Mary Gwen, Dorothy May
Wilson and Vera Maxine Wilson.
Eugene is survived by his wife
of 65 years, Twila Jean Hiner; sons,
Ronald Hiner and Keith Hiner;
daughters, Delores Taylor, Bonnie
Springer, Twila Timblin, Tammy
Heginbotham, Kelly Giron and Ivy
Roudebush; 24 grandchildren; 35
great-grandchildren; three greatgreat-grandchildren; and several
nieces and nephews.
Funeral
services
were
Wednesday, Aug. 20, at the
Snyder-crissman Funeral Home
in Cowansville, Pa., with the
Rev. Randall Forester officiating. Interment was in Oak Grove
Cemetery.

Highberger focused on each
applicants position on the possible release of prisoners who
have expensive medical conditions from county jails. All four
candidates favored furloughs
for treatment with an eye
toward county budgets, Meier
and Schultz noting that public
safety and the degree of violence of a prisoners sentence
would also weigh into their
decision making. Witteman
said it came down to pragmatism.
The answer in Anderson
County may be different than
in Coffey County where the
resources are greater, he said.
Garnett attorney Crag Cole
questioned the candidates as
to their projected demeanor on
the bench after having no doubt
appeared before some mean
judges.
Everybodys (lawyers) late
some time, Cole said. Some
of us are late all the time. How
would you handle that?
Schultz said judge Sachse
would be her standard for
courtroom management and
that she had always respected
his demeanor. She said some
lawyers might require a per-
sonal chat about their preparation or conduct but that they
should not be dressed down
in public, particularly in front
of their client. Witteman said
he was inspired by Judge Phil
Frommes patience in the
courtroom and noted that a
judge has to be a manager.
Caylor queried candidates
regarding the growth in population of the district, particularly Franklin County, and how
to handle resulting increases
in case load there. Witteman
noted that the growth would
require solid management, and
said he had managed 90 workers when he was a supervisor
during the construction of the
Wolf Creek Nuclear plant in
New Strawn.
The question led to issues
of where the candidate might
reside. Jones said he had an
advantage in already living in
Ottawa; Schultz said she most
likely would move to Wellsville
for more equidistance to her
husbands job; Witteman, who
lives in Leroy, said he would
use the advantages of technology but would also consider
moving to Ottawa.
Candidates varied on the
backgrounds and reasoning for
their interest in the position.
Jones told interviewers it was
his dream job even though
he knew it required a degree
of social isolation to avoid conflicts of interest. Witteman also
noted the need to minimize any
opportunities that might lead
to the perception that a judges
decisions could be influenced
outside of court.

Shirley R. Payne, age 78, of
Colony, died Tuesday, August 19,
2014, at the Allen County Hospital
in Iola.
She was born on September 15,
1935, in the Northcott Community,
rural Colony, to Carl and Wilma
(Gilliland) McGhee.
She married Carl E. Payne on
July 14, 1952, in Iola.
She was preceded in death by
her parents; her husband Carl;
infant daughter Melanie; and one
sister, Carlene McGhee.
Survivors include one son,
Steven Payne of Alsea, Oregon;
two daughters, Sharon Layne of
Iola, and Annette Crawford of
Colony; 8 grandchildren; 19 greatgrandchildren; and 2 great great
grandchildren; two brothers, Don
McGhee of Iola; Larry McGhee of
Edwardsville; and many nieces,
nephews and friends.
Funeral services were Saturday,
August 23, 2014, at the Feuerborn
Family Funeral Service Chapel
in Colony. Burial followed in the
Colony Cemetery.

Part of the seasonal pattern the state goes through
each summer is the decline in
jobs in June, when the school
year ends and in July when
summer school finishes, said
Tyler Tenbrink, Senior Labor
Economist. This explains the
monthly change in not seasonally adjusted jobs. When educators return from their break,
these jobs will return in the
September estimates. Further,
the 2013 to 2014 July comparison
shows good growth in jobs.

A homage to AC
Weather like this makes me want to
kiss Willis Carrier right on the lips.
That would be kind of gross, since a)
were both dudes and b) he died in 1950,
but its with a sense of immense gratitude
to the man that I pledge my affection.
See, without Willis Carrier we might
never have had air conditioning. And this
past week I have really liked having air
conditioning.
I dont pretend to understand how
air conditioning really works or for that
matter to understand some of the explanations Ive found. I do know Carrier,
a Cornell University-trained engineer,
developed drawings for what was considered the first modern air conditioning
system in 1902 at the age of 26. He patented the system in 1906.
Bless his heart. But I owe more than
just my comfort, aroma and sweat stainless summer clothing to Carrier. You see,
I might not be here without him.
Yep. Im an AC baby.
Youre familiar no doubt with the
Baby Boom hundreds of thousands of
guys came home from WWII, got married and had babies? Well, actually their
wives had babies… but you know what I
mean.
I was born in March 1963. My folks
got air conditioning in our old two-story
house in humidity-thick Willow Springs,
Mo., in June of 1962.
You do the math.
So its with that reverence and with
gloriously dry armpits that I sat in my
living room Saturday strumming a guitar, sipping a beverage, and watching all
the poor sucker species of ducks, birds,
bugs whatever- out the window suffering in the heat.
I dont know what your position on
Evolution is, but I know this: Because
Willis Carrier had an oversized brain and
an opposable digit, Im cool as a cucumber.
Im not going to try to compete with
any of you Depression Era folks on hard

knocks stories. Ive heard my aunt tell
about my grandma hanging wet towels
in the windows to catch the dust and try
to cool the house during the summers of
her youth. I remember the smell of my
grandmas air condition-less house in the
summer, and how they traded sides of
the house with the sun during the day to
try to stay in the shade.
I also remember the summer of 1980
when there were, like, a thousand days
when the temperature never got below
97 degrees. We were putting up billboard
signs all over southern Missouri that
summer for a family friend who was running for Congress. It was toasty.
And I remember black flag days during my summers at Quantico, Va., when
the southern coastal heat and humidity was enough to convince even the
Marines of the embarrassment of having
some kid keel over from heat stroke. And
there were the last couple of summers in
Kansas that wilted corn plants and baked
the ground into powder.
Ive seen hot. As Midwesterners, we
all have no matter the era.
If you work outside in this heat, you
have my admiration. But unless somebody comes in with a stick and chases
me outside, Im staying right where I am
until the middle of September, finishing
out my bronze bust of the fabulous creator of air conditioning.

To the man worried about swimming
at the pool on Tuesdays, those were
swimming lessons. There were three
lifeguards in the pool. And just FYI,
we know you were taking pictures of
the kids too, so what were you doing
there?

I enjoyed reading your article in
todays paper. We need more openness in government and particularly
in the prosecution and court system.
We have enough political hacks covering up for their friends now.
That traffic light out there on Fourth
Street hasnt worked right in the last
five years, and you would think that
should fall under the police depart-
Free Rick Perry – The laughable indictment
It tells you much about the laughable
indictment of Texas Gov. Rick Perry that it
has made him a figure of bipartisan sympathy.
Perry was indicted for the offense of vetoing an appropriations bill. Not vetoing an
appropriations bill in exchange for a bribe.
Not vetoing an appropriations bill as a favor
to a donor. Not vetoing an appropriations bill
in excess of his lawful authority. But simply
vetoing an appropriations bill.
That Perry could, in theory, face more
than 100 years in prison stemming from this
veto is so mind-bogglingly stupid that even
Democrats and mainstream journalists have
been taken aback.
The whole matter has its roots in the
drunken-driving arrest last year of Travis
County District Attorney Rosemary
Lehmberg, a Democrat. Police pulled her
over for driving erratically. Video of the
stop shows Lehmberg failing all manner of
roadside tests. By the time shes at the jail,
shes a parody of an entitled public figure.
Her behavior is so outrageous that she has
to be restrained like Hannibal Lecter in The
Silence of the Lambs.
Her blood alcohol level was about three
times the legal limit, and she ended up pleading guilty and serving jail time. Gov. Perry
thought, not unreasonably, that because her
office houses the states Public Integrity Unit,

she should resign.
Lehmberg disagreed. She exercised her
power to stay in her position, and Perry exercised his power to veto funding for her Public
Integrity Office as long as she did. You can
disagree with one or both of them, but no one
was committing a crime.
It was left to a special prosecutor of the
very same Travis County District Attorneys
Office to concoct one, and manage to get a
grand jury to fall for it. The indictment — running barely two pages long — is as substantive
as a fifth-graders book report, and about as
legally sophisticated.
The two counts against Perry are that he
misused government property and engaged
in the coercion of a public servant. This
makes it sound like he used the $7.5 million
of vetoed funds to buy a vacation house, and
blackmailed Lehmberg into indicting people
on his whim.
He, of course, did nothing of the kind. The
indictment collapses under the slightest scrutiny. As legal blogger Eugene Volokh points
out of the first count, Texas laws requires
that the official be in possession of the misused funds. Perry never controlled the funds
he vetoed. As for the second count, Volokh
points to an appeals-court decision that held
that coercion of a lawful act by a threat of
lawful action is protected free expression.
Its hard to believe that anyone thinks
that these charges will stand up in court.
But thats not the point. The indictment is
an undisguised attempt to wound Perry, to
create bad headlines, to distract him. On cue,
Texas Democrats absurdly called on Perry
to resign. The indictment itself is, in short,
a naked abuse of power. The Travis County
District Attorneys Office is infamous for this
kind of thing.
Forget vetoing funding for this office. If
there were any justice, it would be shuttered
and razed to the ground.

Fight between Brownback, Davis about to turn
Some intensive shadowboxing may be
about to break out in the so-far relatively
bloodless fight between Republican Gov. Sam
Brownback and Democrat Rep. Paul Davis,
Lawrence, for governor.
The latest: Brownback asserts that Davis
sketchy call for freezing the states multiyear
income tax cut regimenapparently to avoid
budget deficitsis essentially raising taxes.
Earlier: It was Brownback who campaigned
against letting the three-year penny sales tax
increase expire on July 1, 2013, because he
needed the money for education, and…to pay
for an income tax cut bill that the Legislature
wildly inflated above Brownbacks proposal.
So, who increased taxes and who proposes to increase…err…not continue cutting…
taxes?
Both of them.
Is stopping a reduction in the state sales
tax rate raising taxes? Is proposing to stop a
future reduction in state income taxes raising
taxes? You decide.
There is an interesting little twist with the
income tax issue. In 2012, the Legislature did
the massive income tax cuts that the state
couldnt afford. So, the next year, lawmakers
who wouldnt let the sales tax just fade away
instituted a regimen of haircuts for income
tax deductions.
Those deductions are available to Kansans
who itemize their income taxes and those
deductions were given a progressive haircut. So, the interest on your mortgage that
used to be a dollar-for-dollar write-off against
taxable income was reduced by 24% last year,

and will be cut by 40% this tax year, and
into the future, under the still murky Davis
freeze.
The governor-led effort to keep the sales
tax alive back in 2013 didnt go entirely the
governors way. Remember: The state sales
tax in 2009 was 5.3%; it was raised by a penny
to 6.3% for what was written into statute to
be just three years. (Oh, a dab of that penny,
.4%thats four cents for each taxable $10 in
purchaseswas earmarked for the highway
department in perpetuity.)
The sales tax is now 6.15%, not the 6.3%
Brownback wanted. Did Brownback raise
sales taxes, or could we say he cut taxes by
signing off on the sales tax continuation that
was less than he wanted?

This little scrap over taxes, who raised
them, and when…does have an interesting
little side issue that the Brownback campaign
cleverly noted.
While the tax-cut freeze that Davis is proposing hits everyone, the haircut provisions of current tax law are also frozen.
This means that higher-income taxpayers
who itemize wont see the value of their
deductions shrink any further. Which means,
ironicallybut factuallythat freezing tax
cuts actually benefits the wealthier itemizers
by not further reducing the value of those
deductions.
Imagine that? Davis panders to the wealthy.
Or, at least thats how the Brownback campaign has characterized it.

This little tax fight probably isnt the issue
that will send most Kansans to the window
ledge to agonize over whom to support for
governor.
There are schools and social issues and
economic development and probably even the
proper deportment when you live in the same
county as a Lesser Prairie Chicken to rend
our garments over.
But, its a start, and does anyone else think
this little campaign to see who sleeps at the
governors mansion might turn out to be fun
for those of us who sleep in our own beds?

of police his answer is, Well, Ill tell
the city manager. You know, we only
have two stoplights in this town, can
you imagine if we had eight or 10? And
why cant these top dogs in these city
departments with the fancy titles make
any decisions on their own without the
city manager pushing their buttons?
Seems like bad management to me.
Hey, Ill tell you what, you could pay me
twice whatever it is that the city manager makes and I still wouldnt take
the job, because all you deal with is a
bunch of lazy, ignorant uninformed,
whiney idiots in this town. Twice the
money, Id still stay where I am. Thank

I appreciated the article in the paper
titled Jones not judge worthy. I
remember signing, and it was published in the paper, a form that said I
was in favor of the new hospital and so
did hundreds of other people. No law
had to compel us, we did it because it
was the right thing to do. It is a shame
that public officials have the power to
make shady deals like this and make us
forever wonder why. Thank you.
I read the City of Leavenworth was able
to reduce their city property taxes by 40
percent after they increased their sales
tax by 1 percent. This could be considered by city leaders and our citizens. I
realize our biggest tax burden comes
at the county level and hopefully they
would give thought to actually reducing their expenditures. Their mill levy
is out of sight. The bottom line is that
property owners in Garnett are staggering with the present taxation.
Do I understand that the golf karts,
4-wheelers, etc., I see zipping down
the city street are completely legal? It
doesnt seem logical. They are competing for road space with a fully licensed
vehicle requiring seat belts and a fully
licensed driver. Please, somebody
explain how this can be justified?
Im not up on politics, but who pays
the city managers salary? Is it the taxpayers? If so, shouldnt that salary be
public knowledge whatever it is? And
who has decided not to publish the city
meeting notes? Is that a city commission decision? Who does the city commissioners answer to? Is it the public?
Then it looks like the public should
know what goes on at the meetings.
Do the citizens get a voice at the meetings? Do we have a democracy or a
dictatorship. Does someone have these
answers? Do the commissioners have
an answer? I think the public should
be informed.
Hmm. White officers shot an 18 yearold white man in Ottawa last night. Are
there gangs of white people protesting
in the streets of Ottawa and setting
fire to gas stations and looting the WalMart and bringing in instigators from
all over the country and such? Hmm.

Historical society visits Kincaid, Colony
The Anderson County
Historical Society met in
Kincaid on July 10th, hosted by
Darlene Stewart. Following a
carry-in dinner at the Baptist
Church, Darlene shared historical information about the
church. There was an Osage
Valley Baptist long before
Kincaid was organized a few
miles to the north. After
Kincaid was founded and began
to grow, some Osage Valley
members desired to organize
a Baptist congregation there.
The First Baptist Church of
Kincaid was officially constituted on February 17, 1887.
They held services in the first
Kincaid School building until
1919, when the poor condition
of the old meeting house led
them to make plans for a new
church. The congregation purchased lots for the new building
in 1922 for $75.00. When the
Osage Valley church closed its
doors, that building was torn
down and the Kincaid congregation used those materials to
build their new church where
it stands today. The original
pulpit and altar bible from
the Osage Valley church are
still used in Kincaids sanctuary. The bell tower was also
moved to Kincaid. The newly
constructed church was dedicated on September 13, 1925,
and has served the community
since. Darlene shared a church
cookbook that includes a pub-
lished church history. Many
recipes from an early day cookbook were reprinted in the new
edition, along with additional
recipes from current members.
The cookbooks are available for
sale from Darlene.
On August 14 the historical
society traveled to the new rebuilt Colony Country Diner for
a dinner meeting. President
Kristie Kinney reported that
ACHS Board Director Ona
Mae Hunt had resigned and
the board had elected Richard
Miller to complete her unexpired term through December
31, 2014.
Following the business meeting, Kristie introduced ACHS
Past President Dorothy Lickteig
who presented an informative
and humorous program about
Colonys early days. Dorothy
has just completed the 3rd edition of her Colony histories,
based on gleanings from the
local newspapers.
The town of Colony was
laid out in 1870 when a railroad came through the area.
There was not a school at the
time. To form a district 12 student scholars were required,
and there not being 12 students
a few children under 5 were
sent to make up the required
enrollment. $900 in bonds was
approved by the residents and
a one room frame building was
built in 1876.
In 1899 John B. White orga-
nized a high school with a 3
year course. The first class of 2
students was graduated in 1903.
In 1908 a 4 year program began,
with 48 high school students. At
the time it was the only school
in Anderson County with a
4 year high school course of
study.
Dorothy shared many
humorous items from the newspapers.
In November 1908 residents
were excited to get the national
election results by telephone.
In January 1909 Kansas ruled
no more steel bridges could be
built, now using concrete or
stone.
In February 1909, the new
Ford Touring car was advertised for $850.
In August 1909, Kansas ruled
barber and bath shops must use
formaldehyde to disinfect tubs
at least every 3 months. No
persons with sore throats or
ringworm were permitted in the
bath tubs. Combs and brushes
must be cleaned with soap and
water at least once a day.
In September 1909, 14 newborn chicks were found alive
in a case of eggs shipped to
Chicago by rail.
The same month Kansas
ruled that common drinking cups must not be used in
schools.
In June 1910, sodas were $.05
each at Roes Drugstore.

from Broad Street to the side
streets to keep the street clean
and prevent run-aways in front
of the stores. A citizen uprising
demanded the hitching posts be
put back, and they were.

Taft passed through Colony
on his way to Iola. The train
stopped at the depot and he
shook hands with about 500
citizens.
Dorothy shared a colorful
biography of an early area resident, H. T. Hill, who arrived in
Welda township on March 24,
1870. Wearing a long flowing
beard, he was often mistaken
for Santa Claus. He lived near
the stage stop called Hungry
Hollow, was unsuccessful at
trading with the Indians, and
courted on horseback.

Library

Summer
Reading Program has ended.
This summer there were 36
kids 5th grade and under
sign up for the program, and
these kids had 12 programs
or craft day at the library this
summer. There were 181 who
attended those events.
There were 10 teens signed
up this summer. They had 11
programs or craft days and 54
attended those events.
There were 11 adults signed
up for the summer and they
had 10 program or craft days
to attend. 87 attended those

shame, in fact theres huge capitalist honor, in being a salesman.
You may still grimace at the
idea of being a salesman, but if
youre in business you probably
want more business. You can get
more business by cold calling.
Cold calling in sales has come
a long way from the guy with
the vacuum cleaner trying to get
his foot in the door of your mom
or your grandmas house years
ago. What has not changed is
the initiative and the effort you
as the business person have to
put out to develop a cold calling
mentality.
If you dont do this already,
you should devote a chunk of
time every week, maybe even
every day, to prospecting new
business and cold calling is
always a part of that. If youre
uncomfortable cold calling,
learn and follow these steps.
1) Identify targets: Does you
competitor have business you
want? Whats he have that you
dont? Assess what you have to do
to get that business and whether
its worth it. Also, who are you
forgetting? Are there groups or
organizations or larger or smaller businesses you can attract?
Talk to a non-competitor in your
same line of work through your
trade association or your social
contacts about new customers
theyre attracting and how.
2) Research your target:
Thats so much easier these
days. Just go to your prospects
website and get familiar with
him, or his Facebook page. This
may give you even more ideas on
offers you can make.
3) The best pitch: I think the
best pitch is the most honest one: I dont know if youre
interested in this but I wanted
hit deal. My mom bought Hoover
vacuum cleaners from the same
guy for more than 30 years. A
cold call can open great new
relationships with customers
that can expand your market
share and customer base for
years to come.

1994: Hospital begins merger talks

It may come in the form of
a city property tax increase, or
as a voter-approved sales tax
increase. Whatever it is, city
leaders say it will have to happen in time for the 2005 budget,
or else city residents will have
to get used to doing without an
estimated $300,000 in city programs and improvements. City
commissioners are continuing
to feel the pinch of low interest
rates garnered on invested idle
funds, and city manager Rick
Doran said the recent approval
of the citys $11.5 million 2005
budget was most likely the last
city budget to do without a mill
levy in the citys general fund.
City leaders took about $300,000
from the citys cash reserves
and the reserves will be depleted this year. Commissioners
will have to take steps next year
either to reduce spending or
implement new taxes through
a mill levy or through voterapproved sales tax.
Three of the four suspects
charged in the torching of
two historic schoolhouses in
Anderson County as a cover for
a downtown burglary attempt
in November will be headed
to boot camps of one form or
another.
A Greeley couple has filed a
foreclosure action against the
company that formerly owned
and operated Mow Mowz exotic
dancing juice bar in Greeley,
but no one seems to be able to
find the company that owes the
money.

The Tenth Circuit United
States Court of Appeals ruled
Aug. 8 that several cities in
Kansas and Oklahoma, including Garnett, will not be reimbursed for legal fees paid to
attorneys who represented
them in a suit filed in 1987
against Williams Natural Gas
Company. The cities had sued
to force the gas company to
open its pipelines to outside

the only pipeline supplying the
cities, and officials in those cities wanted to be able to receive
bids on natural gas from other
sources besides Williams.
Anderson County Hospital
trustees have agreed to a change
of plans involving due diligence
process with two large health
organizations that have shown
an interest in merging with the
county hospital. Due diligence
is a process whereby financial
experts from both Anderson
County Hospital would study
each others financial records
to determine whether a merger
would be mutually beneficial.
The board previously agreed to
enter into due diligence discussions with both Health Midwest
and Mid America Health First
at the same time. However,
board members were advised
by Hospital Administrator Jim
Johnson and Board Attorney
Steve Doering that entering into
the due diligence process with
each group separately would be
a better course of action. The
board will start with Health
Midwest.

County Sheriffs Department
was the major issue of discussion when the county commissioners met Monday morning.
A group from the Farm Bureau
Association presented opinions to the commission that the
county sheriffs department

other counties or law enforcement agencies. The commissioners explained the sheriffs
budget had already been given
a 5 percent increase over last
years budget, from $89,139 for
1985 to $95,000.
Agreements have been
reached by the City of Garnett
on two of the major areas which
remained on construction of the
Garnett Reservoir. An agreement with Dennis Calahan for
the property he owns which
will be needed, or for which an
easement is needed, which was
agreed to by the city commission. Still to be worked out in
writing is the maintenance of
a fence to be shared equally by
Calahan and the city. A contract
was received from the Missouri
Pacific railroad, giving permission for the access needed provided a protection berm is built
as had been proposed.

Walburn 50th anniversary
Compassion will
last a lifetime
In the gospels of Matthew,
Mark and Luke, Jesus refers
several times to having compassion on individuals or
groups of people.
In Matthew 15:32 Jesus was
going along the sea of Galilee
healing the lame, blind and
crippled people as they were
brought to him and he said
to the disciples, I have compassion for these people; they
have already been with me
three days and have nothing
to eat. I do not want to send
them away hungry or they
may collapse on the way.
In Matthew 9:36, Jesus
again as he was preaching
the good news of the kingdom
and healing every disease
and sickness when he saw
the crowds had compassion
on them because they were
harassed and helpless like
sheep without a shepherd.
In Luke 7:13 when Jesus
saw the widow walking in the
funeral procession for her
dead son and he had compassion for her.
So what is compassion?
The dictionary defines it as
deep sympathy or pity. In
each of the above situations
Jesus was able to look beyond
the obvious problems and
limitations these people had
into their very heart and feel
the pain they were feeling.
The issue you and I deal with
is getting past the individuals
appearance, physical limitations, social stature and anything else that is different than
you or I perceive it should be.
Part of being compassionate
is being able to allow people
to open up to us which will

help us understand their situation. Jesus was the master
at allowing people to reveal
themselves to him. Just think
back to the Samaritan woman
at the well.
Jesus refers to the crowd as
being a sheep without a shepherd. We are told his heart
went out to the widow who
lost her son. Compassion is
not something you can just
develop or call up when needed. Someone once said ,It
is doubtful God can use anyone greatly until he has hurt
them deeply. Personally I
believe the most compassionate people are the ones God
has tried and tested. Many
people are passionate but
passion is an emotion and as
such is subject to the circumstances present at any particular time. Passion being
an emotion can never last and
will fade. Compassion results
in someone being able to do
things that do not make sense
to most people. To give of
their time and resources and
even to follow an invisible
God. Passion is for the short
term. Compassion will last a
life time.

KDOT announces $1.2 billion in projects
Hundreds of projects that
will improve Kansas roads
and bridges, as well as create
short- and long-term jobs, have
been scheduled by the Kansas
Department of Transportation
for the next two years.
The projects will preserve,
modernize and expand roads
on both state and local road systems. The work list includes 464
highway projects, 194 bridge/
interchange projects and 1,603
miles of improvements.
This continues the steady
flow of work and the construction jobs created by that work
under the 10-year T-WORKS
transportation program passed
during the 2010 legislative session, said Transportation
Secretary Mike King.
