Recent dry weather may
foretell the coming Autumn,
though temps ranking cooler
BY DANE HICKS
THE ANDERSON COUNTY REVIEW
MANHATTAN Anderson County and
most of Eastern Kansas are probably looking at warm, dry fall weather season.
Maybe.
Mary Knapp with the Kansas Weather
Data Library said Friday most of the indicators called for a drier and warmer fall
for the region. But she said the fact that
weather in the Midwest is the product
of various atmospheric factors all over
the globe not just in our hemisphere
always makes long-range forecasting a
crap shoot.
It only takes one storm system, or
wiggle in the pattern, Knappe reiterated
from an article she recently wrote for the
librarys website, to have a pronounced
impact on Kansas weather.
So far Anderson County has stayed
pretty close to expected averages but has
bumped past what would be expected for
summer precipitation. Garnett Airport
Manager Pat Schettler said the weather
station at the airport recorded 6.76 inches
of rain in July compared to the countys
average of 4.40 for an average July. So far
through August the station recorded 1.73
inches, when the August average is 3.8.
Septembers average rainfall is pegged by
K-State weather researchers at around 4.1
inches.
Schettler said the local areas July temperature average high came in at 90.6
degrees with an average low of 70.4, setting average temp of 80 degrees for the
month. That made it a little warmer than
the countys 78.7 degree historical average. August to date had seen average
highs of 85.2 and average lows of 63.6 for
a 74.4 average, a little cooler than the 77.7
annual average. Knapp said various facSEE WEATHER ON PAGE 2A

GARNETT Retreating late summer daylight hours will bump up the starting
time for the Labor Day Liberty Festival
and fireworks display in Garnett on
September 5 at Lake Garnett Park, organizers announced last week.
Due to the fact its getting darker
quicker, we are planning to adjust our
schedule, said Garnett Community
Development Director Susan Wettstein.
The event replaces a cancelled July
4 event, and will include music, a
Celebration of Service commemorating service personnel and area veterans
included in the citys Patriotic Banner
Project, as well as a finale fireworks display.
Local deejay Everett Cox will start
spinning music at 5 p.m., followed by a
Celebration of Service ceremony at 6 p.m.
The Garnett Community Band presents a
concert at 7 p.m., with the fireworks display to begin a dark roughly 8:30 p.m. All
events take place at the soccer fields near

GARNETT Anderson
County Commissioners will
submit a budget for public
review at a hearing August
31 that uses almost $31,000
in new tax dollars to support
an extra $1 million in overall
authorized spending for 2021.
An increase of some
$765,000 in the countys valuation to an updated total of
$102.6 million will allow the
county, pending the budgets
approval, to make the spending increases while lowering
the countys mill levy slightly
the increase set to replace
capital improvement funds
used this year to construct
a new elevator in the courthouse. Commissioners propose replenishing those
funds to the tune of about
$318,000. They also budgeted
another $180,000 for 2021 to
pay a possible refund to the
East Kansas Agri Energy ethanol plant in Garnett should
the county lose an ongoing
tax appeal which has the
company paying its presently assessed property taxes
under protest.

THE ANDERSON COUNTY REVIEW 8-25-2020 / DANE HICKS
A dry August has put pressure on local crops, and climate scientists say Eastern
Kansas may be in for continued dry conditions through the Autumn months.

May sales showed continued impact of lockdown
TOPEKA Anderson County continued to struggle with retail sales
in May, even though stores in some
surrounding counties excelled in
sales while Governor Kellys lockdown orders continued to sporadically stall activity in various areas
of the state.
Based on sales tax distributed in
July to local taxing entities which
was paid in by retailers in June
and collected from May purchases,
Anderson County retailers saw a
10.4 percent decline from May 2020
to May 2019. In real dollars the figures reflected a drop from $111,000
to $99,000 for Anderson County, collected by the countys 1.5 percent
tax on all retail sales.
Sales taxes in rural areas with
limited retail base can be highly
swayed by issues that affect big tick-
et items like cars and furniture.
Linn County, for instance, saw a
40 percent increase in May sales to
a July total of some $63,000 on its 1
percent tax. Analysts still use those
collections however as part of the
study of local economies to determine the amount of general retail
activity. In 2019, Anderson County
retailers captured or pulled about
64 cents of every retail dollar its
residents spent, showing it lost on
average 36 percent of its own resident retail sales to other shopping
areas outside the county.
Allen County saw a 4.5 percent
decline to $220,000 for the month.
Other counties with more developed retail sectors saw increases

USDA projects aimed at Kansas, 15 other states
WASHINGTON, D.C. As Anderson
County economic development officials set about helping area businesses connect to federal financial
assistance after the Covid-19 lockdown, other federal programs are
being outlined for deployment in
the countrys rural areas to assist
with local facilities.
The Trump Administration
announced yesterday the United
States Department of Agriculture
(USDA) is investing $46 million to
improve critical community facilities to benefit 363,000 rural residents in 16 states, according to a
press release.
Rural America relies on safe,
modern community facilities
to ensure access to essential services such as education, health
care and public safety, USDA
Rural Development Deputy Under
Secretary Bette Brand said. Under
the leadership of President Trump
and Agriculture Secretary Perdue,
USDA continues to be a strong
partner with rural communities,
because we know that when rural
America thrives, all of America
thrives.
Brand announced projects today
in Colorado, Georgia, Kansas,
Kentucky, Maine, North Carolina,
Nevada, New York, Ohio, Oklahoma,
Pennsylvania, South Dakota, Texas,
Tennessee, Virginia and Wisconsin.
Background:
USDA is funding 44 projects
through the Community Facilities
Direct Loan and Grant Program.
The investments can be used to
build or upgrade schools, libraries,
clinics and public safety facilities.
For example:
In Bowling Green, Ky., the Lewis
Manor Assisted Living Community
will use a $5.5 million loan to build
16 additional assisted-living units,
bringing it to a 30-unit, 32-bed facility. The assisted-living facility has
reached full capacity, creating the
need to expand its services.
In Sheboygan County, Wis.,
Lakeland University will use a $29
million loan to construct two residence halls. The university is open
to the public, and the dormitories
are used for public camps and educational housing when school is not
in session. The new residence halls
will accommodate 394 beds consisting of double and single units.
Forty-eight units will be designed
to accommodate triple occupancy
when enrollment growth reaches
anticipated targets.
The Mt. San Rafael Hospital in
Trinidad, Colo., will use a $2 million
loan and a $50,000 grant to provide
additional financing to renovate the
facility and construct a 14-bed medical/surgical unit, a new Emergency
Department with 10 treatment spaces, a new central utilities plant, and
to purchase monitoring equipment
for the Emergency Department.
More than 100 types of projects are eligible for Community
Facilities funding. Eligible applicants include municipalities, public bodies, nonprofit organizations
and federally recognized Native
American tribes. Projects must be
in rural areas with a population of
20,000 or less.

OPINION
How Obama killed journalism
Barack Obamas address at the Democrat
National Zoom Festival last week was a stark
reminder to practitioners of our once noble
craft that it was he who sucked the life out of
modern journalism.
Yes, Obama clipped Anderson Cooper. He
buffooned Wolf Baghdad Blitzer. He blathered Dan Rather and fogged Brian Williams

Democrats have lived for nearly four years, he
still shares a seat at the royal table.
Were it any other organization, he would
spend his future in exile for the sin he committed against them.
Obama brought the wrath of Trump on the

nation as a whole and arguably other countries
in the destruction of journalism is a far higher
crime.
Not just through his administrations

of journalism as the vanguard of a new phenomena in the American press the untouchable topic.
REVIEW COMMENTARY
DANE HICKS, Publisher
From the minute his leather-soled Italian
shoes hit the concrete steps of the Old State
Capitol Building in Springfield, Illinois, in
2007 to announce his candidacy, his status as
untouchable was etched into political stone.
Any second-guessing of him by the press
couldnt be legitimate, because it was racist.
It was an automatic blank check to make stupid decisions as president that benefited the
Iranian Mullahs, the Russians in Crimea and
ISIS in Syria with never more than a twitch
from the mainstream media. He was the kryptonite to criticism.
Now American journalism spends more time
tip-toeing around every politically correct topic
and choosing coverage angles and narratives in
advance than it spends running spell check. An
entire host of taboo topics followed Obama into
the circled wagons of American press privilege.
This is why we see no condemnation of Black
Lives Matter for its Marxist roots, no judgment
of rioters in the destruction of American cities,
no notice that Democrats spent four nights
talking about how much they hate Donald
Trump, but outlined not a single policy or initiative which could be discussed, analyzed and
evaluated.
It is a delicate tight rope the modern national
journalist must negotiate. The fall on either
side risks cancellation by social media, the
exodus of customers, sponsors and advertisers,
and the end of careers should they tumble.
The result has been a crippled press and an
audience driven to the addictive comfort of an
accommodating if scurrilously deceptive social
media. Obamas damage cannot be undone.

only whether there is a sufficient basis for the

This low threshold has easily been met.
And to say otherwise is to argue that a fundamental constitutional requirement that
there be a case or controversy in all active
criminal matters should be turned upside
down due to some novel and overriding imperative that Flynn go to jail.
This argument crumbles beneath the
weight of centuries of precedent and firmly
established legal principles. Our adversarial
justice system requires that, in each case,
there actually be adversaries.
Like Vinny and his clients, Flynn celebrated when the prosecution stated that it was no

Until now, that always meant the case was

has been torpedoed by unprecedented subsequent events. And it drags on still.
This is not how the system works. The case
against Michael Flynn should be dismissed.

Perusing Pelosis post office nothing burger
At this rate, Postmaster General Louis
DeJoy will be lucky if he isnt arrested and
tried for treason before a peoples tribunal.
According to House Speaker Nancy Pelosi,
DeJoy is a complicit crony aiding Trumps
efforts to sabotage American democracy. She
believes the two have hatched a plot to delay
mail-in voting and disenfranchise countless
Americans prior to the election.
In tried-and-true fashion, President Trump
has stoked suspicions by saying that he opposes a $25 billion Postal Service bailout in the latest Democratic COVID-19 relief bill. According
to Trump, blocking this measure — and $3
billion in election aid to the states — will prevent universal mail-in voting. But the bailout
doesnt have anything to do with mail-in voting, and given the billions of pieces of mail
handled by the post office every week, it surely
can handle the increased volume from mail-in
voting.
It is true that Postmaster General DeJoy is
a major Trump donor. He made his fortune
in shipping and logistics, though, and he was
selected by the Postal Services board of governors.
Little did he know, when he took over the
agency in June, that hed soon have a starring role in the countrys latest psychodrama.
Every change at the Postal Service is now seen
through the prism of a belief that the agency is
a tool of creeping authoritarianism.
Letter collection boxes are being removed

process for years. Underutilized boxes are
decommissioned or moved to higher-traffic
areas. In 2009, the Washington Post reported
that 200,000 boxes had been shelved over the
past two decades. In 2016, the inspector general noted that another 12,000 collection boxes
had been cut over the previous five years.
Letter collection boxes all of a sudden have
big, red locks on them — well, yeah, as an offhours device to prevent the theft of mail, also
something the Postal Service has done for
years.
The Postal Service is deactivating mail-sorting machines — right, and there was a plan

The participants in former National
Security Advisor Michael Flynns criminal
case should watch the classic 1992 comedy My
Cousin Vinny. The ending is instructive. After
defense counsel Vinny (played by Joe Pesci)
successfully cross-examines the prosecutions
star witnesses, he states that the defense rests.
The camera then pans to the prosecutor who,
accepting defeat, announces [at 131:25] that
the state would like to dismiss all charges
against the defendants.
Vinny and his clients immediately
rejoice. And that was it: The prosecutor stated
he was no longer pursuing charges, and the
trial was instantaneously over.
The judge, for his part, said not a peep
about the dismissal. And no one in the courtroom hinted that the judge had a hand in
whether the case should continue after the

DeJoy is cutting back on overtime — indeed he
is, because artificially swollen overtime is an
enormous expense that he hopes to eliminate

it sound as though the post office was an efficient, smooth-running agency before DeJoy
took charge. In reality, the post office has lost
nearly $80 billion since 2007, and it lost more
than $2 billion last quarter. Unless the service
finds a way to innovate, it is headed for bankruptcy.
This is the impetus for DeJoys reforms,
which should be welcomed by all the people
now caterwauling about how essential the
post office is to the American way of life.
DeJoy has been adamant that the Postal
Service will do its job regarding mail-in ballots. The post offices recent warnings to states
that they should be mindful of how quickly
ballots can be delivered were intended to
avoid unrealistically late deadlines for mailin voting that could create a train wreck in
November.
But in their inflamed state, Democrats want
a villain. If not a foreign potentate, then the
guy in charge of delivering the mail.

To everyone who voted in the primary, I
want to sincerely thank you. I am humbled
by the results. When I graduated law school
in 2009, I wanted to be a public servant and
my career is and has been driven by that

An oil well which promises
to be one of the best in Garnett
was drilled yesterday on land
belonging to W.L. Reneznberger
of Greeley, about two miles east
of Poss farm and east of the south
fork of the Potawatomie. Oil sand
was reached at 410 feet and was
penetrated to 430 feet without
drilling through. It was arranged
to shoot the well today. This opens
a nice tract of land which has not
been drilled over and seems likely
to insure some profitable production.

Help kids kick cancer by giving blood with the Red Cross
During Childhood Cancer
Awareness
Month
this
September, the American
Red Cross encourages eligible
donors to give blood to support
kids, teens and young adults
battling cancer, as well as others in need of transfusions.
Locally this can be done in
Colony on September 9th from
12 p.m. – 6 p.m. at the Colony
City Hall located at 339 Cherry
St.
The
National
Cancer
Institute estimates that more
than 15,000 children and adolescents in the U.S. are diagnosed with cancer each year.
Childhood cancer patients may
need blood products on a regular basis during chemotherapy, surgery or treatment for
complications.
Cancer and cancer treatments can put patients at risk
for low red blood cell and platelet counts. Some types of chemotherapy can damage bone
marrow, lowering the production of red blood cells and platelets. Cancers such as leukemia
and lymphoma attack the bone
marrow as well. Blood transfusions can enable patients
to receive critical treatments
needed to fight and survive
cancer.
Blood donations are needed
to ensure blood products are
available for pediatric cancer
patients and others throughout
this pandemic. As a thank-you,
those who come to give Sept.
4-8 will receive a pair of Red
Cross branded socks, while
supplies last!
Make an appointment to
donate by downloading the
free Red Cross Blood Donor
App, visiting RedCrossBlood.
org, calling 1-800-RED CROSS
(1-800-733-2767) or enabling the
Blood Donor Skill on any Alexa
Echo device. Blood drives
are also essential in helping
ensure blood is available for
patients this winter. To learn
more and sign up to host a
blood drive this fall and winter, visit RedCrossBlood.org/
HostADrive.
Sport Clips and Red Cross
partnership highlights
childhood cancer awareness
Donors can do good and look
good this September when
they donate blood or platelets
with the Red Cross and get
a free haircut coupon from
Sport Clips Haircuts a proud
supporter of childhood cancer
research during the annual
Saving Lives Never Looked So
Good campaign.
Those who come to give
blood or platelets Sept. 1-30
will receive a coupon for a
free haircut via email several
days after their donation. The
coupon is valid through Nov.
30, 2020, at participating Sport
Clips locations. Donors must
have a valid email address on
record to receive the coupon.
Donors are urged to make
an appointment to donate
using the free American Red
Cross Blood Donor App, by
visiting RedCrossBlood.org/
sport-clips, by calling 1-800RED CROSS (1-800-733-2767)
or by enabling the Blood
Donor Skill on any Alexa
Echo device. The Red Cross
and Sport Clips encourage
donors to use the hashtag
#SavingLivesLooksGood to
share their new looks and
invite others to give.
Important COVID-19 information for donors
The Red Cross is testing
blood, platelet and plasma
donations for COVID-19 antibodies. The test may indicate
if the donors immune system
has produced antibodies to
this coronavirus, regardless
of whether they developed
symptoms. Donors can expect
to receive the results of their
antibody test within 7 to 10
days through the Red Cross
Blood Donor App or the donor
portal at RedCrossBlood.org.
The Red Cross is not testing donors to diagnose illness,
referred to as a diagnostic test.
To protect the health and safety
of Red Cross staff and donors,
it is important that individuals
who do not feel well or believe
they may be ill with COVID-19
postpone donation.
Each Red Cross blood drive
and donation center follows
the highest standards of safety
and infection control, and additional precautions including
temperature checks, social distancing and face coverings for
donors and staff have been
implemented to help protect
the health of all those in attendance. Donors are asked to
schedule an appointment prior
to arriving at the drive and
are required to wear a face
covering or mask while at
the drive, in alignment with
Centers for Disease Control
and Prevention public guidance.
Separate. When preparing
and serving meals, keep raw
foods away from cooked and
ready-to-eat foods.
She added that good hygiene
always a food safety tenet
has come into greater light
during the coronavirus pandemic, especially the importance of washing your hands.
Handwashing is your primary defense against spreading
disease, Blakeslee said, not
only for food safety, but overall health. Always wash your
hands before, during and after
handling any food.
She notes information from
Oregon State University that
introduces the idea of high
speed hand washing. The concept is intended to encourage
school children or other large
groups of people to take time to
wash their hands.
Standing in line, the first
person wets their hands and
squirts them with soap. Then,
they move to the back of the
line to scrub hands while the
others take their turn getting
soap and water on their own
hands.
By the time the first person
reaches the front of the line
again, theyre ready to rinse off
the soap and dry their hands.
We know that time is precious for everyone, especially
in schools, she said. High
speed hand washing can save
time, keep the kids moving
and most importantly get their
hands washed. It also saves
water, energy and ultimately
helps prevent the spread of disease.
Blakeslee said all food safety steps contribute to keeping
meals safe.
Do your part, she said.
Not only for yourself, but for
the health of your family and
friends to prevent foodborne
illness.

September is Food Safety Education month
It is certainly a good thing,
Karen Blakeslee says, that
September is widely known as
Food Safety Education month.
But, says the longtime
Kansas State University food
safety specialist, knowing a little something about protecting
yourself from foodborne illness
is important all the time.
We eat food every day,
said Blakeslee, who also is
the coordinator of the universitys Rapid Response Center
for Food Science. So, keeping
food safe is a daily event, too.
Using basic, safe food handling
practices can eliminate many
opportunities for foodborne illness.
In September and every
month, Blakeslee preaches
the virtues of food safetys
four core principles:
Clean. Wash hands and
keep cooking surfaces clean.
Cook. Use a food thermometer to ensure foods are cooked
to a safe internal temperature,
and to keep hot foods hot.
Chill. Put leftovers in the
refrigerator promptly and keep
cold foods cold.

When should you fish for more customers?
You cant catch fish in a dry
pond and you cant attract customers when they wont buy. If your
business itself is seasonal or your
products are bigger sellers during
certain times of the year, the idea of
seasonality is a concept youve got
to embrace to sell the most stuff.
It might seem like basic logic
to most of us, but Ive had business owners try to convince me in
the past that they didnt need to
promote when sales were already
good, because, hey Im already
busy enough. The time to try to sell
more, they argued, was in months
when sales had trickled off, because
those are the times when you need
to pump up sales.
The truth, of course, is exactly
the opposite, and the proof is in the
actions of your customers.
Do this exercise: Take a piece
of graph paper and chart your
sales in all 12 months of last year.
Obviously some months are better
than others, and the seasonality of
your business or your products will
be revealed by clusters of months
that are higher, say, spring/summer if youre a lawn care business,
January-April if you prepare taxes,
etc.
These are your pulse periods,
and if youve been in business
any amount of time you probably
already have a feel for these pulses times when for some reason
youre busier or customers are
more active.
So when the fish are hungry,
thats when you need to be fish-

your promotional dollars inefficient your return on investment
will be naturally lower than if you

So the key for seasonal businesses or products is proper planning

Thats because like fishing
when the fish are biting the more

theyre hungry the more fish youll
catch. Apportioning your budget
more generously during the times
customers are more likely to buy

AAA: College-bound students dont forget REAL ESTATE
property protection and a car care plan
1×3
As COVID-19 brings new
challenges for college students
and their parents, car care
and property insurance may
get lost in the back-to-school
shuffle. AAA Kansas reminds
students living away at college
and their parents to not overlook these important steps to
make sure vehicles and other
belongings have adequate protection.
College students living
away from home should know
they may have limited coverage under their parents
insurance policies, said Gary
Tomes, Regional Insurance
Manager for AAA Kansas.
Before leaving for college,
students should check to see
what risks and liabilities are
covered.
Homeowners and renters
insurance tips for students:
If you live in a dorm, some
personal possessions may be
covered under your parents
homeowners or renters insurance policies. Expensive items
such as computers and other
electronics may be subject to
coverage limits under a standard homeowners policy, and
some states require a special
student endorsement.
If you live off-campus,
purchase renters insurance.
Renters insurance is necessary to protect you and your
belongings, and can protect
you from liability in the event
that someone is accidentally
injured on the property.
Leave valuables at home.
While some valuable items,
such as laptops, may be needed on campus, items such as
expensive jewelry may be best
left at home.
Create a dorm inventory.
Create a detailed inventory of
all items youll be taking with
you, including photos and
receipts. In the event that you
need to file a claim, an up-todate inventory will help make
the process easier.
Safeguard your items from
theft. Always lock your dorm
room door and never leave
belongings unattended on campus. According to the Insurance
Information Institute, the
library, dining hall and other
public places are the primary areas where property theft
occurs on campus.
According to Consumer
Reports, dorm rooms can be
a hot spot for thieves. Two
roommates could have $6,000
or more worth of electronics
alone laptops, tablets, smartphones and gaming systems
as well as other items of value
in their small living space.
According
to
U.S.
Department of Education data
of crimes reported on college
campuses, theft of personal
property is the most common
crime, followed by motor vehicle theft.
Auto insurance tips for
students:
Coverage may depend on
whether you leave home or
stay in the area. If you bring
a car to campus and remain
on your parents policy, coverage likely still applies.
If you attend an out-of-state
school, make sure your insurance coverage follows you. It
gets a little tricky if the student takes classes year round
and does not plan to return
home during the summers.
Technically, they have relocated to their college location. It
gets even more complex if they
have on campus or off campus
housing.
Check with your insurance
agent. To see what discounts
you may qualify for and to
ensure you have adequate coverage while away at school,
contact your insurance agent.
Lessons on Car
Maintenance for College
Students:
In addition to reviewing
insurance coverage, students
heading to college should also
address the important subject
of vehicle maintenance and
repair.
Frequently, a teenagers
vehicle is maintained by parents while living at home, and
lessons on proper car care are
only briefly discussed and
seldom used, said Shawn
Steward, AAA Kansas spokesman. Before hitting the road,
it is vital that your college
student fully understands how
to independently take care of
their vehicle.
Before sending a son or
daughter off to college with a
car, AAA Kansas encourages
parents to sit down with their
students and discuss plans for
proper vehicle maintenance,
as well as how to deal with
unexpected problems when
parental rescue is more than
just a few minutes away.
Take COVID-19 Precautions
Inside the Car
With interaction comes
the need to regularly clean
the inside of the car to protect from COVID-19. For a list
of cleaning products that will
destroy the COVID-19 virus,
visit https://www.epa.gov/
pesticide-registration/listn-disinfectants-use-againstsars-cov-2. Choose carefully
because some cleaning products may damage or discolor
your upholstery or dash.
Follow the CDCs recommendations for preventive
measures if passengers are
allowed in the car:
Travel with your own facemasks, disinfectant wipes and
hand sanitizer.
Wash hands or use hand
sanitizer often.
Avoid touching your eyes,
nose and mouth.
Clean and disinfect frequently touched objects and
surfaces using a regular
household cleaning spray or
wipe.
Avoid close contact with
people who are sick.
Stay home when you are
sick.
Cover your cough or sneeze

Plant a diversity of trees to improve resilience K-State researchers study
Kansas Forest Service officials caution Kansans against
planting a single or limited
variety of tree and shrub species this fall.
Kim Bomberger, a community forester, said landowners
and homeowners should plant
a variety of trees in the landscape to reduce the vulnerability of tree canopies to pests,
disease and climatic stressors.
Fall is often a time when landowners plant trees and shrubs
in rural and community landscapes, she said.
Fall is a great time to plant
and by branching out to choose
trees not already present in
our yards, neighborhoods,
woodlands or agroforests, we
are building defenses against
future catastrophic loss,
Bomberger said.
One insect in particular,
Emerald ash borer, is having
a devasting impact on community and rural forests in northeast Kansas.
The wood-boring insect
attacks and kills all species
of North American ash. The
devasting effect of the insect
is especially apparent in communities and rural landscapes
where the tree canopy contains
a large percentage of ash trees
sometimes up to 25% of the tree
canopy – which were planted in
high densities for shade trees.
First
discovered
in
Wyandotte County in 2012
by the Kansas Department of
Agriculture, EAB is now confirmed in 10 counties including
Atchison,
Doniphan
Douglas, Jackson, Jefferson,
Johnson, Leavenworth, Miami,
Shawnee, and is suspected to
be present in several others.
EAB is not the only insect
of concern for KFS foresters,
Bomberger said.
We must learn the lessons
of monoculture and low-diversity planting, she said.
Communities and rural landscapes with large populations
of maple, for example, could
be devasted if the Asian longhorned beetle is transported to
Kansas.
The Asian longhorned beetle has been found in four eastern states: New York, South
Carolina, Massachusetts and
Ohio. Much like EAB, ALB is
a wood boring insect that will
eventually kill the host tree.
Trees at risk from ALB include
many species found in Kansas.
The USDA Animal and Plant
Health Inspection Service predicts that ALB could be more
damaging than Dutch elm disease, chestnut blight and gypsy
moths combined with the
potential to destroy millions of
acres of hardwood forests.
Trees threatened by EAB
and ALB can be treated to ward
off the invasive pests, but treatment can be costly and is not
guaranteed to save the tree.
Without preventative treatment, preferred host trees are
likely to be killed by an infestation.
Given the cost of treatment
and high mortality rate of trees
targeted by the invasive pests,
planting a diversity of tree species is one of the best options
for landowners to reduce the
vulnerability of their forests
and windbreaks.
While working in garden
centers early in my career, people would ask for trees they
The right grass seed is key to a healthy lawn
All grass seed is not created
equal.
So says Kansas State
University horticulture expert
Ward Upham, noting that its
nearly time to think about
putting down seed to establish
new turfgrass or boost spots
that have gone bare in existing
lawns.
Choosing quality seed is
one of the most important
steps in successfully planting
or overseeding your lawn,
Upham said. If you dont
know what to look for, you may
be introduced to unwanted
intruders in that new stand.
Of particular concern, he
said, is seed contaminated
with orchardgrass or rough
bluegrass (known by its Latin
name, Poa trivialis, or Por
triv for short). Those are
both perennial grassy weeds
that cannot be selectively controlled once they are in the
lawn, Upham said.
Orchardgrass is a problem
because it is faster growing and
lighter green than our traditional turfgrasses in Kansas,
he said. It is a bunch grass so
it doesnt spread, but infested
areas are still unsightly due to
small tufts of this species that
pockmark the lawn.
Rough bluegrass is fine-textured and forms circular
patches in the lawn. Upham
said it blends in fairly well
with most Kansas lawns until
summertime heat causes it to
turn brown rapidly.
If the rough bluegrass
would just die in the heat, he
said, it would only be a temporary problem. Unfortunately,
it usually just goes dormant,
turning green again with cooler temperatures and rain.
Upham said avoiding those
two nemeses begins with
knowing how to decipher the
label on seed packages. He
suggests avoiding labels that
read either Other Crop Seed
or Other Crop.
That label refers to any
species that is intentionally grown for some purpose,
Upham said. That includes
turfgrasses (not including the
one you likely want) and pasture grasses. Orchardgrass
and rough bluegrass both are
listed as Other Crop seed.
By law, seed labels are
required to show the percentage of Other Crop Seed in a
bag, but unless it contains 5%
or more of the unwanted species, the label does not have to
list those by name.
So, then, how much Other
Crop is too much?
Thats a difficult question
to answer, but the tolerance
is very low, Upham said. It
depends on what the other crop
is and the buyers expectations
for quality.
In practice, Other Crop
may refer to something relatively harmless, like a small
amount of perennial ryegrass
in a bag of tall fescue, or it
might refer to something bad
like orchardgrass or rough
bluegrass. The homeowner really has no easy way of
knowing what the other crop
is.
If your expectations for
quality are high, Upham advises buying seed that contains
as close to zero Other Crop
as possible. Good quality seed
will often have .01% or less, he
said.
Another line on the seed
label is Weed Seed, Upham
said. That should also be listed as .01% or less.
Upham and his colleagues
in K-States Department of
Horticulture and Natural
Resources produce a weekly
Horticulture Newsletter with
tips for maintaining gardens
and home landscapes. The
knew the names of, or they
had seen in their neighbors
yard. When it comes to trees, it
is good to be different. Go out
of your way to select a type of
tree not already found on your
landscape or neighborhood,
Bomberger said.
While insects and disease
can devastate a population of
trees comprised of one or a few
species, severe storm events,
drought and other weather
extremes also threaten canopy
coverage throughout the state.
Despite times of abundant rainfall, the lingering effects of past
drought and climatic stressors are apparent to foresters.
Several large trees have died
in the last several years, leaving large voids in community
canopies, windbreaks, along
streams and rivers and other
rural areas.
Bomberger notes when trees
are lost, the services they provide to people, communities,
homesteads and even production agriculture is lost. The
best time to plant a diverse
array of trees is this fall, she
said.
BUDGET…
FROM PAGE 1
County auditor Rodney
Burns told commissioners
Anderson County was fortunate to see a valuation
increase this year, noting
Allen County saw a drop of
some $2 million for the coming budget year.
County property owners
pay their overall tax bill
based on a multiplier, or
mill levy, which is applied
to their propertys assessed
valuation. That tax bill
includes the county mill levy
as well as school district, fire
district, city, township and
other special levies depending on where your property
is located.
The countys levy will
generate some $8.8 million
of the planned total of just
over $14 million. The remainder comes from a countywide
one percent sales tax, vehicle
taxes, transferred unspent
funds from the previous year,
housing of non-resident prisoners along with grants and
some user fees and interest.

wheat for grazing, grain
Kansas State University
researchers have released
findings of a study to identify
the best-performing varieties
when producers are growing
wheat for grain and grazing,
known as a dual-purpose system.
K-State Research and
Extension wheat specialist Romulo Lollato said he
and his colleagues tested 28
wheat varieties at the South
Central Experiment Field near
Hutchinson simulating grazing the crop in the winter and
early spring and harvesting
grain in the summer to determine how the performance of
different wheat varieties compared when managed under
the dual-purpose system versus a grain-only system.
Their results are now available in a publication available
from the K-State Research and
Extension bookstore.
The three most important
things that we need to keep in
mind when selecting a wheat
variety for a dual purpose system are fall forage production,
the date of the first hollow stem
and how varieties respond to
grazing stress, Lollato said.
The yield potential of fall
forage is important because it
affects the potential beef production from cattle grazing
wheat in the fall, winter and
spring. Lollato said approximately 100 pounds of beef can
be produced for every 1,000
pounds of dry matter, wheat
forage production in an acre.
The date of the first hollow stem will determine when
producers should stop grazing
cattle. Grazing past the first
hollow stem can decrease the
following springs wheat yield
by as much as 1% to 5% per
day, Lollato said.
How well wheat varieties
respond to stress often shows
up in its grain yield following
grazing, as compared to the
ungrazed counterparts.

The recovery of wheat
varieties from grazing is very
specific to the variety, Lollato
said.
He said that one trend
researchers found in their
study is that wheat yields in
a grain-only system might not
necessarily indicate how a
variety would stack up in a
dual-purpose system.
What we saw this year is
typically what we see year in
and year out, Lollato said.
Sometimes in the dual purpose situation, we have different varieties showing up
toward the top (of the wheat
yield rankings). The potential
to bounce back from grazing
is showing up whenever we
look at the ranking of those
varieties in the dual purpose
situation.
For example, Lollato said
a few varieties were among
the top yielding group in both
grazed and ungrazed scenarios, including Rock Star (a
Polansky variety) and two
Westbred varieties, WB4269
and WB4699.
When evaluating the
grazed plus grain group only,
other varieties, including
a few from Oklahoma State
University, also appeared
in the top yielding group,
showing that those varieties
might be better suited for the
dual-purpose system, he said.
The researchers tested several varieties grown in Kansas
and the surrounding region,
including varieties from
Oklahoma. The new publication outlines those varieties
that are expected to be the best
candidates for a dual-purpose
system, based on being exposed
to grazing stress during the
early stages of development.
Lollato also has posted the
publication and other updates
regarding Kansas wheat production on Twitter; search for
@KSUWheat.
