Restaurant passed inspection, but still targeted by KDHE press release
Coordination lacking
between agencies pressing
food, health regulations

GARNETT A popular local restaurant is struggling with a Facebookdriven public relations issue after
state health officials circulated a press
release about a possible contaminant
there, two days after the eatery passed
a related health inspection.
TradeWinds Bar and Grill owner
Angi Smith said a lingering health
problem prompted her to see a doctor a few weeks ago, who diagnosed
her with campylobacteriosis, which
required reporting to state health
officials. The restaurant announced
it would close temporarily until she
was healthy again due to short staffing. Campylobacteriosis is a common bacterial infection with usually
mild symptoms of diarrhea, bloody
diarrhea, abdominal pain, nausea or
vomiting, but which can be fatal to
children or to those with suppressed
immune systems.
The business was never ordered to
shut down by the state, according to
inspection documents.
A week later after announcing
it would reopen with limited hours
TradeWinds was inspected by the
Kansas Department of Agriculture,
which handles restaurant inspections
in the state, and passed the inspection
with the only condition being that
they dump a pan of taco meat that was
left in a cooler during the days the
business was closed. Smith said she
was at first told by the inspector to
leave the premises, but was later told
she could be at the restaurant but just
couldnt touch anything.
If I couldnt work or help there
wasnt much point in me being there,
Smith said. So I just stayed home.
She said as of this week while taking
antibiotics shes still remaining off
site from the business, which has limited its hours due to her absence.
But Kansas Department of Health
and Environment officials still circulated a press release on Thursday
to newspapers and television stations
in the state after the Tuesday inspection, urging anyone whod eaten at
TradeWinds between July 14 and
August 9 and had become sick to complete questions in an online survey.
The press release was widely circulated and reposted on Facebook.
KDHE Communicatons Director
Matt Lara, who issued the press
release Thursday, said the agency
issues a public warning in any case where
two or more individuals report being
sick after eating at a
restaurant. Lara did
not respond by press
time to an email from
the Review that asked
how many people
had so far reported
being sick. Though
his agency issued
the press release, he
appeared to have no
information about the
successful inspection,
and directed the Review to KDOA
for that information.
Smith said regional television stations and other media broadcast the
information from the press release,
but never contacted her to learn of the
inspection the business had previously passed.
We only closed those days because
I just couldnt be here, Smith told the
Review. It wasnt because the health

year of static between city commissioners and the Garnett Recreation
Department and a tense city
commission meeting earlier this
month, department director Phil
Bures tendered his resignation last
week.
Bures resignation followed a
terse exchange with Mayor Jason
Sheahan as well as a confrontation
between members of his board and
Sheahan about policy proposals
hed pitched for public response on
his personal Facebook page. Both
board members
and Bures said
the posts had confused the public
into a number
of
inaccurate
assumptions,
such as the city
forming a parks
and rec commisBures

local school district, that a tax increase was in the
offing for the city parks system, and
other issues that appeared to shortcut the board and the directors

discussions and talks about reallocation of some city spending with

History between Sheahan and
Bures goes back more than a year,

the topic and never proposed it to
commissioners, acknowledging his

Crest to pursue first facilities bond issue in
almost 20 years with $5.95 million proposal

School Board earlier this month
voted unanimously to take a road it
hasnt taken in nearly 20 years to
pursue a construction bond issue to
add and upgrade school facilities at
the districts elementary and high
school campus in Colony.
Board members on August 14
approved a motion to file an application with the State Board of
Education for a $5.95 million bond
election to be on the ballot this
coming November 2023. The last
bond issue the district attempted
was in 2004 a $1.75 million project
that would have directed funds to
more classroom space and similar
facility improvements as the new
proposal.
That issue failed by a meager
five votes 367-362 in 2004, and
took place the fall following the
contentious closing of the Kincaid
school and gym facility and combination of those elementary grade
levels with the existing Crest facilities.

GARNETT An Anderson
County judge reduced the
bond last week on a Missouri
man who was extradited from
Missouri in April on felony
charges of molestation of a 13
year-old girl.
Magistrate Judge Kara
Reynolds approved the reduction in bond requested by
Eric Howells attorney from
the original $50,000 to $10,000
according to a bond order filed
in the case. Anderson County
Attorney Elizabeth Oliver
objected to the reduction on
the basis of the severity of
the charge and potential sim-
ilar charges that may be filed
against Howell in Missouri.
Jaspar County, Mo., authorities arrested Howell on a
Garnett Police Department
warrant in April. Hes charged
with aggravated indecent
liberties with a child and a
count each of aggravated indecent solicitation and electronic solicitation. All are felony
charges with penalty ranges up
to life imprisonment and minimum terms of not less than 25
years.
As of Monday Howell was
still being held in the Anderson
County Jail. A status conference was scheduled in the case
for September 19.

Chairman Les McGhee called
the meeting of the Anderson
County Commission to order at
9:00 AM on August 7, 2023 at the
Anderson County Commission Room.
Attendance: Leslie McGhee, Present:
David Pracht, Present: Anthony
Mersman, Present. The pledge of
allegiance was recited. Minutes from
the previous meeting were approved
as presented.
Road & Bridge
Lester Welsh, Road & Bridge
Supervisor met with the commission.
The department will be completing
patchwork on the road to the Cedar
Valley Reservoir and begin in the City
of Kincaid then Welda.
A&H Heating & Cooling
Richard Lira, A&H, met with the
commission. He wanted to follow up
from his previous visit regarding setting up a service agreement for the
heat and ac units for the community
building, courthouse, annex, road &
bridge building. Richard will be reaching out later to take a tour of the
buildings to complete an assessment
at no charge.
SEKA
Ashley Adamson and Tavia
Wittman, SEKA, met with the commission. Discussion was held on the
SEKA program using the community building full time for their afterschool program and summer program. Ashley gave a description on
the program and how it benefits the
community. The Commissioners stated that the daily usage increases the
utility costs as well as extra time from
the custodian. SEKA offered to pay
$400 per month to use the building.
The Commissioners agreed to $400
per month for SEKA to use the buildings. They will have to find alternative
locations when the building is being
rented by other citizens or events.
Community Building Solutions
Tyler Garst, Community Building
Solutions, met with the commission.
He wanted to follow up from his previous visit regarding coordinating possible updates or replacement to the
boiler or other options for heat and
air in the courthouse. Tyler will be
reaching out later to take a tour of the
courthouse and submit a report to the
Commissioners at no charge.
Emergency Management

Management Director, met with the
commission. Discussion was held on

Commissioners proposed an increase
of 50% into his range which would be
$24.30 per hour. Mark Locke agreed
to the increase. Commissioner Pracht

salary to $24.30/hour beginning
August 12th to actively reflect his job
responsibilities. All voted yes.
County Handbook
Julie Wettstein, County Clerk,
presented the updated county handbook that had been revised by the
handbook committee. Commissioner
Pracht moved and Commissioner
Mersman seconded to approve the
revised copy of the Anderson County
handbook to take effect immediately.
All voted yes. Policy and Procedure
regarding requests for public records
pursuant to KORA which include a
new fee schedule was presented.

Bond Election Resolution 20232024-15 a resolution authorizing
and providing for the calling of a bond
election in Unified School District
No. 479, Anderson County, Kansas
(Crest) for the purpose of submitting
to the qualified electors of the district
the question of issuing general obligation bonds of the district; authorizing application to the state board of
education for the authority to call the
Bond election and for capital improvement state aid; and providing for the
giving of notice of the bond election.
It was moved by Mr. Nathan Beckmon
and seconded by Mr. Kevin Nilges to
adopt the Resolution. The resolution
was read and considered, and upon
being put, the motion for the adoption
of the Resolution was passed by a roll
call vote of the Board as follows:

Needs
Assessment Mr. Walter presented the Needs Assessment including
State Assessment (KAP) scores for
evaluation and use in the Budget process as required by House Bill 2567.
Transportation Mr. Walter updated the board on the need to replace
the Blue Van for student and staff
transportation. It was moved by Mr.
Nathan Beckmon and seconded by
Mr. Kevin Nilges to approve lowest
bid, not to exceed $23,000.00 for
a 2019 Chevrolet Traverse with an
extended warranty. Vote: 7-0
Building Improvements Mr.
Walter discussed scheduling for bond
election community meetings. He also
updated the board on the improvements that are being completed for
the school facilities including replacing
non-functioning south heat/air unit,
repairing soffits around gym, and gym
floor replacement estimates.
Personnel Executive Session It
was moved by Mr. Travis Church
and seconded by Mr. Kevin Nilges to
enter into executive session for the
purpose of discussing district staffing. The reason for the session was
the non-elected personnel exemption
under KOMA. The meeting was to
resume in the board room at 8:50 p.m.
Mr. Walter, and Mr. Hermreck were
invited to attend. Vote: 7-0
The open meeting reconvened in
the board room at 8:50 p.m. It was
moved by Mr. Nathan Beckmon and
seconded by Mrs. Laura Schmidt to

Nancy was united in marriage
to Virgil Keith Miller February
21, 1976. He preceded her in
death on August 8, 2002. In
1982, Nancy began a business
venture known as The Tax
Specialist. The business is
still in existence, now being
run by her daughter Kristen
Krull. Nancy was much more
than an accountant. She held
several securities licenses and
was just a good sounding board
for people when they were
making financial decisions.
She and husband Virgil were
the epitome of rodeo parents,
making sure the kids had all
they needed to rodeo all over
the United States. She loved
KU Basketball and attended
The Barn Church before her
health would not allow it. She
was also preceded in death
by her parents. Nancy is survived by a son, Jeffrey Keith
Miller(Jenni), two daughters,
Kristen Lee Krull(Chad), and
Danielle Kay Snyder(Brett),
two brothers, Steve and Eric
Bain, a sister, Laurie Hamilton,
and six grandchildren, Reed,
Reagan, Raylen, Ryder, Paxton,
and Brekyn.
A private family graveside will be held at the Sunny
Slope Cemetery. A gathering with fellowship was held
August 18, 2023 at the Linn
County 4-H Building. Memorial

more than any other
when I am traveling
is, Road Construction
Ahead. This is caused
by my inability to feel
comfortable in strange
surroundings. When I
get in the construction
zone then I start to see
all kinds of other signs,
Do not Enter, Bump, No
Left Turn, One Way and
so on. Finally then I
see it the, End Construction
sign.
Now we can get in all kinds
of trouble by ignoring signs.
Because they were allowed free
choice Adam and Eve chose to
ignore the Do not Eat from the
Tree of the Knowledge of Good
and Evil Sign. The result was
a head on collision with Satan
which left you and I severely
injured, lets say broken. The
reason I say broken is because
you can continue to use many
things, even when they are
broken. We can become so
comfortable in this we dont
even realize after awhile what
we are using is broken. I will
just put my life out there as
an example. I went about my
life for many years in a broken
state a carryover from the accident in the Garden of Eden.
My life was like a construction zone. No flat smooth road,
only warning signs popping up
once in awhile until I came to a
sign that said, Warning do not
go beyond this sign or personal
injury or death may result.
We can get to that point in our
life if we choose as Israel did
in Judges 21:25 Everyone did
what is right in his own eyes.
People hear a gospel message
every week and yet fail to heed

saying you receive Jesus and
not having a change of heart
puts you in line to meet Satan
head on . The same can be said
for making no decision at all.

After viewing the video of the August 8th city
commission meeting, I am appalled at the behavior of our mayor. It appears he is not only a
bully but an unethical one as well. His arrogant
disdain for those speaking to the commission
was obvious. I say its time to vote in a candidate
who will listen thoughtfully to others, thank
them for their input and work with others, not
against them.

Bidenomics: 1 in 3 U.S. households cant pay their bills
The success of Joe Bidens 2024 reelection
campaign could depend on whether he can
effectively convince voters that his economic agenda has improved the lives of working-class and middle-income Americans.
Unfortunately for the president, the best
available data suggests that hasnt been the
case.
Despite having committed trillions in new
government spending programs, and running
massive deficits in the process, government
surveys reveal millions of working Americans
believe they are worse off than they were in
January 2021, when Biden first entered the
White House.
The U.S. Census Bureau regularly conducts Household Pulse Surveys (HPS). Among
other things, the Household Pulse Surveys
ask respondents about spending and debt,
loss of employment, anxiety, and the effects of
natural disasters.
One of the most important questions
included in the HPS asks Americans about
their difficulty paying for usual household
expenses. In a truly healthy, growing economy, fewer, not more, working Americans
should say that they are having less trouble
paying their usual bills. But the exact opposite has occurred.
In January 2021, the first month of Bidens
presidency, an estimated 80.53 million
Americans found it somewhat or very
difficult to pay their household expenses.
According to the most recent HPS survey,

conducted in July 2023, that number soared
to 86.92 million, an increase of more than 6
million.
That means in Bidens America, more than
1 in 3 households are struggling to pay their
bills.
The income brackets most affected are
those earning $50,000 to $150,000, many of
whom would be considered part of Americas
middle class. For example, the number of
households earning $50,000 to $75,000 that
are having trouble paying their usual household expenses increased from 10.01 million in
January 2021 to 13.34 million in July 2023.
The HPS survey data further suggests that
Americans having trouble covering their
costs are turning to credit cards, personal
loans, and other forms of debt for relief. In
July 2023, 85.46 million Americans relied on
credit cards or loans to meet spending
needs in the last 7 days. In July 2022, the
number was just 74.89 million.
A growing dependence on credit cards is
particularly troubling considering that the
credit card delinquency rate which measures the proportion of credit customers
who have fallen behind on their bills has
increased in each of the past seven quarters
and is now higher than it was before the pandemic started. Auto loan delinquencies in the
second quarter of 2023 also topped pre-pandemic levels.
The HPS surveys arent the only data
suggesting working Americans are suffering under Bidens economic agenda. A
LendingClub report published earlier in 2023
suggests 61 percent of Americans say they
are living paycheck to paycheck. In cities, the
number is even higher, coming in at 69 percent.
Even more stunning, 57 percent of
Americans say they cant afford to cover an
emergency expense of $1,000 or more much
less than the cost of many families health
insurance deductibles.
Many left-wing pundits act as though the
current state of the economy is nothing short
of a modern golden age of economic prosperity. The evidence to the contrary is overwhelming.

New York mayor: Sancutary cities not so cool anymore
The public intellectual Irving Kristol
famously said that the definition of a neoconservative is a liberal who has been mugged
by reality.
By the same token, the definition of a
convert to immigration restrictionism is a
big-city mayor dealing with a surge of illegal
immigration in his city.
In his desperate pleas for federal help to
deal with about 100,000 migrants who have
come to New York City since the spring of
2022, Mayor Eric Adams is vindicating the
hawkish position on immigration with almost
every utterance.
All that it has taken to explode the lazy
cliches that have defined the progressive position on the issue is a heavy flow of illegal
immigration.
If immigration is an unalloyed good, this
influx should be a boon to New York City and
its future. Why stop at 100,000 if the city could
have 200,000, or 300,000? If immigration has no
cost, why is New York spending $5 billion this
year absorbing this flow?
According to Adams, New York City is
being destroyed by the migrant crisis.
There you have it — immigration, in and of
itself, has the power to bring a great city to its
knees.
Long gone are the days when Adams
pledged during his campaign to lift up immigrants as high as Lady Liberty lifts her torch
in our harbor, as a beacon of hope for all who
come to our shores. Now, he sounds a lot
like Donald Trump, or a late Roman emperor
getting undone by an influx of Vandals and
Goths.
New York has been actively discouraging
NATIONAL COMMENTARY

immigrants, or, to use the progressive line,
slamming the door on new migrants. Flyers
distributed by the city at the border say,
Housing in NYC is very expensive, and
no one can say that isnt truth in advertising. Please consider, the message pleads,
another city as you make your decision
about where to settle in the U.S.
In other words, why not try Philadelphia?
What Adams is learning is that the key
questions when it comes to immigration are:
how many, from where, with what skills, and
what will they do once here.
The fact is — as border areas already realized — low-skilled migrants with few connections in the community showing up en masse
constitutes an intolerable fiscal and social
burden.
It is true that there are unique circumstances at play for Adams. Asylum seekers
cant work until their applications have been
considered for six months; New York City has
a right-to-shelter law that has added to the
expense.
If asylum seekers, many of whom are making bogus claims, were instantly handed work
permits, though, itd be another incentive for
illegal immigration. And even places without
New Yorks shelter laws are strained by the
arrival of the Biden-era illegal immigrants
and have been declaring states of emergency.
The wave of migrants over the last couple of years aside, immigrants to the U.S.
are heavily reliant on public resources since
they tend to be poor and have low levels
of education. An analysis of Census Bureau
data by the Center for Immigration Studies
shows that 58% of households in New York
State headed by immigrants use at least one
welfare program. Even if illegal immigrants
arent technically eligible for some of these
programs, their U.S.-born children are. And
as we see in the current crisis, if people show
up who need housing, medical care, and education, no one is simply going to say no.
To his credit, Mayor Adams has been focusing more attention on the federal failures
at the border, but a key component of the
Adams immigration plan was blocking federal enforcement.
Now, immigration enforcement by the feds
isnt such a bad thing. What New York City is
seeking, after all the rote invocations of the
Statue of Liberty, is fewer migrants competing with people already living in the city for
resources and attention.
That really shouldnt be too much to ask.
Welcome to reality, Mayor Adams.

HISTORY
An afternoon of finds at my cabin site 50 years ago…Locals complain about theft of fresh grown food
This week I want to share with
you artifacts I found in one afternoon at the old cabin site. I know
a lot of you are saying, It looks
like a pile of broken junk to me.
However, every piece shown here
has had its place in life. Each artifact has had its place in history,
by its use or need.

Richmond Museum to
close for the season
Labor Day weekend is
the last chance for you
to visit the Richmond
Community Museum this
season. The Museum is
open each Saturday and
Sunday, 1-4 pm, with
no admission charge.
However, the Museum
will open on request at
any time in the fall and
winter.
The George E. Putnam Rhodes
Scholar display is one of the artifacts added this summer.
It is almost mind-blowing to learn
one of the 72 Rhodes Scholars in
the history of the award from the
entire state came from the 1908
class of Richmond High School.
Other new items have been
added, also, and the albums of
photos and newspaper stories are
always a favorite. Youre sure to
enjoy your visit to the Richmond
Museum.
60 years ago…
Kansas population recorded a slight
increase in 1963 to make this the tenth
straight year in which the states
growth has been continuous. The gains
recorded were in 46 of the 105 Kansas
counties, accounting for 7,287 over the
1962 figures. At this years Anderson
County Fair entertainment will include
the comedy team of Lonzo and Oscar
and headline country music favorites
from the Grand Ole Opry on August
28. Among winners of the $240 Boeing
Company scholarships at Kansas State
University for the 1963-1964 school
year is Brian Garter, a 1963 graduate
of Garnett High School. The scholarship is part of a $2,400 scholarship
program supported by Boeing for the
areas of engineering, mathematics, and
business. Three youngsters were jailed
here over the weekend on charges of car
thefts and were released to the custody
of the Kansas City, MO police department on Monday. The trio were caught
in Iola last Saturday in the fourth automobile they allegedly stole, a Chevrolet
belonging to Mr. and Mrs. Fred Ulses of
Garnett.
50 years ago…
Garnett police are investigating
several incidences of vandalism that
occurred during the first part of this
week. Tuesday night, the vandals broke
lights along the west side of the courthouse, once placed there several years
ago by local garden clubs. The vandals also turned on five fire hydrants
during the night, damaging one of them
in the process. The following night,
the vandals broke one window out of
the shelter house and turned over portable restrooms in North Park. The
Anderson County Fair is set to begin
on Monday, August 20th. Crowning
of the 4-H Queen and King will take
place at the grandstand at 7:15 PM on
the first night of the fair. Candidates
are Nancy Lickteig, Dynamite; Gary
Holloway, Seekers Not Slackers; Jack
Ball and Teri Ratliff, Cherry Mound;
and Larry Lankard and Diane Dudney,
Lucky 13. This years fair theme is:
The Political Scene-Past and Present.
Three great stars from the world-famed
Grand Ole Opry in Nashville will perform Tuesday night of the fair starting
at 8 PM. Dottie West, Red Sovine,
and Rex Allen, JR will co-headline the
performance. Gardeners-watch your
garden. Area residents are reporting
the rustling of vegetables and thefts are
rampant, Mrs. C.C. Blood reported that
the apples that were upon her tree were
taken, as all of her green beans were
picked. Lloyd Florey lost all his ripe
tomatoes and D.C. Eichman had all of
his sweet corn taken.

40 years ago…
A request by the City of Kincaid
for $81,000 in grant funds from the
Department of Housing and Urban
Development has been rejected by the
agency. The city had refused the funds
to repair deteriorating structures in
downtown Kincaid. Other Anderson
County cities requesting funds were
also rejected. Colony requested $94,000
and Garnett requested $281,280 from
HUD. The top 20 cities on the list were
funded, and Kincaid missed that mark at
number 25, Colony was 33 and Garnett,
45. The parade at the Anderson County
Fair Tuesday evening was attended by
a crowd of approximately 3,000 people,
who viewed bands, floats, antique cars
and an assemblage of children as the
parade progressed through the football
stadium at North Park. The winner of
the float competition in the open division was Parkview Estates with a float
entitled, General Store. Second place
winner was the Garnett Jaycees, with a
float aptly named, Grandmas Attic.
30 years ago…
The recent tragic death of Garnetts
DeDe Galey at an unmarked rural road
intersection has focused new attention
on safety at those junctions of graveled country roads. The details of the
tragic loss of live brings to perspective the need for greater caution and
extreme awareness at those intersections, most of which are unmarked by
stop signs and sometimes obscured by
high weeds or tall crops. Student activities at Anderson County Junior/Senior
High School for the 1993-1994 school
term will be under the new leadership
of Principal Roger Welborn and Vice
Principal Gary Nelson. According to
the two men, although they are strangers and do have some different personality traits that they have found that
their philosophies concerning education are almost identical. An initial
effort to bring a series of five cultural
events to the Anderson County area has
met with approval as the program has
been awarded a $1,680 grant in support
of the first Garnett Performing Arts
Series. Through the touring program
of the Kansas Arts Commission and the
National Endowment for the Arts, local
organizers will present a series of five
events in the coming year.
20 years ago…
The deal expected to put Garnett
Church Furnishings in the hands of
three Johnson County area businessmen was expected to close yesterday,
confirming for local officials and the
public exactly what total in city/county funds will be required to get out of
the financing arrangements that tied
it to GCF since 2001. City officials
last week said they believed a workable arrangement had been reached but
gave no specific details before the signing. A ticket for traffic or violations
of city ordinance will carry a much
more painful financial penalty soon.
City Commissioners acted on a recommendation from the City Attorney to
raise the municipal court fees from$10
to $40 per case after a review of the
court fees showed Garnetts costs to be
significantly less than other cities and
that they hadnt been raised for many
years. Terry Solander, the citys attorney, estimated that the municipal court
handles between 1,200 and 1,300 cases
per year, meaning the city could generate an extra $39,000 per year with the
new fee rate. A new event at Garnett
Stadium during the Labor Day holiday
as the Garnett Jaycees are hosting a Car
Stereo Competition. The contest will
likely draw competitors from around
the region and neighbors will need
auditory protection from 1 PM to 4 PM.
10 years ago…
Recent storms that have dumped
almost seven inches of rain on the
area have brought to mind the dangers
of flooding. Anderson Countys new
Water Rescue Team has been activated
to help recover at least one drowning
victim in the area. An Iola man died
Aug 3, while inner tubing with friends
in Elm Creek, south of Iola. Team
members from Harris, Welda, Colony,
and Garnett were called to help find
the man. The onslaught of rain rushing over low-head dams causes serious
concern and danger as the water cycles
in what is called backwash, trapping
debris and other items in the water to
remain submerged for extended periods
of time before allowing the items to exit
into a dangerous mixture of rushing
water, foam, and debris called the boil.
Fire gutted the Central Street Bar &
Grill in Richmond last week. The Fire
Marshalls office determined that the
fire started where a refrigerator was
plugged into a power strip near the
kitchen.

RESOLUTION NO 2023-23
A RESOLUTION PROVIDING FOR
A TEMPORARY PROHIBITION OF
COMMERCIAL SOLAR FARMS IN
ANDERSON COUNTY, KANSAS
WHEREAS, there has been increased interest
in commercial solar farms in Anderson County,
Kansas, on the part of the general public
and on the part of industries and companies
desiring to lease real estate for the installation
of commercial solar farms, and
WHEREAS, the Anderson County Planning
and Zoning Commission is currently working
on amendments to the Zoning Regulations of
Anderson County, Kansas to address the building of commercial solar structures and solar
facilities in Anderson County, Kansas1 and
WHEREAS, it is anticipated that process of
amending the Zoning Regulations of Anderson
County, Kansas, to address the building of
commercial solar structures and solar facilities
in Anderson County, Kansas, will be completed
within six months from and after the passage of
this Resolution.
NOW, THEREFORRE, BE IT RESOLVED that
in this Resolution, the term "Commercial Solar
Farm" shall mean a commercial facility producing more than one (1) megawatt of electricity,
from the conversion of sunlight into electricity,
either by photovoltaics (PV), concentrating
solar thermal devices (CST), or other conversion technology, for the primary purpose of the
wholesale sales of generated electricity.
BE IT FURTHER RESOLVED that the building,
construction, operation, or installation, either
in whole or in part, of any Commercial Solar
Farm, is hereby prohibited in Anderson County,
Kansas, for a period of twelve (12) months
from and after the passage of this Resolution,
or until the Planning and Zoning Commission
adopts amendments to the Zoning Regulations
of Anderson County, Kansas, which regulate
Solar Farms within the boundaries of Anderson
County, Kansas, whichever first occurs. Signed

GES kicks off the school year with Back to School Night

Last Monday, August 14, Garnett Elementary School had their annual Back to School Night which gives students a chance to meet their teachers for the school year. PTO
offered popsicles to students (pictured on the right), offered a bouncy house for kids to play in and also had a firetruck and a police car for kids to look at and sit in.

Garnett BPWs program was a presentation from the Colony Christian Church ladies, Shirley (right)
and Danielle McGhee (left). They presented shoebox projects for Operation Christmas Child through
Samaritans Purse, a program by Franklin Graham, which are sent overseas to children in poor countries. They fill the boxes with school items and hygiene items plus items they make: backpacks, sewing
kits, little car holders, and frisbees. They crochet dresses and make blankets for little dolls. This ladies
group gave a great presentation and help so many families. Next BPW meeting is Tuesday, September

day-in-day-out duties.

lost three of his six staff members in recent weeks because

interfaces with the parks and
rec committee and with the
Kansas Department of Wildlife
and Parks and Tourism on various programs, handles stocking of city lakes and reservoir
with fish, sells cemetery plots
and maintains burial records
and handles flag placement
at the cemetery for Memorial
Day displays, in addition to
administrating and general
management of the citys recreation center and recreation
programs.

Director of Parks and Recreation
City of Garnett, Kansas
The City of Garnett is seeking an experienced professional to
oversee the Parks and Recreation Department. This individual will
perform a variety of duties including planning, organizing, directing,
and supervising the Parks and Recreation Departmental operations
and maintenance of the Citys parks, the North and South Lake,
Cedar Valley Reservoir, Garnett Sports Complex, city right-of-ways
and city cemetery.
Responsibilities include but are not limited to acting as the
liaison to the Parks and Recreation Advisory Board, maintain proper
chemical balance in the municipal swimming pool, schedules and
supervises grass mowing at City parks, lakes, and reservoir facilities,
City cemetery, and other locations. Works with the Kansas Department of Wildlife & Parks and Tourism on various programs including
stocking our city lakes and reservoir with fish. Sells cemetery plots
and performs record-keeping duties concerning burial records and
cemetery maps. Supervises and keeps records for flag placement
at the cemetery during Memorial Day Holiday. Other duties as
assigned.
PREFERRED QUALIFICATIONS
High School Diploma or GED required. College degree in Recreation Leisure Services or related field preferred, or equivalent
experience and training.
More than Three (3) years of recreational and/or physical education experience is required.
General knowledge of cemetery operations.
Thorough knowledge of field and equipment maintenance, the
use of swimming pool and lawn chemicals, and ability to operate
swimming pool equipment.
Thorough knowledge of recreational activities, principles, practices, and types of equipment used.
The pay scale for this position is $50,000 – $67,000 annually
with excellent benefits. Submit application, resume, and a cover
letter by noon on September 1, 2023. This position requires the individual to reside within three miles of the corporate limits of Garnett.
