Higher property values result in lower tax rate
County, USD 365 to
reduce tax rates by
about 3 mills each

THE ANDERSON COUNTY REVIEW
GARNETT Thanks mostly
to higher values for county oil
leases and other properties,
Anderson County taxpayers
will get a little relief next year
with some taxing entities lowering their tax rates, even though
county and the local school district will spend considerably
more money than last year.
Anderson County commissioners and USD 365 Board
of Education members have
announced budgets for next
year that include lower tax
rates. Another change, which
saw the Anderson County KState Research and Extension
office join a multi-county district, also will result in a slight
tax rate decrease for county
taxpayers. Meanwhile, Garnett
City Manager Joyce Martin
said she expects to hold the
line on the citys budget for
next year.
The lower tax rate mostly
can be attributed to a higher
property valuation, primarily
because of increased values on
properties like oil leases due
to higher oil prices. Whenever
the countys valuation is higher, the tax rate goes farther
because there is a larger pool of
value to tax.
On the countys side, a lower
tax rate also can be attributed to County Treasurer Dena
McDaniels office for a program
Fair Was A Sizzlin Success
she introduced that brought the
county more than $300,000 in
new, non-tax revenues this past
year. McDaniel added a vehicle
registration service for fleets
of heavy vehicles that travel
out of state, and became one of
only a few counties in the state
to offer the service. However,
McDaniel predicted the income
was a one-time benefit because
more counties caught on and
now offer the service.
County Commissioners lowered the county mill levy from
92.685 mills in 2014 to 89.908 in
2015, a difference of 2.777 mills.
One mill represents a one-thousandth of a dollar multiplier,
which means the county will
collect roughly $89.91 for every
$1,000 of a propertys assessed

the District 1 county commissioner seat held by Jim Johnson.

Fair board bets on carnival and wins
Tuesday was best night for
attendance as carnival
sales pay off for fair board

GARNETT The 2014 gamble on the
Anderson County Fair Carnival paid
off.
Fair board chairman Jess Rockers
told Anderson County Commissioners
Monday morning the $25,000 guarantee
to the Fun Times carnival company had
been satisfied by the initial $5,000 stake
funded by the county and the City of
Garnett and by more than $20,000 in
private ticket sales.
The fair board would have been on
the hook for any deficit between actual
earnings and the guarantee. Rockers
said the board made $8,600 toward its
goal of $10,000 in carnival ticket presales, and private midway buyers made
up the rest on the nights of the carnival.
Tuesday was the biggest night for
sales and Wednesday was just behind
that, Rockers said. Friday was pretty good and the only problem was on

Delinquent property
taxes hold steady
Recent tax sale wont
affect this years tax
receipts; list is 2013

GARNETT – The annual list of
delinquent property taxes looks
pretty much the same as it did
last year, County Treasurer
Dena McDaniel said. The total
amount owed is just a little bit
more than last year, and most
of the people on the list are
the same property owners who
were delinquent last year as
well.
The impact of last springs
tax sale that put numerous
delinquent properties back onto
the tax rolls wont be felt this
year, either. The county sold
50 properties that had delinquent taxes for several years,
recouping about $117,000 but
more importantly, adding those
properties back onto the tax
roll for coming years. The most
recent sale included properties
that had been delinquent for
about eight or nine years, up to
2006. County officials have said
another delinquent property
tax sale within the next calendar year will clear up delinquent properties through 2011.
But the current list of delinquent property taxes, published

ACHS stadium project moves forward
Bleachers could offer
better deal in plans
for restroom project

GARNETT – Its still too early
to know what kind of changes
could be made at the Anderson
County High School track stadium, but a preliminary proposal
includes a set of new bleachers with concessions, restrooms
and small locker rooms underneath.
USD 365 Board of Education
members first talked about
making improvements to the
track stadium last spring, citing a lack of decent restrooms
as the primary driving force
behind the improvement effort.
The restrooms essentially are
port-a-potties and dont pres-
ent the school in the best light to
visitors, school board members
said. Concessions are sold from
a garage near the track. The
stadium mostly is used publicly
during track and field events; a
football field at the stadium is
used for practice while home
games and commencement
activities take place at an older
stadium at Lake Garnett Park.

District seeks bids for sign at ACHS
Electronic sign will
memorialize longtime
USD 365 attorney

THE ANDERSON COUNTY REVIEW
GARNETT USD 365 Board of
Education members last week
agreed to pursue an electronic
sign at Anderson County Jr./Sr.
High School as a memorial to
honor a longtime attorney for
the district.
The USD 365 Endowment
Association recently donated
$11,000 to the district for the
sign, which is planned to honor
the late Steve Doering, who
died suddenly in February 2013.
Doering served as the districts
attorney for about 35 years and
was instrumental in the formation of the endowment group
in 2007. The endowment association oversees three scholarships for USD 365 graduates,
and also provides money for

Garnett Church of the Nazarene,
258 W. Park Rd., is having a
Back 2 School Bash from 68 p.m. Wednesday, August 13.

The carnivals electrical generator broke a serpentine belt
Thursday night and shut down
the operation for over an hour.
Rockers said Kim Wittman with
the local NAPA auto parts store
was able to come up with a belt
so repairs could be made.
Anecdotal comparisons from
a few fair goers pegged Tuesday
nights vehicle count as one of
the largest in recent decades.
Cars were parked nearly 100
yards north of the ball diamond
north of the Garnett Rec Center
as well as throughout the lawn
parking near the fairgrounds.
Register said there was no
formal attendance count for
the fair as a whole, but that
fair board members were still
rounding up numbers and
reports for a more full accounting in coming weeks.
ANDERSON COUNTY BOARD OF
COMMISSIONERS JULY 28
Chairman James K. Johnson called
the meeting of the Anderson County
Commission to order at 9:00 a.m. on
July 28 at the County Commission
Room. Attendance: James K. Johnson,
Present: Eugene Highberger, Present:
Jerry Howarter, Present. The pledge
of allegiance was recited. Minutes of
the previous meeting were approved as
presented.
Road and Bridge
Lester Welsh, Road Supervisor, met
with the commission. They are ready to
start chip sealing. Hwy permit 14,0728:1
for Southern Star was presented and
approved.
Hospital Report
Nick Durand, Calvin Hobbs, Turner
Construction, and Vicki Mills, ACH
Financial Director, met with the commission. They reported on the progress
of the hospital. They are projecting a
completion date of December 8th which
is about three weeks behind schedule
but they are not setting a turnover date
to the community at this time. Vicki
reported when the hospital starts making
payments they will make them to their
MIP account which is where the bond
funds are being held until needed. The
MIP representative will then forward the
payments when they are due to make
the bond payments. Vicki reported on
the clinic at Colony. They will be setting
up a lab there in the near future. They
are also looking at setting up a clinic in
Greeley in the next several years.
Courthouse HVAC
Eric Hethcoat, BG Consultants, met
with the commission. He presented
estimated costs for different types of
heating and air systems that could be
installed in the courthouse. Discussion
was held on the time frame for construction and the possibility of moving offices.
Commissioner Johnson stated he would
like to see the project take three years to
complete. Eric stated the project could
be completed in approximately four and
a half months if we move out of the
building and give them full access but if
the project is extended out and done in
stages there would be increased costs
and also costs would increase by about
10% if the project is worked on at night.
Emergency Management
JD
Mersman,
Emergency
Management, met with the commission.
He explained the ISO rating that the
county received for fire protection. JD
presented a tower lease agreement with
Jim and Lois Foltz. We have been leasing the tower space from them for the
last 10 years and they are now requesting an increase in the payment. JD
has checked around and feels the new
amount of $1,200 per year is reasonable.
Dept. Head Meeting
Keith Finney, Head Jailer, reported
Advanced Correctional Healthcare is
working very well. The jail is starting
to receive inmates from Douglas and
Franklin. Dawn Moody, Head Dispatcher,
reported the new communication console is working well. They are also being
trained on emergency medical dispatch.
Sheriff Valentine reported the portable
radios are needing replaced as they
have several circuit boards out. Steve
Markham, Assistant Appraiser, reported
he is still working on schooling. Brandon
Jones, County Attorney, reported that he
is keeping up on all new cases and is
working to get the old cases finished. He
reported that the floor in his east office is
still sagging due to the weight load from
the files that were stored there. They
have found storage in another secure
location. He would like to have the floor
leveled and new carpeting installed but
will pay for it out of the diversion fund.
JD Mersman, Emergency Management,
reported he is still working on the state
emergency management plan. He is
working with the hospital on acquiring
the present generator to use at the
community building if it is needed for
a shelter. Dena McDaniel, Treasurer,
presented her budget request. Sandy
Baugher, Register of Deeds, presented
bids for a new copy machine. Phyllis
Gettler, Anderson County Clerk, reported
the election is next Tuesday and voters
in Precincts I, II, Jackson and Monroe
Twps. will be voting at the High School
for the primary election due to the fair.
Commissioner Highberger reported that
MCR will be coming to seal and caulk
the roof, flag pole base, and windows
in the tower. Commissioner Johnson
reported we are working on a new health
plan for the employees and the commission would like to not see a raise in
premiums. He informed the department
heads of the possibility of having to
move out of their offices for installation of
a new HVAC system. Dena questioned
if the cost of the new system would
ever be reclaimed by reduced utilities.
Commissioner Johnson stated that it
would take years to recoup however
the work needs to be done before the
system completely quits.
Meeting adjourned at 12:00 p.m. due
to no further business.

eligible for the tax sale after the
list has been published three
times, and if the property has
been on the list three years.
For the 2013 tax year, the
county was owed a total of
$309,297.42 in unpaid taxes.
Thats just a little more than
was owed the previous year,
when property owners owed
$295,539 for the 2012 tax year.

A report was made on August 4 of
possession of narcotic drug, distribute
certain hallucinogens, possession of
drug paraphernalia, no drug taxation
stamp, and possession of certain hallucinogenic drugs of two purple and yellow
bags, a black and silver pipe, meth field
test tube, bags of green leafy substance,
small white crystal substance and four
white pills with AOP T100 and occurred
on NW Mitchell Road.

said staff will work with property owners to find a workable payment plan. For more

through the roundabout and lost control
of the vehicle.
An accident was reported on July 25
when a vehicle driven by Kalen Paige
Peine, 18, Garnett, was traveling west
on K-31 Highway when a deer ran in
front of the vehicle.
An accident was reported on July 26
when a vehicle driven by Elizabeth Ann
Botts, 29, Fredonia, was traveling southbound when the front right tire failed,
causing the vehicle to leave the roadway
on the west side. The driver overcorrected while regaining the roadway and
the vehicle crossed the roadway and
impacted against a ditch. The vehicle,
air born, then spun approximately 200
degrees and then upon landing rolled
360 degrees.
An accident was reported on August
2 when a vehicle driven by John Gilbert
Walter Zander, 22, Greeley, was traveling southbound on US-169 Highway,
when a deer ran into the roadway.
Vehicle swerved, left the roadway, overcorrected, and re-entered the roadway,
crossing center as it slew. Vehicle left the
roadway sideways, impacted against the
embankment of a field entry, and then
rolled over before coming to rest.

Cross for many years.
Carl always had a smile on his
face. He loved to listen to the Royals
and enjoyed watching K-State football.

be missed.
He was preceded in death by:
his wife, Marion; his parents; a sister, Phyllis Eatwell; and a brother,
Fr. Cecil Pickert. He is survived

He was born
April 20, 1927, at
Warrensburg,
Missouri, the
son of Edward
Coats
Orland
and
Anna
Irene
Coats.
Bill attended school at
Warrensburg, Missouri, until he
entered and served a term in the
United States Navy in April 1945.
At the end of the war, he served on
the USS Copahee, after converting
the airstrip on the ship to accommodate the return of the troops
from overseas. Bill lived in Kansas
City, Kansas for several years. In
February 1970, he moved to Welda,
Kansas and worked for Ulis Tucker
Jr. for many years. In June of 2008,
he moved to Golden Heights.
Bill was preceded in death by his
parents, Edward and Anna Coats;
two brothers, Edward Kirk Coats
and Charles Everett Coats.
He is survived by one daughter, Marie Lane Mason; one granddaughter, Autumn Lee Mason;
niece, Linda Berry; several nieces
and nephews; special family members, Ulis and Joy Tucker of Welda,
Kansas; Theresa Heistand and husband Marvin of Topeka; Katrina
Winters of Welda; Debbie Brewer
of Garnett; Clark Tucker of Welda;
John Tucker of Lawrence; and all
their families.
Graveside services were Friday,
August 8, 2014, at Welda Cemetery.

age 85, of Garnett, died Saturday,
August 2, 2014, at Anderson County
Hospital Long Term Care in
Garnett.
He was born on May 3, 1929,
at Blue Mound, to Charles and
Cementha Mattie (Worthington)
Nickelson.
He married Dolly Shields on
August 8, 1952.
He was preceded in death
by his parents, Charles and
Mattie Nickelson; his wife, Dolly
Nickelson; daughter, Roberta
Starbuck; two brothers, Donald and
Junior Nickelson; one nephew and
three great grandchildren.
Survivors include two sisters,
Hazel Louise Rannabarger of
Belton, Mo.; Mary Ellen Bowman
of Emporia; one brother, Jack
Nickelson of Gilbert, Arizona; a
grandson; two granddaughters; 13
great grandchildren; a son-in-law;
and many nieces and nephews.
Funeral services were Friday,
August 8, 2014, at the Feuerborn
Family Funeral Service Chapel in
Garnett, with burial in the Garnett
Cemetery.

of Greeley, Kansas, passed away on

Home in Paola,
Kansas.
She
was
born August 17,
1926, in Garnett,
Kansas, the
daughter of
Sommer
John and Rosa
(Heisterkamp)
Schwarzkopf.
Rosan graduated from Greeley
High School. She worked at a bank
in Garnett for a few years before she
married Richard Edward Sommer
on May 12, 1947, in Garnett. This
union was blessed with six sons. In
the 1960s, she worked as a secretary at the Greeley High School. In
1971, Richard and Rosan moved to
Deer Park, Texas due to his work
transfer. In 1983, they moved back
to their home place in Greeley. She
enjoyed her grandchildren and
great grandchildren. Rosan loved
being outdoors, especially taking
care of her garden and bird watching.
Rosan was a member of the St.
Johns Catholic Church and Altar
Society; she belonged to a China
Painting Club painting plates, along
with painting several portraits.
Rosan was preceded in death
by her parents, John and Rosa
Schwarzkopf; husband, Richard
Sommer on September 8, 1985; two
brothers, Alvin Schwarzkopf and
George Schwarzkopf; one sister,
Florence Lickteig; and great grandson, Holden Sommer; two half-siblings, Anna and Paul.
She is survived by her six sons,
Robert Sommer of Garnett, Kansas;
Mike Sommer of Greeley, Kansas;
Jerry Sommer and wife Mamie of
Greeley, Kansas; Bill Sommer of
Greeley, Kansas; Steve Sommer

EDITORIAL
Ottawa savvy to honor graduates
Small towns are finding one of the best
ways to develop a link to their future is to
maintain a link to the people of their past.
Garnett should be pursuing that end by
imitating a neat program undertaken by
Ottawa High School.
No one knows the percentage for sure,
but for every year that passes after a local
high school class graduates its members
tend to spread further and further out.
Guessing without the benefit of true statistics, its fair to say that within 10 years
an average class of 80 graduates from
Anderson County High school sees less
than half remaining within a 20-mile radius. The rest find opportunities elsewhere
and pursue lives that quickly grow beyond
the old hometown.
What small towns forget is that those
wayward graduates continue to be a
resource for the town as they grow, mature
and prosper just like a reservoir full of
water, local natural gas supply or fields full
of crops. They are assets that, if properly
managed, can still benefit the towns they
came from even though they may hang
their hats hundreds of miles away.
Its in keeping, after all, with the modern business mantra of relationship building and it follows the modern logic: the
people, the companies, the churches and
organizations which are the most successful are those which are best at building
relationships. Towns are the same way, and
small towns, without the financial capital
and business connections of their urban
brethren, have to maximize their other
resources.
One of the best of those are their own
high school graduates, who could very possibly, with the right nurturing and under
the right circumstances, move back to the
area in their 30s to raise kids, in their 60s to
retire here, or relocate companies or divisions to provide employment or at the very
least donate money for local causes.
Ottawa High School came up with a
fabulous idea to help build and strengthen
those relationships with its Wall of Honor
program. Selection criteria are based on
outstanding professional achievement and
service to society. Nominees must be at

least 10 years out of high school and are
selected by an induction committee made
up of present OHS student leaders, teachers and alumni.
Unvarnished, theres certainly more to
the program than simply recognizing outstanding alumni for their various contributions to job and community, where ever
those may be. The real value here is the
connection reaffirmed between the school,
the hometown and the grad whos done well
for him/herself and with whom the local
community should want to retain ties.
Some years ago, a former local teacher
with no other family left the bulk of her
estate more than $1 million to Pittsburg
State University where she went to college. What could our community have done
for local development with a bequest of
that amount? Well never know. But had
our community employed some systematic
means to keep in touch with local graduates and strengthen our extended family
connections to them, we might have had a
shot.
Theres nothing to be ashamed of in this
kind of thinking, as mercenary as it may
sound. Boiled down, all of us take advantage of each others works and endeavors in
many ways everyday, regardless of the size
of the town we call home.
Garnett leaders and those already
involved in local alumni endeavors should
hash out a plan to reconnect with successful folks with local roots and develop these
relationships for the community resource
they still can be.

I just want to thank the fellow who

out at the fair on Tuesday night? I
dont know when Ive seen so many
people out there even when I was
a kid. Great job fair board on an
outstanding fair this year with the
carnival and great job to our community for coming out and supporting it. Thank you.
Kansas, its really not such an ugly
place. If we just mowed up our road
ditches we could make such a difference, and when its mowed up to
Constitutional crisis for fun and profit
Republicans and Democrats are consumed
in a vicious debate over which party wants to
talk about impeachment more.
Democrats say it is lunatic Republicans
who are scheming, as we speak, to impeach
the president. Republicans say it is manipulative Democrats who are eager to play up the
nonexistent chance of impeachment to motivate their voters in the midterm elections.
It is certainly true that conservatives have
talked about and advocated impeachment,
most recently Sarah Palin in a call to arms.
But the Republican political leadership — and
for that matter, almost all Republicans in
Congress — has shown zero interest. In fact,
it has long demonstrated a positive allergy to
the topic, believing that it will be a politically
damaging nonstarter.
Nothing about this has changed lately, yet
all of a sudden Democrats are acting as if it
is February 1868 or December 1998 all over
again, and the president is on the verge of
losing an impeachment vote in the House.
This manufactured panic can get Democrats
only so far. The reality is that House Speaker
John Boehners lawsuit, which they say is
part of the nefarious impeachment plot,
will, even if successful, have little practical
effect beyond establishing the precedent of
Congress suing the president.
But Democrats hold the trump card in
the tussle over impeachment. All reports are
that President Barack Obama is considering
NATIONAL COMMENTARY

a sweeping action on immigration so clearly
unlawful that it will, at the very least, pressure Republicans to consider impeachment
more seriously. (Just imagine the Democratic
fundraising emails then!) If this is truly the
gambit, it is dime-store political nihilism.
First and foremost, there will be the violence done to our system of government. A
big unilateral amnesty that affects millions
of people wont be an exercise in so-called
prosecutorial discretion. It isnt declining to
enforce the law in a specific instance because
of limited funds and personnel. It is expending resources to implement an entirely new
dispensation.
There is some leeway for executive discretion, or deferred action, in immigration law,
but everyone has always understood that
its very limited. Not too long ago, President
Obama eloquently explained why.
I just have to continue to say this notion
that somehow I can just change the laws unilaterally is just not true, he told Latino journalists in response to a question about acting
alone on the DREAM Act in 2011. We live in a
democracy. You have to pass bills through the
legislature, and then I can sign it.
The White House must know that the
politics of his unilateral amnesty, especially
if it prompts a push for impeachment, will be
highly divisive. But the tea leaves say that the
White House will welcome the division.
It may well believe that its contemplated
extralegal act is a win-win, delivering what
it wants substantively (amnesty for millions)
and politically (a debate on impeachment it
assumes will be a loser for Republicans).
In other words, the president will be stoking a constitutional crisis because it suits
his purposes. If callow cynicism were a high
crime, his impeachment and removal would
be a foregone conclusion.

Real test coming on concealed carry in capitol
A month has passed since the top management committee of the Kansas Legislature
the Legislative Coordinating Councildecided that it is OK to allow concealed carry of
guns into the Statehouse.
So far, just four visitors with concealedcarry licenses have brought their guns into
the Capitol. And, so far, nothing untoward
has happened. Thats a good thing.
But this is summertime, and we Statehouse
habitus are wondering just what the fall and
next legislative session will bring.
The LCC based its decisionor more accurately, its decision not to make a decision on
concealed carry in the Statehouseon the
basis that the building has great security.
Visitors have to go through metal detectors;
anyone carrying a concealed gun would set
off alarm buzzers, and they would either
have to prove that they are licensed to carry
that concealed gun or they dont get into the
building.
Sounds reasonable. If you have a concealed-carry permit, youre trained, and probably safe to carry it around. If you dont have
a permit, you dont get to wander around the
building where legislators are making highprofile, controversial decisions on legislation
that will effect Kansans lives or pocketbooks
or child-support payments.
There were months of angst about the
decision on concealed carry by visitors to
the Statehouse. Lawmakers and others with
offices in the building who have permits can
conceal-carry; its just the visitors who are

This appears to work so far, when most of
the visitors to the Statehouse are vacationers or Kansans just wanting to see how the
$300 million renovation of the Statehouse
has turned out. Not a lot of concealed-carry
opportunities for the shorts and T-shirt
crowd.
This winter, itll be a different deal, and
its up to security to make sure that if people
have guns under their jackets or in their
purses, they are licensed.
But there are still concerns. In the olden
days, security and police officers always liked
to be the only ones in the room with a firearm. That was for their protection, because
most everyone with a firearm has a uniform
or a badge on, and you knew who they were
before concealed carry.
While the Statehouses security cadre
knows the employees, the lobbyists, the legislators and the regulars in the building,
the folks who they dont have to worry about,
theres always the chance that if something
happenssay just a shouting match or some
other relatively minor disturbancelocal law
enforcement officers would come into the
Statehouse to help quiet things down. Those
cops dont know whos who, so the licensed
concealed-carry folks become distractions
for them.
Law enforcement officers know to flash
their badges conspicuously so other law
enforcement can concentrate on other people.
Its going to be hard to flash a drivers license
with a concealed-carry checkmark or the
concealed-carry license in an attention-drawing way to make law enforcement believe you
are not a threat.
Now, the real test of how this concealedcarry in the Statehouse is going to work will
probably come when the Legislature starts in
January and the halls are packed with visitors, and those folks who arent carrying concealed weapons wind up in the same line with
concealed-carry visitors at the entry gates. At
some point, those regulars are going to be
delayed in entering while the carriers haul
out their certificates. Those unarmed visitors
may miss a hearing on a bill or an appointment to visit a lawmaker, and there will be
some carping at the entry points.
Concealed carry in the Statehouse? So far,
so good, with the real policy road test yet to
come…
the corn and the beans it just looks
beautiful.
We need to put Gwin back in as our
city mayor. At least with him, we
the people got to find out what was
going on at the city commissioners
meeting because it was in the paper.
Now we got some new guy in there
who thinks he knows everything and
puts it on the Internet. But we need to
know whats going on by having it put
in the paper. Thank you.
Yes, Id like to know if anyone at city
hall gives a darn about what those
kids are out there doing to the cemetery. The so-called mowing crews
are out there racing, running over
and bending the veterans markers
up, theyre running mowers across
the surface mounted stones and scarring them up. Does anybody care, or
can they not be bothered to get out
of their air conditioned offices and
supervise those kids? Ive seen them
out there racing, theyre just tearing
that cemetery up. Doesnt anybody
care?
Three or four years back all we read
about in the paper was this sidewalk
thing for ADA, well apparently that
program got thrown to the wayside
because theyre not doing anything
on that any more. Now the last couple
of years all weve been reading about
is the revitalization of Garnett and
all the clean up, but they still havent
done anything about the junkyard
out at Fourth and Maple. Plus theres
been a junkyard building on Vine
between Third and Fourth Street.
If we just talk about the program
is it supposed to get done? Its just
amazing how we come up with these
programs but then we dont follow
through on them. Thank you.
Why does Garnett have a city manager? Eighty-ninety thousand dollars
a year would go a long way to fix
streets and sidewalks.

AN ORDINANCE AMENDING ORDINANCE
NO. 415 OF THE CITY OF COLONY,
KANSAS, CONCERNING INCREASING
MONTHLY BASE CHARGE FOR SANITARY
SEWER SERVICES FOR THE CITY OF
COLONY, KANSAS.
BE IT ORDAINED BY THE GOVERNING
BODY OF THE CITY OF COLONY, KANSAS:
1. That Section 1 of Ordinance No. 415
shall be amended to read as follows:
SECTION 1. Section 1 of Ordinance
No. 415, which was approved and adopted
by the Governing Body of the City of Colony
on the 28th day of September, 2011, is hereby
amended as follows:
General Service: The net rate per month
for sanitary sewer system service shall be the
sum of a customer charge of $16.00 per month
plus a sewer charge computed at the rate of
$2.75 per 1,000 gallons of water usage, or fraction thereof, excluding the first 1,000 gallons
of water usage. The maximum sewer charge
for general service under this section shall not
exceed $35.25
2. All ordinances and parts of ordinances
in conflict with the provisions of this ordinance
are hereby repealed.
3. That all other portions of Ordinance
No. 415 not amended herein, shall remain in
full force and effect.
4. This ordinance shall take effect and
be in force from and after its publication in the
official city newspaper according to law.

What is a life of
obedience worth?
In Genesis 12 we read of
Gods call to Abram. The
LORD said to Abram, Leave
your country, your people
and your Fathers household
to go to a land I will show
you. God goes on to tell
Abram that he (God) will
make him into a great nation,
to bless him and make his
name great.
Abram was seventy five
years old when set out on
his journey. In Genesis 25
we read Abram lived a hundred and seventy five years.
Then Abraham breathed
his last and died at a good
old age an old man full of
years. Interestingly enough
in this span of one hundred
years Abraham had only one
son and the only land he ever
possessed was Machpelah
where he buried his wife
Sarah.
Abram left a very prosperous life in Haran to fulfill Gods request. While he
accumulated vast herds of
livestock and servants he
never realized all the possessions and blessings that
God had promised him in his
lifetime. Yet through this
one son the entire Hebrew
nation came into being.
Jesus made a similar
promise to the apostles in
Matthew 19:29, And for
everyone who has left houses or brothers or sisters or
father or mother or fields for
my sake will receive a hundred times as much and will
inherit eternal life. How
do we interpret this promise
from God? In my own life I
spent many years working to
accumulate the things I put
value on. I denied God ser-

vice in my life and seemed to
move along fine. The problem with this is if we strive
to do everything ourselves in
our time God cannot provide
any blessing to what we are
doing which reduces the joy
we experience in the thing
we love to do. What Jesus
was telling the apostles
was that serving God costs
something, but God does not
expect his people to labor in
vain. He will multiply the
fruit of their labor.
Abraham did not see all
the blessings God would
bring forth from his obedience. Many occurred after
his death but they were fulfilled. Jesus said anyone
who leaves something to follow him will receive a hundred times as much and will
inherit eternal life. In other
words the blessings of salvation far exceed anything
which one must forsake to
obtain them. The best interpretation of this text might
be that the spiritual insight
achieved through a personal relationship with Jesus
Christ and the self-sacrifice
which result from that multiplies even the common joys
of life. Obedience to God
leads to a joyful life.

Aging agency awarded grant to host shred events
OTTAWA. August 8, 2014 One of the
most important things you can do to
protect your personal information is
to shred it. Thieves can steal peoples
identities using personal information
from receipts, invoices, credit card
bills, legal documents, bank and retirement statements, and pay stubs. The
East Central Kansas Area Agency on
Aging (ECKAAA) was recently awarded a grant from the Kansas Department
of Aging and Disability Services to host
shred events and to provide community
education to help prevent identity theft
and fiduciary abuse.
The purpose of the Programs for
Prevention of Elder Abuse, Neglect,
and Exploitation grant is to assist communities in addressing the prevention
of elder abuse, neglect, and exploitation by promoting financial literacy,
as well as preventing identity theft and
financial exploitation of older adults.
ECKAAA will partner with banks and
senior centers in their six county coverage area to host a series of shred
events in the fall of 2014 and spring of
2015, providing individuals the opportunity to safely discard of their personal
information.
ECKAAA will host a shred event with
Goppert State Service Bank (GSSB)
from 9 a.m. 12 p.m. on Saturday,
September 6th. Individuals can bring
their personal financial and health
information documents to GSSBs
downtown location at 106 E 5th Ave.
Garnett, for secure on-site shredding by Cintas Document Shredding
Services. There is no fee for this event.
Individuals will be asked to limit their
boxes or bags of items for shredding to
three per household. For compliance
reasons, only personal and household
materials will be accepted the day of
the event.
On site ECKAAA staff will have
public education opportunities and
print materials available for community facilities and groups who wish to
have more information. Materials will
include information on risk factors and
signs of financial abuse and identity
theft, prevention techniques, and information on what items should be shredded on a regular basis.

Below are more specific
examinations of the major
changes in budgets.
Extension District
Because Anderson Countys
extension office joined the
Frontier District in July, tax
rates to pay for extension
services will change slightly.
Previously, extension services
were funded through the countys budget, but the district
serves as its own taxing entity. That means the county no
longer contributes financially
to the district; the 2014 county
budget included a tax rate of
1.719 mills for extension services.
County taxpayers still will
contribute to extension services. However, instead of paying
1.719 mills through the county, the Frontier District will
assess a tax rate of 1.451 mills
on all taxpayers in Anderson,
Franklin and Osage counties.
While that amounts to a slight
drop for Anderson County taxpayers 1.719 mills drops to
1.451 mills its a slight increase
for Franklin and Osage county
taxpayers. In 2014, the districts
tax rate was 1.236 and in 2013 it
was 1.237.
Anderson County
Commission
While county commissioners were able to lower the tax
rate, the countys expenses still
will be higher in 2015 than they
were this year. Thats mostly
because of increased health
insurance costs, commission chairman Jim Johnson
said. Employee benefits could
increase by nearly $200,000,
primarily because of higher
health insurance, he said.
However, that figure could
drop as commissioners continue to shop around for a better
deal on health insurance and
are waiting for a bid from Blue
Cross Blue Shield. Because
county employees represent a
small pool of people who need
insurance coverage, it is difficult to qualify for good rates,
Johnson said. He added that
unless the Affordable Care
Act is changed, in about 16
months the rules will change
and the county can qualify to
join a larger insurance pool
that could significantly reduce
health insurance rates.
Other than employee benefits, the county budget for the
most part held the line in nearly every department.
Also of note, the county
budgeted an extra $85,000 to
cover one month of bond payments on the new hospital
that otherwise would be paid
by a lease agreement with St.
Lukes Health Systems. Thats
because there is some concern
as to when the new hospitals
construction will be completed
and the building turned over to
St. Lukes. Construction crews
have managed to avoid significant delays and expect to turn
the building over to St. Lukes
in January, and at that time St.
Lukes will begin making payments to the county as part of a
new lease agreement. However,
if that process is delayed, the
county will need to foot the bill
for St. Lukes portion.
If they take possession at
any point in January, were
OK and wont need to pay the
$85,000 per month, Johnson
said.
We just came down on the
safe side. We dont expect it to
happen, but just to be safe we
added a month because we just
dont know what could happen
with the weather or some other
delay, he said.
USD 365
A Kansas Supreme Court
ruling earlier this year added
a few thousand dollars back
to the USD 365 budget, providing a little breathing room for
the school district, superintendent Don Blome said. The ruling required state legislators
to return funding to the local
option budgets for school districts as part of an effort to
equalize funding for schools
across the state. For USD 365,
that dropped the mill levy from
23.467 in 2013-2014 to 17.343 in

in the district.
For many years, the group
wanted to replace a sign that sits
in front of the high school and
serves as sort of an announcement board for special events.
The sign has been there since
the school was built more than
20 years ago, but the group
found it was too expensive to
upgrade it to an electronic version.

to cost as much as $30,000. That
includes a two-sided digital
sign, a base for it, and a plaque
to recognize Doering. The twosided sign would sit so that people could read it from the east

Board members last week
agreed to let Blome seek bids for
the sign. Bids are expected to be
opened Aug. 30 and approved
Sept. 4, so that construction of
the sign can be completed in
November.

outlay fund, giving districts
more options as to what could
be funded through capital outlay. That includes things like
performance uniforms, maintenance staff salaries and
various repairs, Blome said.
USD 365 increased the capital
outlay fund from 4 mills to 7
mills because of those changes, bringing the districts total
mill levy down by slightly more
than 3 mills.
The school district expects
to spend about $2 million more
this year, or $18,294,063 – even
with the lower tax rate. Blome
said increased utilities and a 3
percent salary increase contributed to the increased expenses.
State and federal funds pay for
most of the schools expenses.
Local taxes are expected to generate about $3,432,577 for the
2014-2015 school year.
Despite the good news this
year, Blome cautioned that
much uncertainty remains
about state funding. The state
faces a potential revenue crisis in the next couple of years,
and because about 50 percent
of the states budget goes to
education, schools could take a
hit despite the Supreme Court
ruling. Blome said even in a
worst-case scenario, USD 365
has enough reserves to weather
the storm for at least one year.
City of Garnett
City commissioners are
expected to start working on the
budget soon, and City Manager
Joyce Martin said she expects
to keep the tax rate pretty similar to last year. Ideally, city
staff would like to see improvements to the swimming pool,
such as a water feature or some
other attraction, but only if
they can do so without a bond
issue, she said. The city may
need to replace fire trucks and
a patrol car, but otherwise she
doesnt anticipate significant
capital outlay expenses.
Unlike the county and school
district, property values in the
city remained relatively steady.
Thats likely because the city
doesnt have much in the way
of oil leases and mineral rights
against which they can levy
property taxes.

was an American manufacturer of cast iron home
products founded in Erie,
Pennsylvania, in 1865 and
closed in 1957.

his cousins,the brothers J.C.
and Samuel Selden. The
company began by making
separable butt hinges and
other light hardware products in a building called the
BUTT Factory beside the
Erie Extension Canal. Other
products made were stove
dampeners, thimbles and
other stove furniture.
Matthew GRISWOLD was
twice elected as a Republican
to Congress, sitting from
March 1891 until March
1893 and from March 1895
until March 1897. Matthew
died on 19 May 1919. The
GRISWOLD Plaza in Erie,
Pa. is named in his honor.
Where did I find this neat
artifact? In 2001 I dug it
up while metal detecting
around the foundations of an
old Anderson County rural
house site that had burned
from a lightning strike in
the late 1920s or very early
1930s.
By the way, yes it is collectible!

Crest Sports
An informational meeting
for students and parents of
students who wish to participate in high school and middle
school fall sports will be held
the evening of August 17. The
coaches will start the meeting
at 7 p.m. Anyone who plans
to participate in either sport
should plan to attend.
Story Hour
There were 15 children and
two teen helpers present for
the last summer story hour on
July 29. Debbie Wools read
four books Waddle!, Ralph,
Horace and Morris Join
the Chorus (but what about
Doris), and Hip and Hop,
Dont Stop}. Donna Westerman
was in charge of the craft. They
made musical instruments
then paraded in town area. Ice
cream cups and brownies were
served for a snack. Charlene
Tinsley made all the snacks
this summer except the robots.
Three jars filled with candy
which the children guessed how
many candies were in each jar.

Hammond won the jar of
Skittles and Anna Hermreck

July 17, 2014 at the Archer
Room of the Garnett Library.
After sharing a great meal
prepared by member Shirley
Benjamin, the meeting was
called to order by President
Bonnie Deiter. Review of the
minutes of the last meeting
and the treasurers report was
followed by motions to approve
both as presented.
The bulk of the discussion at
the July meeting was planning
for the craft vendor tent during the fair, August 5th. There
was also discussion regarding
ideas for programs throughout
the 2014-2015 year. It looks like
we are going to have a great
year of programs with topics
ranging from What is BPW to
various health topics. We also
talked about the upcoming
Kansas BPW Fall Conference
in Newton October 25-26.
Conferences and Conventions
are always a great time of fellowship and learning shared
by BPW members all across
the state.

Summer reading program comes to an end
The Richmond Public
Library Summer Reading
program has been up to a
lot.
So far this summer the
library has spit seeds, had
a digital scavenger hunt,
made rain sticks, catapults
and planters from pop bottles. We made balloon rockets, lava lamps, pan pipes
from straws. We celebrated
National Chocolate Pudding
Day, made mini pies, exploding lunch bags and slime.
We made snow, seen which
was better in soda pop rocks
or mentos, made paracord
bracelets and we had a float
in the Richmond Free Fair
parade.
We have been busy. It will
all come to an end on August
13 at 3:00. We sure hope everyone has had a great summer
of reading
We have a childrens, teen
and adult program this summer.
