21 without a facemask
requirement according
to a district reopening plan approved
last week, and
some parents in
Garnett are signing a petition to
amend a face mask
mandate made a part of the USD 365
plan.
Crest Superintendent Shane
Walter confirmed last week the districts school reopening plan would
make mask wearing optional, at least
as long as local cases of Covid-19
remained sparse. So far, Crest is the
only area district to do so.
The issue is a local highlight to an
ongoing state and national issue sur-
rounding the debate over masks as
an effective way to halt the spread of
Covid-19. Health professionals continue to debate broadly the degree
of protection offered by masks,
although mask use has been adopted
by many private corporation and
state government units as a standard

halting Covids spread.
Kansas Governor
Laura Kelly instituted
a state-wide mask
mandate in early
July, but the executive
order was subject to a
legislative caveat that such
orders include a county opt-out.
Anderson County Commissioners
opted out of the mandate, which
allowed Crest to make masks optional under its reopening plan. The
Southeast Kansas Multi-County
Health Department reported yesterday morning Anderson County had
recorded 29 cases of Covid-19, two
presently active with no hospitalizations and no fatalities.

MOUND CITY Linn County
Commissioners on Monday extended
a moratorium on the development
of wind farms in the county until
December 2021, saying the additional
time would allow the county time
to collect public opinion on wind
development via an advisory vote or
survey.
The move followed the countys adoption in June of a previous
moratorium on the development
of wind farms December 1, 2020.
Commissioners said that delay
would give the county time to update
its comprehensive plan and get the
views of county residents and landowners on the wind energy issue.
Key to the timing of the resolution is the four-year phase-out of tax
credits that have incentivized both
foreign and American companies
for the development of wind farms
across the country. That phase-out
culminates in 2020.
The extension of the moratorium

GARNETT City commissioners
approved back pay and a new two-year
employment agreement with city manager Chris Weiner Friday night, after a
tense face off with a crowd of community members who questioned the citys
judgment in stonewalling an employment
agreement that would keep Weiner from
taking a job in Iola.
Commissioners opted to pay Weiner
some $3,400 in back wages which was
supposed to be added to
his salary as part of a
city employee cost of living increase from more
than a year ago, but was
apparently neglected
due to a misunderstanding between Weiner and
commissioners.
Weiner said Saturday

he has accepted and
signed the offer which
granted a two year contract with a oneyear notice if the city doesnt plan to
renew his contract. Weiners base salary
was raised from $90,100 to $95,000, and
included a current employer retirement
contribution of five percent of base salary. Published reports said Weiner had
been offered $105,000 at Iola.
The brew-ha began after a story was
published on the Iola Registers social
media early last week saying Weiner had
been tapped as Iolas new city manager,
after a job offer was approved by Iola
city leaders. Weiner, contacted by the
Review subsequently last week, said the
story was premature and that he didnt

County GOP picks Oliver, Wettstein in primary
GARNETT
Anderson
County
Republicans went to the polls Tuesday to
pick a new county attorney and tap the incumbent county clerk for
another four-year term
in office according to
unofficial but deciding
totals.
Republican voters
cast the final decision
in both local races in
Oliver
their primary since
no Democrats filed in
either race.
Osage County lawyer Elizabeth Oliver
emerged from a field of four Republicans
in the county attorneys race with 411
of 1,311 votes for 31 percent of those
cast. Tonya Vignery of
Vassar had 376 votes,
Joseph Falls of Ottawa
305 and Neosho County
Attorney Linus Thuston
had 220.
Oliver said she was
appreciative of the
support of voters and
friends and family who

helped in her campaign.
I am humbled by the
results, Oliver said. When I graduated
law school in 2009, I wanted to be a public
servant and my career is and has been
driven by that vision.
Republicans cast 1,434 of the 1,844 total
cast in Tuesdays voting. Democrats, who
had few contested races in the primary,
turned out with 410 voters in the county.
In the race for 5th District State
Representative incumbent Republican
Mark Samsel carried the county with 688
votes to Garnett challenger Mark Powls
608. District wide Samsel won with 60
percent of the vote 2,149 to 1,417. Samsel
will go on to face Paolan Roger Sims in the
November district election.

That project would have
required approval by the county planning and zoning commission and the county commission in order to start construction.
An opposition movement to
that plan grew among county
residents, who crowded subsequent P&Z and county commission meetings to reiterate
arguments against the project.
E.ON was granted a special use
permit by planning and zoning in June 2018 to erect a test
tower near Mound City. E.ON
has not to date submitted a formal application for the project.
Earlier this summer officials with E.ON spoke with
county officials and said they
were likely to abandon plans
for the project. Commissioners
asked for a formal written letter of that intention, but have
not yet received one.

Master Gardener program
now taking applications
The Frontier Extension
District is currently taking
applications for the Master
Gardner Training, which will
take place this fall. If you arent
sure if the Master Gardener
Program is for you, ask yourself these questions. Do you
enjoy working in the garden,
flower bed or your lawn? Do
you enjoy people, learning new
things, and helping out in your
community? If you answered
yes to these questions the
Master Gardner Program may
be for you, but please note that
the deadline to sign up this
year is August 27th at 5pm.
In the Master Gardner program, you will learn about
plant biology, soils, flowers,
trees and shrubs. Youll even
learn about lawn care, fruits,
vegetables, indoor plants,
insects, diseases and pesticides. As you can see the educational information you will
receive can benefit you and
your neighborhood.
This year Master Gardner
training will be different
than in past due to COVID19. The classes will be held
on Thursday afternoons
(from 1pm- 4pm) via zoom
from September 3rd through
December 17th, with the exception of November 26th. Cant
watch a Zoom meeting every
Thursday afternoon? Thats
fine, the zoom meetings will be
recorded for you to watch later
on. In addition to the zoom
meetings we will have in-class
meeting to re-enforce what
you learned from the presenters through the zoom meeting
and to tell you about our local
Master Gardener Program.
These meeting will be spread
throughout the district. Place
and times are to be announced
at a later date.

becoming a Master Gardener,
please note the QUICK turnaround as the deadline is

helping in a community garden, going on tours to farther
educate you on gardening, as
well as many more possibilities.

promoted it on Facebook, saying the distraction of masks
would greatly reduce the quality of students education while
providing no real health advantage. He said a number of other
parents in the district were
also carrying the petition, and
that he had about 40 signatures
on a copy at his home. He said
other teachers were supportive
but were afraid to go public
with their opinion.
Ive spoken with many
teachers that are on board but
they are afraid of losing their
jobs or suffering harassment
by superintendent or administrators, Powls said. He said
the petitions woud be submitted today or tomorrow.
The initial round will be
small, Powls said. We will continue if the board does not take
this seriously.
Crests reopening plan
makes masks optional but recommends them to all visitors
to the school. Other measures
include sanitization of surfaces, staggered recess times to
encourage small groups of kids,
and limited use of school facilities by non-school organizations or activities.
USD 365 starts classes
August 19.

Mayor Michelle De La Isla with
199 votes to challenger James
Windholz with 174. De La Isla
swamped her opponent in the
district with 75 percent.
Local Democrats gave the
nod to U.S. Senate candidate
Barbara Bollier with 296 votes
to 90 for Robert Tillman.
Statewide Bollier carried 86
percent of the Democratic vote.
In the Republican contest for
U.S. Senate Anderson County
Republicans disagreed with
their cohorts statewide, carrying Johnson County plumber
Bob Hamilton with 541 votes to
Kris Kobachs 447 and giving
state nomination winner Roger
Marshall 276. Marshall won
the statewide nomination with
a 40 percent plurality in the
11-member field of candidates.
A number of other names on
the ballot faced no opposition
for their respective party nominations, and will face contenders in the November general
election.

Soon the time may be at hand!
There is a saying that, Time
is a fleeting thing. The older
I get the more I believe this.
What does the Bible have to
say about time? In Revelation
1:3 we read, For the time is
at hand. When something is
at hand it means it is near. In
Revelation 10:3 we read, There
should be time no longer.
Time no longer means we will
not need a clock or a calendar
because time as we know it will
mean nothing.
One of the best examples
of a man whose time was at
hand is found in Acts 24. We
read that Paul was speaking
to Governor Felix concerning
righteousness, self control and
the judgment to come. Felix
was afraid and said to Paul,
Thats enough for now! When
I find it convenient I will send
for you. We never read of
Felix ever coming to follow
Pauls urging. Like so many
people Felix felt the conviction
in his heart, for we read Felix
was afraid but he failed to act
choosing to wait for a more
convenient time.
Ultimately we will run out
of time as we know it. When
we reach eternity we will not
need any clocks or calendars
for we read in Revelation that,
the old order of things has
passed away. So should we
be like Felix and wait for a
more convenient time? In 2nd
Peter, Peter tells us, But do
not forget this one thing, dear
friends: With the Lord a day

Let me ask you this? If you
found out that you had a disease that was terminal, if you
did not get medical treatment,
would you seek that treatment immediately or wait for
a more convenient time? God
says now is the accepted time.
Time is a fleeting thing. We
cant stop it. If you think you
can pull out some old photos
or some clothes you havent
worn for awhile. Felix chose
to wait for a more convenient
time to accept Christ. There is
no record in the Bible he ever
did. He chose instead to put his
confidence in himself which is
why he was afraid. We can
never gain any long lasting
comfort from a decision like
this because our conscience
keeps pricking at us. Dont
be like Felix and ignore Gods
call. For soon the time may be
at hand.

He said he felt compelled to do
so however, because Garnett
only offered him a single year
contract and he felt like he and
his family had no real stability
in the position. Weiner told the
Review he had held off signing
the Iola offer, waiting until a
chance to have a final discussion with Garnett commissioners.
Personnel discussions are
typically held in closed executive session, but a large turnout of community members
showed up at Fridays special
meeting. Most all of those who
spoke during the meetings
open session did so in favor
of the city working to retain
Weiner in the post.
Mike Burns told commissioners Weiner was a productive city manager who had
been an asset to the city since
his hiring in 2017, and that the
security of a longer contract
also protected the city, as well
as Weiner, against his possible
departure while a number of
city projects were still in process. Others noted the cost and
risk involved in finding a new
candidate a process the city
had already gone through just
a few years ago in hiring him.
The disruption in the flow
of progress, the cost of a can-
didate search, and the dissatisfaction of the community
more than outweighs the cost
of meeting his compensation
expectations, local resident
Dave Lybarger said in an email
read at the meeting.
Numerous speakers gave
examples of seeing Weiner
helping city work crews on
drainage and sewage projects.
Anderson County Clerk Julie
Wettstein said Weiners ability and desire to make projects
work was a major asset to both
the city and to the county.
Mayor Brigitte BrecheisenHuss could not attend the
meeting but was present in an
online hookup. Mayor Pro Tem
Greg Gwin fielded most of the
heat from the crowd of about
30, defending the citys actions
in keeping a tighter contract.
Gwin abstained from the vote
to extend Weiner a new contract, but voted with commissioners Jody Cole and Huss to
pay Weiner the back wages.
He countered the speakers who
accused him of holding back
on an offer that would keep
Weiner in the citys employ.
Youre all in support of
it, but you dont know what
youre in support of, Gwin
told the audience. Chris got a
raise and two weeks later told
me he was looking for work
now I got this offer, now its
take it or leave it, Gwin said.

united in marriage to Janice
Lynn Clarkson, and they
renewed their vows on June 5,
2020.
James is survived by his
wife, Janice, of the home; a son,
Russell Prater, and his wife,
Gabby, of Garnett, Kansas;
four daughters, Michelle Dill,
of Ellis Grove, Illinois, Shelby
Prater, Madilynn Prater, and
Heather Prater, all of Welda,
Kansas; two step-daughters,
Lynette Byrd, of Lawton,
Oklahoma and Elizabeth
James,
of
Warrenton,
Missouri; his parents, James
Prater, of Richmond, Kansas
and Alice Cass, of Greely,
Kansas; nine grandchildren; as
well as a host of other relatives
and friends.
He owned and operated
his own trucking business.
He lived his early years in
Kansas and Arizona and was
an owner/operator of his
18-wheeler. He worked as an
over-the-road truck driver for
several years. He eventually
made his home in Lebanon,
Missouri.
James had made his profession of faith in Christ in
January and was at peace with
his Lord. He was selfless, had a
big heart and was always willing to help others.
He enjoyed Derby cars and
mud tracks and also liked being
outdoors and fishing. James
also had a love of horses and
enjoyed spending time with
them. He had a great sense
of humor and loved to laugh.
He was steadfast in his convictions and you always knew
where he stood on things. His
family was very important to
him and he especially enjoyed
his grandchildren.
James was a loving husband, father, grandfather, son,
and was a caring friend. We
celebrate his life and know
that his family will hold tight
to the wonderful memories he
made for them during his lifetime.
A memorial has been established and contributions may
be made through the funeral

on Thursday, August 6, 2020, at
Parkview Heights in Garnett
Kansas.
Henry J.
Morgan was
born March
23, 1928 on
a farm near
Garnett,
Kansas. He
was the son
Morgan
of Rudolph
and
Freda
(Lickteig)
Morgan. He lived by Garnett
until 1939 when his family
moved to a farm northwest of
Greeley, Kansas. He graduated from St. John the Baptist
Grade School in 1942 and from
Greeley High School in 1946.
He was a member of St. John
the Baptist Church. He joined
the 3rd degree of the Knights
of Columbus Council 1901 in
1946. He joined the 4th Degree
of the Knights of Columbus
in 1961. He was a member of
the Knights of Columbus for
over 70 years. He has also been
on the parish council and St
Johns School Board.
Henry started his Angus
herd in 1945 when he bought
two heifers. He was actively
engaged in the Angus business until 2009. He is a member of the Kansas Livestock
Association, the Kansas Angus
Association and life member of the American Angus
Association.
Henry was a civic minded
man serving 16 years on the
School of Greeley Joint 6, and
the USD #365 School Board, he
also served on the Greeley and
Anderson County Co-ops, Soil
Conservation District, Federal
Land Bank (Frontier Farm
Credit), and the Anderson

Naomi Grace (Sarver)
McAfee was born March 10,
1921 in Lone Elm, Kansas, to
Glenn Clayton and Neva Grace
(DePoe) Sarver. On August 9,
2020, she went
to her eternal
home to be
with Jesus.
She attended school in
Lone Elm and
was valedictorian of her
McAfee
graduating
class. After
taking classes
at Pittsburg College, Kansas,
she taught at Richmond,
Kansas for seven years.
On November 3, 1946, she
married Donald Ross McAfee
at Ottawa, Kansas. Don and
Naomi had five children. She
was a dedicated mom and wife
first and foremost. She loved
making people feel welcome in
her home.
Naomi was an active member of First Baptist Church,
Garnett, Kansas. She taught
Sunday School (preschoolers)
for many years, was active in the
choir and the womens group,
and helped with Vacation Bible
School (even into her nineties.)
The Educational Wing of First
Baptist, Garnett, was dedicated
to Don and Naomi.
In 1991, Don and Naomi
were honored as the Anderson
County couple of the year for
their community service. In
2010, (at age 89) Naomi was
recognized as the Anderson
County Volunteer of the Year
for her years of serving as a
Pink Lady at the Anderson
County Hospital.
Naomi also served on the
library board in Garnett and
was a member of the P.E.O.
Sisterhood, Chapter H, until
her health no longer allowed
her to attend meetings.
Naomi was preceded in
death by her husband, Don;
her parents, Glenn and Grace
Sarver, and her sister, Maxine

He was also a very successful Pioneer Seed Dealer for

Henry was preceded in death
by his parents; his wife, Mary;
one sister, Mary Ann Egidy;
one brother, Eugene Morgan;
one son, Thomas Morgan; one
granddaughter, Sara; and one
great granddaughter, Natalie.
He is survived by three
sons, Tim Morgan of Greeley,
Kansas, Jim Morgan and wife
Becky of Louisburg, Kansas,
and Dan Morgan of Liberal,
Kansas; four daughters, Peg
Hiles of Overland Park, Kansas,

Hildred Wittman, age 95, of
Garnett, Kansas, passed away
on Monday, August 3, 2020, at
the Anderson County Hospital
in Garnett.
She was
born on April
19, 1925, in
O t t a w a ,
Kansas, the
fourth child
of Andy and
Adelaide
Wittman
(Lickteig)
Bowman. She
had attended
St. John the Baptist Catholic
School, Iola Public Schools and
attended the Ursuline Academy
High School in Paola, Kansas.
Hildred then graduated from
Greeley High School in 1943.
In September 1945, Hildred
went on a blind date to the
Topeka Fair with Henry
Wittman. They immediately
fell in love and were engaged in
February 1946. They were married June 4, 1946, at St. John
the Baptist Catholic Church
in Greeley, Kansas. Henry and
Hildred were blessed with five
children, Henry Merle, Anita
Kay, Charles Leo, Edwin John
and Robert Joseph.
Hildreds family always
loved music. Her Dad played
the violin and her mother the
piano. They often entertained
family and friends at dances
and reunions. She learned to
play the violin from her Dad
and was always his little helper. Her nickname from him was
Snooks. She would hand him
beer bottles when he was making home brew or wine bottles
when he was making wine. Her
dad was always fun and ornery
just like her brother Andy. She
also helped her mother sew,
cook, grow garden, and she
learned to can food. Hildred
also liked to crochet, making
all five of her children afghans.
In 1962, she went to work at
Warner Manufacturing sewing
factory. She worked there for
26 years and made many good
friends.
She was a member of the
Holy Angels Catholic Church,
the Holy Angels Altar Society,
where she served several terms
as President. She also served as
a Eucharist Minister for many
years. She was a member of the
V.F.W. Womens Auxiliary at
Garnett. She was also a member of the J.J.J. card club in
her neighborhood. It stands
for Jumping Judy Janes,
because they lived in the Judy
School area.
She was preceded in death
by her parents, Andy and
Adelaide Bowman; her husband of 70 years, Henry
Wittman; two brothers, Merle
and Andy Bowman; four sisters, Caroline, Sister Adelaide,
Theresa; and baby sister Alice.

her children, Merle Wittman
and wife Kay of Lawrence,
Kansas, Chuck Wittman and
wife Kathy of Garnett, Kansas,

Democrat candidates owe you an answer
Theres a question that Democrat Roger Sims
needs to answer in his bid for 5th District
Kansas Representative.
It must be asked of Michelle De Le Isla who
wants to be the U.S. Congresswoman from the
2nd District to represent Anderson County and
pretty much the entire eastern third of the state.
Dont forget to ask Mike Bruner, who wants to
be the senator from Kansas 12th District, which
also represents most of our local area.
Its the same question that voters and the
ever-tip-toeing-around-Democrats
Kansas
media need to ask all Democrats running for
elective office in the state. Indeed it is the elephant in the room of the 2020 elections that must
be addressed by all Democrat office seekers.
And that question is this:
Will you disavow the Marxist leadership
and objectives of Black Lives Matter and the
crimes of murder, rioting and violence its
armies have perpetrated against the United
States of America?
America demands that question be answered
by local, state and national Democrats as they
stump for office over the next 90 days. It is
required because their national leadership has
failed to condemn BLM, nor to stand in support
of police during 2020s Summer of Carnage.
Is it a loaded question? Not really.
Not when so many of those victimized by
BLM in these attacks have been the very black
lives they say matter those whove been traditionally supportive of Democrat candidates ad
nauseam for generations.
Not when innocent Americans of all races
have been killed, confronted by mobs and had
their homes and small businesses destroyed in
the name of seeking justice.
Not when the lionized martyr for BLMs protest was too stupid and too high on meth to obey
a simple instruction to get in the back of a patrol
car.
Not when his death was co-opted as a ploy to
burn a country in an effort to besmirch a president.
Not when Democrat mayors and governors
have sided with the attackers of their own citizens, cowered to the violence and appeased the
criminals with the genius move of defunding
the cops sworn to protect them.
Yes, it is a rightful question they must all
answer.

attacks on a premise of racism, confronting and

on such violence? Thats been a standard of
news coverage in the past. Those seeking office
should be asked to declare themselves, their
beliefs and their intentions on the major topics
of the day, particularly when Americans are
being murdered by riots condoned by some in
their own party.
Candidates should go on the record regarding
BLM because the organization and its attacks
are murdering Americans. The grieving families of those Americans deserve to know.
Retired St. Louis police officer David Dorn, a
black man helping defend his neighbors store
during riots in St. Louis weeks ago, was shot
and killed by a rioter.
David Patrick Underwood was a federal protective services officer murdered while guarding a federal building in Oakland, Calif.
Twenty-two year-old Italia Kelly was attending a protest in Davenport, Iowa, when things
turned violent and she sought to leave. She was
hit by a rioters bullet and killed as she was getting in her car.
This list goes on although its hard to find.
Some casualties are police, some protestors
themselves, some just bystanders. No one in the
media has done a very good job of compiling
the identities of the bodies the day after these
peaceful protests, as many media outlets have
dubbed them, took place.
They all have one thing in common: Black
Lives Matter.
Voters in the upcoming elections have a
right to know if candidates for office condemn
or endorse the actions of this Marxist-led mob
of murderers. And they should be asked that

Shame on Americas selfish teachers unions
No other group has shown as much contempt for its own work during the coronavirus
crisis as teachers.
Their unions are actively fighting to keep
kids out of the classroom, and also to limit
remote instruction, lest it require too much
time and attention from people who are supposed to be wholly devoted to educating our
children.
This has been a wrenching time in the
U.S. labor market,
with tens of millions thrown out
of work, and also
an inspiring one.
Not only have doctors and healthcare workers put
themselves on the
line, cops and firefighters have done the same. Workers we
never before would have thought of as essential — grocery store employees, delivery guys,
meat-packing workers — have kept absolutely
necessary parts of the economy operating.
Then, there are the teachers unions.
Theirs has been a diametrically opposed
approach to the everyday heroes of America.
Their first and last thought has been of their
own interests. They have sought to limit their
labor while still getting paid — at the ultimate cost of the education of kids who may
never fully make up the gaps in their learning
during their time out of the classroom.

Obviously, any gathering of people has its
risks, and school districts should make every
reasonable accommodation to the realities of
the pandemic. There are many teachers who
are better than their unions — or not members
of a union at all — and some are truly at high
risk from the virus. Yet the unions have represented institutional laziness and selfishness at
a time of incredible strain for parents across
the country.
The unions have a handy foil in President
Donald Trump, but it shouldnt require wearing a MAGA hat to acknowledge the benefits
of in-person instruction, and the experience of
other advanced countries suggests it carries
low risks.
The American Academy of Pediatrics
released a statement in June saying that it
strongly advocates that all policy considerations for the coming school year should start
with a goal of having students physically present in school.
The New York Times has cited research
suggesting that the cancellation of classes in
the spring cost students a significant portion
of their learning for the year, and they might
be seven months behind the curve. Online
learning, especially for younger kids, is a poor
substitute for being in the classroom, and
many districts didnt even offer that.
As states and localities try to avoid a repeat
of that debacle, many unions are throwing
every obstacle in the way. In California, the
unions pushed to delay students coming back
to the classroom, and in Los Angeles, the
union has been negotiating to limit the time
teachers spend on online instruction, too.
Unions around the country have offered
endless excuses why they cant even do a
simulacrum of their job. Teachers might be
abashed about their appearance teaching
by video from home. The privacy of teachers might be violated if video instruction is
recorded for use by parents and their kids at a
convenient time. Teachers cant handle simultaneous classroom and video instruction.
If the teachers unions get their way, teachers letter grade during this crisis will be a
shameful incomplete.

Im tired of mask shaming. I go to the grocery store and (name deleted) store and it
says wear a mask and I have one on. You go
in there and people dont have one on and
they look at you like something is wrong
with you. You go to church and you have

My family and I have lived in Anderson County
for more than 70 years. I have always thought
everyone was caring until now. Whatever happened to watching out for each other? 3/4 of the
people in Garnett dont wear masks and businesses dont enforce the signs on their doors
about wearing masks. Myself and many of my
friends have started going to Paola, Lawrence
and the city where they do care for each other.
We will have to die before you all wake up.

The past weeks have been interesting on the
COVID-19 and the mark of the beast, the wearing of masks and whether this all ties in together. Scholars are quoting this could be the fulfillment of prophecy that the rapture of church
can happen anytime. Some are saying that yes
this is the beginning of the mark because the
government is requiring the loss of our freedom
such as closing of churches, making wearing
a mask mandatory. It could go on and on. The
question has come up if Christians will take the
vaccine? It has been stated 40% will not. That
will be a choice. The economy will come back,
but will it? If we are in this prophecy time,
probably not. The past comments were very

Anderson County Fair livestock sale gave his
money to a local lady who is going through difficult health issues at this time. You have been
raised right with compassion, and with a heart

Sheriff Scot Brownrigg
counted the cars. He parked
his vehicle near an access
road at the site of the highway construction just to see
how many drivers are using
the so-called local detour on
U.S. 169 where the Welda overpass is being torn down. The
Kansas DOT has posted an official detour that swings drivers
to the east about 20 miles near
Kincaid, but many drivers are
choosing instead to continue
through Welda, taking a onemile gravel road detour with a
speed limit of 35 mph, especially those who live in the area.
During one hour in the morning, Brownrigg counted more
than 100 cars taking the shorter, alternate route. During one
hour in the evening, he counted
more than 150 cars.

A man who was severely
injured in a one-vehicle accident last week near Kincaid
had just recently been acquitted in a jury trial of vehicular
assault and reckless driving
charges. Witnesses said a vehicle driven by 21-year-old Steve
Stewart left the roadway while
attempting to pass another
vehicle on US Highway 59. He
struck a field entrance, rolled
several times, and landed on
its top. Stewart was life-flighted to Overland Park Regional
Medical Center for treatment of
a possible broken hip, broken
leg, and other injuries.

Due to an increase in duties
as District Court Judge for the
4th Judicial District, Judge
James Smith announced that he
is considering resigning from
his position as chairperson
for the districts Community
Corrections Advisory Board.
The court had taken an active
role in developing the program
and Judge Smith has spent
many hours of work on the program. However, the judge felt
that this would be a good time
to turnover most of its duties
and let the community start
taking a more active role in the
program.

Firemen continue to mop
up hot spots in a fire which
claimed about 11,000 acres
of grassland and timber and
destroyed five houses. Garnett
Fire Chief Gene Friesen has
estimated the damage to houses,
outbuildings, and machinery at

out whisky prescription questionnaire.

Curing cabin fever with an end- Presentation, exhibits explore Womens
Suffrage in Kansas and Franklin County
of-summer RV adventure?
End-of-summer vacations
will look different this year as a
result of COVID-19. While there
is a pent up demand for travel,
many Americans remain cautious as they explore options.
As a result, recreational vehicle (RV) purchases are soaring
as travelers view this option
as providing a safe place to
eat, sleep, shower, and relax, as
well as enjoy some of the lowest gas prices seen in the past
four years. The RV Industry
Association estimates 46 million Americans will take an RV
trip in the next 12 months with
almost 51 percent of those planning to travel via RV because
of health concerns.
If youre not experienced
at driving an RV, spend plenty of time practicing before
hitting the road, says Kurt
Gray, AAA Director of Driver
Education. This will allow
you to get used to the vehicles
size and handling characteristics.
AAA RV Driver Safety Tips
Conduct a pre-drive "walkaround" visual inspection to
check for any obvious issues
with tires, leaks, tanks, straps,
etc. before each drive.
Large vehicles accelerate
slower and take longer to come
to a full stop, so increase your
following distance to 5 to 6 seconds at highway speeds.
Always stay to the right to
allow faster traffic to pass on
the left.
Be sure to manage your
speed properly and stay within
the posted speed limit remember, speed should always
match conditions.
Reduce your speed before
turns (while vehicle is going
straight) and accelerate out of
the turn.
Avoid distractions and
always keep both hands on the
steering wheel at 9 and 3.
Always communicate your
intentions by using your turn
signals.
Try to avoid backing up
when possible. If you must
back up, use a spotter to help
guide you. Develop hand signals or use walkie-talkies to
communicate.
Buying or renting an RV
can lead to some wonderful
vacation memories out on the
open road, said Tim Swartz,
AAA Insurance Counselor.
Whether you decide to buy
or rent an RV, insurance is an
important piece of your travel
plan and should be considered
carefully.
Drivers must remember
that an RV is more than a vehicle, its a home for you and
your family while youre traveling.

when BUYING an RV
Insurance coverage differs
depending on whether you use
the RV as a full-time residence
or if you use it for travel purposes.
RV insurance should provide liability coverage for bodily injury and property. This
covers costs if you cause damage another vehicle or cause
an injury during a crash.
RV owners can be liable to
claims from guests – make sure
your policy covers injuries and
property damage that occur in
your RV as well as on your
campsite.
Consider how your policy
determines replacement value
look for a policy that provides
you with a new, comparable
RV if yours is totaled within
the first few years of ownership.
Ask if your policy covers
emergency expense allowances
if your RV breaks down, AAA
has you covered for roadside
assistance, but will your policy
cover hotel and meals should
need a place to stay while your
RV is repaired.

Most homeowners insurance policies provide minimal
coverage for trailers.
Your automobile insurance
will provide liability coverage
for usage of the trailer while
attached to your vehicle.
If renting a travel trailer,
review insurance coverage
options with your agent and
the rental company.
If owned, it should be
insured with the most comprehensive coverage available and
including vacation liability
coverage.
Older trailers and vehicles
may not be offered the extensive coverages available to
newer trailers and vehicles.

commemorate the centennial
of the ratification of the 19th
Amendment, which guaranteed
women the right to vote.

to Womens
Suffrage in
Kansas,
a
presentation
Eickhoff
and discussion by Diane
Eickhoff and
Aaron Barnhart.
The free
program will be offered via
Facebook Live at facebook.
com/olddepotmuseum. The
program is made possible by
Humanities Kansas.
Kansas was historically a
leader in womens rights, yet
the campaign for voting rights
in Kansas required more than
half a century of determined
effort, as women suffered setbacks in three different statewide initiatives. This presentation will explore the courageous
individuals who challenged the
powerful interests opposed to
electoral reform and explore
other firsts that women
achieved on the road to suffrage.
Diane Eickhoff is an independent historian, writer, and editor of education materials. Her
most recent historical biography, Clarina Nichols: Frontier
Crusader for Womens Rights,
is published by Quindaro Press.
Aaron Barnhart is a journalist
and author.
The Long Road to Womens
Suffrage in Kansas is part of
Humanities Kansas's Movement
of Ideas Speakers Bureau, featuring presentations and workshops designed to share stories
that inspire, spark conversations that inform, and generate
insights that strengthen civic
engagement.
From August 18 through
August 21, the Franklin County
Historical Societys outdoor
exhibit, Womens Suffrage in
Franklin County, will be on display on the lawn at the Franklin
County Courthouse in Ottawa.
The exhibit features the names
of nearly 150 Franklin County
women and men who advocated for Womens Suffrage.
The names include students,
mothers, grandmothers, professors, journalists, and leaders in organizations such
as the Womans Christian
Temperance Union, American
Womans League/American
Womans Republic, and Ottawa
Universitys Womans Civic
League. Franklin County communities interested in host-
ing this outdoor exhibit in the
future are invited to contact

From August 18 through
September 30, the Old Depot
Museum will host Rightfully
Hers, a pop-up exhibit created
by the National Archives and

Demanding a Greater Future:
Celebrating a Centennial
of Womens Suffrage, a traveling exhibit made possible
thanks to Freedoms Frontier
National Heritage Area and the
Watkins Museum of History in
Lawrence, Kansas, examines
the efforts women in Missouri
and Kansas undertook to secure
voting rights. This exhibit
will be on display at the Old
Depot Museum from October 11
through December 5.

Throckmorton Riser Foundation makes a pair of donations
The Throckmorton Riser Foundation
recently provided generous gifts to two local
entities. Dwight Nelson, Throckmorton Riser
Foundation presented a check for $25,000 to Don
Blome, Superintendent of Schools, USD #365 for
Interactive Technology to be placed in USD #365
elementary buildings (Westphalia, Greeley, and
Garnett).
The interactive displays have many technological abilities, including allowing teacher to electronically show instructional materials to remote
learners and in-class learners.
The total project will cost about $76,000. The
remaining funds will come from the district capital outlay fund or SPARKS funds.
Jonathan Hall, Chairman of the Garnett
Ministerial Alliance was also presented with a
gift. Jonathan has been working for several weeks
collecting funds to purchase school supplies for
every school student in Anderson County.
Jonathan has been in communications with
local school principals to determine supply
needs for each grade level. Mr. Nelson presented
Jonathan with a $5000 gift for the school supplies project, which is run through the Garnett
Community Foundation. Both entities were
extremely excited to receive the gifts and thank
Dwight and the Throckmorton Riser Foundation.

in front of your store whatever

Its part of the weird psychology
of approval a legitimate smile
makes us feel more comfortable
and at ease. It establishes a positive connection. Smiling also
releases endorphins, serotonin
and dopamine the feel-good
chemicals that relax your body,
lower your heart rate and actually
boost your immune system.
More than what a smile does
for you is what it does for your
customer when you convey it to
him. When you smile, you invite
others to smile too. Its proven that
customers buy based on a whole
bunch of factors, but liking you is
by far one of the biggest; one that
can easily transcend minuses you
might have in other areas. A smile

A study several years ago found
that concession buyers at movie
theaters got faster service and larger portions of popcorn and nachos
when they smiled at concession
stand workers. Savvy customers
have always known that you catch
more flies with sugar than with
vinegar; its a foundation element
in the buying/selling relationship
that works both ways.
A smile should be sincere, but
thats not to say sometimes we
dont have to force a smile. The
simple rule is this: the spontaneous Duchenne smile (Google
it) involved the eye muscles and
usually at least passing eye contact. Its the one people read as
legitimate and unrehearsed and
comes from the subconscious
brain. A fake smile comes from the
conscious brain and involves less
or no involvement from your eyes
thats the one were programmed
to know is fake. Look at the difference between a Dolly Parton smile
and any of the silicone-infused
actresses who show up on Jimmy
Kimmels show.
So, if you have to practice smiling, practice doing it with your
eyes. Nobody ever said a little acting doesnt come in handy.
No matter what youre selling
you use certain tools to get the job
done. A smile should always be in
your toolbox.

Nearly $330,000 owed to
county in property taxes
GARNETT County property owners who havent paid
their real estate property taxes
owed about the same amount of
money this year as they did last
year, according to an annual
tax publication made in todays
Review.
Information from this years
culmination of delinquent
property tax parcels shows
a total of $329,521.18 in delinquent property taxes currently due from various owners
across the county. State law
required county treasurers to
publish the information each
year to give a public accounting of those delinquencies.
The amount of those delinquencies has dropped in recent
years, in part due to Anderson
Countys more aggressive
stance in pursuing tax sales
every few years to foreclose on
delinquent properties and sell

had 482 delinquent parcels last
year at an amount just over
$328,000. Anderson County saw
its highest post-recession delinquencies in 2017 at $398,000.
Delinquent parcels and taxes
had climbed the past two years
leading up to 2018, including a
24 parcel increase in delinquencies owed from 2016 compared
to 2015. The $398,000 figure in
2018 was the highest since the
immediate post-recession summation in 2010, when county
county taxpayers still owed
$372,347.

AAA finds Active Driving
Assistance Systems are
troublesome to drivers
AAA automotive researchers found that over the course
of 4,000 miles of real-world
driving, vehicles equipped
with active driving assistance
systems experienced some
type of issue every 8 miles,
on average. Researchers noted
instances of trouble with the
systems keeping the vehicles
tested in their lane and coming too close to other vehicles
or guardrails. AAA also found
that active driving assistance
systems, those that combine
vehicle acceleration with braking and steering, often disengage with little notice almost
instantly handing control
back to the driver. A dangerous scenario if a driver has
become disengaged from the
driving task or has become too
dependent on the system. AAA
recommends manufacturers
increase the scope of testing
for active driving assistance
systems and limit their rollout
until functionality is improved
to provide a more consistent
and safer driver experience.
Active driving assistance,
classified as Level 2 driving automation on a scale of
six (0-5) created by the SAE
International, are advanced
driver assistance systems
(ADAS) that provide the highest level of automated vehicle
technology available to the
public today. This means for
a majority of drivers, their
first or only interaction with
vehicle automation is through
these types of systems, which
according to AAA, are far from
100% reliable.
AAA has repeatedly found
that active driving assistance
systems do not perform consistently, especially in real-word
scenarios, said Greg Brannon,
director of automotive engineering and industry relations. Manufacturers need to
work toward more dependable
technology, including improving lane keeping assistance
and providing more adequate
alerts.
AAA tested the functionality of active driving assistance
systems in real-world conditions and in a closed-course
setting to determine how well
they responded to common
driving scenarios. On public
roadways, nearly three-quarters (73%) of errors involved
instances of lane departure or
erratic lane position. While
AAAs closed-course testing
found that the systems per-
formed mostly as expected,
they were particularly challenged when approaching a
simulated disabled vehicle.
When encountering this test

Active driving assistance
systems are designed to assist
the driver and help make the
roads safer, but the fact is,
these systems are in the early
stages of their development,
added Brannon. With the
number of issues we experienced in testing, it is unclear
how these systems enhance
the driving experience in their
current form. In the long run,
a bad experience with current
technology may set back public
acceptance of more fully automated vehicles in the future.
AAAs 2020 automated vehicle survey found that only one
in ten drivers (12%) would trust
riding in a self-driving car. To
increase consumer confidence
in future automated vehicles,
it is important that car manufacturers perfect functionality as much as possible like
active driving assistance systems available now before
deployment in a larger fleet of
vehicles. AAA has met with
industry leaders to provide
insight from the testing experience and recommendations for
improvement. The insights are
also shared with AAA members and the public to inform
their driving experiences and
vehicle purchase decisions.
Methodology
AAA conducted closed-course
testing and naturalistic driving in partnership with the
Automobile Club of Southern
Californias
Automotive
Research Center and AAA
Northern California, Nevada
and Utahs GoMentum Proving
Grounds. Using a defined set of
criteria, AAA selected the following vehicles for testing: 2019
BMW X7 with Active Driving
Assistant Professional, 2019
Cadillac CT6 with Super
Cruise, 2019 Ford Edge
with Ford Co-Pilot360,
2020 Kia Telluride with
Highway Driving Assist
and 2020 Subaru Outback with
EyeSight and were sourced
from the manufacturer or
directly from dealer inventory.
The 2019 Cadillac CT6 and the
2019 Ford Edge were evaluated
only within naturalistic environments.

Election Perfection

Voters Organized to Elect
Farm Bureau Friends, also
known as VOTE FBF, scored
perfect marks in federal races
during the primary earlier this
month. Three endorsements,
three wins, three candidates
who understand agriculture
moving on to Novembers general election.
Dr. Roger Marshall came
out on top of a competitive
and crowded field to win the
GOP nomination to fill the U.S.
Senate seat vacated by Sen. Pat
Roberts retirement.
Tracey Mann, who is the
odds on favorite to take over
Marshalls seat in the U.S.
House, secured the Republican
nomination in the race to represent the Big First. And Jake
LaTurner upset an incumbent
in his bid for the second congressional district.
This hattrick of victories
isnt an aberration for VOTE
FBF, which has seen a success
rate topping 90 percent since its
inception nearly three decades
ago. The secret to the success? A
grassroots process that ensures
endorsements come from the
bottom up, rather than the top
down.
As a relatively new face
at Kansas Farm Bureau, this
was my first time seeing the
process unfold up close. Each
of the states 105 counties had
the opportunity to hear from
candidates and make recommendations to the VOTE FBF
board, which pooled the feedback from counties to make its
endorsements.
The decisions are political,
but theyre not partisan. The
goal isnt to elect candidates
our members will always agree
with, its mission is simply to
elect ones who understand and
value the work Kansas farmers and ranchers do each and
every day.
Of course, despite eschewing partisanship, it wouldnt
be politics without a few snide
remarks as seen on KFBs
Facebook page. Throughout
the primary process I learned
Kansas Farm Bureau doesnt
represent real farmers, and
our endorsed candidates
werent real conservatives,
were too conservative or
some variation in the runup to
the election.
At its core, VOTE FBF is successful because of its pragmatism. Counties and the VOTE
FBF board dont feel the need to
make endorsements just for the
heck of it. If no candidate in a
race has earned the confidence
of members or theres more
than one acceptable challenger, making no endorsement is
an option.
In short, securing a Kansas
Farm Bureau endorsement is
similar to a candidate securing an individuals vote. And
the endorsement carries value
beyond any possible monetary
contribution VOTE FBF may
decide to make.
Contrary to what some
believe about Kansas Farm
Bureau not representing real
farmers (and ranchers), were
the states largest general farm
organization. The grassroots
process employed by VOTE
FBF has been part of the organization for more than 100
years, and its representative of
not only our members, but the
view of Kansans at large as the
recent election results show.
While those results are still
fresh, theyre also only the
halfway point for this cycle.
Advance voting in person
and by mail begins Oct. 14
and Election Day is Nov. 3. If
you turn 18 before then or sat
out the primary because you
werent registered, you have
until Oct. 13 to do so.
Even if we dont see eye-toeye on every issue, I encourage
you to cast an informed vote for
the candidate of your choice.
Because the leadership of our
country, state and counties
relies on the same grassroots
support Kansas Farm Bureau
uses in all its decision making.
