USD 365: Masks optional
Policy for new school year
encourages, but doesnt
require face coverings
BY DANE HICKS
THE ANDERSON COUNTY REVIEW
GARNETT Unified School District
will encourage but not require face
masks for students and staff for the
coming school year, according to a
district plan for in-class instruction
adopted by board members Thursday
night.
The 5-0 vote approved the general
plan, required by federal and state
educational authorities, and outlined
the measures the district would implement in view of the Covid pandemic and recent emergency of a Delta
Variant of the virus that subjected
some schools in Kansas to restrictions
last year.
Summary information provided
to board members and the media in
advance of Thursdaysmeeting noted
the plan still had to be submitted even
though USD 365 had in-class instruction for the entire school year last
year.
Specifically, the policy notes face
masks will be optional in district facilities, although students and staff were
still encouraged to wear them. The
policy says the district may re-evaluate the optional mask clause in the
event of certain county, state or federal mandates or changing conditions
involving Covid.
The remaining elements of the policy outline social distancing measures
where possible, hand washing, facility
cleaning, contact tracing and quarantine measures for those known to be
infected.
Students in USD 365 had to wear
Samsel: Classroom

extreme stress
masks all last school year due to a
school board policy at the time while
Covids first wave of infections was
underway. Crest schools had no mask
requirement, while Central Heights
students were also forced to wear
masks indoors.
An increase in cases of a variant of
that virus strain in recent weeks, primarily infecting adults whove chosen
to skip the Covid vaccine, has brought
some school districts and public entities across the country to reinstitute
mask mandates in their jurisdictions.
The efficacy of mask wearing in
preventing the spread of Covid was
hotly debated during the pandemics first wave, as elements of the
virus became a source for political
point-making between those opposed
to government Covid restrictions and
those who favored them.
USD 365s move on the mask policy
WELLSVILLE Embattled Kansas 5th District
Representative Mark Samsel says he surrendered his
state-issued substitute teaching license last week after
conferring with mental health professionals, in an effort
he hopes will bring peace and healing for all in a misdemeanor battery case pending against him in Franklin
County District Court.
Samsel made the announcement
in an August 4 post on his personal Facebook page. Samsel apparently
blocked the Review from viewing the
post, but readers submitted screenshots to the newspaper of the full text.
The move comes prior to a scheduled court hearing Monday for the
Samsel Republican state representative on
charges that he assaulted a Wellsville
student in late April in a Wellsville
School District art class in which he was substitute
teaching. The incident followed a series of bizarre antics
in which Samsel discussed religion, sex and teen suicide
in videos captured by students and later widely circulated.
Both substitutes and certified teachers in Kansas are
licensed by the Kansas Department of Education, the
application for which includes fingerprinting and background checks. Samsels post doesnt specify to whom he
surrendered the document, and neither Samsel nor officials with the KDOE responded to the Reviews emails
seeking more information about that surrender process.

Sheriff fears bidding war with city on officer pay
City now offers $5,000 sign
on bonus for certified officers,
higher pay, take home cars
BY DANE HICKS
THE ANDERSON COUNTY REVIEW
GARNETT A new pay plan for Garnett
police officers adopted in July that pays
starting cops up to $25 per hour and
offers a $5,000 sign-on bonus is making it
hard for Anderson County Sheriff Vern
Valentine to compete for labor, he told
city and county commissioners at a joint
meeting last week.
Valentine termed the new city compensation offers of as much as $25 per
hour extreme and said the bidding
war threatened his own deputy staffing
stability. He said morale in his department had suffered due to the increase in

attempt
to institute a
statewide mask mandate last summer during the first
Covid wave was eventually thwarted by the Kansas Legislature, which
passed laws restricting the governors
ability to act unilaterally under her
emergency authority.
Allen County again leads area crime
TOPEKA Allen County once again led
the pack of area counties in five key crime
areas measured annually by the Kansas
Bureau of Investigation, with Anderson
County moving up two spots from last
year into a position of greater infamy.
The KBIs 2020 Crime Index Report
analyzes violent crime on a countyby-county basis reported by county
sheriffs departments. The survey
notes crime in categories of
murder, rape, robbery and
aggravated assault and battery
as well as property crimes.
The report was a dismal
wake-up call for the state as a
whole, noting a 9.5 percent
overall increase in violent
crime in Kansas from 2019.
Violent crime in the Sunflower
State is now 24.4 percent above
the states 10-year average.
The report indexes those crime
categories based on per 1,000
population. With a population of
12,236, Allen County went up two
points in the index to 28.1 in 2020 from
26.1 in 2019, with 1 murder, 9 rapes,
2 robberies, 51 assaults, 57 burglaries, 209
thefts, 15 motor vehicle thefts and 6 arsons.
Anderson County trailed Allen by nearly
12 points but was second in the violent crime
index in the six-county region of East Central
Kansas. The county ranked with an index of
15.9, including 1 murder, 5 rapes, 0 robberies, 20 assaults, 30 burglaries, 58 thefts, 10
motor vehicle thefts and 1 arson. Anderson
Countys population was listed as 7,814.
Coffey County with 4,487 people and
Franklin County with 25,440 were two of
the safest places to avoid crime in the east
central region, with indexes of 10.9 and 10.4

city officer pay, and that he had asked
commissioners to bump his department
salaries up $2 per hour in response.
The discussion was an
outgrowth of problems
the City of Garnett
has had dating back
to 2019, when commissioners approved a
previous pay raise and
more lucrative insurance plan for officers
Valentine in order to incentivize
hiring. Last June Chief
King said those measures worked at first but soon the department was down three officers again and
had no viable applicants.
Valentine went to county commissioners and was granted funds to upgrade
deputy and jailer insurance offerings
after city officers got the benefit, but he
said the one-upmanship was getting out
of logical range.
The morale in my office is pretty
poor, Valentine said. When they (deputies) know two blocks away theyre
starting out about $7 an hour more than
they make. Valentine said his officers
started out at just over $17, and it takes
14 years to get to $22 per hour.
How do I deal with that?, Valentine
asked. Im trying to cover 600 square
miles. He said city and county officers had a good relationship in terms of
mutual backup and cooperation, and he
didnt want to see that change.
Valentine also said allowing personal
use of a city vehicle which city officers
were now allowed to take home at night
was another benefit that made it hard to
compete.

Please ourselves
or please God?
In Matthew 22:34-40 we
read. Hearing that Jesus
had silenced the Sadducee, the
Pharisees got together. One
of them an expert in the law,
tested him with this question.
Teacher, which is the greatest
commandment in the Law?
Jesus replied: Love the
Lord your God with all your
heart and with all your soul
and with all your mind. This
is the first and greatest commandment. And the second is
like it: Love your neighbor as
yourself. All the Law and the
Prophets hang on these two
commandments.
Fearing Jesus because
of the threat he presented to
their legalistic society. The
Pharisees always felt compelled to compete with Jesus.
There seemed to be no limit
to the extent they would go in
trying to find a flaw in Jesus.
However when you are competing with perfection there is no
way to win. Ultimately at the
resurrection Jesus proved the
Pharisees to be nothing more
than a legalistic cult bent on
using their rules to gain power
and money at the expense of
others. Thus began the downfall of the Pharisees as well as
the Roman empire.
Interestingly the evil one,
so present within the Pharisee
sect
still uses a similar
approach today. He likes to
place things in competition

with Jesus. This has become
the favorite tactic of the world
system today. In order to trap
people today the evil one has
come up with a whole catalog
of things people just believe
they have to have. And cheap
easy money is made available
to purchase these treasures.
The issue is these things take
our eyes off Jesus and place
them on the item because we
know how happy these things
will make us.
What I am saying is there
is a fine line between pleasing
ourselves and pleasing God. So
how do we find the right direction? The Bible clearly states
that if we sin one time we are
not qualified for heaven. Jesus
tells us he is the way, and the
truth, and the life. We must
decide for ourselves is Jesus
telling the truth?

OPINION
Cori Bushs honest hypocrisy
St. Louis Congressman Cori Bush brought
the totality of her awesome intellectual might
to bear in answering criticisms last week that
while she supports defunding the nations police
departments, she spent some $70,000 of her campaign funds this year on private security.
Her explanation was as simple as it was powerful: Unlike all those people in St. Louis and
in the nations other urban areas being beaten,
shot and killed every day by criminals who no
longer fear police intervention in their pursuit
of crime, Bush told NBC News she needs private
security because Trumpist white supremacists
driving the wave of racial hate in this country
and other bad guys might kill her as they have
often threatened. That would stop her from
doing all the great things shes doing for The
People, she humbly informed the NBC anchors.
Then, in a move
of sincere polit…not getting murical gratitude, a

hoping to unseat a

Democrat and help
reclaim the Congress for Republicans in the 2022
elections.
Most hypocrites are at least smart enough to
try to cover their tracks when theyre caught
dead-to-rights exalting in rules for thee, not
for me. But right thinking Americans are truly
indebted to Bush for her Forrest Gump-meets-Al
Sharpton style of honesty. Shes been less specific however in detailing exactly which police
officers have threatened her life another claim
she made on camera to NBC so those officers
could be charged and pursued in court.
Meanwhile, on the mean streets of St. Louis,
the efforts of Congresswoman Bush and other
Leftists is giving St. Louisians the best opportunity to be murdered that theyve had in decades.
It was only the major crime wave in 2020 which
lifted all urban ships, in fact, that unseated St.
Louis annual contention for the highest murder
rate in the nation.
It turns out not getting murdered is a stalwart motivator for relocation for some people,
even in a place like St. Louis, where dying in
street violence is more or less expected in some
quarters. Between 2015 and 2020, some 10,000
REVIEW COMMENTARY
DANE HICKS, Publisher
people moved out of urban St. Louis proper,
dropping its population to just over 308,000,
while the metro area outside the city actually
gained about 7,500 residents. The reduction in
city population meant a statistical increase in
the murder rate, with 87 murders per 100,000
people at the end of 2020, the highest percentage
of urban carnage for the city since 1970.
That dynamics been in play all over the
nations urban centers over the course of 2020
in the wake of Black Lives Matter terrorism.
While thugs make the city streets their own,
the solution offered by Cori Bush and other
Leftists reeks of obvious logic: Defund the
police; because racist cops, not criminals, are
the problem.
In Cori Bushs world, this all works. Folks in
St. Louis at least the ones still stuck there who
havent been able to rent a truck and pack their
plastic Cardinal batting helmets and get the hell
out are now more safe from being murdered by
racist police. Instead, they can be murdered by
other St Louisians.
And while her used-to-be neighbors drop like
flies to cascades of flying 9mm bullets mostly
fired that cool sideways way so you can see the
brass fly out Bush stays safe and secure with
$70,000 in protection from folks so busy working
jobs and paying taxes they even forgot to even
bring guns to their own insurrection.
That kind of logic, no doubt pervasive in
her district, got Bush elected in the first place.
Theyll probably elect her again.
But the clarity shes provided for the rest of
the country which still seeks to salvage the
American Way of Life about the logic and
direction embraced by the current majority
party is absolutely invaluable. ###

Watching the news and having to laugh. Dont
kid yourselves folks, Trump aint in office
any more. There aint no way in hell theyre
going to close schools for Covid or keep them
from opening this time with Biden and the
Democrats having to try to get re-elected next
time around. Thank you.
I have got to get this off my mind. First, I have
lost a lot of respect for some people in this community over this Covid-19. Second, not getting
vaccinated for no other reason than I just dont
want to is not enough. Third, you who arent
vaccinated or wont wear a mask are responsible for any of the younger generation who
cant get vaccinated. Fourth, are you really that
selfish? And fifth, Trump is not God, so stop
acting like it.
Im not too sure that the low attendance at the
fair this year can be blamed entirely on not having a carnival. After seeing all the people shoulder-to-shoulder in the picture of the tractor pull
in the Review the week before, considering the
Bidens open border for Covid is bio-treason
President Joe Biden is the root cause of
todays COVID-19 superspreader extravaganza on the southern frontier. His come-and-getit, no-borders policy offers a laurel and hearty
welcome to COVID-infected illegal aliens.
Bidens red carpet for COVID carriers on
the US-Mexico boundary atop his mandatory vaccines for U.S. military personnel and
vaccination papers for lawful foreign visitors
epitomizes hypocrisy, reckless endangerment, and quite likely negligent homicide.
McAllen, Texas Republican Mayor Javier
Villalobos issued a Declaration of Local
Disaster on August 2.
According to a municipal-government
statement published on Wednesday: Since
mid-February of 2021, there have been over
7,000 confirmed COVID-19 positive immigrants released into the city of McAllen by
CBP [Customs and Border Protection], including over 1,500 new cases in the past seven
days.
Also, 135 illegals in CBPs Rio Grande
Valley sector tested positive for COVID-19 in
Julys first half, up 900 percent versus the previous 14 months.
Patrons at a Whataburger restaurant in La
Joya, Texas, fretted on July 26 when several other diners coughed, sneezed, and failed
to wear masks. A concerned citizen waved
down law enforcement after observing this.
According to police who responded, these
COMMENTARY

migrants said they were caught by the Border
Patrol, released, and then tested positive for
COVID.
No one told the police department that
these people were here, La Joya Police
Sergeant Manuel Casas complained. These
and other illegal immigrants were guests of
Catholic Charities of The Rio Grande Valley
and were housed at La Joyas Texas Inn &
Suites.
Sergeant Casas told Fox News: The information we have is that everyone that is staying in that hotel is COVID-19 positive because
its being rented out for them.
Not everyone we encounter we test, only
those exhibiting some type of symptoms, and
not everybody has symptoms that has it,
Border Patrol union leader Chris Cabrera said
July 31 on Cavuto Live, We are releasing
people out the door day in, day out with
actual positive tests for COVID, and more just
keep popping up.
Catholic Charities and other private outfits
largely conduct COVID tests on illegal immigrants, such as they occur.
Statistics on this crisis are chilling. They
confirm that COVID is more common and less
inoculated against in countries whose people
are busiest busting through the border.
Reuters reports that 50.3 percent of
Americans are fully vaccinated against
COVID. The top five nationalities exporting
illegals through our border? Not so good:
Mexico 26.7 percent; Honduras 9.8 percent; Guatemala 6.9 percent; El Salvador
34.7 percent; Ecuador 33.8 percent.
Citing a document briefed to Biden on
Thursday, NBC News reported Saturday:
More than 18 percent of migrant families
and 20 percent of unaccompanied minors who
recently crossed the U.S. border tested positive for COVID on leaving Border Patrol custody over the past two to three weeks.
COVID-19 is an invisible foreign enemy at
war with America. Joe Bidens superspreader
border policies are giving this deadly virus
aid and comfort. The president of the United
States is guilty of bio-treason. ###
Joe Biden pursues his low-voltage presidency
Teddy Roosevelt fervently believed that the
president of the United States should be at the
center of the political universe, constantly
attracting attention to himself. But hed never
met Joe Biden.
Biden is the most powerful man in the
world and yet makes almost no impression.
No one, besides political and media professionals, wonders what Biden is going to say
about something or considers him a figure of
fascination. In fact, he barely rates.
His recent CNN town hall was a fizzle, averaging only 1.5 million viewers. Fox News easily beat it with its regular programming, and
MSNBC had more viewers as well, dumping
the president of the United States into third
place in the cable-ratings race.
Hes underperformed in more formal settings, too. Biden drew 27 million for his first
address to a joint session of Congress, whereas
Donald Trump drew 48 million.
The contrast with Trumps constant, impossible-to-ignore cocktail of provocation and
political melodrama, naturally makes Bidens
approach even more stark.

Bidens presidency is, in this sense, practically premodern, almost hearkening back
to the pre-mass-media days when presidents
were neither seen nor heard.
Of course, this is in part a deliberate choice
by the White House, playing on the contrast
NATIONAL COMMENTARY
RICH LOWRY, King Features Syndicate
with Trump and limiting Bidens exposure
to avoid distractions (and gaffes). Being a
notably low-voltage political figure worked
for Biden in his comeback primary campaign
and in the 2020 general election, so why not as
president?
As a result, Biden strangely doesnt feel like
the main event of the Biden years.
Assuming it arrives, the midterm backlash
in 2022 wont be directly about Biden; instead,
it will be driven by the Biden-adjacent issues
of the border, crime, critical race theory and
— if they reemerge in force — mask mandates
and school closures.
Biden is the prime driver of only one of
these issues, the crisis at the border that
easily could have been avoided by keeping in
place the policies the Trump administration
had implemented to get control of the flow of
migrants.
In other words, the culture war itself is likely to be the overwhelming issue in 2022, rather
than the president.
This would be a marked departure from the
midterm shellackings that Bill Clinton and
Barack Obama got in 1994 and 2010, which
were deeply personal rejections of both men
(Clinton was viewed as a draft dodger unworthy of the office and Obama as a crypto-socialist hostile to American exceptionalism).
If no one on the right is enamored of Biden,
very little energy is invested in opposing him
as such.
Indeed, the idea that tends to generate
the most interest and passion isnt that the
president is assiduously working to destroy
the American way of life so much as Biden
— whose verbal meanderings can be truly
bizarre — isnt in charge at all.
Given the alternatives, this probably works
in Bidens favor. He is pushing a truly radical
spending agenda that would, if championed
by a more in-your-face progressive president
rather than someone who feels like a caretaker, surely be met with much fiercer resistance.
But there are risks to Biden, too. If his spending agenda founders, its not clear what comes
next. Even if the White House decides to try to
unleash Biden, he is not well-suited to rallying the country or driving an agenda.
His low-intensity presidency may, as his
advisers hope, help create a sense of a return

I am not sure whats going on with the city hall
and the post office, but Im sort of blaming it
on city hall. I just cant imagine all those utilty
bills not getting out on time and its the post
offices fault. But I can see that the city would
want to make it inconvenient for us so we have
to do direct deposit. Does anybody else see it
that way?
Dear grader operator. I know the weather has
been crazy. Sometimes it makes you seem lazy.
Every pothole that I hit, I complain and then
throw a fit. I know you want to quit, but without
you our roads would be (deleted). The creeks
destory the roads and overflows. We need better
ditches and better bridges. For the work you
do there is little benefit and not much pay. We
expect more out of your day. We want perfect
roads so we can go fast. Eight miles per hour,
that is all I ask. We appreciate you being quick.
To the professional fire truck cleaner that complained about fire trucks being dirty in the
parade last week. Imagine, rural fire trucks
getting driven on dirt roads. Do you know if
they had time to clean the trucks? Theyre volunteers and they have day jobs and families to
take care of after work. Thats probably a hard
concept for you to understand. Next time before
you complain I challenge you to reach out to the
department and volunteer to wash a truck or
two. Have a nice day.

Well there are some of you that
are thinking since I was out traveling around that I probably forgot
all about digging. Youre wrong. In
fact Im more involved than ever.
In fact Im once again working at
two different sites. One is at an

rural school site here in Anderson

This photo is one of my days

she is proceeding with efforts

Miller to retire after 50 years
Linda Miller is retiring
after 50 years of doing hair in
Garnett, KS. She has been a
pillar in the community since
1971.
Linda grew up in Denver,
Colorado. She spent her summers in Garnett staying with
family. When she was young,
she enjoyed tagging along
to work with her Aunt Judy
Blubaugh to The Professional
Shop, a local hair salon. This
is where she fell in love with
the craft.
After high school, Linda
attended cosmetology school
in Denver. She planned to
start working in Denver in the
fall, but came back to Kansas
for one last summer. It was
during this time that she
met Tarry Miller and ended
up staying in Garnett. Linda
and Tarry were married in
January 1972.
In the fall of 1971, she
started working for Carolyn
Wolken and Gertie Hager at
The Professional Shop along
side her Aunt Judy. At that
time The Professional Shop
was in the basement below a
shoe store on 5th and Oak.
The Professional Shop moved
twice while she worked there,
ending up on 4th street across
from the library. The shop
eventually sold to Norma
Tilton. Linda worked a little
longer under Norma before
opening her own shop.
Lindas House of Hair
Design was opened in 1987 and
was located in a little house
on highway 59. By then she
was a mother of three sons,
Eric, Jason and Chris. Linda
moved her shop to the old
Dairy Queen building after her
good friends Mike and Helen
Norman opened the new Dairy
Queen Brazier. She has since

enjoyed 21 years of doing hair
in the Blue Top Shop.
Linda has enjoyed being
part of everything from first
haircuts, proms, and weddings for several generations
of clients. In some families,
she has been blessed with 4
generations. Some of Lindas
fond memories throughout her
career have been volunteering

Players Community Theater.

also present at the meeting,
said he was just doing what he
had to do to staff his department in an environment that
saw officers becoming harder
and harder to find, and drawing higher pay. He said the city
had lost officers shortly after
having paid for their certification training and even paid
them for a year waiting for
them to become street ready.
He defended the $5,000 hiring
bonus as a means to acquire
already-certified
officers
instead of new hires for whom
the city paid for the training.
Weve paid somebody their
full salary, sent them to the
academy, plus all their equipment, King said. You pay for
them for a year before theyre
any good to the department.
He said some new hires had left
shortly after getting certified.
King said the department
had received six applications
after the new compensation
plan came into effect. He said
Garnetts department had competed with the metro area for
a number of years for officers,
even before recent national
events revolving around the
killing of George Floyd in
Minneapolis and a national
movement to defund police
departments in some major
metro areas stressed officers
and began to thin their ranks.
County commissioners were
expected to take up Valentines
own salary budget request in
coming weeks.

to leave a rural shop building
he lived in south of Greeley.
Currant said she began walking toward the door of the
structure when she heard
the gunshot and fell through
the door, landing outside the
building.
Her statement in a probable cause affidavit for Evans
arrest said he spent several
minutes moving around both
inside and outside the building immediately after the
shooting while she lay on the
ground. She said she assumed
Evans called his father,
Michael Evans, because the
elder man arrived eventually and they loaded her
up and took her to Michael
Evans home in Lane, where
they helped her clean up
her wounds, gave her fresh
clothes and allowed her to
shower.
Later the following morning, the affidavit says the
Evans transported Currant
to her mothers residence in
Ottawa where she was eventually taken to a local hospital and law enforcement officers notified.

process. In the post announcing the surrender of his license
Samsel said the classroom incident was caused by stress.
After multiple visits with
mental health professionals
over the last three months, all
have concluded that the days
events resulted from an isolated episode of mania with
psychotic features, caused by
extreme stress, pressure and
agitation over a sustained period of time, Samsel said. He
said the stress was brought on
by the traditionally pressured
months of April and May in the
Kansas Legislature.
Samsel had drawn the ire of
fellow Republicans a few weeks
before the incident for his vote
against a GOP-sponsored bill
that would have banned biological males from competing
in womens sports at the high
school and college level in
Kansas. The measure passed
the Legislature but was vetoed
by Governor Laura Kelly.
Samsel was ordered to seek
mental health counseling as a
condition of his bond after the
charges were filed against him.
By sharing, I also hope this
helps bring awareness and
understanding, especially for
those who have never been
touched by a mental health battle, Samsel said in the post.
He is set for a Zoom hearing

Biden Administration
extends student loan
pause through early 2022
WASHINGTON The U.S.
Department of Education
recently announced a final
extension of the pause on student loan repayment, interest,
and collections until January
31, 2022. The Department
believes this additional time
and a definitive end date will
allow borrowers to plan for the
resumption of payments and
reduce the risk of delinquency
and defaults after restart. The
Department will continue its
work to transition borrowers
smoothly back into repayment,
including by improving student loan servicing.
"The payment pause has
been a lifeline that allowed
millions of Americans to focus
on their families, health, and
finances instead of student
loans during the national emergency," said U.S. Secretary of
Education Miguel Cardona.
"As our nations economy continues to recover from a deep
hole, this final extension will
give students and borrowers
the time they need to plan for
restart and ensure a smooth
pathway back to repayment.
The Department will begin
notifying borrowers about this
final extension in the coming days, and it will release
resources and information
about how to plan for payment
restart as the end of the pause
approaches.
This action is one of a series
of steps the Department has
taken to support students and
borrowers, make higher education more affordable, and
improve student loan servicing, including:
Approving $1.5 billion
in borrower defense claims,
including extending full relief
to approved claims and approving new types of claims.
Reinstating $1.3 billion in
loan discharges for 41,000 borrowers who received a total
and permanent disability discharge and protecting another 190,000 from potential loan
reinstatement.
